CHAPTER 1

1.1 PROJECT BACKGROUND

VISA POWER LIMITED is going to establish a thermal power plant

in 780 acres area in the village Dumarpali and Devri of district Raigarh

within Chhattisgarh State. The main plant site is located in the village

Devri and Dumarpali (21055’38.1” North Latitude and 83016’ 11.8” East

Longitude).The land identified for the project consists of 73% single crop

land in which the main crop is paddy.

Water reqiured for the project shall be met by the river

Mahanadi through dedicated pipelines. River Mahanadi is 30 kms far

from the project site. As proposed the required coal for the plant shall be

supplied by SECL and MCL coal mines and Fatehpur coal block. The

electricity produced in the plant shall be distributed by the Kotara Pooling

Station of Power Grid Corporation of India and 785/400 KW Tarkela

Basin Pooling Station. In this project two units of 600 MW shall be

commerically started within 36 and 39 months. The commercial

operation of first unit shall be started on 1st. April 2013 and the second

unit on 1st. july 2013.

1.2 ABOUT THE COMPANY-

VISA POWER LIMITED is an International Conglomerate with global

presence in minerals, metals and power.The group has a turnover of

more than INR 5000 crores. The group has planned to set up a thermal

power plant, to supplement Power which is one of the major input in

steel making and it also contributes to the energy deficient state for the

fulfillment of its target. The company has signed a Memorendum of

understanding (MOU) for establishing the coal fired power plant in the

fuel rich state of chhattisgarh. This also includes the Establishment of

captive coal mines, their benefication and logistics and the produced

electricity shall be sold to the prospective buyers as proposed.

1.3 OBJECTIVE OF PROJECT-

• The main objective of this project is to fulfill the energy deficiency of

the state as well as the nation.

• The project shall help in the economical development of state and

nation.

• The project shall provide employment to the local population.

• The project shall also help in the social and economical development

of the villages.

1.4 DETAILS OF THE PROJECT AREA

1.4.1 GEOLOGY OF AREA-

The identified area of villages Devri and Dumarpali of Raigarh

district Chhattishgarh state (21055’38.1” Lat. & 83016’ 11.8” E long) is

most suitable for locating the project. The main plant is well connected

with the National Highway which is around 5 km away. Nearest railway

station is Bhupdeopur on the north –west, at a distance of around 5 km

from the main plant site and the allocated Fatehpur East coal mine block

is around 65 km from the power plant site. The total annual rainfall

recorded in this area is 1602 mm.

The top layer of the land is cover with clay mixture and moorum. In

adjacent area Hard rock was found on the ground surface. The

topograpical survey for the main plant site has been carried out . Level of

ground is varying from RL 238.42 to 248.5 meter and the major slope is

from north to south.

1.4.2 ROADS AND DRAINAGE SYSTEM

The Plant is connected through PMGSY road. This approach road is

about 5 km. The Rain water for the power plant areas shall be collected

through a network of drains, which will finally discharge into the nearby

Dumarpali nalah, and then utimately discharge water into the Mand river.

1.4.3 CLIMATE AND METEOROLOGICAL DATA -

Based on the Meteorological data obtained from the Indian

meteorological department Raigarh, the ambient temperature is around

35°c , Relative humidity of 62% and cooling water temperature is around

33°c.The winds are generally clam in the region with a mean velocity of

0.28 meter/sec in pre monsoon and prior to the onset of winter.Where as

the wind velocity if faster during the monsoon and summer months. The

total annual rainfall as recorded by meterological department is 1602

mm.

1.5 AVAILIBILITY OF VARIOUS BASIC INFRASTRUCTURAL FACILITIES

1.5.1 LAND AND PLANT LAYOUT

Estimated land requirement for the plant total capacity of 1200 MW with

2 X 600 MW units at main plant site, ash pond, ash dyke area and land

for corridor pertaining to railway siding, approach road, raw water

pipeline and transmission line etc is 780 acres of land. This identified

land of 780 acres is in the village Devari and Dumarpali.

1.5.2 WATER

Consumptive and cooling water requirement for the station

comprising cooling tower make- up, heat cycle make-up , other process

water requirement along the evaporation and seepage loss with

recommended design margin works out to about 4600 m3/ hr for the total

plant capacity of 1200 MW. The water will be drawn to project site

through pipeline from Mahanadi river.There will be two water reserviors

inside the plant with a reserve capacity of 15 days consumptive water

requirement of the plant for unintupted water supply.

1.5.3 FUEL

The primary fuel of the proposed Thermal Power Plant is coal. The

power plant would require around 7.39 Million Tonne of coal per annum

(Gross calorific value-3,200 kcal/kg). VISA Power has been alloted

Fatehpur East coal block from which the coal will be sourced. However,

during initial period of plant operation, almost the entire coal requirement

willl be met from SECL and MCL coal fields.

1.5.4 POWER ARRANGEMENT-

The complete electrical system would be controlled and monitored from

the plant DCS system. A Backup Electrical Control panel will be

provided , if required-

All operationally important control commands and signals for

reporting system status, fault and abnormal condition for electrical

auxiliary system will be available in the DCS.

1.5.5 COMMUNICATION SYSTEMs

The following communication facilities would be provided for fast

communication between the plant personnal for efficient operation,

maintenance and handling of emergency conditions.

• An EPABX telephone system covering entire main and auxiliary

plants and colony.

• Dedicated distributed public address systems for each 600 MW unit

main plant would be available.

1.5.6 MECHANICAL EQUIPMENT AND SYSTEMS-

The 600 MW unit would consist of the boiler, single reheat,

condenser, condensate extraction and bioler feed water systems,

heaters and all equipment for reheat regenerative feed heating. The unit

will be provided with adequately sized HP and LP turbine bypass

stations for quick hot start-up and to provide stability during large load

throw-off conditions.The generator will be designed for high efficiency

with the range of coal being provided to this thermal power plant with

minimum requirement of support fuel oil for flame stabilisation within its

control range. The furnace design shall have adequate residence time

provided to burn the fuel completely.

