The Tampa Bay region is a complex mosaic. Within five min-utes our citizens can travel from a heavy industrial area to arural countryside, having one foot in the global economy

and the other in an agriculturally-based economy. We span theentire range, not only economically, but culturally. Although weembrace our diversity as a region, we also share in the challenge ofmaintaining our quality of life within our individual communities.

Transportation and traffic congestion, air and water quality, eco-nomic development and growth, inter-community disparities,workforce training, and housing, information technology and thedigital divide. These are all tough challenges crossing jurisdictionalboundaries – challenges best addressed through regional coopera-tion, planning and action.

In addition, regions are increasingly the dominant economic,environmental and social forces in our lives. They have becomethe basic building blocks in the global economy. To have a suc-cessful stake in the global marketplace, it is essential to have thesize and competence of a region. Issues such as air and waterquality, poverty challenges of distressed neighborhoods, and trans-portation have no regard for jurisdictional boundaries and must beaddressed on a regional basis.

The tougher challenges of the 21st century will require regionalthinkers, conveners and problem solvers. It will be essential toform both public and private partnerships for effective regionalcooperation.

The Tampa Bay Regional Planning Council brings together localgovernments and gubernatorial appointees in the Region to coor-dinate planning for the community’s future, while providing avenue for analyzing, resolving, and sharing solutions among the 43jurisdictions in Pasco, Hillsborough, Pinellas, and ManateeCounties. Florida’s regional councils are recognized as Florida’sonly multipurpose regional entity in a position to plan for andcoordinate intergovernmental solutions to growth-related prob-lems on greater-than-local issues, provide technical assistance tolocal governments, and meet other needs of the communities inthe region.

We cannot over emphasize the importance of building alliancesthat are inclusive of both the public and private sector whereissues transcend boundaries. Regional councils and other regionalorganizations design strategies and create the partnerships foreffective regional cooperation. The number of regional planningand service-delivery organizations currently exceeds a dozen in thetypical region. These organizations include regional councils ofgovernment, single and multiple purpose transit, sewer and waterand other public authorities, regional chambers of commerce andmarketing alliances, regional civic organizations, college/university

regional studies centers, regional community foundations andregional leadership forums.

The events of the past year have taught us to look beyond theboundaries of our cities and towns, our region, our state and evenour great nation. We are learning that we belong to a worldwidecommunity dedicated to the purpose of maintaining freedom anddemocracy. We believe this spirit of unity can also be found in theeveryday challenges we face as a region.

As the Tampa Bay Regional Planning Council embarks upon it’s40th year we will continue to focus on the spirit of cooperation aswe endeavor to serve our local governments and the citizens ofthe Tampa Bay region. Thinking regionally is a strategic invest-ment in our future.

Further, we hope you will enjoy our new format for Visions, amagazine of the Tampa Bay Regional Planning Council. Through aFall/Winter and Spring/Summer edition, we will strive to bringinformative and relevant topics of interest to our members and thecitizens of Tampa Bay.

New maestro for Florida Orchestra The Florida Orchestra has named Stefan Sanderling, chief con-

ductor of France's Orchestre de Bretagne, as its next music direc-tor. He will succeed Jahja Ling, who steps down from that post atthe end of this season after a fourteen-year tenure. The German-born Sanderling will become the orchestra's music-director desig-nate for 2002-03 and begin a five-year contract as music director inthe 2003-04 season.

In addition to his post in Bretagne, Sanderling was until this yearmusic director of the Staatstheater and the Philharmonic OrchestraMainz. He comes from a musically distinguished family and is theson of Kurt Sanderling, former music director of the LeningradPhilharmonic. One of the five music director candidates invited toguest conduct The Florida Orchestra this season, Sanderling hasconducted the Los Angeles Philharmonic and the orchestras ofBaltimore, Detroit, Houston, and Saint Louis, among others.

In announcing the appointment, Florida Orchestra ExecutiveDirector Leonard Stone called Sanderling "the right person for theorchestra and for Tampa Bay," and Sanderling noted that theorchestra was "certainly one of the best" he had conducted.

