04. KARATE TRAINING FOR STUDENTS OF PUNE CANTONMENT BOARD SCHOOLS

To consider the matter of conducting Karate training for students of Pune Cantonment Board Schools viz. Dr. Ambedkar Memorial High School, Mahadji Shinde High School, Ghorpuri Village High School, Ravindranath Tagore English Medium School & Maharashi Annasaheb Shinde Primary School. The President, Okinawa Goju-Ryu Karate-Do Association vide letter dated 18.04.2017 has submitted a proposal requesting to allow them to conduct karate training for the students of Pune Cantonment Board Schools in order to bring discipline, self defence, physical fitness etc. He has requested to pay an honorarium of Rs. 6,000/- per month per school. Connected papers are placed on the table.

Note : The HMs of four High schools viz. Dr. Ambedkar Memorial High School, Mahadji Shinde High School, Ghorpuri Village High School & Ravindranath Tagore English Medium School vide letters dated 15.06.2017, 19.06.2017, 29.06.2017 & 06.07.2017 has requested to continue the karate training as it is beneficial and useful for the students to acquire self defence, gain extra energy, develop discipline, self defence etc. Now HM, Maharashi Annasaheb Shinde Primary School vide letter dated 28.06.2017 has requested to conduct karate training for students from V to VII. RESOLUTION NO. 4 : Considered. Matter discussed. Board noted the letters received from the Headmistress of all the Schools. Resolved to grant permission to the President, Okinawa Goju-Ryu Karate-Do Association to start Karate training in the four High Schools & Maharashi Annasaheb Shinde Primary School of the Board on a honorarium of Rs. 6,000/- per month per school for the academic year 2017-18.

Shri. Vinod M Mathurawala requested the Board to consider the request made by the HM, MSHS to engage Football coach. Matter discussed. Resolved to engage a football coach on an honorarium of Rs. 7,000/- per month. HM, MSHS to initiate action.

05. PERMISSION TO CONDUCT DANCE CLASSES (BHARATNATYAM) IN MAHADJI SHINDE HIGH SCHOOL

To consider letter dated 15.05.2017 received from Mrs. Pramadwara Kittur, Kalashree Nrityalaya requesting to grant permission to conduct classical dance classes (Bharatnatyam) in Mahadji Shinde High School during the academic year 2017-18. It is submitted that the HM MSHS vide letter dated 02.05.2017 has submitted that permission for using classrooms of the school may not be permitted considering the interest and safety of the students.

Connected papers are placed on the table.

Note : The classical dance is being conducted since June 2010 in Mahadji Shinde High School. The individual is paying a rent of Rs. 4000/- per month towards the same. RESOLUTION NO. 5 : Considered. All the Members stated that earlier so many proposals for usage of school has been rejected and also the work of Auditorium in MSHS has been commenced. Hence permission may not be granted. Matter discussed. Resolved to reject the request made by Mrs. Pramadwara Kittur, Kalashree Nrityalaya to conduct classical dance classes in Mahadji Shinde High School. The applicant be informed accordingly.

06. PERMISSION TO COLLECT RS. 150/- FROM STUDENTS OF RAVINDRANATH TAGORE ENGLISH MEDIUM SCHOOL

To consider letter dated 15.05.2017 received from HM, Ravindranath Tagore English Medium School requesting to grant permission to collect Rs. 150/- from the students of Ravindranath Tagore English Medium School for incurring various expenditure viz. Identity card, school diary, annual function & other miscellaneous. The same has been approved by the SMC during the 11 th SMC held on 27th April, 2017.

07. MEMORANDUM OF UNDERSTANDING BETWEEN PUNE CANTONMENT BOARD AND TEACH TO LEAD.

To consider the Memorandum of Understanding between Pune Cantonment Board and Teach to Lead. The representative of Teach to Lead Shri. Tushar Jha, Placement & Government Relation Manager, Pune has submitted a Memorandum of Understanding for two years i.e. 2017-18 & 2018-19 to provide two trained teachers for Ravindranath Tagore English Medium School. The trust Teach to Lead is providing us with fellows / teachers since 2011. Connected papers are placed on the table.