The boiler would be designed as per IBR/ASME Sec I and should

meet IBR ( Indian Boiler Regulations ) requirements.

1.5.6.1 GENERATOR

The steam generator will be provided with a set of soot blowers

fully automatic, sequentially controlled, microprocessor based syste.The

steam generator balanced draft system will be provided with 2 sets of

forced draft (FD) fans, 2 sets of induced draft (ID) fans. The FD fans may

be of constant speed, axial flow type. In each blower one regenerative

air preheater (RAPH) has been provided.

1.5.6.2 COAL PULVERISING MILLS

The steam generator should have suitable pulverised coal firing

arrangement comprising coal bunker with 16 hours capacity volumetric

/gravimetric raw coal feeders, pulverising mills (vertical/horizontal) and

other required ancillaries.The mill capacity selection will be based on

90% loading with worst coal with all mills operating.

1.5.6.3 SUPPORT FUEL OIL SYSTEM

The steam generating unit has been provided with Light Diesel Oil

(LDO) for supplying LDO to oil burners during boiler cold and hot start-

ups as well as for flame stabilisation with coal firing during low load

operations.

1.5.6.4 ELECTROSTATIC PRECIPITATORS

The steam generating unit has been provided with the required

electrostatic precipitators (ESP). The ESP will have efficiency of around

99.9%. The design of ESP will be such that the outlet dust burden or

solid particulate matter content does not exceed 50mg / Nm3 with worst

coal and with all fields in operations.

1.5.6.5 STEAM TURBINE AND ACCESSORIES

Installation of an excellent quality of steam turbine and accessories

has been envisaged in the plant. The turbine will have a lubricating oil

system for supplying oil to turbine and generator bearings. The

lubricating oil will be cooled by closed circuit water cooling system and

water as cooling medium.To attain maximum output potenial various

other equipments have also been proposed.

1.5.6.6 COAL UNLOADING, TRANSPORTATION AND FEEDING SYSTEM

Coal handling Plant(CHP) will be consisting of 1 no truck hopper

(for unloading from bottom dicharge type wagons), 2 nos wagon tipplers,

crushing / stacking , reclaiming from the stockyard and conveying the

same to steam generator bunkers.This is done in 2 shift operation. The

maximum lump size of the coal received from the coal block or linkage at

power plant site will be 250mm.Coal stockyard for stacking of crushed

coal will be for 15 days at full load considering this as a pithead

station.For conveying coal from track hopper to the stockpile and from

stockpile to SG bunkers, two streams of conveyors and equipment will

be provided. Merry go round (MGR) railway system along with railway

siding track hopper and wagon tipplers is proposed for coal

transportation from the captive Fatehpur East coal block to main plant

site.Same way the fuel oil (LDO) would be brought to plant by rail/road

tankers and will be unloaded and stored in storage tanks of adequate

capacity by means of unloading pumps.The (LDO) forwarding system

having forwarding pumps will feed the boiler burners.

Bottom ash will be collected in wet form; while fly ash will be

collected in dry form. The ash extraction is unitised basis, the ash

disposal system will be designed common considering both the

units.The system adopted for bottom ash removal would be an

intermittent jet pump system and for fly ash removal, vaccum-cum-

pressure type pneumatic system.Unutilised fly ash disposal would be

carried out either indry form using trucks from the ash silo for

utilization,or in high density slurry form to the ash pond from the dense

ash slurry mixing tank.

The bottom ash hopper (BAH) would have a capacity to store about

eight hours collection of bottom ash. A clinker grinder would be provided

to crush the ash clinkers. Ash clinker from the clinker grinder will be

conveyed to dewatering bins through the jet pumps provided below each

clinker grinder. Dewatering bin will have 24 hours storage capacity and

alternatively the bottom ash will be discharge to common slurry sump for

further disposal in slurry form to ash pond. For the disposal of ash A

High Concentrated Ash Slurry Disposal System (HCASD) is used it

consists of feeding, mixing and pumping components to the ash ponds.

Mill rejects/ pyrites discharged from the mills will be fed to the steel

storage silo of 12 hour capacity through conveyor. And the rejects from

the silo will be disposed off-site by trucks.

The plant water system will be designed to supply water

requirement for the proposed 1200 MW plant. The plant water

requirement will be around 4600 m3 /hr which would be fulfilled by intake

water pump house to be built in the Mahanadi river water bed.The Raw

Water Reservior will have storage capacity adequate to meet the plant

water requirement for total 15 days.The proposed Mahanadi River Water

Analysis is as below-

Three raw water supply pumps will supply raw water from reservoir to

pre-treatment plant to cater the needs of the following primary water

circuits-

a) Demineralization Plant.

b) Cooling water Make up.

c) Closed Circuit Cooling Water Make Up.

d) Plant Service Water and Fire water Requirements.

1.5.6.7 EFFLUENT TREATMENT PLANT

The Plant is designed for zero liquid effluent discharge. No liquid

effluent will be sent out of the plant. The liquid effluents will be collected

and treated/recycled .

1.5.6.8 FIRE DETECTION AND PROTECTION SYSTEM-

A comprehensive fire detection and protection system is envisaged

for the complete power station. This system will generally conform to the

recommendations of TAC guidelines and NFPA- 850.

The following fire detection and protection systems are envisaged-

1) Hydrant system for complete power plant.

2) Automatic water spray system.

3) Foam injection system for fuel oil storage tanks.

4) Clean Agent Extinguishing system for protection of control room.

5) Fire detection and alarm system to cover the complete power plant.

6) Portable and mobile extinguishers will be located at strategic

locations throughout the plant.

7) Required fire tenders/engines of water type trailer pump with fire

jeep etc will be provided in the fire station.

1.5.6.9 PLANT AIR AND INSTRUMENT AIR SYSTEM

Air compressors have been provided for uninterupted supply of Air

to both the units. They will provide air through air receivers.

