I. INTRODUCTION & STEPS TO BECOME A LICENCED RAP

1. License to CSC SPV

The License to CSC e-Governance Services India Limited has been granted on 12th

Sept

2013 by Insurance Regulatory and Development Authority (IRDA) to work as an

Authorized Intermediary to market specifically approved insurance products through the

Rural Authorised Persons (Village Level Entrepreneur’s) under the CSC Scheme of

National e-Governance Plan under the IRDA Guidelines on Common Service Centres,

2013.

The License permits both Life and Non Life Insurers in India to Market Retail Insurance

Policies and Services through Common Service Centers Network. VLE’s in order to

solicit insurance sales and service as Rural Authorised person (RAP) of Insurance will

have to comply with all the applicable provisions of the Insurance Act , 1938,the IRDA

Act,1999, and the rules, regulations, circulars or guidelines, as applicable, issued from

time to time.

A VLE is licensed to solicit or negotiate an Insurance policy of ‘ALL THE INSURANCE

COMPANIES’ with which CSC SPV has an agreement.

This facility to market insurance products and offer services near to homes would

significantly expand insurance penetration in rural areas. Insurance penetration in India

was just 3.96 per cent in 2012.

LICENSING

Licensure is the process by which an ‘Authorized Body’ grants permission to individuals to engage in

the practice of a particular profession, vocation, or occupation, and prohibits all others from illegally

practicing that profession.

By ensuring a minimum level of competence, the licensure process protects the general public.

The Regulatory Authority establishes the acceptable level of ‘Education’ and determines whether an

individual meets that standard by conduct of an ‘Exam’.

On the Regulatory Authority satisfying itself that the candidate posses the required standards, a license

is granted to the candidate for carrying out Insurance Business.

an Autonomous Scientific Society under the

administrative control of Department of Electronics &

Information Technology (DeitY), Ministry of

Communications and Information Technology,

Government of India, was set up to carry out Human

Resource Development and related activities in the

area of Information, Electronics & Communications

Technology (IECT).

NIELIT is engaged both in Formal &Non-Formal

Education in the area of IECT besides development of

industry oriented quality education and training

programs in the state-of-the-art areas.

NIELIT has endeavored to establish standards in the

country's premier institution for Examination and

Certification in the field of IECT.

It is also one of the National Examination Body, which

accredits institutes/organizations for conducting

courses in IT in the non-formal sector.

The Common Services

Center Scheme (CSC)

The Common Services

Center Scheme is a part of

the National e-Governance

Plan (NeGP).

The Scheme envisages the

Private Partnership (PPP).

Who is an RAP?

A Rural Authorised Person (RAP) is an individual who has a license to solicit or

negotiate an Insurance Policy with a client on behalf of the insurance companies.

3. Pre- Licensing Education

1. Registeration: Log on to http://www.cscacademy.org/

a. Register yourself to enroll for the ‘Insurance RAP Training’ as a student.

b. Registration is ONLINE on http://www.cscacademy.org/

c. Click on “Join CSC Academy”

d. Complete registration form as shown on Page 16 of the document.

2. Eaxamination Fees:At the time of registration, an amount of Rs 350/- is to be paid

towards Examination & Licencing Fee. (Examination fees Rs. 250/- + Licensing fees Rs.

100/-)

VLE to pay the Fee for the ‘Exam and Licence’ through your e-wallet with the Apna CSC

portal http://www.apna.csc.gov.in/ .

3. Registration Code: VLE as a insurance student will be allotted a ‘Registration Code’

4. Download the ‘Insurance Pre-Licensing Education Material’ from

http://www.cscacademy.org/ using the ‘Registration Code’ allotted to you.

a. There are 20 chapters in the ‘Insurance Education Course’

b. Download of chapters is ‘FREE’.

c. You can download a maximum of two chapters per day.

d. All modules have ‘Self Assesment Test’ at the end of each module

e. Practice the Test & Prepare for the Exam.

5. Training Completion:

a. The candidate has to download all the twenty training modules and complete the

‘Self assessment test’ at the end of each module

b. The candidate shall earn one –hour training credit on successful completion of the

self-assessment test for each of the module.

c. Candidate will earn 20 credits on completion of all modules, and will be entitled

for registration of the exam.

d. Certificate of Completion will be provided to the successful candidates from

CSC SPV on their respective E-Mail ids and the candidate will now be eligible to

appear for RAP examination.

4. Registration for Examination

1. The VLE will be able to register for the Insurance Exam only if he has downloaded all

the 20 chapters, and cleared the ONLINE TEST.