Note : It is submitted that the during the academic years 2015-16 & 2016-17, the fellows of Teach to Lead were paid a consolidated remuneration of Rs. 4,000/- per month, which was approved by the Board vide CBR No. 3 (2 EC dated 19.06.2015) dated 02.07.2015. The same had been provided and the HM has been satisfactory with their work. RESOLUTION NO. 7 : Considered. Resolved to approve the Memorandum of Understanding to be entered between Pune Cantonment Board and Teach to Lead to provide two trained teachers for Ravindranath Tagore English Medium School on an consolidated remuneration of Rs. 5,000/- per month per teacher.

RESOLUTION NO. 8 : Considered. The Board noted the results. Further the Board noted that in comparison to the previous years results, the overall result has been dropped down. Further CEO stated in respect of Mahadji Shinde High School & Junior College, the result has been drastically dropped down. Hence appropriate measures/action has to be initiated so that more efforts and hardwork are put forth for better results in future. Further CEO stated that as per the explanation submitted by the HM, MSHS, the overall percentage has dropped down due to lower marks in English & General Mathematics. It is suggested that one increment of the respective subject teachers be withheld, which can be reimbursed considering the performance during the academic year 2017-18. On this Dr. Kiran T Mantri, Elected Member suggested that extra classes for the respective subjects be conducted during Zero period or after school hours, so that the students can cope up with the respective subjects. Board noted the suggestion. After detailed discussion and deliberations resolved that one increment of the respective subject teachers for English and Mathematics viz. Smt. N J Inamdar, Smt. G G Dhekane & Smt. S S Wani respectively of Mahadji Shinde High School & Jr. College be withheld and will be reimbursed during the next year considering the performance of the academic year 2017-18. It is also resolved to issue warning to the HM, MSHS and if the result of the academic year 2017-2018 will not improve, action will be taken against the HM too. Further Board resolved that the HMs of all the schools be instructed that extra classes be undertaken for subjects like English & Mathematics either during zero periods or after school hours for better performance.

Further resolved to give awards to three boys and girls school wise in order to boost their morale, who have secured the highest percentage in Standard X & XII (Commerce & Arts) as under :-

First Rs. 11,000/-

Second Rs. 10,000/-

Third Rs. 9,000/-

09. INTRODUCTION OF JUNIOR COLLEGE AT GHORPURI VILLAGE HIGH SCHOOL (COMMERCE & ARTS STREAM) DURING THE ACADEMIC YEAR 2017-18

To note the letter dated 28th June, 2017 received from HM, Ghorpuri Village School that Junior College will be started during the academic year 2017-18 for Commerce & Arts faculty both in Marathi & English Medium. Pune Zilla Parishad has included the name of

Ghorpuri Village High School in the Centralized admission forms. Also to consider of charging a fee of Rs. 300/- per student towards admission fees. It is submitted that the Mahadji Shinde High School & Junior College is charging Rs. 300/- per student per year.Connected papers are placed on the table. RESOLUTION NO. 9 : Considered. The Board noted that Pune Zilla Parishad has included the name of Ghorpuri Village High School in the Centralized admission forms. Further the Board resolved to charge a fee of Rs. 300/- per students towards admission fee. HM, GVHS to initiate necessary action for necessary registration with Zilla Parishad Authorities. The Competent Authority be informed accordingly.

10. COMMEMORATION OF 200 YEARS (1817-2017) OF PUNE CANTONMENT BOARD

To consider the issue of engaging the services of an Event Management Agency to organize various events / functions /cultural programs to commemorate 200 years of public service rendered to the residents of Pune Cantonment.

Note : Pune Cantonment Board was established in 1817 by the British Government for the accommodation of troops. They selected villages of Mali, Munjeri, Wanowrie and Ghorpuri for this purpose. It has a long history of democratic administration by the fact that one of the oldest Cantonment. Authorities was established for the administrative purpose. The civil population was allotted pieces of land for constructions of dwellings and shops. The Civil population in the Cantonment area mostly comprised traders catering to the needs of the troops stationed in the Cantonment Area. In 1819, the General Officer-in-Charge in consultation with civil authorities fixed the limits of Pune Cantonment. In 1822, some fresh troops, battalions, regiments and cavalary forces arrived in Pune and consequently the area was further expanded to include the nearby village of Scindia at Wanowrie. Spin of time had been moving so in favour of integration of Indian Sub-continent. Now it is 2017 when the Pune Cantonment has completed 200 years, which certainly deserves to be commemorated.

In this connection, it is submitted that the Board vide CBR No. 14 dated 15.04.2017 have resolved to undertake the erection of bi-century gate on Shankarsheth road.