1.5.6.10 AIR CONDITIONING SYSTEM

Air conditioning system will be provided for all those areas, which

require close control of environment conditions and shall cover the

following areas- Central Control Room consisting of Control Room,

Control Equipment Rooms, Telecommunication Rooms, Microprocessor,

Computer and Programmers Rooms, Data Storage Rooms, UPS

Rooms, Instrumentation Laboratory and Steam and Water Analysis

Rooms, Conference Room, Shift in Charge Engineer’s Room and Relay

Rooms.

1.5.611 VENTILATION ROOM

The following areas will be provided with forced ventilation system

with filtered supply air and exhaust fans/ roof exhausters

1) All floors of turbine building.

2) Switchgear rooms and cable galleries of main plant.

3) Non air conditioned area of ESP control room.

4) Any other areas where equipment heat load is high.

1.5.6.12 PIPEING SYSTEM-

Piping system will be provided as per the requirement for supply of

steam, condensate, water, oil, air etc to different places in the plant.

Pipelines running outside the power house will be routed on pipe trusles

to the extent possible.

1.5.6.13 MAJOR CONTROL AND INSTRUMENTATION SYSTEM-

The major components of Control and Instrumentation system of

the unit will comprise of the following-

1) Distrubuted Control System (DCS)

2) Steam Generator Control System

3) Vibration monitoring system for major plant auxilliaries.

4) Master and Slave Clock System.

5) Central Control Room, Unit Control Desk and Control Panel.

6) Steam and Water Analysis System (SWAS).

7) Online Leak Detection System.

8) Close Circuit Television (CCTV) System.

1.5.6.14 CIVIL WORKS

LAND DEVELOPMENT

The land for the main plant site has a gentle slope with a level

difference of up to 10m for different stretches of areas. As the project

starts according to the requirements of various tasks for sewage

treatment, land would be allocated . In the perifery of the plant site

Inside and outside the boundary of the plant 1/3 rd area will be alloted

for the development of green belt as per the guidelines of M.O.E.F.

1.5.6.15 PLANT BUILDING / POWER BLOCK AREA

MAIN PLANT BUILDING-

The Main Plant Building in the Power Block area will comprise of

Main Power House Building (turbo generator bay and electrical bay, feed

pump, Heater and Deaerator bay). The building will be of steel-framed

structures. All the structures would be built according to the Indian

standards organisation.

TRANSFORMER AREAS

All the transformers supported on suitable foundation together with

fire wall, drainage etc shall be provided with containment arrangements

for spillage of oil.

CHIMNEY

The chimney will be a twin-flue technology reinforced concrete

chimney. The flue gas emission point would be 275 m above the plant

level.

TOWNSHIP

Township shall be located to the west of the main plant area and

would be developed along with modern amenities.This will accomodate

residential buildings including barracks for securitiy staff, field hostel and

associated facilities/ non-residential buildings like Bank, Post office,

Club, Community centre, Medical centre, Guest house, Sports complex,

Parks, Estate office, Telephone exchange, Transport centre, Shopping

centre and primary school. Provision of a temporary labour colony has

also been kept at the south-east corner.

1.6 WORKPLACE AND SERVICES-

Infrastructures shall be constructed for the employees residence,

management and execution of the plant. The essential infrastructures

shall be developed for the Local community ,so that it will change the

quality of their lifestyle and will also help to mitigate their problems

indaily routine. This shall mainly include pure drinking water, daily needs

, public transportation facilities, health facilities and education facilities.

1.6.1 PROJECT SITE LOCATION AND DESCRIPTION OF THE EFFECTED AREA-

LOCATION OF THE PROJECT SITE-

The location of main plant is in the villages Devri and Dumarpali,

the District Head Office nearest to it is in Raigarh around 20 km. The

main plant site is 5 km away from the National Highway No 200. The

transportation of coal to the plant is done either through Road or Rail,

The Fatehpur coal mines is 65 km away from the main plant site.

EFFECTED PROJECT SITE-

Around 780 acres of land is allocated for the project. The proposed

area comes under the two villages Devri and Dumarpali . The proposed

area for the project is around 780 acres according to the Revenue

Record.

1.6.2 THE VILLAGES AFFECTED DUE TO THE PROJECT-

Due to the project the land of village Devri and Dumarpali is mainly

affected But it will not affect the residential land.Details related to land

are follows-

The Argicultural land of the villages Devri and Dumarpali comes

under the project site.Due to the project both agricultural and

1.6.7 DETAILS OF THE AFFECTED POPULATION-

The estimated number of affected sub families is as per the

definition of the state government. During the survey each family has

been considered a basic unit according to the present social structure.

The total number of affected people due to the proposed project is

1.6.8 EFFECTS ON LIVELIHOOD

The livelihood of the villagers will be affected due to the land

acquisition for the industrial purpose.However some villagers are already

employed and the maximum population is depended on agriculture.

Some of them are engaged as agriculture labour and other vocations

like- Blacksmith, Potter and other services. Since No vocation would be

carried out by the villagers after the acquisition of land, the

management shall take up various activities under the coporate social

responsibility and rehabilitation & resettlement policy of the government

to overcome the loss.

III. Unemployed youth and eligible persons would be given vocational

training during summer and new avenues will be created so that

they can get jobs.

IV. Various task would be performed for the community development .

The rural socio-economic development centered activities would be

taken up which includes- education, health, cleanliness.

V. After the the commissioning of the Plant, a large number of labor

force will be necessary for the different purposes of the project.

Priority for employment would be given to the residents of that area.

This will Result in regular employment of the residents of the area

and improveent in their economic condition.

VI. Through various activities, the affected individuals would be

employed and their economic condition would be improved. Various

training Programs would help in improving their employment

potantial and would also encourage for self employment.

VII. The 1200 MW power plant would generate new economic

development along with providing the employment to the villagers

and the increase in their income will improve their quality of living.

