From the Mayor’s Desk I recently had a non-resident ask why we named our Village “Island Lake”. My response was that we have a lake that has two islands in it. The person responded, “That makes sense.” Then I thought, “I’ll bet not all of our residents know about our lake and would like to know more about it.” What better time to hear about it than when summer rolls around! No matter where you live in the Village, the lake is open to you. It’s a great lake for fishing, boating, swim-ming, and exploring. You can launch your boat—canoe, kayak, pontoon boat, sail boat, or rowboat—at Eastway Park as long as any motor you use is 10HP or less. And don’t forget to buy the required boat stick-ers and display them on your boat. For those who are interested in a leisurely guided tour of the lake, look inside the newsletter for boat tour information. Several bathing beaches are located throughout residential areas on the lakefront. Briar Beach, South Shore Beach, Dorothy Court Beach, and Veterans Park Beach are good places to cool off on a hot day. Bring your fishing pole to Eastway Park and Hyde Park (our newest park, located on Route 176 next to the spillway). Parking is limited at Eastway Park, but you can park at the Village hall and take a short, 1-block walk down Ivy Street to get there. Parking for Hyde Park is available on Lakeview Drive —but be careful on the short walk along Route 176. I invite all residents to enjoy and make good use of our namesake feature. I also invite you to take advantage of other opportunities for summer fun here in Island Lake: Family friendly Concerts in the Park, Lakefest, the 4th of July Parade and Family Picnic, and the best fireworks around! Sunshine, warm weather and school is out. Summer has come to Island Lake and everybody wants to have a good time. We here at the Island Lake Police Department want to see all of our resi-dents fully enjoy their summer and their vacations safely and securely.

Reminder to Motorists to Watch out for Children: The Police Department wants to remind motorists that the youngsters will be playing in and around their yards. In many places around our community, the streets are narrow and without curbs or sidewalks. For children, the roadways often become an extension of the front yard playground. Be alert to the possibility that—without warning—children can be right there in front of your car. Observe our speed limits and take all pre-cautions to avoid turning playtime into tragedy.

Reminder to Parents and Families: The roadways are not safe places for play. Please monitor where your children are to keep them out of harm’s way.

Use Seatbelts and Child Safety Seats: Care enough to be sure that you and your passengers are protected when you travel by car. Make sure that you and all of your passengers are safely buckled up. It is the law, and it is the right thing to do.

Mobile Phone Safety: Pull over if you need to talk on your phone and please do not text while you are driving.

Safe Celebrations of Holidays and Fireworks: Memorial Day has just passed and the 4th of July, our Lakeffest, and Labor Day are approaching. While years ago it was traditional to set off fireworks, that is no longer the case. During Lakefest on July 23, 2016, the Village of Island Lake will put on another of its first class fireworks displays. Please remember possession of fireworks by individuals is dangerous and illegal, by a State of Illinois law and Village ordinance. To ensure safety of our residents and their property, the Police Department takes a zero tolerance position towards fireworks being used by citizens. Please don’t put a cloud over your holiday fun by bearing the consequences of possessing illegal and dangerous fireworks.

Severe Weather Safety: This time of year sometimes brings severe weather to northern Illinois in the form of torn adoes, high winds, damaging hail, and torrential rains. When severe weather approaches, please follow instructions from the National Weather Service, or local weather broadcast alerts.

House Watch List for Vacationers: If you are hitting the road or getting on a plane for a summer vacation. Call us to put your house on our house watch list. at 847-526-2100 and ask for Office in Charge..

Recently released ComEd base rate will be 6.275¢ per kWh through May 2017 amd it will be lower than the

Village’s current electric aggregation program fixed rate of 6.556¢. Be aware, however, that the ComEd rate can change each month due to the floating PEA adjustment, so the ComEd rate can range from 5.695¢ to 6.815¢ per kWh during the next year.

The Village strongly recommend,’s that residents switch back to ComEd for the duration of the Village’s program (October 2017). The Village aggregation program has no early termination fee, so any resident wanting to move to the lower ComEd rate may do so with no penalty by calling the Village’s current supplier, Dynegy, at 1-844-351-7691. (Neither the Village nor ComEd can switch your account, only Dynegy.) Residents should have their ComEd account number on hand when they call.