RESOLUTION NO. 10 : Considered. CEO explained that the Pune Cantonment has completed 200 years since establishment. On this great occasion, it has been decided to commemorate this with grand celebration by conducting various events. Further CEO brought to the notice of the Board that a proposal has been received from Times of India for Event Management of 200 years of Pune Cantonment Board. Board noted and approved the same. The Reporter of Sakaal Times present during the meeting stated that he will intimate his Authorityto submit a detailed proposal in this regard. The Board noted the same. Thereafter AEE (Electrical) informed the Board a detailed framework on the various events / activities to be conducted during the programme of celebration of 200 years of the Board. Accordingly, the Board resolved to constitute the following committees for conducting the various programmes –

11. RECLASSIFICATION OF GLR SY. NO. 791 FROM CLASS B-4 TO CLASS C : PUNE CANTT.

To consider the issue of reclassification of land from Class B-4 to Class C in respect of GLR Sy. No. 791 area admeasuring 0.53 acres for municipal purpose of Pune Cantonment. Presently, the said site is under the Management of Defence Estates Officer, Pune Circle, Pune located outside the notified civil area. The description as per the GLR maintained by DEO, Pune Circle, Pune is Vacant. If the land is not put on immediate use by the Board, this piece of Class B-4 land costing Rs. 75.00 lakhs approx. may be encroached upon or occupied permanently by the unauthorized elements.

Connected papers alongwith letter dated 26.05.2017 received from DEO, Pune is placed on the table. RESOLUTION NO. 11 : Considered. Resolved to recommend to reclassify GLR Sy. No. 791 area admeasuring 0.53 acres from Class B-4 to Class C land for municipal purpose of Pune Cantonment. Necessary proposal be forwarded to the Competent Authority for obtaining necessary sanction.

12. TENDER FOR THE WORK OF REMODELLING & IMPROVEMENT OF SEWERAGE SYSTEM OF THE CIVIL AREA OF PUNE CANTONMENT : LAYING OF TRUNK SEWER LINE FROM DECCAN TOWER UPTO 900 BOOTTEE STREET : PUNE CANTT.

To consider the online tenders received for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 29.05.2017 and Seven bids were received. The technical bids were scrutinized and five tenderers are technically qualified. Thereafter the financial bids of the technically qualified tenderers were opened on 02.06.2017 and the details are as under :-

Board noted letter dated 10.06.2017 received from GE (N) wherein it has been opined that the rates quoted by the Lowest tenderer are reasonable. Matter discussed. Resolved to approve the lowest rate quoted by M/s. Vinod Mutha @ Rs. 18.66% above MES SSR, 2010 for the work of remodelling & improvement of sewerage system of the civil area of Pune Cantonment – Laying of Trunk sewer line from Deccan Tower upto 900 Boottee Street. CEO is authorized to issue work order and to incur the expenditure.

13. ALLOTMENT OF ADDITIONAL SPACE IN THE EXISTING CANTONMENT COURT BUILDING TO JMFC COURT : PUNE CANTT.

To consider letter bearing No. OW/Gen/2932/2017 dated 06.06.2017 received from the District & Session Judge, District Court, Pune requesting this office for allotment of additional space viz. two rooms on ground floor near Bar Chamber and certain space on the first floor in the existing Court Building at 35 MG Road to JMFC Court. Connected papers are placed on the table.Note : A meeting chaired by Justice A S Oak & Justice A S Karnik, Hon’ble Mumbai was held on 03.06.2017 which was attended by the CEO and technical staff of this Board. Further, this office vide letter dated 17th April, 2017 informed the Principal District Judge and Session Judge that due to the old age of the building i.e. above 100 years, the present condition of the building is ruinous, the floor, walls and wooden roof are in dilapidated condition and minor repairs will not serve the purpose. RESOLUTION NO. 13 : Considered. Matter discussed. CEO explained that the Court Authorities has already been informed that the existing building at 35 MG Road is beyond use and beyond economical repairs. On this the President Cantonment Board enquired with the Engineering Department whether it will be feasible to allot the addition space considering the old age of the building. AEE (Civil) stated that the existing building is in a dilapidated condition and hence considering the condition of the building, the additional space cannot be allotted. CEO further stated that a joint discussion was held with the Court Authorities, wherein they informed that efforts are being taken for allotment of alternative space by the Collector, Pune at Empress Garden. Therefore their request for allotment of additional space can be considered on conditional basis. Further the Vice President supported by all the Elected members suggested that since the