CHAPTER – 2

OBJECTIVE OF THE REHABILITATION PLAN AND ENVIRONMENT

2.1 OBJECTIVE OF THE RESETTLEMENT AND REHABILITATION PLAN-

The Resettlement and Rehabilitation plan is prepared in respect to

the class 3.6 and 3.7 of the Ideal Rehabilitation policy 2007 of state

Chhattisgarh released by Resettlement Department of Chhattisgarh

Government. In this project along with the construction, the development

works are done under the corporate social responsibilities as included.

The main objective of this plan is an appropriate social development of

the nearby villages under government rules and company’s own

planning.

2.1.1 BENEFITS OF THE PLAN-

1. Resettlement and Rehabilitation plan is prepared on the basis of the

information collected through individual and family survey in which it

is mentioned that all the activities to improve the living standard of

every affected person and family.

2. In the plan, water, land, People and animals will be included under

social development.

3. Unemployed youth and other groups will be included in the self-

employment and skill development programs.

4. Various activities would be performed to improve the environment.

5. Various measures of pollution control would be adopted under the

Government guidelines..

2.1.2 IDEAL PLAN

The plan is prepared for the appropriate execution of the

Rehabilitation and Resettlement Policy. This plan is ideal because –

1. All the adult dependents (male) of the displaced person are

considered as a different family.

2. All the residents of the village will come under the affected group.

3. Maximum compensation of the acquired land would be given.

4. The distribution of land to displaced people

I) Landless family – 300 sq. m.

II) Small/ marginal farmer family – 450 sq. m.

III) Other farmer family – 600 sq. m

5. In case of acquisition more than 75 % land employment will be

provided to single person from each family according to his

qualification and requirement.

2.2. ENVIRONMENT

2.2.1 ENVIRONMENTAL EFFECT OF THE PROJECT

Environmental effect due to the establishment of the plant means

change in environment, available forest, water and air. Various suitable

plan would be prepared to control the environmental degradation..

(According to the class 1.7 of appendix -2 of Ideal rehabilitation

policy amended 2007 of the Chhattisgarh state)

2.2.1 GENERAL VIEW

All growth-oriented projects have ability to change nature of the

environment. This effect depends upon the change on air, water, land,

animals, human beings, ecology, social-culture, life style and economical

status of the people. The project may be simultaneously beneficial or

harmful. All the activities depend on the environment that’s why analysis

of the effect will be done on the basis of the preference. On the basis of

the analysis of various effects, the environmental management plan will

be prepared and mitigation measures would be executed to reduce and

prevent the bad effect. Emphasis will be on the control and mitigation

measures in future.

2.2.2 STUDY OF THE EFFECT ON THE ENVIRONMENT

In this chapter the probable effects of various environmental

aspects have been discussed.

1) Air pollution

2) Water pollution

3) Land pollution

4) Scrap

5) Vibration and noises pollution

6) Biological effect

7) Social-Economical conditions

2.2.3 AIR POLLUTION

In the plant area, the quantity of the dust and smoke is greater than

normal conditions. It can be reduced by adopting pollution control

measures. Other activities which are responsible for the pollution are:

• Transportation

• Drilling

• Loading and unloading

• Diesel equipments

• Minerals and by product

• Coal handling and its transportation.

• Deforestation and land

Dust and various gases which are produced by these activities are

released in the atmosphere and pollute it. Its adverse effect can be

injurious to the health of the workers.

2.2.4 EFFECT ON WATER RESOURCES AND ITS QUALITY

2.2.4.1 SURFACE WATER

There is a river Mand near to the plant which flows towards north to

south. It is flowing along the villages Dumarpali and Devri. There is a

small nalah in the village Dumarpali which flows towards north to south.

There is a rain water harvesting arrangement in the plant to collect rain

water through which the water table will be recharged.

2.2.4.2 UNDER-GROUND WATER

Planning in water consumption would be helpful to maintain the level of

under-ground water for a long period. 3900 m3 water would be required

per day for the various activities in the plant and 700 m3 water per day

required for the colony, office etc. Cumulatively It will be around 16.79

lac m3 per year. The Drinking water supply of would be maintained from

the available under-ground water.

2.2.4.3 QUALITY OF THE WATER

The quality of the surface water is affected by the insoluble

particles present in it due to following reasons are:

• By washing the dumpers.

• By erosion of soil.

• During the pumping of surface water from plant to drains.

Water can be polluted by the insoluble particles of the overburden

dump on the ground surface. During the pumping of water from the

plant, waste materials are also carried out. Other sources of pollution

are the out flow of oil from the workshop which pollutes the surface

water. Establishment of a filtration plant is proposed in the management

plan for the treatment of the polluted water. There are chances of

pollution of the under-ground water due to the presence of harmful

chemicals in the coal and overburden, but here in Visa Power plant the

risk is less as there is no harmful chemical in coal and overburden.

There would be an arrangement of filtration of the polluted water by the

septic tank and soak pits. There is proposal of the suitable plan to manage

and treat polluted water produced from the industrial area and the colony.

2.2.5 EFFECT ON THE GEO- ENVIRONMENT

EFFECT ON TOPOGRAPHY AND NALAH

The river mand is located in the east from the plant which flows

along the outer boundary of the villages Dumarpali and Devri towards

north to south. In the middle of the village Dumarpali a small nalah is

located and flows towards north to south.

EFFECT ON THE LAND STATUS

A big part of land, around 780 acres shall be affected by the main

plant and the management of coal handling. It is a general effect while

establishing a power plant, and for that the essential corrective measures

shall be adopted. some of the various ways of Land use shall be as

follows:

RELEASE OF INSOLUBLE WEST MATERIAL

In the industrial activities 4 type of insoluble waste materials are

released which are:

• Overburden (Surface soil and rocks)

• Oiled mud/ mud from water filtration.

• Ash

• Residual scrap

Scientific methods shall be adopted to treat insoluble waste

material.