Currently residing in Berlin, Sanderling intends to make theTampa Bay area his principal residence.

Squawking pucks arrive St. Petersburg is squawking about the

newest professional sport in the com-munity. The St. Pete Parrots bringice hockey back to the area. Theseason will run mid-Octoberthrough mid-March, with thehome opener Saturday, October19th. The franchise will call theBayfront Arena its home for theinaugural season, with a seatingcapacity of 5,730 fans for profes-sional hockey.

The Parrots are one of the originalmembers of the Atlantic Coast HockeyLeague, founded by Bill Coffey. Coffey was the found-ing member of the East Coast Hockey League in the mid 1980’sand brings extensive ownership experience to the table.

The league will be comprised of six teams, Orlando Seals,

Jacksonville Barracudas, Macon Trax, Cape Fear Fire Ants,Knoxville Ice Bears and the St. Pete Parrots.

Bruce Ramsay, formerly of the United Hockey League,will coach the Parrots.

He has carefully selected and signed ten youngpromising players already. Players in the leaguewill primarily consist of free agents and recentcollege and junior hockey graduates. Ramsaywill also be working closely with Vice Presidentof Hockey Operations, Darryl Noren.

Individual ticket prices for the Parrots willrange from $8 to $15 and will be available at all

Ticketmaster locations or through the BayfrontCenter Box Office starting September 30th.

Council to Conduct Pinellas Hazards Analyses� For thesecond year, the TBRPC is conducting the hazards analyses forPinellas County’s facilities with Extremely Hazardous Substances(EHS). There are 134 such facilities, and 50 percent receive site vis-its and updated hazards analyses annually so that the entire coun-ty is covered on a biennial basis. Site visits are conducted by LEPCCoordinator Bill Lofgren and data entry for the analyses into theComputer Assisted Management of Emergency Operations(CAMEO) software is performed by TBRPC Planner JohnMcGuinness. The analyses are used for hazardous materials plan-ning.

LEPC holds Biennial Elections� Elections for Chairmanand Vice-Chairman of the Tampa Bay Local Emergency PlanningCommittee, District VIII, are held biennially in July. At the July 24thmeeting, Temple Fire Chief Ernie Hiers was reelected as LEPCChairman. Charles E. Tear, Emergency Management Coordinatorfor Pasco County was elected Vice Chairman to succeed Dr. SvenNormann. Both officers serve as ex-officio members of all LEPCsubcommittees.

U�S� Coast Guard leads PREP Exercise� The Tampa

Marine Safety Office of the U.S .Coast Guard participated in a large-scale preparedness exercise on Sept. 25, 2002 with SeaRiverTransport, which is the tanker shipping company for Exxon/MobilOil Company. The exercise was a tabletop exercise (TTX), employ-ing the concepts of the unified command: federal (Coast Guard),state (Department of Environmental Protection) and responsibleparty (shipper – SeaRiver). Over 100 participants took part in theexercise that was held at the Wyndham Harbour Hotel.

LEPC hosts Israeli chemical VIP� The LEPC was hostAugust 25-28, 2002, of a visit from Amiad Alexandron, TechnicalVice President of the Haifa Chemical Company, Israel’s soleimporter of anhydrous ammonia. Mr. Alexandron visited Tampaspecifically to meet ammonia terminal operators and emergencymanagement personnel for the purpose of sharing ideas toimprove safety and security.

He toured CF Industries and IMC Phosphates terminals and vis-ited the Tampa Bay Pipeline Company which transports ammoniafrom the terminals to phosphate mines in Hillsborough and Polkcounties. Both Alexandron and U.S. participants were highlypleased with the fruitful exchange of ideas.

Manatee County gets into visioningThe local governments of Manatee County will be con-

ducting a citizen-basedvisioning process (ImagineManatee) along with thedevelopment of a VisioningImplementation Plan.

This project will includeall lands within ManateeCounty, including the sixmunicipalities, as well as theunincorporated area.

The visioning process isintended to provide public consensus on community goalsand policies impacting the development and redevelopmentwithin Manatee County.