2. A “HALL TICKET” will be issued to you with following details:

a. VLE Name

b. Roll Number .

c. Date and Time of the Exam.

d. Venue of the Exam

e. Detials of the Examination Center

The hall ticket with the above details will be issued to the VLEs who have successfully

downloaded the 20 Modules from CSC portal and completed the ONLINE Training.

5. Results of the Examination

1. Appear for exam

2. Results will be published on www.nielit.gov.in and also on the CSC Portals.

6. RAP Licence

1. CSC and NIELIT will send the details of all the candidates who have passed the exam to

IRDA in the FORMAT mentioned in the agreement.

2. CSC will send the following documents to IRDA in the SOFT COPY FORMAT along

with the License fee of Rs.100/- in respect of all candidates who have passed the exam.

3. IRDA will Scrutinize the application

4. On Application complying with all the requirements, IRDA will issue a LICENSE to the

VLE to operate as a Rural Authorised Person (RAP) for carrying out Insurance Business

for all the Insurance Companies with which CSC SPV has a valid agreement.

5. List of all Insurance Companies which have agreement with CSC SPV will be available

on the CSC Portal.

7. One time registration of CSC as study centre

Step 1: Go to www.cscacademy.org , under the CSC Corner click on Join CSC Academy

Step 2: For one time registration as a study centre, The VLE of the CSC shall fill their centre

details in the online form and submit.

Step 3: On submission of form, the request to join CSC Academy will go to CSC SPV for

approval.

Step 4: On approval, VLE will get an e-mail from CSC Academy with the confirmation of

registration and login details. Only registered CSCs can offer CSC Academy courses.

8. Registration as a student for Insurance RAP Training

Step 5: After the centre is registered, The VLE shall log on to www.cscacademy.org/center by

entering his Username & Password as e-mailed to him by CSC Academy:

Step 7: Take picture of the student from the web camera by clicking on Take Snapshot, enter

the student details in the registration form and click Save & Continue (In case of RAP

Insurance training only registered VLEs can enroll as student)

Step 8: Choose ‘Insurance RAP Training’ under the course tab and some additional fields will

appear. Enter the information in the fields, by default the Insurance training fees is Rs. 350 and

click on save once all the details are filled.

Step 9: After due verification and confirmation by CSC SPV, you will get an e-mail from CSC

academy with the confirmation of registration and login details to start learning the course.

9. Payment of Examination & Licensing Fees

Step 10: Go to http://www.apna.csc.gov.in/ . Under the VLE Detailed Services page, click on

RAP Insurance Fee (Every VLE in order to become RAP shall pay Rs. 350/-). Out of the Fee

collected

Rs.100 is towards Licensing Fee

&

Rs.250 is towards Examination Fee

Step 11: To pay Rs. 350 as Fees towards Examination & License, the VLE of the CSC shall fill

the details in the online form and submit.

Step 12: On the Payment of the Fees by filling all the Fields in the above form the following

Receipt will be generated.

10. Online training of student

Step 13: To start learning, you need to visit the following link http://cscacademy.org/student that

will redirect you to the login page. Click on Individual login session, then click on Allow and

click on Take Snapshot to take the picture of the student. Fill your Username and Password (as

e-mailed to you) and click on Login to move ahead.

Step 15: By clicking on View modules option, you would be able to see all the 20 modules

covered under the ‘Insurance RAP Training’ as given below:

Step 16: You have to start learning from Module 1 up to 20. Select and study the modules in

serial order. You can download only two modules per day.

Step 17: Select the module and click on ‘Launch’ you will be able to study the material in the

PPT Format and by clicking on ‘Download’ the material will be opened in a PDF Format.

Note: You are advised to refer the PDF File of each module before attempting the assessment.

Step 18: After downloading you can now start studying the downloaded module.

Step 19: After the completing each module, you must appear for the assessment test by clicking

on the assessment option under ‘My Courses’ tab that will open the ‘My Assessment’ window

where you need to click on the ‘Launch Assessment’ and attempt the questions.

Step 20: In each assessment the candidate need to score minimum of 50% to obtain the

‘Training Completion Certificate’ from CSC SPV (Certificate of Completion will be provided to

the successful candidates from CSC SPV on their respective E-mail Ids) and the candidate will

now be eligible to appear for RAP examination.

