Punitive Vigilance
Speedy processing of vigilance cases at all stages. Timely consultation with the Central Vigilance Commission, Decision about a vigilance angle in every case be taken by
the CVO in consultation with Disc Auth. Ensure careful and timely preparation of charge-
sheet, statement of imputations etc. and their delivery to concerned;
Initiating the Inquiry proceedings; Proper and timely processing of the IO's Reports
for final orders of the Disciplinary Authority; To scrutinize final orders passed by the Disciplinary
Authorities;

Punitive Vigilance
Proper and adequate action on writ petitions filed by accused officers;
Consulting CVC at all stages, where required and adhereing the time limits prescribed for various stages;
Prompt submission of returns to the Commission; Review from time to time the existing
arrangements for vigilance work for their adequacy;
Ensure that no dilatory or law attitude in processing vigilance cases is made, which may help subject public servants, particularly in cases of officers due to retire;
Ensure that cases against the public servants on the verge of retirement do not lapse due to time-limit for any reason and timely orders are passed; and
Ensuring that period between date of serving a charge-sheet and submission of the report of the Inquiry Officer, ordinarily, not exceeds six months.

Chief Vigilance CommissionBackground
Present status of CVC: CVC Bill was passed by both the houses of Parliament in
2003 and the President gave its assent on september 11, 2003.
Central Vigilance Commission Act 2003 (No45 0f 2003) came into effect from that date.
The Commission shall consist of:▪ A Central Vigilance Commissioner - Chairperson; ▪ Not more than two Vigilance Commissioners - Members;
Vide GOI Resolution on "Public Interest Disclosure and Protection of Informer" dated April 2004, the Government of India has authorized the Central Vigilance commission as the "Designated Agency" to receive written complaints for disclosure on any allegation of corruption or misuse of office and recommend appropriate action.

Draft National Anticorruption Strategy Concerted and coordinated approach to fighting
corruption in India. The strategy recognises that corruption cannot be
reduced by mere governmental action Citizens and private business entities should be checked
appropriately so that they refrain from indulging in corrupt practices
Shifting focus of anticorruption efforts from demand side of corruption to supply side.
Participative & holistic approach to address corruption from all sides.
The draft strategy has been forwarded to the government and all other stakeholders for their comments and suggestions by 31st Oct. 2010

Draft National Anticorruption Strategy Dealing administrative corruption Rules, regulations and procedures governing delivery of
service and benefits to citizens should be simplified and made citizen friendly.
Exercise should be undertaken to identify the number of submission and approval points involved in activities relating to delivery of public services.
Innovative and localized solutions should be promoted with the involvement of civil society organizations.
The following steps should be taken to reduce corruption in public procurement: Make the system objective by introduction of e-procurement and e-
payment. Legislating by incorporating globally recognized practices. The concept of Integrity Pact should be made more effective by
allaying the fear and enhancing the confidence of the private sector.

More proactive and preventive Vigilance in public sector undertakings by adopting risk management approach development of a corruption risk assessment toolkit to be used
by the CVOs for assessing their organizations for the risk of corruption
identification of three or four highly sensitive departments per year for suomoto conduct of risk assessment studies and
table the risk assessment report in the Parliament and give it wide publicity.
The Central Vigilance Commission is supporting the development of a Corruption Risk Assessment Model by SCOPE.
System of “credits” for recognizing and rewarding the efforts of companies that voluntarily embody good anti-corruption policies;
Specific concessions or incentives in the form of additional points to firms when evaluated for government contracts, priority clearances for major projects, governmental assistance or endorsement in tapping foreign markets, etc.