The goal is to have a citizen-based visioning process thatis holistic, collaborative and graphically based with at least afifty-year horizon.

The guiding principals of the visioning process include:the importance of a vibrant urban core; the essential need toprotect key environmental systems; the need for a develop-ment pattern which enhances transportation alternatives;and the recognition that we are a community with urban,

suburban and rural components.The major components of the visioning process and

implementation Plan involve developing data and trends forthe general public;reviewing existingplans and creatingprobable scenarios;developing a photosurvey of the communi-ty to graphically repre-sent various scenarios;and developing a steer-ing committee andappropriate outreach

methods.The process will also include extensive public participa-

tion by all stakeholders throughout the entire visioningprocess; preparing and analyzing community surveys andbrainstorming sessions; as well as analyzing appropriatequality of life indicators.

Starting in January 2001, planners began holding aseries of public workshops to get ideas from thepublic, experts in the field, elected officials and

anyone with an interest in making sure something comesout of the faucet when you turn it on from 2015 andbeyond.

At these workshops, it was “anything goes.” So the ideasflowed freely, more than 300 in all.

They ranged from the quite possible to the, shall we say“interesting,” such as towing an iceberg to Tampa Bay orgetting everyone to drink imported beer under the theorythat our own water supply would remain untouched.

“Yes, icebergs and importing water in tankers were on thelist, and another popular idea was cisterns under thehouse,” said Stephen Simpson, system engineer with Blackand Veatch, the consulting firm that is shepherding thisprocess for Tampa Bay Water with help from the Tampa BayRegional Planning Council. “The process started out re-examining all the ideas brought up before, as well as brain-storming and gathering all kinds of ideas about what thepotential water supplies could be.”

Among these were a number of ideas that called for someserious study, and in May the list was shortened to 38.From that, 11 concepts are now getting closer scrutiny withdevelopmental studies and public input.

The public will be asked to weigh in on these ideas at aseries of workshops in October, but those interested cancomment anytime by logging on to the Web sitewww.futurewater.org.

“The long term planning process can be challengingbecause you must consider what will be needed 15, 20,and even 50 years from now. However, it is really impor-tant to look into the future in order to have sound watersupply options to meet the needs of our children andgrandchildren,” said Paula Dye, a chief environmentalplanner with Tampa Bay Water, which is the wholesalewater supplier for Pasco, Pinellas and Hillsborough coun-ties and the cities of New Port Richey, St. Petersburg andTampa.

But unlike the region’s Master Water Plan, which has beenadopted by the Tampa Bay Water board and includes proj-

ects that the board has approved for designor construction, this list is a range of con-cepts that the board will be asked toconsider further in order to meet theregion’s longer term needs.

“Because it is so early in theprocess, the public has an importantrole in these plans,” Dye said. “Therestill will be an opportunity all the waythrough the process, but this is reallythe point where early on they can say‘This is something important,’ or ‘This isnot a good idea.’ ”

The plan has to stress aggressive water conserva-

tion and environmental sustainability,Simpson said. And part of meeting that

goal is to have enough rotational capac-ity so that one water source doesn’t getoverly stressed.

“There are people in the Tampa Bayarea who spend every day worryingabout where we are going to get our

water 20 to 50 years from now,” saidAvera Wynne, planning director for the

Tampa Bay Regional Planning Council.“That’s incredible when you think about it,

but someone has to be looking out for that. Youtake it for granted when you turn on the tap.” ❖

High schools have become soovercrowded that within ayear of opening they go into

double sessions with students splitbetween morning and afternoonattendance schedules.

There have been schools built with-out sidewalks to reach them. Therehave been lawsuits filed opposingplanned schools because they con-flict with the comprehensive plan.One Tampa Bay school district camewithin months of letting a 12-yearoffer for a free school site from adeveloper expire because it wasnever acted upon.