Priyanka R Shrigiri, Elected Member brought to the notice of the Board that the Jan Mohammed street may also be considered in the list of roads due to uneven surfacing, potholes at many places. AEE (Civil) stated that the main trunk sewer line from Deccan Tower to 900 Boottee Street passes via Jan Mohammed Street will be laid shortly, hence the work of resurfacing on Jan Moahmmed Street will be carried out after completion of the said work. Board noted and approved the same. Matter discussed. To consider building application dated 11.04.2017 received from Shri. Sandeep Vasantkumar Pillay, owner of H. No. 105 Ghorpuri Village requesting to sanction the building plan for proposed construction of building consisting ground floor for parking, first floor with balcony and second floor with terrace for residential purpose as shown on the plan and also submitted following document supporting the above proposal viz. Regd. Sale Deed, tax paid receipt, Parking Affidavit & Photographs of the existing structure. The Area / FSI Statement :-

22. RECLASSIFICATION OF LAND OF GLR SY. NOS. 225, 503, 543, 511, 694, 695, 714, 714-A, 787, 807 & 811 – BHAIROBHA NALLAH FROM CLASS A-1 TO C : PUNE CANTT.

To consider the reclassification of land from Class A-1 to Class C in respect of GLR Sy. Nos. 225, 503, 543, 511, 694, 695, 714, 714-A, 787, 807 & 811, Bhairobha Nalla for municipal purposes of Pune Cantonment for environmental upgradation, nuisance reduction & hard & soft landscaping works. Presently, the said site is under the Management of Local Military Authorities and is basically surrounded on either sides by civil population and caters for storm and sewage water from Pune Cantonment area. The site is presently in pathetic condition having heavy growth of congress grass and several complaints regarding throwing of garbage, stagnation of water causing breeding of mosquitoes, foul order etc for which it is proposed to carry out the said environmental improvements and upgradation works for the benefit of the Pune Cantonment.

The project is to be executed from funds to be received from the SWACHH BHARAT fund under Government of India and the estimated cost of the project is in the region of Rs. 70.00 crores.

Note : The Board in their meeting held on 29.05.2017 have already approved to engage a consultant for a project for which expression of interest from engineering firms / architects have already been invited on 06.07.2017. The Bhairobha Nalla is basically catering to the disposal of sullage and storm water, and due to chokes stagnation of water occurs causing insanitation. The improvements proposed especially converting the muddy drain into canal form will improve the sanitation of the Cantonment at its periphery and will

The MSEDCL is ready to pay the said charges and it will also help for removal of MSEDCL poles and overhead lines, which are obstructing the construction of the Cantonment Store Building at Dhobi Ghat, behind Fire Brigade office.

Note : The contractor was directed under work order dated 31.07.2015 to complete the work within a period of six months. He has given reasons for delay the files / documents being very old and fragile requiring time to handle and process and some file not readily available being in circulation in the office. 31. TEMPORARY ENGAGEMENT ON CONTRACT BASIS FOR DIGITIZATION WORK OF THE OFFICE OF DTE, SC, PUNE, REFRAMING OF BUILDING BYELAWS & SOLID WASTE MANAGEMENT

To consider application dated 17th June, 2017 from Shri. they have withdrawn their interest due to delay. The firm have also stated that some other firms have shown interest in their project in case the Board can ensure a minimum of 200 tpd of MSW to be supplied by the Board for the processing plant. Subsequently the firm under their letter dated 27.06.2017 have regretted the contents of their earlier letter dated 07.06.2017 and stated that the possibility of procurement of additional MSW from KCB / other Defence Organizations or even from the adjacent PMC Depot be explored and that the firm is seeking financial assistance at soft rates of interest for which, the concession agreement needs to be signed. Further they have requested for organizing a meeting for resolving the issue.The firm however has been informed to their letter dated 07.06.2017 that the reasons mentioned in their said letter are not acceptable as they had been already informed under this office letter dated 16.03.2017 that their tender has been accepted and the date of communication of acceptance of the tender has taken only a period of about 3½ months which in any case is required for a tender of such category. The firm has also been informed that they were fully aware at the initial stage of tendering that the quantum of MSW required to be processed is only in the region of 60 – 100 tons and that the proposal which has now been sanctioned by the Higher Authorities was initiated keeping into view the assurances given by the firm on the technology as well as on the commitments to undertake the project. Note : The sanction for the project has been accorded under HQSC letter No. 8119/MSWM/Pune/C/DE dated 8.05.2017. The firm was informed under office letter dated 23.05.2017 about the acceptance of the tender and to submit the stamp paper for executing the concession agreement. The firm has not given any confirmation whether their collaborating firm is still willing to provide the technology. RESOLUTION NO. 32 : Considered. CEO explained that rigorous efforts were taken during last one year by the Board to find out a suitable & sustainable technology for processing the Solid Waste of Cantonment area. Only after adapting due process and inviting e-tenders several times, the tender submitted by GP Energy Systems Pvt. Ltd. for the work of provision of processing plant / facility for Mixed Solid Waste management had been approved by the Board. Accordingly, the GOC-in-C, SC has accorded his sanction for installing the plant by M/s. GP Energy Systems Pvt. Ltd. @ Rs 380/- per ton as Tipping charges. Now the firm has submitted their inability to undertake the project due to lesser availability of Mixed Solid Waste. CEO further explained that as resolved by the Board, he visited the Head Office of M/s. International Coil Ltd. at Gurgaon,