On August 2, 2016, at 6:00pm, the Island Lake Police Department will host

”America’s Night out Against Crime”, a nationwide effort against crime and drugs. All residents are encouraged to gather at the Island Lake Village Hall at 6:00pm for fun-for-all activities, followed by a march to the business district.

The Police Department asks everyone to turn on their outside lighting that night and join their neighbors in showing their commitment to keeping their neighborhoods safe.

Water Department – Patrick Stewart Water Main Replacement Update: Ralph Ct., Hillside Dr. - On November 16, 2015, Berger Construction

completed installing and putting into service roughly 800 feet of new water main on Hillside Dr. and Ralph Ct.

Residents are required to hook up to it at their own expense no later than November 16th

, 2016. To date,

slightly over 50% of residents required to hook up have done so. Thanks go out to the residents who have

completed these hook ups in a timely manner. Landscaping and asphalt rehab will be completed this spring

and summer.

Upcoming Water Main Installation: Burnett Rd. from Midway Dr. to Spruce Terr. Berger Construction

will install approximately 1,100 feet of new water main this summer on Burnett Rd. running from Midway Dr. on

Burnett all the way to Spruce Terr. Letters will be sent to all residents that will be affected by this project.

Island Lake Water Department Lead Update: As stated in February ’s Newsletter, the Island Lake Water

Department performed its lead sampling in July 2015 with an average result of 2.06 parts per billion. Keep in

mind the Illinois Environmental Protection Agency Lead trigger level is 15 parts per billion. To give you a better

idea of what 2 parts per billion is, imagine 2 single grains of salt mixed into 1 billion grains of sugar.

With the ongoing issues arising in Flint, Michigan the Island Lake Water Department decided to take our lead

sampling one step further. On May 4, 2016, voluntary lead samples were taken at every daycare and school

within the Island Lake Water System: Cotton Creek School, Mathews Middle School, “Young Scholars” daycare

and “The Learning Tree” daycare. All four lead samples came back at less than 2.0 parts per billion. The Island

Lake Water Department takes the health and safety of our residents very seriously, and would like all residents

to know that your children are receiving safe and clean drinking water whether at school or daycare.

Important Message

It has been brought to our attention certain individuals are trying to capitalize on current fears based on national news

about safe drinking water in their homes. These salesman or alleged “Water Filter Professionals” have used scare tactics

and flawed data about water sampling to scare and mislead residents—especially senior citizens—about water quality.

In some cases these individuals have claimed to work for the local water utility.

The Island Lake Water Department urges any resident receiving unsolicited calls or visits making claims about dangerous

drinking water, “Please call us!”

Note: The Island Lake Water Department rarely knocks on your door asking to get into your home without

making an appointment with you. If a Water Department employee does knock on your door, he should show a Village

of Island Lake photo ID. If he doesn’t offer it, ask for it.

Water Department members drive white public works trucks that clearly say “Village of Island Lake” on both doors

and the trucks all have Municipal license plates.

Water Department employees will never contact residents to sell products or services.

Water Department employees will never request or accept money.

Any solicitor going door to door must acquire a solicitor’s permit from the Village. Ask to see this permit.

The Island Lake Water Department tests our water 365 days a year—366 days in Leap Years.

Who is behind the Green Shirt? The Public Works Department Staff is a unique group of individuals charged with a wide range of duties and responsibilities.

The Village Public Works Department provides an array of public services that are vital to the efficient daily operation of the Village, from maintaining storm drainage systems, to maintaining streets, roads and rights of way, maintaining the beaches and accesses, maintaining town parks, properties and buildings, maintaining regulatory and non-regulatory signage, and assisting other departments as needed.

The concerted goal of the department is to always provide excellent Public Works services—internally and externally—in a courteous, professional, safe and timely manner to maintain the structural integrity and safety.

As you mow your yard, make certain that you do not blow grass clippings onto the street or sidewalks. Make the first few passes to aim the grass clippings back onto the lawn.

If grass clippings blow onto the street or sidewalk, push them back onto the lawn with a broom or leaf blower.

Do not use a hose to wash them into the street or storm drains. Keeping your leaves and lawn

clippings out of the streets and gutters will have significant benefits for your local lake or stream. You can reduce the amount of phosphorus entering a lake or stream.