Limited funding and populationgrowth are to blame for some ofthese mishaps, but poor communica-tion between school districts andlocal government is also a factor ineach instance. A new law passed bythe legislature this year mandatesbetter communication so thatschools and governments will benefitfrom shared information and jointprojects.For the first time the state is requir-

ing school districts and local govern-ments to create interlocal agree-ments detailing how they will shareinformation and work together. Allagreements must be submitted tothe Department of Education andthe Department of CommunityAffairs beginning March 2003.

"We are well down the path in com-ing up with an agreement,'' saidMike Rapp, Pasco County's schooldistrict director of planning. "The

outcome should be that everybody(in school districts and government)knows what's going on. There shouldbe no excuse that: "I didn't know youwere doing this.''

Most school districts and govern-ments already communicate in someway on various issues but now theyhave to be more formal and organ-

ized. There is a check and balance tomake sure they each share certaininformation.

"This is a great opportunity,'' saidSteve Seibert, Secretary of theDepartment of Community Affairsand former chairman of the TampaBay Regional Planning Council. "Wehave always had the hope that school

boards and local governmentwould coordinate theiractivities. This really puts alaser focus on that relation-ship. This was the legislativenudge to get people to dowhat's right.''

Siebert expects the 67 dif-ferent interlocal agreementsfor each county will containplans for the schools andgovernments to talk aboutcapacity, hurricane shelters,joint uses, safe ways toschools, urban design andthe impact of new construc-tion on schools.

The effort for joint usescould have the most visibleresults with projects likepublic parks going in next toschools. Students can usethe park as an outdoor class-room and parkgoers can usethe school's parking lot atnights and on weekends. Ortennis courts and pools thatthe city was going to buildanyway might go in next to ahigh school.

In working out the details for the inter-local agreement, Rapp said he's been surprised at some ofthe information Pasco County planners had that henever knew was available. And, in turn, planners havebeen pleased to find out some of the data and mapsbelonging to the school district.

Rapp will also now sit in on county development staffmeetings so he knows as early on as anybody aboutpotential Developments of Regional Impact or MPUDS.

The new law requires nine major points that the inter-local agreement must address.

They are as follows:The school district and local governments must agree

on the general population growth projections on whichthey will base their plans. They must establish a process for coordinating and shar-

We call it “Malfunction Junction.” It’s a not-so-affectionatenickname for the Ashley Street entrance ramp toInterstate 275.

And for motorists attempting to navigate the slowed, sometimesdead-stopped traffic snarl before gunning to high speeds, the expe-rience can be frightening.

A new Florida Department of Transportation project kicking off inmid-October will attempt to correct the problem. It’s part of a mas-sive effort to add lanes and improve the I-275 and Interstate 4 inter-change. That means drivers can expect construction over the next

four years on I-275 from the Hillsborough River north to FloribraskaAvenue and on I-4 from west of 19th Street into the interchange. It’sone of two major highway projects scheduled to be under way at thesame time.

The second project – the building of nine miles of elevated,reversible express lanes in the meridian of the Lee Roy SelmonCrosstown Expressway between Brandon and Downtown Tampa –will begin in the next 90 days.

Does this mean more headaches for motorists? Not according toofficials at FDOT and the Tampa-Hillsborough County Expressway

No pain, no gain. Patience is a definite virtue for commuters when dealing with thenew and improved bay area roadways that are in the making.

Authority, which is overseeing theCrosstown project.

The construction on I-275 will be accom-panied by a large public information cam-paign that includes billboard, radio and tel-evision ads. All lanes will remain open dur-ing peak travel periods, with some lanesclosing between 10 p.m. and 5:30 a.m. asneeded.

FDOT will also provide 24-hour-a-day“Road Ranger” wrecker patrols to helpmove disabled vehicles and reduce delays.“We have an extensive program set up toapprise people of what’s going on,” saysBob Clifford, a district-planning managerfor FDOT. “We’ll minimize the effect to thepublic as much as possible.”

Construction will take four years, linkingmore projects on the Courtney CampbellCauseway, the Spruce Street/Memorialinterchange, as well as the rebuilding of I-275 from the Howard Franklin Bridge to thedowntown interchange. Eight new bridgeswill be constructed, 18 existing bridges willbe widened, and four lanes in each direc-tion will tie into the proposed four laneprojects on each end.