Delhi, which converts the MSW into pellets as well as generates electricity. He also collected the pellets from the said site, which was shown to the Board. Matter discussed. After detailed discussions and deliberations, Board resolved to drop the proposal / tender submitted by M/s. GP Energy Systems Pvt. Ltd. Further resolved that fresh tender be invited on the basis of the technology pertaining to produce pellet from the MSW.

33. E-TENDER IN RESPECT OF ENGAGEMENT OF 51 SECURITY PERSONNEL (WITHOUT ARMS) FROM NON DGR SPONSORED AGENCIES

Security Services has requested to revise pay structure of security guard (DGR sponsored) provided by him vide letter dtd. 30 th March, 2017 as the area Pune has been upgraded from “B” area to “A” area. Presently the Board is paying Rs. 10,24,274.70 pm (excluding Service Tax). As per the revised new pay scale the wage structure is Rs. 19,72,935.71 (Excluding Service Tax) which has increased by Rs. 9,48,661.00 pm till the month of March, 2017. There is increase in VDA (Variable Dearness Allowance) w.e.f. 01.04.2017 the new pay structure w.e.f. April, 2017 is Rs. 20,19,903.48 (excluding service tax) by Rs. 9,48,661 to 9,95,655.78 the Board will have to make payment of Rs. 20,19,930.48 per month w.e.f. April, 2017. He has also requested that the payment of arrears for the period from 19th Jan, 2017 to May, 2017 may be made to enable him to pay the same to the security guard. Rajeev Kumar Singh Security Services & Pune Cantonment Board wherein it is specifically mentioned that the rates mentioned are variable and will vary as per the DGR wages notification as applicable to the DGR sponsored security agencies. On 06.05.2017 Shri. Vinod.S.Toshniwal, Chartered Accountant discussed matter with CBLA who is having same opinion referred by Legal Advisor as above. Accordingly Shri Vinod S. Toshniwal has submitted his report.

RESOLUTION NO. 34 : Considered. CEO stated that M/s. Rajeev Kumar Security agency had informed this office regarding revision of pay structure of security guard (DGR sponsored) vide letter dated 30th March, 2017. Hence the revised pay be made w.e.f. 1st April, 2017. Board noted the same. Resolved that the revised pay be made for the month of April & May, 2017 subject to submission of payment vouchers for the month of April & May, 2017 paid to the Security Guards. Further the Board noted that already the Board is making the payment as per the revised structure from June, 2017.

35. DECLARATION OF PUNE CANTONMENT AS OPEN DEFECATION FREE AREA.

Ward No. VII was not declared as Open Defecation Free since as per view of the Elected Member, there are no adequate toilets in area like Chimta Vasti.

Now adequate toilets have been provided in Chimta vasti of Ward No. VII. Accordingly a Certificates/ views have Elected Member of ward No. VII.

RESOLUTION NO. 35 : Considered. CEO explained that the Board vide CBR No. 9 dated 25.01.2017 has declared Ward Nos. I, II, III, IV, V, VI & VIII as Open Defecation Free Area. Further CEO brought to the notice of the Board that the work of providing adequate toilets in Chimta Vasti of Ward No. VII has already been undertaken by the Board. Hence a certificate declaring Ward No. VII as Open Defecation Free has been submitted by the concerned Ward Member. After detailed discussions and deliberations Board resolved that Ward No. VII be declared as Open Defecation Free Area. Further resolved that the Higher Authorities be informed accordingly.