2.2.6 NOISES AND TRAFFIC

NOISES

The noise level is always high in the main plant site due to the

running steam turbine generator, other rotating equipment. Operation of

steam safety valve also induces noise which is above normal. 90 db noise

is accepted for the every person as normal In the open environment and

beyond that limit it is considered an occupational hazard due to the

noises. Suitable measures shall be adopted to reduce the noises from the

machines through their proper maintenance. Management has made due

provisions to compensate the losses to its workmen due to noise induced

by the machines.

TRAFFIC

At present the traffic on the road of the proposed area is less but

after commissioning of the project, the traffic pressure will be increase

substantially. To maintain a better control on traffic, over-bridge

construction and widening of roads shall be taken up and awareness

programs shall be conducted.

2.2.7 EFFECT ON ENVIRONMENT

Industrial activities certainly leave some impact on the environment.

Due to the degradation of the quality of air and water, the flora of the area

is seriously affected. At the time of the establishment of the Plant all the

modern techniques shall be adopted to control the noise, light, dust and

other polluting elements.

2.3 SOCIAL-ECONOMICAL EFFECTS

The establishment of the plant shall lead to the improvement in

social economical status of the villagers. Under the idea the various social

development plans and rehabilitation and resettlement plan have been prepared.

Due to the establishment of the project and change in the land use of the

agricultural land, supplementary and other allied activities shall help to improve

the economical conditions. Because of the project functions, local people shall

get suitable opportunity of employment in it which shall help to improve their

economic conditions. Through the Rehabilitation and resettlement plan of the

company, educational and self-employment opportunities shall be generated for

the affected and displaced persons. After the establishment of the plant, a

general Industrialization of the area shall begin. A positive effect shall be visible

in the Social and economical structure by the development of health centers,

communication, employment in the service sector, transport facilities and

infrastructural development.

2.3.1 SOCIAL ECONOMICAL CONDITION OF THE PROJECT AFFECTED PERSON

Proposed area for the power plant comes in the villages Dumerpali

and Devri where main power plant and township has been planned. Total

population of these villages is 2257 and total families are 456 and sub-

families are 245. The details are given in the following table 2.3.2.1.

CHAPTER – 3

PURVIEW OF THE PROJECT AFFECTED PERSONS

(Act on class 1.5 & 1.6 of appendix -2 of the Ideal Rehabilitation policy of

Chhattisgarh state)

The fundamental components of the social and economical

condition of the affected persons have been discussed In this chapter.

The analysis of strength and weakness in present social economical

structure is base for preparation of the rehabilitation and resettlement

plan. In this chapter education, health, financial and economical

conditions are discussed which is concerned to the social economical

prospect.

3.1 METHODS OF THE SOCIAL-ECONOMICAL SURVEY

On the social-economical condition and land use pattern primary

and secondary survey were conducted in both the affected villages

Dumarpali and Devri. All the information regarding project affected

persons is collected through following schedules:

1. Survey of family

2. Survey of residents

3. Survey of agricultural land

Project affected persons were surveyed and their views were

obtained on the establishment of the project, on the policies of

rehabilitation; compensation and employment. Findings of the survey are

compared with the previous analyzed data. The land records of the

probable displace persons and land losers is analyzed through revenue

records. The description and details of the social economical survey is

given in the further columns. This survey was conducted on month June

– July 2010. Apart from it a common general discussion was conducted

to know the present status of the project affected villages so that their

needs and preferences can be evaluated. The methods of survey used

are as follows:

3.1.1 ELUCIDATION OF THE SOCIAL CONDITION

As per census 2001 the density of population of the district is 179

people per sq. km but at present population density of villages Dumarpali

and Devri is 36.02 people per sq. km. Percentage of the male is 49.33 %

in Dumarpali and 50.29 % in Devri. Female in per 1000 male are 1027 in

Dumarpali and 988 in Devri. Percentage of schedule cast is 11% and

schedule tribe is 6% of the total population whereas the percentage of

OBC is 81% which is establishes a vast population in the area. The

literacy is 70.56 % of both the villages which is satisfactory. Women

literacy is 62.48% which is very good.

764 and Devri was 1118 but on the basis of the present social

economical survey the population of the village Dumarpali is 916 and

3.2 STATUS OF THE LITERACY AND EDUCATION

In the project affected area the average literacy rate is 65.70 %

whereas the state and national literacy rate are 64.67%. This

necessitates improvement in the education level in the villages. During

the social economical survey It was noticed that there is no technical or

professional training centers in the area and these facilities are available

20 km away from the proposed area in the Raigarh. The percentages of

worker and 2% population has their own business. Agriculture is the

main occupation of the villagers but it is seasonal. Maximum individuals

3.4 TYPE OF OCCUPATIONS

There is difference in the financial prospect between the

information received from the census 2001 and the conducted survey

table 3.1.4. It is noticed that maximum population is engaged with the

occupation of agriculture.

3.4.1 AGRICULTURE

The proposed area of the project is agricultural area and Rabi crop

and Kharif crop are cultivated by the farmers which are depended on the

irrigation facilities and rain fall. Paddy is the main crop of the area and

cultivated in both the seasons. Tilhan and Dalhan crop is less cultivated.

Rich Farmers have sufficient number of animals for use in agriculture.

Animal husbandry is also a main occupation of the villagers.

3.4.6 INCOME

In spite of main and marginal occupation the village

population has very low income as shown in table 3.4.7.1. In addition to

the agricultural income the average yearly income of the villagers is

1000-4000 and the yearly expenses are also same, so there is less

chance for savings. Dependency for cultivation on the rain fall is the

main reason for poor average income of the farmers.

3.4.8 OTHER SOURCE OF THE INCOME.

In the project affected villages, there are small seasonal vocations

in practice as well as some vocations running throughout the year for

income generation. Seasonal business practices like fruits and vegetable

vendor, manihari, ice and kulfi etc are conducted. Animal husbandry is

also an important source of income generation of villagers.