Crosstown construction, which includesthe building of a reversible-lane bridge over

I-75, will run through 2005. One phase ofthe project is already under way.

Work on a four-lane parkway that will con-nect at TownCenter Boulevard with the pro-posed Brandon Gateway Bridge over I-75,kicked off in August and is expected to bemore than half-way complete by December.The new roads will link directly to the

reversible lane bridge. The rest of the project will include build-

ing new lanes between Falkenburg Roadand Palm River Road at the same level as theexpressway. That means traffic will eventu-ally flow between the new, elevated bridgeand existing lanes.

During the mornings the three-lane bridgewill run one-way from 78th Street to down-town Tampa, doubling the amount of trafficthat the expressway can carry. Later in theday lanes will be reversed. Motoristsshouldn’t expect hassles.

Segments of the bridge deck will be fabri-cated at another location and installed whentraffic is light. “We’re going to use a very spe-cial construction method – we want somechoreography” says Martin Stone, directorof planning for the Expressway Authority.

All current lanes will remain open with noconstruction activity during peak times.

Says Stone: “We don’t want to foul up themorning commute.” ❖

“The information is already available,” says Wil Orr, director ofthe NASA program at Prescott College, in Prescott, Arizona, whoseteam was hired to construct the Spatial Growth Modeling project forthe Regional Planning Council. “Piles of data and pages of staffreports can often bury decision-makers in paper and numbers sothat it’s hard to see the critical issues,” Orr said.

“It’s usually an elected official who comes to us and says ‘I’mdrowning in data and dying for knowledge,’” Orr said.

That’s just what sparked Pinellas County Commission ChairBarbara Sheen Todd, Vice Chair of the Regional Planning Council, tobring Spatial Growth Modeling to the attention of other local deci-sion-makers.

“I think the Tampa Bay area is ripe for having this type of tool forthe policy-makers,” Todd said. “We could use this to look at waterresources, development patterns, social services, economic devel-opment – there’s no limit to the variables we could use. And theplanning council can serve as a major technological resource cen-ter.”

It will take about two to three years to build the suite of digital

planning models and cost about$400,000. But once the investment ismade, alternative development scenarioscan be easily analyzed and the data usedto reveal how decisions will play out overtime.

The Regional Planning Council hasbeen joined in this effort by Pinellas

County, the Southwest Florida WaterManagement District and FloridaDepartment of Community Affairs.

The partners will combine resources toaid regional planning while using thetechnology for their own planning pur-poses as well.

Planning Director Avera Wynne said the

“We live in a video-game world,” Wynnesaid, “and this makes it easier for the pub-lic to get excited about taking part in theplanning process.” ❖

Over the next two decades more andmore "service'' occupations will beleased professionals, higher paid

medical workers and other employeeswhose jobs and wages are changing due totechnology.

The jobs outlook for Tampa Bay area overthe next 10 to 20 years is good. Populationacross the state will grow at a slower rateover the next 10 years than in the past 20,hence employment levels will grow at aslower rate. Still, employment will definitelygrow and planners are hopeful about signif-icant increases and changes in the serviceindustry as well as in health care and tech-nology occupations.

The service sector will continue to be thelargest industry category in Tampa Bay.While service jobs account for 42 percent ofthe workforce this year, they will make up47 percent in 2015. Personnel service jobs,or leased employees, are also part of theever expanding service sector. So count onaccountants, engineers, computer program-mers and many other well paying profes-sions to make up more and more of theservice industry over the next 20 years.

And because some of the first employeeleasing companies fared so well in theTampa Bay area more have followed. Thismeans our area's service sector jobs includemore well paying leased positions than most

others in the state."The Tampa Bay regionhas one of the highest concentrations ofemployee leasing companies in the state,''said Bill Dobson, a labor market analyst withthe Florida Agency on Workforce Innovationin Tallahassee. "Florida has the highest con-centration in the country.''