36. FINANCIAL IMPLICATION IN RESPECT OF DOOR TO DOOR COLLECTION OF WASTE IN WARD NO. III & VI BY JANWANI.

To consider letter dated 24.05.2017 received from Dy. Director, Janwani requesting to release the user fee for the month of May, 2017 for door step waste collection from Ward No. III & VI @ Rs. 30/- per household per month. Further it has been stated that there are total 2625 households in both the wards. Hence the total user fee amounts to Rs. 78,750/-.

Note: The Board vide above refer resolution has awarded the work of door to door collection of waste in ward No. III & VI to Janwani. Accordingly the work was started on 03.04.2017 in ward No. III & VI by providing them 10 waste pickers, for which the payment was made by the Board as per minimum wages w.e.f. 03.04.2017 to 02.05.2017. However Janwani has not submitted any proposal of financial implication. On 24.05.2017 Smt. Saroj Badgujar, Dy. Director Janwani has submitted an application to this office requesting to release user fee (cross subsidy).

RESOLUTION NO. 36 : Considered. CHS brought to the notice of the Board that the Janwami is collecting door to door waste from Ward No. III & VI from April, 2017. Now Janwani has submitted a bill claiming user fee amounting to Rs. 30/- per household, which is at par with the rates being reimburse to Swachh. Matter discussed. The Ward Members of the concerned ward also appreciated the work of Janwani. After detailed discussion, resolved to approve the user fee amounting to Rs. 30/- per household to be paid by Cantonment Board and Rs. 30/- from the respective household in respect of Ward No. III & VI , which is around 2625 households subject to submission of a detailed documents clarifying the number of households, where their services is being rendered. Further President discussed regarding the extension of services of Janwani &

Swachh even in Military areas viz. Manoj Pandey Enclave on Dr. Coyaji Road & Kohima Lines on Gurudwara Road, which is also a part of Pune Cantonment, for which their residents residing in the said area are ready to pay Rs. 60/- per house hold for door to door collection of waste. Further he requested that if any administrative charges has to be paid to these organizations, the same may be paid through Cantonment Board. Board noted and approved considering the overall cleanliness of the Cantonment.

37. WORK OF DESILTING CLEANING AND CARRYING AWAY THE REFUSE OF BHAIROBA NALLAH IN PUNE CANTONMENT AREA.

To consider the quotation received for the work of desilting, cleaning & carrying away the refuse of Bhairoba nallah in Pune Cantonment area. Two sealed quotations were received & same were opened on 14th June 2017 in the presence of Dr. Kiran Mantri, Elected Member, Health Inspectors, Health Supdt & Chief Health Supdt. RESOLUTION NO. 37 : Considered. CEO stated that the Engineering Department is also deploying porclaine machine for various works at lower rates than the lowest rate quoted by A V Ganpati. There is a possibility of audit objection being raised due to variation in the rates for the same work in the current financial year. Hence it is suggested that the porclaine machine may be hired from the local supplier. CHS informed the Board that only certain locations at the stretch of Bhairobha Nallah has to be cleaned, hence the local supplier can be approached. Matter discussed. Resolved to reject the quotation received for the subject work and the work be carried out through local supplier of porclaine machines. CHS to initiate action. CEO is authorized to incur the expenditure towards the same.

To consider the e-tenders received for horticultural Works/Avenue plantation along Manure yard site.The e-tenders were invited through public notice in news papers i.e. Loksatta and Nav Bharat paper dated 31.05.2017. The period for e-tendering was from 31stMay, 2017 to 14thJune, 2017 and the technical bid were opened on 15th of June, 2017. Note : There are two trees viz. Umber ( 1 No) &Peepal tree (1 No) situated within the premises of 827, D.M.road. Out of this two trees Umber tree had been uprooted & rested on near byhouse structure. This tree was already in leaned position & some branches were touching to the roof structure. But, recently renovation works of the said house is going on & building material like stone, debris had been deposited at the base of the tree. Hence it is difficult to decide whether said tree is uprooted or otherwise. The party is constantly pressuring for removal of said tree. Secondly there is another peepal tree situated adjacent this house structure but in balance condition is also requested for removal from site. As per CRS:- Property tax not paid for till date.