Beach Safety Your Guide to Beach Safety - Assuring

Clean - Safe Water Island Lake is very fortunate to have many fine beaches and parks. The beaches are opened every year, the weekend of Memorial Day and are closed for the season after

the Labor Day weekend. During the times in which the beaches are open, the Public Works Department maintains the cleanliness and assures the proper operation of all playground equipment. The Public Works Department also has the responsibility to open and close the beaches for the season. The health and safety of residents and visitors are of the highest importance to the municipality in the Village of Island lake area.

To ensure that area beach water is clean and safe, a beach water monitoring program is underway in cooperation with the

Department of Health.

During the summer months, the water is regularly tested. If unacceptable levels of bacteria are detected, the area affected is posted with an advisory. The possibility of pollutants in water is greatest after a heavy rain, when runoff from lawns and streets can pick up fertilizer, pesticides, and trash. Swimming immediately after a rainstorm and playing in shallow tidal pools or in the water discharging from storm drainage pipes should be avoided. Swimming in contaminated water may result in minor illnesses such as sore throats or diarrhea. Natural organisms can affect anyone with certain existing health problems.

Does service to township residents stop at township borders? Certainly not! It is a common misconception that township officials focus only on their borders. Cooperation between the Village of Island Lake and surrounding townships busts that myth. When we look for help from surrounding townships, they are “all in”. On behalf of the Village of Island Lake, I would like to thank the following folks for great examples of working together: Robert J. Miller, Algonquin Township Highway Commissioner; Mike Lesperance (“Iron Mike”), Nunda Township Highway Commissioner; Joe Munson, Wauconda Township Highway Commissioner; and Glenn Swanson, Wauconda Township Supervisor. Equipment sharing, joint purchasing, and road maintenance are huge cost-saving collaborations. Township officials and staff find creative ways to deliver needed services on increasingly tight budgets, taking the initiative to team with their neighbors to improve services and reduce costs. Wauconda Township is always there to provide help and support. Algonquin Township and Nunda Township will help us with our project to grind and pave Hillside Drive and part of Burnett Rd.

Happy Summer! Please check our website for projects that require a permit and information regarding the permit process. We use the International Property Maintenance Code and it’s easy to determine properties in violation. The view from the street tells a lot. Lawns should be kept less than 8” and shrubbery trimmed. Driveways and front lawns should not be used for storage. Items of concern are trash containers, ladders, snow plows or inoperable vehicles. If a dumpster is placed on your property for any reason you will need to obtain a permit, if the dumpster is used in a permitted project the cost is included. Owners of residential rental properties need to be register with the village. The fee is $50 per dwelling and expires every two years. An initial inspection is not required and new tenancy inspections are included in the fee. Enjoy the season and keep safety in mind. Building Commissioner

To kick it all off there is a parade that will start at 10am on the east end of Bur-

nett Road at Kemper Valve. It will then turn onto Eastway and snakes

through town around the lake where it then ends at Veterans Park for the free

family picnic. The route will be clearly marked.

Please contact the Island Lake Chamber of Commerce if you would like to be

involved with the parade. Call 224-656--2822 call Connie. This is a great time

for you or your business to get involved.

After the fun parade, the picnic will follow from 11-2. Parking is across the

street at Water Tower Park and the Island Lake Police will be there to help you

and your family cross 176.

We have pony rides (for a small fee), boy scouts climbing wall, Popcorn Andy,

crafts, games, sand dig with up to 600 toys and candy buried in the sand, water

balloon toss, hotdogs, soda, chips, DJ Wayne and more.

Did we mention that this a free event (except for the pony rides)? So come

on out and enjoy a day of fun in the sun with your family and all the volunteers

that help to put together this fun filled day.

HAPPY SUMMER!!!

First and foremost I would like to give a big “Thank You” to everyone involved in our “Before and After School Program.” We

had a great year with almost 90 students enrolled. Thank you to the children, parents, and the amazing counselors. It would not

have been as successful without you all. Thank you also to Cotton Creek School, District #118, and staff for allowing the use of

the school and for being so accommodating.

Summer Camp: We will be accepting “Summer Camp” registrations throughout the summer as space allows. Most of our Club

Counselors are returning for camp. We have our wonderful bus driver, Christy Wood returning for another summer. We will be

using our new bus this summer for camp, which we are very excited about!! Thank you Brian Bartnick, Public Works Director,

for traveling so far to get the bus for us.

Fitness Programs: We will be continuing Zumba, Yoga, Taekwondo. T-Ball, Baseball, and Girls Softball will be in full swing

during the month of June.