Medical occupations are also changingwithin the service industry. With babyboomers making up one-third of Florida'spopulation, as they get older they requiremore medical service. Twenty years fromnow 26 percent of the population will beover 65.

So healthcare occupations, which are partof the service industry, will grow significant-

ly to satisfy that demand. Many proceduresthat once were done in hospitals are nowdone in a doctor's clinic or at a hospitalwithout an overnight stay.

"Those who do end up staying at the hos-pital have a more critical ailment so theyneed a more advanced, specialized workerto take care of them,'' Dobson said. Thistranslates to a better trained employee whogets a better wage. There are an estimated6,500 licensed practical nurses in TampaBay already making a starting wage of$11.66 an hour and can earn $16.32 an hourwith experience.

But on the lower end of the health carepay scale there are 9,250 nursing aides andorderlies in Tampa Bay making a startingwage of $7.41 and just $10.31 with experi-ence. The 3,810 home health aids in the

region make $7.09 starting and $10.38 withexperience.

Both of these low paying occupations willalso account for much of the area's jobgrowth as Baby Boomers live longer withimproving medical technology. "One of theproblems with the medical industry in areassuch as nursing homes is many customersare paying through Medicare and will onlypay so much,'' Dobson said.

"Employers would like to pay better tolower turnover but they only get so muchreimbursement from government pro-grams,” Dobson said. Until the governmentmakes changes in Medicare and Medicaidthe wages for such jobs have little chance ofincreasing.

Though many high paying occupationswithin the service sector are growing and

changing, this category is still dominated bylow wage jobs.

"We will have that 20 years from now if wedo not improve our industry mix,'' Dobsonsaid. "It is not until we have more manu-facturing and things in the service fields thatemploy the higher paying occupations thatwe will see drastic change in that domi-nance.''

Still, along with health care and other serv-ice industry jobs the area can be optimisticabout, we can look forward to projectedgrowth in high tech employment. Almostone out of every three jobs created over thenext ten years will be classified as high tech.In addition, approximately 40% of all jobscreated over the next twenty years will beclassified high tech.

Forty percent of alljobs created over thenext 20 years will be classified high tech.

The region’s four counties will have high numbers of workers employed inthe following occupations in 2008: cashier, retail sales person, registered

nurse, general office clerk, general manager and legal or medical secretary.

Projections by the Agency for Workforce Innovation on the occu-pations gaining the most new jobs in the next six years show theregion’s four counties will have high numbers of workers employedin the following occupations in 2008: cashier, retail sales person,registered nurse, general office clerk, general manager and legal ormedical secretary. Pinellas, Hillsborough and Pasco counties alsoshow significant numbers of telemarketers.

Of the 10 occupations gaining the most jobs, Hillsborough hasmore in the technology sector while Pinellas shows gains in healthcare and technology.

Manatee County will also see strong increases in manufacturingjobs. Pasco county numbers show teachers and teachers' aidesamong the occupations gaining the most jobs. This reflects the factthat Pasco has more room for new residential homes and apart-ments and more residents mean more teachers are needed.

As for the industries gaining the most new jobs, all four counties,Pinellas, Hillsborough, Pasco and Manatee have the same top threeindustries projected though not in the same order. They are: healthservices, local government and business services. Manatee, Pasco

and Hillsborough are all projected to lose close to 1,500 agricul-tural jobs combined from the already small farming segment. ❖

There must be participation of the localgovernment in preparing school districtplanning reports.

The school district and governments musttry to find ways to have joint uses of facili-ties.

The agreement must address how the enti-ties will resolve disputes.There must be a process devised for public

participation.Two concerns not on the list include

changes in how schools can raise morefunds from new development and ways theschool district can limit growth based onschool capacity and funding for new

schools. These omissions make the inter-local agreement more of a baby step insteadof a solution to overcrowded schools, saidCharles Pattison, Executive Director of1,000 Friends of Florida, a growth manage-

ment watchdog group. "It's an importantstep and we supported it but we were hop-ing it would have done more,'' he said."(School districts) have more of a voice butthey don't have an independent veto againstplanned development approvals.'' He alsowould like to see some specific require-ments on setting school or classroom capac-ities.