Note : There is one Peepal tree situated within the premises of 166, M.G. road. The tree is situated near the house structure and due to growth of this tree, steps near the entrance have been damaged & hence applicant has requested to remove portion of roots, which are damaging the entrance steps of the said structure.

Removal of portion of stem & root near the entrance steps may de-vitalize entire tree and also there is chance of collapsing due to un-balanced condition at the base of the tree.

47. PAYMENT TOWARDS ARCHITECTURAL FEE : M/S. ANAND UPALEKAR & ASSOCIATES

Reference CBR No. 48 dated 29.12.2015 & DGDE letter bearing No. 70/VIP/REF-92/Pune/C/DE/15 dated 22.02.2017, 09.05.2015 & 07.07.2017 and Dte. DE SC letter bearing No. 10832/VIP/Ref/Pune/DE dated 10.02.2017, 08.03.2017 & 15.05.2017.To consider the issue of releasing payment to M/s. Anand Upalekar & Associates towards professional fees for architectural services amounting to Rs. 9,77,212/- for construction of sports complex at Golibar Maidan and commercial shopping complex on Fashion Street. Connected papers & office report are placed on the table.

Note : M/s. Anand Upalekar was appointed by the Board in the year 2004 for preparation of detailed drawings, plans and estimates for the construction of sports complex at the site of Golibar Maidan and redevelopment of Fashion Street market through the own resources of the Board. The Architect had submitted the plans in response to this office letter dated 30.12.2004. Both the proposal forwarded by the Board to the Competent Authority for obtaining necessary

sanction, which includes the payment for the Architect fees vide this office letter dated 07.12.2008 and 14.02.2009. However, no agreement was entered into with the Architect and no payment was made since sanction was not accorded for the projects. Subsequently in the year 2009, the project was revised as the Board vide CBR No. 6 dated 21.10.2009 resolved to go ahead with the project on BOT basis. The preliminary drawings accordingly were prepared by the office and tenders were invited on BOT basis from firms / organization and they were asked to submit their own detailed design and drawings. For this the Board did not avail the services of the Architect. The Architectural fees as claimed by the Architect M/s. Anand Upalekar & Associates are pending for non-receipt of sanction. It is submitted that the Board vide CBR No. 6 dated 22.12.2014 resolved to appoint M/s. Anand Upalekar & Associates at professional fees @ 3.25% of the total cost of the project for construction of sports complex at Golibar Maidan and the Board vide CBR No. 66 dated 31.12.2008 resolved to appoint M/s. Anand Upalekar & Associates at professional fees @ 2.50% of the total cost of the project for construction of commercial complex at Fashion Street. The estimated cost of aforesaid project is Rs. 4.92 crores & Rs. 9.00 crores approx. at that relevant time respectively. Further the Board considered letter dated 26.10.2015 received from M/s. Anand Upalekar & Associates requesting this office for releasing payment towards professional fees for architectural services amounting to Rs. 14.50 lakhs for construction of sports complex at Golibar Maidan and commercial shopping complex on Fashion Street in their meeting held on 29.12.2015. The Board vide CBR No. 48 dated 29.12.2015 resolved that a detailed discussion be held by the Engineering Department with M/s. Anand Upalekar & Associates and also to go through entire file in order to ascertain the volume of work done by them and whether any professional fees has been proposed by them at that relevant time. Further CEE may also consult GE (N) in the subject matter for necessary advice / clarifications. Further resolved that negotiations on the professional fees quoted by the Associates be done during the discussion by the Engineering Department. Thereafter a detailed report be placed before the Board for further action. Accordingly this office vide letter dated 15.03.2017 requested the office of GE (N) for further necessary advice. Further this office vide letter dated 08.05.2017 forwarded all the correspondences made with M/s. Anand Upalekar & Associates by this office. The advice / clarification from GE(N) is still awaited. However, it is submitted that the Board recently appointed /engaged certain Architects / Consultants for rendering various services viz. construction of footover bridges on Castellino Road,

