optimalroleforthecorridoroverthenext20years.This

ideaisarticulatedasavision:aconceptthatisprimarily

qualitativeandboldenoughtoinspirethecommunity’s

commitmentandpracticalenoughthatitwillsteadily

producethedesiredresults.

First,thisplansetsforthaVisionStatementandVision

Principles.TheVisionStatementdescribesafuture

conditionofthecorridorthatintegratescommunity

aspirationswithdevelopmentapproachesthatrespond

directlytothebackgroundfactorsidentifiedinthePlanning

Foundations.TheVisionPrinciplesdescribefiveaction-

orientedconceptsthatwillleadtofulfillmentofthevision.

mixed-use development districts.

High-visibility address corridors will continue to provide prime locations for high-value development—and make a statement about Dublin’s character:• Local visibility address corridors should serve as gateways to districts of

high-value, walkable development—while also being walkable themselves.• Regional visibility address corridors play key roles as gateways to Dublin

as a whole and to districts of high-value, walkable development. • Highway visibility address corridors should showcase commercial

development and its walkable, mixed-use context.

Itisimportanttorecognizethatactualdevelopmentwill

occurincrementally,indifferentstagesandindifferent

placesoveratimeframeof20yearsorlonger.Thestudy

areawillnotexperienceabruptandcompletechange

everywhere,astheillustrationmayimply.Thisincremental

approachtoimplementationishighlybeneficialinthatit

letsdevelopmentrespondtorealmarketopportunities,

buildsinopportunitiesforthecommunitytoadjusttonew

developmentpatterns,andallowslaterphasestorespond

inmorecomplementarywaystotheprecedentsestablished

andlessonslearnedfromearlierphases.

Mostdevelopmentactivitieswillbeledbytheprivate

sector–individualpropertyownersanddevelopers.The

Citymayplayasupportiveroleintheseactivitiesthrough

investmentsinrelatedpublicinfrastructuresuchaspublic

parking,streetimprovements,andparks.Thesepublic

investmentswouldbeintendedtodelivercompelling

economicreturnsandothercommunitybenefitsasaresult

oftheprivate-sectorinvestmenttheywouldenable.The

Citydoesnotanticipateacquiringsignificantamountsof

landforredevelopment.Manyprivately-ownedparcels

alreadyaresufficientlylargeandwell-locatedthattheyoffer

goodopportunityforredevelopmentwithwalkablemixed-

usedevelopmentformats.AnyCityacquisitionswould

primarilyincludelandareaneededforneworenhanced

streetrights-of-wayandparkland,andmanyofthesewould

comeasprivateownersredeveloplandandturnoverthe

incorporatednewstreetandparklandareatotheCity.

holdssubstantialpotentialfornewwalkablemixed-

usedevelopmentthattakesadvantageofexcellent

highwayaccessandvisibility,walkingproximityto

HistoricDublin,andadjacencytoIndianRunCreekand

greenways.

3 Historic Dublin District.Today’sHistoricDublinis

theheartofthiswalkabledistrict,whichhasopportunity

togrowandcarefullyintensifywhilepreservinghistoric

characterandprotectingexistingneighborhoods.This

canoccurthroughstrategicinfilldevelopment,improved

pedestrianaccessandparking,increasedfocuson

theSciotoRiverandIndianRunCreek,andmost

significantly,long-termredevelopmentoftheIndianRun

Elementaryand/orSellsMiddleSchoolsites.

4 riverside District.TheSciotoRiverand

improvedviewshedandparkaccesssetthetheme

forthisdistrict,particularlyalongitseastbank,where

severallargeparcelsoflandcouldproduceexciting

opportunitiesforwalkablemixed-usedevelopment.

5 Dublin-Granville road District.Thiscorridor

aroundStateRoute161presentsgreatdevelopment

potentialthroughitsaccess,visibility,consolidatedland

ownership,andopportunitiestoconnectwithadjacent

walkabledistricts.

6 tuller/Greenway District.Thisdistrictoffers

opportunitiesforimportantconnections:agreenway

connectingtheSciotoRivertoSawmillandDublin-

GranvilleRoads,anexpandedstreetnetworkthat

integratesexistinghousingdevelopmentsintolarger

walkableneighborhoods,andimprovesaccessto

EmeraldParkwaytakingtrafficpressureoffofHistoric

Dublin.

7 Sawmill District. ThelargeDublinVillageCenter

siteandadjacentparcelsholdgreatpotentialtobecome

adestinationmixed-usedistrictwithgreatvisibilityand

accessfromI-270andstrongconnectionstoadjacent

neighborhoodsandgreenspaces.