Mark Hart, spokesman for theHillsborough County school board alsowishes there was more of a provision forschools to slow down building permit issuesif they will lead to overcrowding before thedistrict can finance new schools. But hehopes the interlocal agreement will make adifference even without such a provision."The better we can work with the countyand the more recognition we can get thatschools are a critical infrastructure just like

roads and other infrastructure will certainlyhelp,'' Hart said.

The school board and HillsboroughCounty government already have an inter-local agreement that was born several years

ago after residentsof rural Lutzopposed a newhigh school sitesaying it wasincompatible with

the character of their community. Now allschool sites have to be approved by thecounty commission to make sure they areconsistent with land use.

Hillsborough's existing agreement will beamended to meet additional requirementsof the new law. "It's going to take away allthe fun, if you want to call it fun, of oneagency bickering at another agency,'' Rappsaid. "We are all sitting in the same boat nowand it doesn't do any good to complain ifthe boat has leaks.''

“Fundamentally, integrating school andland planning is about forming new rela-tionships,” states TBRPC Executive DirectorManny Pumariega, “We hope this newprocess results in less crowded schools,increased sharing of expensive facilities, andperhaps a better balance between new sub-urban and improved urban schools.” ❖

In memory of Mayor MacFrom the time he was born in Palmetto

until his death on August 26, 2002, at theage of 84, “Mayor Mac” of Dade City wasknown not only for his accomplishments,but for his sweet personality. He was trulya Southern gentleman. “Mayor Mac”served as mayor of Dade City for 10 yearsin the late 1980's and the 1990's.

Charles McIntosh was a member of theHuckabay family, a pioneering family inDade City. He attended St. Leo CollegePrep School from 1933-35 and theUniversity of Florida from 1935-38. Hemet his wife, Virginia Mae Lackman, duringthe war in Europe where she was with theRed Cross. They were married in Pilsen,Czechoslovakia in 1946. They had twodaughters.

Shortly after marrying, Mr. McIntosh wasinducted into the Army as a major in thefinance corps. He retired as a colonel in1966 after serving in various roles, includ-

ing landing with assault forces at OmahaBeach on D-Day. He went on to becomeAssistant Dean and head of the MBA pro-gram at Syracuse University’s School of

Management and received his MBA therein 1966. After returning to Dade City in1976, he served as Associate Dean at theUniversity of South Florida in Tampa.

Mr. McIntosh’s many civic accomplish-ments include serving on the Tampa BayRegional Planning Council from 1985-1999. In 1998 the Council honored him bynaming the highest award in the Future ofthe Region program, the Charles A.McIntosh Jr. Award of Distinction.

The “McIntosh Award” recognizes excel-lence in regional planning and is in its 11thyear. “Mayor McIntosh has never missedthe annual Future of the Region AwardsLuncheon,” said TBRPC Chair, CouncilmanJerry King. “This coming year, the awardwill take on an even more important mean-ing as we continue to pay tribute to thelegacy of this true statesman.”

As current Dade City Mayor, Scott Black,said, “Our Prince is gone. It’s the end of anera. It’s kind of a story, you could say, of asmall-town boy who made good.”

It has been long said that the generalpublic needed to become more activelyinvolved in the planning of their com-munities.

In the spring and early summer, theCouncil staff engaged in facilitating suchpublic involvement.

Beginning in May with the City ofZephyrhills and concluding in July withthe City of Bradenton Beach, the stafffacilitated six public workshops.

The purpose of the workshops was forthe public to have a say in what the com-munity was to look like in 20 years,develop a community vision statementand identify strategies for achieving theidentified community themes.

Starting in September and November,the staff will be conducting communityvisioning workshops for the cities ofHolmes Beach and Anna Maria.

Piney Point:A lesson in cooperation

The Piney Point facility, a fertilizer pro-duction facility near Port Manatee was aban-doned by the Mulberry PhosphateCompany in mid-2001. State officialsmoved in to manage the gypsum stacks andthe nutrient-rich process water seepingfrom them. The stacks hold about 1.2 bil-lion gallons of water, and each inch of rain-fall on the site and its drainage area adds 12million gallons.