Guitar lessons with Michael Ripoli will continue throughout the summer. Michael is very accommodating to all individuals’

schedules and needs. Clarinet lessons will also be offered. Please call for more information on both.

We have included information for the 2016 Craft Faire. It is never too early to reserve your favorite spot, as we have several

crafters already registered.

The Village of Island Lake offers a Before and After School CLUB Program at Cotton Creek School during the school year. The Morning Program runs from 6:30 a.m. - 9:05 a.m. Monday through Thursday, and from 6:30 a.m.-9:30 a.m. on Fridays. The Afternoon Program runs from 3:40 p.m. - 6:00 p.m. A light snack is served in both the Morning and Afternoon Program.

During CLUB hours your child will participate in a variety of activities including quiet/homework time, games, sports and free time.

To register for this program, Please visit or send forms to the Recreation Office at the Village Hall. A $30 non-refundable registration fee per child will be required at the time of registration. Tuition will be discounted when you have more than one child enrolled. After your initial registration, all monthly tuition may be dropped off in the CLUB Tuition Envelope, mailed to the Village of Island Lake or dropped off at the Recreation Office at the Village Hall during business hours (8:00a.m. to 1:00p.m. Monday through Friday). We also provide drop off after hours at the front door drop box located at the Village Hall. All cash payments MUST be made in person. We are not responsible for cash payments dropped off. The following tuition schedule is based on 179 school days divided by nine months. Your tuition amount remains the same each month regardless of days off. *During most nonattendance school days, we also offer a full-day program (6:30 a.m. - 6:00 p.m.) at the Village Hall. Field trips or Fun activities are planned for these days. Advance registration is required with an additional nonrefundable fee for these days. See Box Below.

VOLLEYBALL

Volleyball will be meeting at Cotton Creek Elementary

School gym. It is a noncompetitive program.

Half of the class will consist of practicing skills and the other half of

the class will be playing game-like settings. Last class will consist

of playing an entire game of volleyball. This league is geared to-

wards learning to enjoy the game and have fun.

It is our goal to provide a variety of exciting, stimulating activities each day so all children can develop socially,

Current Recreation Guide. 2) Creative Playtime requires a nonrefundable yearly registration fee of $50 (Includes a $10 Activity Fee) for Pre-K and $40

for Threes & Twos, due at the time of registration. Checks should be made payable to the Village of Island Lake. 3) Bring the registration form, state registered birth certificate and registration fee to the Creative Playtime Office at the

Lake Management - Lake Mgt. Committee (LMC)

Our focus on improvements for the lake this year includes the installation of stone shoreline protection

around our little island and Highland Dr. property on little island bay. As many of you may have seen, the little

island has eroded terribly over the years. By protecting the shoreline around the little island, we will secure our

“name sake” for generations to come.

The Duckweed… Ahhhh, the duckweed… AGAIN, this year our Public Works Dept, LMC, and awesome

volunteers will be back at it! This will take years to get under control, but we will keep on it! If you see them

but there, please tell them Thank You! These folks are working hard and the kudos go a long way!

The LMC has also been working with our Building Department to help the aesthetics of our lake.

Currently there are docks, piers and seawalls that may need some attention. More than aesthetics, our main

concern is safety. If your dock, pier or seawall looks unsafe, it probably is. We are asking all lakeside

homeowners to do a quick inspection of your dock, pier and seawall. If you have the means to make

improvements (which may include just removing unsafe or unsightly materials), please do so. If you are

considering a new dock, pier or seawall, we want to help! For the 2016 year, (starting in May) the Village will

waive all permit fees for any improvements to repair, replace or add a new dock, pier or seawall. All the

necessary paperwork and applications will still need to be submitted to our Building Department for approval.

Our patrol boat will be on the water soon! 2016 starts a new era of safety and patrol for our lake. You

will see our patrol boat on the water several times a week with police officers and volunteers. This will ensure

the public’s safety, protecting creel limits, assistance, enforcement and simply a secure presence. With this

we would like to ask all of our lakeside homeowners to add your address (numbers only) in a visible location

that can be seen from the water. We suggest the furthest point on your dock or pier. If you do not have a dock

or pier, the highest point of your seawall is what we recommend. A minimum of 3 inches tall is what we request

and having the numbers contrast as much as possible with your dock, pier or seawall material. Just remember

not to block your address with your boat! This will help officers identify your home in case of an emergency,

assistance or if you just want to say hello!