3.6 ASSETS

Private movable assets are less in the villages. 3% of villagers in

the Devri has television. Bullock cart and tractor is the main medium of

the transportation and travelling. Some villagers have motorcycle in both

the village. There are 5 cars and 14 tractors available in Devri. Transport

facility in the area is not satisfactory.

3.7 Health

Health awareness in the surveyed villages is very poor. Because of

the traditional mindset and unscientific lifestyle villagers are easily

caught by the seasonal diseases. Due to the poverty, superstition and

lack of proper and timely medical treatment villagers stay ill for a long

time.

Diseases in the area:

It is observed that the numbers of malaria’s patients were more in

number in the past two years and it was the main cause of the mortality.

Some cases of diarrhea was also recorded which was treated in the

primary health center of the village Dumarpali. One general practitioner

is working in the area.

3.8 INFRASTRUCTURAL ACCESS OF THE PROJECT AFFECTED POPULATION

Proposed project area is agricultural area and district head office

(Raigarh) is 20 km away from the area. Mostly people go raigarh for the

business, agriculture, education, labour and other purpose but there is

no public transport facility. Although there is a health center in the village

area but it is lacking the necessary facilities. There is no post office,

3.9 RESOURCES DRINKING WATER

The main resources of drinking water are well, hand pump, tube

well and pond. People mostly use tube well and hand pump for the

drinking water. Some bore wells are available but are in open need

proper overhead tank facility.

3.10 CLEANLINESS

In the project affected area, number of toilet are less, people mostly

use open place for the toilet. Number of private toilets in the village

Dumarpali are 25 and Devri are 8.

There is a primary school in the Dumarpali and middle school in

Devri. Students of the villages go to the village Kanshichua for the higher

3.12 MAIN ISSUES OF THE PROJECT AFFECTED PERSONS

The main issues of the project affected persons are:

First:: due to poor educational system, the development of the skill

of the people is less. Their social and economical condition shall be

affected because of the loss of livelihood by the commissioning of the

project. It is essential that villagers may be provided proper job oriented

training so that they can get job in the project or there would be some

arrangement of the self business.

Second: Villagers are financially weak because they are mostly

dependent on agriculture. Agriculture is depended on the rain fall and

climate hence is the basic reason for their unstable income. People have

to look for other income resources for them. The status of the Female is

weak.

Third: The present infrastructural status of the area is poor.

Maximum number of houses are kachha and the provision of cleanness

in them is very poor. The available water resources is unsafe.

Infrastructure development will be an important element under the

Community development plan.

CHAPTER 4

REHABILITATION OF DISPLACED/ AFFECTED PEOPLE DUE TO PROJECT

The rehabilitation and resettlement plan will be according to the

ideal rehabilitation and resettlement policy amended 2007(Chapter II

serial No 1.8 of Government of chhattishgarh.

4.1 REHABILITATION FOR THE DISPLACED INDIVIDUALS

(According to Chapter II SN 1.8 of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

Currently there is no residential/ housing In project affected areas,

however in future up gradation in project or any other reason, there

occurs a necessity for rehabilitation then according to the following

procedure/as per rules rehabilitation will be done for project affected

individuals.

In accordance to the project of Rehabilitation and Resettlement

scheme, the expenditure for rehabilitation of displaced /affected

individuals is shown as per unit rate. At present there is no resettlement

for housing/ individuals in the project so the expenditure for the

rehabilitation is not mentioned.

(A) EMPLOYMENT-

One individual from the affected family according to the suitability,

preference and necessity, will be eligible for employment in the

construction work during the construction of power plant. As there will be

progress in work and start of production, the employment opportunities

will go on increasing and be available to eligible individual. Contribution

towards self employment, training and recurring and nonrecurring

linkage and other arrangements are included for the matter of

guaranteed employment.

(B) EMPLOYMENT ELIGIBILITY

(According to section II of ideal rehabilitation policy amended 2007

of chhattishgarh government) Those affected and resettled individuals

in those areas who are required in above project, under land acquisition

act 1984 section 4 (1)publication date of notification should be living there

for minimum three years before, and should in be in some business or

earning for livelihood, or would be doing farming from minimum three

years or before on his private land, according to section 2.1 (B & D) of

ideal rehabilitation policy amended 2007 of chhattishgarh government is

defined and whose land is acquired for establishing the power plant in the

Dumarpali and Devri district Raigarh. After evaluation of age, health,

character, educational qualification, training and expertise, the individual

shall be eligible for the employment. Employment shall be provided

according to the class 7.1 e of rehabilitation and resettlement policy

government of chhattisgarh and as per requirement of the organization.

(C) AGE DISOUNT FOR EMPLOYMENT-

(According to section 7.1 (c) of ideal rehabilitation policy amended

2007 of chhattishgarh government) Employment for class- 4 like-

gardener, labour etc will be eligible for the employment till the service

retirement age.

(D) MIGRANTS WILL GET PREFRENCE FOR EMPLOYMENT-

(According to section 7.1 (e) of ideal rehabilitation policy amended

2007 of chhattishgarh government)

A. Eligible migrant families will be employed according to following

priority order –

1. Whose cent percent agricultural land as well as residential land is

acquired.

2. Whose cent percent agricultural land is acquired.

3. Whose 75% or more agricultural land is acquired.

4. Whose 50% or more agricultural land is acquired

5. Whose 25% or more agricultural land is acquired

6. Other migrant families.

B. According to the above in descending order, those individual whose

land has being acquired will get priority for the employment as per

the vacancies in the company.

C. The SC and ST candidates will get priority for employment than the

general candidates, even if their cent percent land is acquired.

D. According to Resettlement plan section 4.1 (a) no eligible

candidates found for the employment or the candidates not

interested for the employment or no more vacancies left in the

company then in this situation they can opt any one option from the

below given options-

OPTION 1 –

According to section 7.1 (g) (1) of ideal rehabilitation policy

amended 2007 of chhattishgarh government one member from the each

displaced families would be given land or shop on land made available

by the collector besides the project area or the engaged project area or

nearest block office or nagar panchayat/ municipality area apart from the

compensation. The cost shall be corne by the management.