Tropical Storm Gabrielle dumped 12 inch-es of rain in 48 hours, part of nearly 20inches (240 million gallons) added to thesite in September 2001. The holding capac-ity of the gyp stacks was at a maximum anda catastrophic release was possible.Department of Environmental Protection(FDEP) Secretary David Struhs signed anemergency order authorizing the release ofup to 50 million gallons of partially-treatedwater into Bishop's Harbor, part of the TerraCeia Aquatic Preserve.

Ten million gallons were released, carry-ing 16.2 tons of nitrogen into Bishop'sHarbor. Nitrogen levels in the harbor rosefrom normal to 33 parts per billions, well

above a healthy level.At that point the Agency on Bay

Management (ABM) established a task forceto find alternatives to discharging intoBishop’s Harbor. A number of measureshave now been put into place in order toincrease the on-site capacity to handle theyear’s expected rainfall, including: raisingthe gyp stacks’ dikes, reducing the surfacearea that creates contaminated water;adding 92 million gallons of storage capaci-ty; trucking a total of 700,000 gallons perday (gpd) to Manatee County’s wastewatertreatment plant, Cargill Inc., CF Industriesand (soon to start) Florida Power & Light.Reverse osmosis treatment has begun, gen-erating about 600,000 gpd of very high-quality water, and FDEP is looking for addi-tional users.

Meanwhile, as of early August, about300,000 gpd of high-quality water is beingdischarged to Bishop’s Harbor. This willcontinue at least until the end of the rainyseason, and it is hoped that closure of thestacks will begin at that time. Long-term, apossible use for the gyp stacks is as a reser-voir for reclaimed water, a project for whichManatee County is seeking federal funds.The remainder of the site is suitable for

industrial development.Without the efforts of FDEP, ABM’s Task

Force members, Cargill, CF Industries,FP&L and Manatee County, Bishop’sHarbor and Tampa Bay would have sufferedmuch more extensive adverse environmen-tal impacts. Because of these efforts, we aremaking positive strides toward a long-termresolution regarding the problems of PineyPoint.

New publication celebratesnamesake waterway

Tampa Bay Soundings, a new publication for those eager tolearn more about the region’s namesake waterway and the region’sother natural resources, made its debut in July.

Initiated by TBRPC, theinaugural issue featuresthe Terra Ceia habitatrestoration project andthe ongoing cleanup ofthe Piney Point fertilizerplant. It also includesarticles on beach-nestingbirds, paddling theHillsborough River, mana-tee protection zones, and a calendar of resource-related activitiesand events.

The next edition, due out in October, will focus on the role of

freshwater in Tampa Bay, and include articles on Egmont Key,Emerson Point, water quality and biological monitoring, and more.

Update on DRIsSeveral new Development of Regional

Impact proposals are being reviewed withinthe Tampa Bay Region. Manatee County is experiencing numerous

mining proposals, while southern PascoCounty is being considered for a significantamount of residential and non-residentialuses, which include two separate regionalmall projects. While Hillsborough Countyexperienced a balanced mixture of land usesin the recent past, the only currentHillsborough County project represents anexpansion of office uses. Many of the recentrequests for modification of existing DRIshave come in the form of buildout exten-sions and/or alternative land uses.

Who are we and what we doThe Tampa Bay Regional Planning Council offers a wide vari-

ety of services and products. Can we provide a service to you?Among the services and programs the Council offers:

economic modeling and analysis; community visioning andcharette planning; spatial growth modeling; hurricane andhazard preparedness planning; the official Hurricane Guide;the Small Business Disaster Kit; GIS mapping; printing forlocal governments and nonprofits; and technical assistance tolocal governments.

Our Regional Information Center is open to the public from9 a.m.- 4 p.m. weekdays. The center serves as a Florida StateData Center; official U.S. Census affiliate; provides technicalAssistance; and is a clearinghouse for technical assistance andadministrative materials related to planning and developmentin the Tampa Bay Region.