II. INSURANCE EXAMINATION OF THE VLE

1. Examination Process

1. The online examination for RAP will be conducted by NIELIT at their centers spread

across India, one day every month

2. The last date for online registration, selection of the date and slot for the examination

will be 20th

of every month to appear in the examination scheduled for the next

month. For ex. the last date for online registration is 20th January for the examination

to be conducted in second Saturday of February.

3. NIELIT will announce the schedule dates for registration and examination ‘in

advance’ on www.nielit.gov.in for the information of the applicant VLE.

4. VLE who has a valid Training completion certificate (issued by CSC SPV after

completion of the training course) will only be allowed to appear for the Exam.

5. The RAP shall appear for the online examination at the designated NIELIT Centre as

per the time slot booked and conveyed by NIELIT / CSC SPV to the candidate on the

admit card. The admit card can be downloaded by the VLE from www.nielit.gov.in

6. NIELIT shall inform the candidates about the results of the Exam electronically on

the terminals of RAP/ or by mailing the result card / and also make provision for the

candidate to download / print the result card for his records from (URL of NIELIT).

7. In case the candidate fails in the examination he / she can reappear for the

examination by repaying of examination fee.

8. NIELIT shall transfer the data of the ‘Qualified Candidates’ in the examination to

IRDA & CSC SPV electronically after the completion of the exam.

9. The Training Fee shall be remitted by the VLE / RAP through e -Wallet while

submitting the application.

10. CSC SPV shall transfer the ‘Exam Fees’ to NIELIT prior to commencement of

examination.

11. The License fee along with the Candidates information will be transferred by CSC

SPV to IRDA after the candidate’s passes the exam.

2. Procedure to follow for Examination

1. Candidates should report to the test center thirty (30) minutes before the examination

and report to the ‘Exam superintendent’.

2. The candidate shall submit the following documents to the ‘Exam superintendent’

i. Examination Form

ii. Copy of Identity Card / Aadhar card

iii. Copy of PAN CARD,

iv. Copy of Age Certificate,

v. Copy of Educational Qualification proof (Minimum 10th Pass),

vi. Copy of Residential proof, &

vii. Original Photograph pasted on the application form.

3. The ‘Exam superintendent’ of NIELIT shall

i. Authorize the VLE to sit for the Exam.

4. Candidates are required to sign a Candidate Rules Agreement form.

5. If the ‘Candidate Rules Agreement is not followed and/or cheating or tampering with

the examination is suspected, the incident will be reported as such to the Appropriate

Authority for action. The examination fee will not be refunded, the exam may be

determined invalid, and may take further action such as prohibiting candidates from

retaking the examination and/or denying a license.

6. The time allotted for each examination will be ONE Hour. After the examination time

has expired, the examination module will automatically turn off.

7. Candidates will leave the Exam center knowing there status of the result.

3. Score Reporting process

1. The exam will have 100 Questions

2. All questions will be ‘Objective Type Questions’.

3. The passing score for each examination is 35 marks.

4. Candidates who pass the examination will receive a score report that reads “pass” and

no numeric score will be reported.

5. Candidates who fail the examination will receive a score report that reads “fail” and

no numeric score will be reported.

Examination results are confidential and are released only to the candidate and to the CSC-SPV

and IRDA. To ensure confidentiality, NIELIT will not provide score information to any other

entity either by letter / email or telephone.

5. Examination centre policies

The following policies are observed at each EXAM CENTER

1. No personal items are allowed in the testing room. Personal items include but are not

limited to cellular phones, hand-held computers/ personal digital assistants (PDAs) or

other electronic devices, pagers, bags, coats, books, and/or notes.

2. Calculators are not permitted nor are they necessary for the exam.

3. Candidates must store all personal items in a secure area as indicated by the administrator

or return items to their vehicle. The test center is not responsible for lost, stolen, or

misplaced personal items.

4. Studying is not allowed in the test center. Visitors, children, family, and/or friends are

not allowed in the test center.

5. Dictionaries, books, papers (including scratch paper), and/or reference materials are not

permitted in the examination room, and candidates are strongly advised not to bring such

materials to the test center.

Candidates who violate any of these policies will not be permitted to finish the examination

and will be dismissed from the test center; the examination fee shall be forfeited.

6. Examination Security

1. Candidates must NOT leave the testing room for breaks. If a candidate is found to have

left the examination center, he/she will not be permitted to proceed with the examination

and exam fees may be forfeited.

2. Any candidate found causing a disturbance of any kind, or engaging in any kind of

misconduct—giving or receiving help; using notes, books, or other aids; taking part in an

act of impersonation;—will be summarily dismissed from the examination and will be

reported to the Appropriate Authority. Decisions regarding disciplinary measures will be

as decided by the ‘Appropriate Authority’.