OPTION 2-

(According to section 11.2.3 of ideal rehabilitation policy amended

2007 of chhattishgarh government) if any of the above mentioned

options are not opted then one member from each family will be

compensated to the extent of the amount identical to the payment of

minimum 200 days in a year which is according to the Employment

guarantee scheme conducted by the government.

(A) Process of recruitment will be conducted in various steps

according to the requirements and the progress in activities of

plant.

(B) Apart from section 11.2.2 of ideal rehabilitation policy amended

2007 of chhattishgarh government for the regular positions in the

plant qualified resident of the state will be recruited on the basis of

their qualification and eligibility and the availability of the

employment.

1. Individual affected due to project.

2. Effects of project on the Residents or individual of the area.

3. Residents living in the state or individual.

4.2 RESETTLEMENT OF DISPLACED INDIVIDUALS WHO’S RESIDENTIAL

BUILDING IS ACQUIRED-

(According to appendix 2 class 2.3 of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

The section 11.2 of ideal rehabilitation policy amended 2007 of

chhattishgarh government has tried its best that residential building

should be least affected. And keeping public welfare in mind only those

residential houses are displaced which are essential for the project. It is

ensured that the displaced families would get proper compensation and

their resettlement would be done properly and providing better facilities.

(According to the present situation, no displacement of the

residential houses is being done for this project. Therefore if there is

necessity of rehabilitation the chhattisgarh state government will literally

follow it). According to section 1.1.1 of ideal rehabilitation policy

amended 2007 of chhattishgarh government those houses of displaced

families, are acquired for project has affected greatly. Before the

possession of their building they will be rehabilitated.

4.2.1. REHABILITATION ILLEGEAL ENCHOARCHMENT –

(According to section 3.9 of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

1. Rehabilitation will be provided to the individual’s encroaching

revenue forest or revenue land but, the individuals should be settled

on the revenue land for at least 3 years in its possession from the

date when chhattishgarh state government approved the project.

2. However individuals found encroaching the revenue land and forest,

but also have possession on the government land will be eligible for

the rehabilitation.

3. If performing agricultural activities before the year 1990.

OR

Related to land acquisition notification section 4 (1) the individual

should be the resident of the land for atleast 3 years prior from the

date of approval.

In this concern chhattishgarh state government decision will be valid.

On new land distribution one land segment would be given to one

family.

Displaced families whose house has been acquired, would be given

new land segment along with an additional amount of 11,000 /- for

displacement assistance.

(The section 8.1 of ideal rehabilitation policy amended 2007 of

chhattishgarh government)

In addition each family would get a transportation amount of 1,000/-

for their domestic animals.

(The section 8.2 of ideal rehabilitation policy amended 2007 of

chhattishgarh government)

Displaced families through execution by state government will be

given advantage in self employment plan (dairy, poultry, fisheries, small

and cottage industries etc) this would be done by providing loans from

the various financial institutions.

chhattishgarh government)

It will be tried to engage SHG’s of the project affected areas in the

industrial activities, for that training and workshops will be conducted by

the relevant department.

chhattishgarh government)

Although in this project any resident is not rehabilitated, only

agricultural land and other private land are affected. However

organization will execute developmental works for the basic

infrastructure like construct of roads, electricity, drainage and sewage

systems, construction of shed for markets, hospital, shops etc.

In case of rehabilitation of any family following organizations will

perform the investigation tasks.

4.3.1 The alternative employment will be created for the adult members of

households through the cooperative institutions, as the only regular

employment. This shall be like distribution of dividend by the cooperative

institutions and shall be a source of additional income for them.

Following types of employment would be proposed through cooperative

institutions -

A. The task of logistics of the accessories, example-

1. Handling movement of materials used in the construction of building.

2. Movement of Materials used in mines.

3. Handling and movement of goods kept in the godown.

B. Gardening work-

1. Planting of trees in the boundary of plant and township.

2. Maintaining the plantation of the plant and township.

C. Small civil work- digging of soil from the construction work and its

adopt transportation.

D. To provide artisan to the major contractor.

E. Removal of debris from the township and plant compound.

F. House keeping inside the township and plant compound.

4.3.2 SELF EMPLOYMENT OPPORTUNITIES-

1. Task to supply the milk to the residents of township as well as in

the plant canteen.

2. Task to supply vegetables to the residents of township as well as in

the plant canteen.

3. Task to supply essential groceries to the residents of township as

well as in the plant canteen.

4. Task to supply all the daily need items like bread, biscuits etc to the

residents of township as well as in the plant canteen.

agricultural land.

2. Preference to modern and cash crops.

3. Farming of medicinal plants and spice yielding plants.

4. To promote animal husbandry of goat, poultry and dairy.

4.3.4 SERVICE AREA-

1. TV, fridge, cooler, mobile, air conditioner, motor cycle and vehicles

repairing centre and auto parts shop.

2. Vegetables, fruits, general store, medical, stationary, home building

materials and animal husbandry shops.

4.3.5 COTTAGE INDUSTRY

3. Making and packaging of pickles, papad and others edible items etc.

4.4 COMPENSATION FOR THE PROJECT AFFECTED FAMILIES-

(According to section 4.1.5 (a) of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

4.4.1 COMPENSATION FOR LAND (SECTION 4.1)

1. According to land acquisition policy, the compensation for the land

acquisition shalll be given to the land owner as is given in the table

no-

issued by the collector for the purpose of rate to pay stamp duty will

be determined , under the land acquisition policy the rate is calculated

over market, so the minimum amount payable to the land holders is

calculated as per the section4 (1) of notification of the publication date

the current guide lines of rate or depending on which ever is more.

