Job Description

Job Title: Monitoring and Evaluation Coordinator

Based at: Y Care International (YCI), London office

Job Purpose: To support the expansion and strengthening of Y Care International’s (YCI) Monitoring, Evaluation and Learning (MEL) systems, approaches and practices; to support YCI’s partner organisations to better capture, analyse and use high quality information and data to demonstrate impact and strengthen programmes.

Accountable to: Impact and Results Advisor

Responsible for: N/A

Main Responsibilities

i) To ensure that YCI’s international programmes are monitored and evaluated to a high standard, enabling YCI and partner organisations to report on results and impact.

ii) To work with partners and International Programmes Department staff in the development of Monitoring and Evaluation frameworks and tools;

iii) To develop data management systems for YCI-supported projects; iv) To provide technical assistance to partners to build their capacity in

Monitoring and Evaluation; v) To assist International Programmes Department staff and partner

organisations in the effective analysis and use of monitoring data.

Key Tasks

(1) Establishment of Project Monitoring Systems Support YCI’s partner organisations and International Programme Department

(IPD) staff to design project logframes and theories of change in line with YCI’s strategy and donor priorities

Work with YCI’s partner organisations and IPD staff to develop and/or strengthen appropriate Monitoring and Evaluation frameworks and tools for each YCI-supported project, including for YCI’s International Citizens Service (ICS) programme

Provide distance technical support to in-country project teams to facilitate the daily management of project Monitoring and Evaluation systems

Periodically review project level systems for capturing data to ensure their effectiveness in monitoring against project outcomes

Under the direction of the Impact and Results Advisor, and in collaboration with regional desk staff, provide in-country training and support to project teams to strengthen their Monitoring and Evaluation practices

In collaboration with the Impact and Results Advisor, strengthen the capacity of IPD staff to monitor, evaluate and report on impact, efficiency and effectiveness for YCI-supported projects, ensuring accountability to YCI’s funders and supporters

Working closely with Regional desk staff, ensure that MEL resources are sufficiently built into programme budgets and identify funding opportunities for specific MEL activities

(2) Strengthen Data Management Systems and Analysis Develop project level data management systems

Provide distance technical support to in-country project teams on project level data management

Create a set of resources to support partners in data management including, but not limited to, manuals and quality assurance documents

Provide technical support to partners to improve capacity for data analysis Provide quality assurance checks on data produced by partners

(3) Technical Input to Learning and Evaluations Contribute to the development of Terms of Reference for project level Baseline

Surveys, Mid-term Reviews and Final Evaluations Develop tools and approaches to guide the evaluation processes, liaising with

independent consultants and partner organisation project teams Conduct in-country Mid-term Reviews of selected projects, in collaboration

with partner project teams Review evaluation reports and processes and ensure the work meets the pre-

agreed objectives as laid out in the Terms of Reference Provide guidance to independent consultants and partner organisation project

teams to maximise youth participation in evaluation processes In collaboration with the Impact and Results Advisor, identify best practices

and key lessons learnt from project evaluations, and contribute to the development of project learning resources and their dissemination

Identification of monitoring and evaluation techniques, which are new to Y Care International, for testing with innovative programmes (e.g. quasi-experimental methodologies)

External Relations Networking and information sharing within the YMCA, as well as other relevant

organisations in the UK and abroad, especially those working in the field of international development.

Representation at relevant sector meetings and events, in consultation with the Impact and Learning Advisor and other colleagues in IPD.

Liaise with external consultants hired by YCI, under guidance and as appropriate.

Internal Relations Work closely with IPD and ICS staff to help strengthen programmatic

Monitoring and Evaluation. Provide information to other departments at YCI as necessary. Contribute to YCI’s publications, publicity events and other events, where

appropriate. Respond to requests for information by the Impact and Learning Advisor and

members of YCI’s Senior Management Team, as necessary.

Travel Occasional travel in the UK to participate in Y Care International/YMCA events

or to represent YCI externally. Conduct on average 6 overseas visits per year on Y Care International’s

business, under guidance from the Impact and Results Advisor, sometimes to rural / difficult locations.

Environment Out of hours work and overseas travel, sometimes at short notice to difficult

locations. During periods spent abroad, the post-holder will expect to work unsocial hours from time to time.

The position is based at YCI’s head office in London. Perform other duties as instructed by the Impact and Results Advisor.

Working within the framework of the objectives set for the department by the Director of International Programmes, the post holder will take responsibility for his/her own work and for reaching targets set for him/her.

Person Specification

Essential Requirements:

Degree level education in International Development or a related field Knowledge of and experience in the International Development Sector Strong technical understanding of the development of MEL systems and

strategies, quantitative and qualitative monitoring and evaluation methods, data analysis, reporting

An understanding of contemporary trends and debates in the field including innovative M&E (e.g. Outcome Mapping, Outcome Harvesting, Most Significant Change and/or Process Tracing)

Sound understanding of project cycle management in international development/humanitarian programmes

Experience of programme design, including theory of change and logical framework development

Strong analytical skills to appraise data, evaluations, Terms of Reference and other Monitoring and Evaluation documents

Good writing skills to prepare Monitoring and Evaluation briefing notes and technical advice, reports and general correspondence

Experience of delivering distance and face-to-face technical support and training and/or capacity building to local partner organisations

Excellent organisational skills and capacity in managing databases Fluency in written and spoken English Ability to work to tight deadlines and prioritise tasks Strong computer literacy skills particularly in Microsoft Excel, PowerPoint, and

Word Strong interpersonal skills with the ability to relate to people from a broad

range of background, culture and influence Good team player with self-motivation and an appetite to succeed coupled

with the willingness and readiness to support colleagues Sympathy with the YMCA mission as an international Christian-based youth

movement Willingness to travel overseas and to perform well in challenging and

sometimes difficult areas, conditions and situations Ability to represent YCI effectively at meetings, conferences etc. when

necessary

Desirable Requirements Masters in International Development or a related field Knowledge and/or experience of working with young people, in particular

related to YCI’s core programme themes (including employment and enterprise; health; resilience and youth justice).

Experience of information management systems and databases, notably Salesforce

Overseas/field experience Additional language skills (particularly Spanish and/or French).

Position: Monitoring and Evaluation CoordinatorLocation: London Term: Open-ended full-timeSalary: £26,530-£29,500 per annum, inclusive of London

WeightingWorking Hours: Working Monday to Friday. Normal office hours are

9.30am to 5.30pm, however some degree of flexibility is permitted. The post-holder will be expected to work unsocial hours whilst travelling overseas. Appropriate time off in lieu will be given.

Annual Leave: 27 days per annum in each year commencing 1st April to 31st March. Pro-rata, if employment commences during the year.Additional leave is given when YCI offices are closed. These dates are currently (subject to on-going review): three days at Christmas (normally between Christmas and New Year)

Probation Period: 6 monthsNotice Period: 4 weeks during probation, then 12 weeks after

probationPension Scheme: Access to stakeholder pension scheme.Life Assurance Scheme: In the event that membership of the Pension Scheme

is not taken up, a Life Assurance Scheme is available. This is free of charge.

Y Care Sickness Pay: Up to 12 weeks in any rolling year. Pro-rata if employment commences during the year.