S Scioto river overlay.Thisoverlaydistrictcelebrates

todriversadistinctshiftfromahighwaysettingtothe

walkable,mixed-useenvironmentembodiedinnearby

HistoricDublinandthroughouttheBridgeStreetCorridor.It

shouldalsomakethestatementthatprosperityandhigh-

qualitypeople-orientedenvironmentsgohand-in-hand

inDublin.Thisdistrictshouldalsobeaprimetargetfor

high-valuedevelopmentseekingaprominentaddress—

suchasoffice,lodgingandretailuses—owingtothehigh

visibility,excellentroadaccess,establishedpresenceof

majoremployers,andsignificantopportunitiestoimprove

walkabilitywithinthedistrictandadjacentareas.Principal

challengesincludereconcilingvitalpedestrianandaccess

improvementswithhightrafficvolumes,andmakingthe

transition(overplaceandtime)fromahighlyauto-oriented

developmentcontexttoapedestrian-orientedone.

TheBridgeStreetGatewayDistricthasimportant

relationshipswithDistricts2(IndianRun)and3(Historic

Dublin)asacriticalgatewayforeach.

Centered on the intersection of Bridge Street with Frantz road and Post road, this district functions as an important gateway to Dublin and the Bridge Street Corridor. It offers strong opportunity for high-value development and needs to support and benefit from investments in walkable mixed-use development in adjacent Historic Dublin and the oCLC campus area.

Thedistrictconsistsoftwodistinctbutrelatedareas:

The100-acreOClCcampustothewest,andthe32-

acreCardinalHealthparceltotheeast,separatedbythe

NorthForkofIndianRunCreek.Theownersofeachsite

haveexpressedinterestinhigh-valuedevelopmenton

atleastportionsoftheirrespectiveproperties.Access

improvements,however,willplayacriticalroleinrealizing

Developmentpotentialinthisdistrictwillbesubstantially

improvedbyamorecomprehensiveroadnetworkthat

reinforcesconnectionsamongtheotherdistrictsandthe

City’slargerroadsystem,allowingagreaterdegreeof

trafficdistribution.

TheIndianRunDistricthasimportantrelationshipswith

Districts1(BridgeStreetGateway)and3(HistoricDublin),

whichprovidecriticalaccessroutesandamenities.The

sensitiveedgesitshareswiththosedistrictswillrequire

care,bothtoprotecttheenvironmentalvalueoftheIndian

Runandtointroducetwotofourcorridorsofcontinuous

givenlocation.Developmentopportunityisexpressedas

arangethatvariesupto25%aboveorbelowapredicted

consistentwithmarketdemandmagnitudesprojectedtoa

20-yeartimeframefromthebase10-yearmarketanalysis

isconcentratedenoughtosupportfuturetransitservice.

Totheextentthatbettertransitservicesareavailablein

theBridgeStreetCorridorandthatdevelopmentismade

ascompactandwalkableaspossible,opportunityfor

developmentvalueandmagnitudewillincrease.

DIFFErEntIAtInG rEtAIL roLESPlacementofretaildevelopmentintheBridgeStreet

Corridordeservesspecialattention,sinceretailcantake

ondistinctrolesdependingonlocationandthemarket

itisintendedtoserve.Retailcanserveasanamenity

respondingtolocaldemandgeneratedbyresidents

andemployeesinwalkable,mixed-useareas,orasa

destinationservingthelargerregion.Thisdifferentiationis

especiallyimportantfortheIndianRun/BridgeStreet/Frantz

RoadandSawmillwalkablefocusareasbecauseboth

districtshavethecapacitytoaccommodatealargeregional

destinationretailandmixed-usecenteridentifiedasa

marketopportunityforthestudyarea.Bothfocusareas

standoutashavinggreaterretaildevelopmentpotential

thantheothertwowalkable,mixed-usefocusareasdueto

theirsuperiorregionalaccess.Becauseitisunlikelythat

retaildemandwillsupportsimilarmajordestinationretail

centersinbothareas,itisworthdistinguishingtheroleretail

couldbestplayineachspecificarea.

BridgeStreet/FrantzRoadarea.IntheSawmillRoadarea,

however,retailcanbestbeoptimizedasananchorfor

office,housing,and/orhospitality.Twofactorsinparticular

supportthisrecommendation.First,thepresenceofthe

SouthForkIndianRunCreekmakesitmoredifficulttofita

large,mixed-usedestinationretaildevelopmentatornear

BridgeStreet/FrantzRoadthanatSawmillRoad.Second,

theIndianRun/BridgeStreet/FrantzRoadareacurrently

offersanestablishedcorporateofficepresenceaswellas

anearbyamenityintheformofsignatureopenspaces

andHistoricDublin’sretailandrestaurants,allofwhich

arepotentiallyattractivetooffice,hotelandhospitality

development.TheSawmillRoadarealacksthesame

presentvolumeofusersforwhichitwouldserveasan

amenity,makingdestinationretailahigherpriorityinthat

locationtoattractotherhigh-valueuses.Inotherwords,the

SawmillRoadareawouldmorelikelyrelyondestination

retailtocatalyzefurtherdevelopment,whereasIndian

Run/BridgeStreet/FrantzRoadismorelikelytoattract

developmentasaresultofexistingconditions.