4.4.2 COMPENSATION FOR HOUSE (SECTION 4.3)-

The affected families has to opt one option from the below given 3

options-

OPTION 1-

The construction cost of the house will be compensated for the house

constructed on the land whose acquisition is being done.

OPTION 2-

Those families whose residential houses will be acquired , in return will

be given a house in area of 400 sq ft and also the shed for domestic

animals in area of 200 sq ft.

OPTION 3-

These affected families who’s residential houses will be acquired will get

Rs 1, 00,000/- for the construction of new house and also get Rs

10,000/- for the construction of shed for the domestic animals.

Residential houses constructed on encroached land shall be

compensated only for the houses built on the acquired land.

4.4.3 COMPENSATION OF OTHER ASSETS (SECTION 4.3.1)-

The consistent guidance of the competent authority and state

government for assessment, other immovable assets like well, garden

etc will be compensated according to the assessed value of

displacement. The other compensation will be given based on the

structure present on the acquired land. The structure should be

constructed before the year 1990 and should be exceptional by the

district committee and the state government.

4.4.4 COMPENSATION FOR TREES (SECTION 4.2)-

According to the ideal rehabilitation policy.

4.4.5 TRAINING AND SKILL DEVELOPMENT PROGRAMS FO PROJECT

AFFECTED INDIVIDUALS AND DISPLACED FAMILIES-

(According to appendix 2 class 1.10 of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

The objective of providing maximum benefits to the project affected

individuals will be done by giving them training in various fields and by

developing their skills. Following programs are proposed for this activity-

4.4.6 TRAINING FOR EDUCATED YOUTH

1. In the district Raigarh, industrial training institutes are run by the

government in which the educated youth from these displaced

families can take admission. The training fee would be payable by

the project Management. The benefit of this plan will be given for first

5 years in relation with land acquisition from the date of notification of

brocade by the chhattishgarh government.

2. In the state, various engineering institutes are run by the government

in which the educated youths from the displaced families can take

admission either in diploma or engineering. The fee payment would

be done by the project Management. The benefit of this plan will be

given for the first 5 years in relation with land acquisition from the

date of notification of brocade by the chhattishgarh government.

3. The government with the help of beneficiary oriented plan will help to

improve the present living condition of the project affected families.

Which includes self employment plan and the essential trainings

required for the employment.

4.5 GRIEVANCE RESOLUTION-

The project affected families may have complaints/ problems regarding

the relief and rehabilitation plan whose contradiction could be done

through following process-

1. Land ownership or any other dispute regarding the land area would

be solved by the land acquisition officer.

2. The number of trees, their density and evaluation of trees, which are

present on the acquired land the dispute regarding this, would be

solved by the land acquisition officer and the tahasildar according to

the ideal rehabilitation policy amended 2007 of chhattishgarh

government.

3. The assessment regarding building, well, garden etc would be solved

by the land acquisition officer and authorized valuation officer

4. Complaints related to the eligibility for the residential plot allocation,

infrastructure for rehabilitation colony etc would be solved by the

state level and district level committee. The supervision work will be

attached to the nominated officer and one civil engineer of

supervision committee of VISA power limited which will act as

coordination for the land allocation for displaced families. In this

program any case of financial investments, civil engineers will

prepare such proposals and proceed it to the managing director or

authorized officer of the VISA power limited for financial approval.

5. Head of the grievance committee will coordinate with the state level

and district level committee and solve the grievances of the project

affected families.

7. Grievance committee will coordinate with the manager and prepare

report of every 15 days regarding grievance resolution.

8. Managing director will recruit an officer/representative to look after

the grievances regarding the project affected families (like

Employment /alternative employment/ training etc).

4.6 NECESSITY OF DISPLACEMENT-

(According to appendix 2 class 2.1 of ideal rehabilitation policy

amended 2007 of chhattishgarh government)

The institute has allocated the land of Dumarpali and Devri for the

establishment of thermal power plant. Thermal electricity production is

based on coal and water, in this area both are available in required

quantities for the project. Apart from this in all other dimensions this area

is suitable for thermal power plant therefore this land has been allotted

for the thermal power plant project. This project cannot be shifted to any

other place.

The implementation by institute will provide progress in chhattishgarh

state and will be independent to sell the electricity produced from this

project. Due to this project there will be development and growth in

district Raigarh and will provide self-employment for the local SC, ST

and other individuals. The project implementation will bring new

definition of development in this area.

4.7 SOCIAL WORK ACTIVITIES AND DEVELOPMENTAL PLANS FOR PROJECT

AFFECTED AREAS

For the establishment of building for training centre the potential

costs may be as follows. The estimated cost for the construction of

building Rs 300000 /- (Rs Three lacs only). The established centre

would provide trainings which are proposed as follows-

1. Cloth Stitching training.

2. Training centre for cottage industry like preparing Incense sticks,

Match sticks, Papad, Pickles etc.

3. To make Hand gloves, Raincoat and according to the requirement for

supply it to the plant.

In the established training centre interested self help group members

may train others in cloth stitching has been proposed. On the

Community development is a continuous ongoing process and until the

commissioning of the project various other unforeseen expenses may

arise. At the initial stage of the project the above mentioned plans would

be implemented according to the requirements.

According to the requirements the additional regular activities would be

as follows.

4.11 HEALTH-

i. To improve the situation of Health Centers/hospitals present in the

developmental blocks the management shall provide finance.

ii. The management officials will provide free health camps time to

time for the individuals of the affected areas and the near by

villages.

4.12 EDUCATION-

i. The institute will finance and provide the facilities for the schools

situated in the project area like up gradation of the school buildings,

construction of required rooms, drinking water facilities, furniture,

ceiling fans etc.

ii. The children living in the project affected areas would be provided

various benefits like they will get admissions in the schools run by

the Management.

4.13 COMMUNITY DEVELOPMENT -

i. The management with the help of gram panchayat in providing

drinking water facility, electricity facility, construction and repairing of

the connecting road and development of community building in the