3. NIELIT examination administration and examination security standards are designed to

ensure that all candidates are given the same opportunity to demonstrate their abilities

and to prevent some candidates from gaining an unfair advantage over others because of

testing irregularities or misconduct.

4. NIELIT maintains the right to question any examination score whose validity is in doubt

because the score may have been obtained unfairly.

5. NIELIT first undertakes a confidential review of the circumstances contributing to the

questions about score validity. If there is sufficient cause to question the score, NIELIT

will refer the matter to the state authority, which will make the final decision on whether

or not to cancel the score.

III. LICENSING OF VLE

1. Licensing Procedure

1. CSC SPV shall transfer the data, application forms and enclosures of the VLEs who

are successful in the examination, in digital format agreed, to IRDA electronically

after the completion of the exam.

2. NIELIT shall transfer the data of the VLEs who have successfully cleared the

examination, in digital format agreed, to IRDA & CSC SPV electronically after the

completion of the exam.

3. IRDA shall issue the License online in PDF format to RAP and transfer the data of

the licenses issued, to CSC SPV and NIELIT for records.

4. Every VLE shall sign agreement with CSC SPV to solicit Insurance

5. On receipt of the License / data from IRDA, CSC SPV shall enable the RAP’s/ VLE

OMT ID for soliciting the approved insurance products.

2. Suspension / Termination / Replacement of VLE’s at CSC

1. The licence of a RAP may be cancelled or suspended without notice, if it is found

guilty of fraud, or is convicted of a criminal offence; or commits such defaults which

require immediate action in the opinion of the Authority.

2. CSC-SPV shall disable the terminal of the VLE immediately once the VLE (RAP) is

terminated or suspended by SCA / CSC SPV and shall not allow him to solicit the approved

insurance products or carryout the functions permitted under the Guidelines on Common

Service Centers - 2013.

3. Whenever the RAP of the CSC is replaced due to suspension or termination or any other

reason, the new VLE inducted by CSC SPV shall undergo the training, examination and

licensing process to become a RAP under the guidelines.

RAP is barred from soliciting insurance and offering any other insurance business related

services in their individual capacity, in any mode, on behalf of any individual, organization,

or insurance company, other than the CSC scheme model.

IV. RAP LOGIN PROCESS FOR INSURANCE SALES & SERVICE

1. How to login on APNA CSC

Step 1: Log on at http://apna.csc.gov.in

Step 2: Click on the CSC-Connect Tab

Step 3: Enter CSC ID and Password, click on Authenticate

Step 4: Enter required data and click on “Next page”

Step 5: Enter required details and click on “Submit Details”

Step 6: VLE will receive an Email and SMS to verify the Email ID & Mobile

number.

Step 7: Click on the link given in the Email and Enter the CSC ID and Activation

password, received on SMS.

2. Wallet Creation Process

Step 1: Click on the link “click here” to create wallet

Step 2: Click on “Wallet Management” and enter bank details.

Step 3: Click on “Create wallet now”

Step 4: Confirmation message appears for successful wallet creation

Step 5: CSC will also receive wallet password on his Mobile No.

3. Wallet TOP UP Process

Step 1: Click on “Top-up” to Top up wallet

Step 2: Select payment Mode

Step 3: Enter CSC ID and Amount and click on Recharge Wallet

Step 4: Click on “Make Payment” to confirm

Step 5: Select Payment option and Card Type

Step 6: Fill Bank Details and make payment for wallet top up

4. Process to do Insurance Transaction

Step 1: Click on “VLE Service Page” to view all available services

Step 2: Select the service for example: Click on Life Insurance

Step 3: Select Insurance Co as LIC and click on Premium payment, Enter Customer

details, and pay Amount

Step 4: The VLE would be shown a screen with all the policy details with the amount

the customer needs to pay.

Step 5: VLE to Enter the Wallet Password and click on submit transaction

Step 6: Print Transaction Receipt and hand it over to customer

V. REMUNERATION

The remuneration payable by the Insurer, for the solicitation of policies by the Authorised

RAPs shall not exceed the remuneration as specified by the Authority from time to time

under Sec. 42-E of the Act.

CSC SPV, on receipt of remuneration related to sales / service of Insurance from the

insurer, shall distribute

o not less than 80% of the same to the respective RAPs

o The remuneration to entities such as SCA’s shall be up to 12 % of the same

The commission of VLE’s will be paid on a monthly basis by recharging e-wallet of the

VLEs.
