Vivian comes to DWSC from the Maine Attorney General’s Office, where she served under Governor Janet T. Mills during two of the Governor’s terms as AG. There Vivian was responsible for all enforcement, legislative, regulatory, litigation and national arbitration matters involving the Tobacco Master Settlement Agreement She was instrumental in maintaining and collecting the State’s settlement revenue of approximately $55 million annually from Big Tobacco. Vivian also worked with interested stakeholders throughout Maine around its retail and workplace tobacco regulations, and related public health matters. Prior to her service at the AG’s Office, Vivian was an advocate and public policy consultant for Maine families of children who are deaf and hard of hearing. She also worked as Managing Editor of a legal publishing company when she settled in Maine in 2003. Before her move north, Vivian- a rare native Washingtonian- practiced law for a decade in the DC metro area. Her practice included employment, business and domestic relations litigation. Immediately after law school, Vivian served as Law Clerk to the Honorable Henry F. Greene on the Superior Court for the District of Columbia, where she assisted Judge Greene on his active trial docket of felony and family law matters. While in law school, Vivian was an active member of the Trial and Appellate Advocacy Moot Court Teams, on which she placed as a finalist in numerous national competitions. Vivian Mikhail is an attorney consultant in Drummond Woodsum’s Strategic Consulting Group.