Our final request is for pontoon boat owners… The Lake Management committee and Island Lake

Historical Society offer boat tours throughout the summer. We would like to ask pontoon boat owners to donate

1 ride/summer for our lake tours. On the tour, the Historical Society provides a speaker to tell about the history

of our lake and our village. All life jackets are provided if you do not have them. All the tours start and finish at

Eastway Park and last approximately one hour. Be rewarded by the gift of sharing; meet your neighbors and

Island Lake Historic Boat Tours: The celebration continues with more of the very popular historic boat tours on Island Lake. A Historical Society member will narrate the tours focusing on all the history that surrounds the lake. Liz Nelson is the society member and Lake Management member who will schedule tours. September 17 from 1:00 – 4:00 pm at the Village Hall, 3720 Greenleaf Ave., Island Lake: The Historical Society will host “Back to School, Remembering Island Lake Grade School”. The former school building now serves as the Island Lake Village Hall but holds so many memories for the hundreds of people who spent their grade school years there. The public—especially those who attended the school—are invited to tour the building and add their memories and stories to the Historical Society’s archives.

A Message from Calvin Clay, Emergency Management Coordinator Hello Residents & Friends, Summer has arrived with lots of sun and warm weather. Let’s keep in mind the potential of severe weather threats, with that said: Remember to have your safety preparedness plan on-hand in case we encounter a fast approaching storm. A safe shelter is most important, take immediate action when severe weather is reported. Listen for the sirens, this means immediate danger is approaching fast. With summer in full swing, let's enjoy the hot weather and remember to apply sun block especially during the hot sunny days. Keep a close eye for small children and pedestrians now that school is out for the summer. Our residents will be out walking, riding bikes and playing sports (please be aware). On behalf of the Village of Island Lake Emergency Management Agency, I want to thank our volunteers for their dedica-tion and support. As a reminder: our Emergency Management Meetings are held the fourth Wednesday of the month at the Village Hall at 7:00pm. Volunteers are welcome; we ask that you commit and remain active as a member by taking part in the training exercises and team meetings to support our village functions. The EMA Team supports our Police Department, Fire Department and Public Works with specific training. ISLAND LAKE WOMAN'S CLUB

The Island Lake Area Seniors Club is looking for adults 55 and older to join the Club. We meet the second Tuesday of every

month. Meetings start at 12:30; doors open at 11:30. Coffee and tea is served. Potential members are welcome to come

and check us out. Bring a friend. Dues are only $18 per year, and help defray the cost of our St. Patrick Day luncheon in

March, and our Christmas luncheon in December.

Often when I discuss the Island Lake Woman’s Club with

ladies who are interested in joining, I hear “But what do

you DO?” We are a long-standing, busy philanthropic

group, so I guess you could say we are a bunch of “do-

gooders.” The Island Lake Woman’s Club was formed in

wartime in 1943, with a special interest in supporting our

troops, and founding a local library. We joined with the

nationwide General Federation of Woman’s Clubs

(GFWC) in the 1950s. GFWC certainly has an impressive

list of good deeds to their credit:

The GFWC was chartered by the Congress of the

United States in 1901 and in 1906 spearheaded a

campaign that lead to the passage of the Pure Food

and Drug Act.

In 1921 the GFWC created an Indian Welfare

Committee to improve both education and health

facilities on reservations, as well as preserve Native

American culture.

In the 1930s the GFWC helped establish 474 free

public libraries and 4,655 traveling libraries. In the

1990s, over a five-year period, the GFWC raised and

donated $13.5 million to public and school libraries

across the nation. The GFWC was responsible for

founding 75% of all U.S. public libraries.

In 1942 the GFWC “Buy a Bomber” campaign raised

enough money to purchase 431 planes.

In 1945 the GFWC was chosen to participate in the

conference to form the United Nations.

In 1961 the GFWC lead the crusade for the

installation of seatbelts in motor vehicles.

So, THAT’S some of what we do. The members of our

club carry on a noble tradition of volunteering to support

the arts, charities, and local communities, including

schools and libraries, the Wauconda/Island Lake Food

Pantry, the Lake County Pet Food Pantry, the Salvation

Army, Canine Companions, the Veterans Administration,

the Heart Fund, Smile Train, Heifer International, and the

American Indian Center in Chicago. We are especially

proud of the work we do in planting and maintaining two of

the garden entrance gates to the Village.