Construction of multilevel parking system on Lloyd road and in front of Mangal Vihar etc. The Board finalized and executed the contract agreement for the same. As per the terms and condition regarding payment of professional fees, the professional fees is re-calculated at Rs. 9,77,212/- to be paid to M/s. Anand Upalekar & Associates. RESOLUTION NO. 47 : Considered. Matter discussed. AEE (Civil) explained that M/s. Anand Upalekar & Associates was engaged by the Board at the relevant time as Consultant for construction of sports complex at Golibar Maidan and commercial shopping complex on Fashion Street at a professional fees of Rs. 14.50 lakhs. The same has not been paid till date. Now the professional fees has been re-calculated on the basis current tenders approved by the Board for engagement of consultant for similar works, which comes to Rs. 9,77,212/-. Further CEO stated that this issue has been raised by PMO office as well the Ministry of Defence / DGDE to sort out the issue at the earliest. On this the President stated that the rates calculated are on the higher side and if any negotiations can be conducted with the officials of M/s. Anand Upalekar & Associates. Matter discussed. After detailed discussion and deliberations, resolved to make payment @ 50 % i.e Rs.7.50 lakh as being paid presently to the consultant upto the stage of submission of design, drawing & estimates. The necessary payment be released to M/s. Anand Upalekar & Associates. CEO is authorized to make the necessary payment.

48. FIXING OF TEMPORARY DEMO TOILET MODEL AT RANI LAXMIBAI GARDEN : PUNE CANTT.

To note the action taken for fixing of a temporary demo toilet model at Rani Laxmibai Garden by M/s. SAMtek Clean & Clear System Pvt. Ltd. for a period of three months, for which NOC has been issued by this office vide letter dated 28.06.2017.

49. INSTALLATION OF STATUE OF SHRI CHHATRAPATI SHIVAJI MAHARAJ IN THE PREMISES OF PUNE CANTONMENT BOARD

To consider the request received from Shri. Atul V Gaikwad, Vice Presdient supported by all Elected Members to install a statue of Chhatrapati Shivaji Maharaj in the premises of the Board. Connected papers are placed on the table.

Note : The Hon’ble Supreme Court vide Order dated 18.01.2013, wherein it has been ruled by the Apex Court that “henceforth States shall not grant permission to install any statue or erect any structure on public roads, pavements and sideways and other public utility places,” as ordered by bench of justices R M Lodha and S J Mukhopadhaya. REOLUTION NO. 49 : Considered. CEO referred to the orders of the Hon’ble Supreme Court regarding installation of statue on public places. Shri. Atul V Gaikwad, Vice President stated that the order of the Hon’ble Supreme Court is not applicable to the Cantonment Board premises, where the statue is to be installed. Further he stated that earlier discussions were held during the Board meeting but concrete outcome did not take place. Further Vice President stressed in a high tone that the statue of Chhatrapati Shivaji Maharaj shall be installed in the premises of Pune Cantonment. Further CEO explained in high tone too that the statue will be installed after taking necessary decision by the Board. On this the Vice President raised his voice and stressed again that the statue will be installed. On this the President interrupted against high voice in the meeting and warned that he may also have high voice first. At this juncture, the Vice President expressed his annoyance and protest that he is a public representative and his voice cannot be suppressed and if his voice will be suppressed than I am moving out of the meeting, by stating this he walked out from the meeting hall. But the Board continued the discussion on the agenda point and all the Members of the Board including the President and CEO presented their views and high thought about Chhatrapati Shivaji Maharaj. After detailed discussion, the Board resolved that if the Statue alongwith allied services i.e. civil works, is made available to the Board through sponsorer / MP / MLA Fund, as has been assured since beginning by Shri. Atul V Gaikwad, Vice President and Shri. Dilip M Giramkar, Ex Vice President, the Board will allow to install the statue at the vacant space in north-east corner of the office lawn, so that it can be widely visible from Golibar Maidan Chowk.

This library is required for the residents residing in that area and it will be useful for the children for studying purpose and also beneficial for the senior citizens. Dilip M Giramkar, Elected Member to provide a temporary shed for a Library in the name of ‘Dr. Babasaheb Ambedkar Library’ in front of Dr. Babasaheb Ambedkar Sanskruthik Bhawan, Jan Mohammed Street on the vacant land bearing GLR Sy. Dilip M Giramkar, Elected Member requested the Board that instead of providing a temporary shed, a permanent structure be constructed for the benefit of the residents. The land as well as the assets shall be the property of Pune Cantonment Board / Government of India / Ministry of Defence.

51. EXTENSION IN TIME LIMIT : PERMISSION FOR LAYING 2200 MM CAST IRON WATER PIPE LINE FROM DHOBI GHAT TO CANTONMENT WATER WORKS ON SHOLAPUR ROAD : PUNE CANTT.

Reference CBR No. 66 dated 29.02.2016, Circular Agenda dated 08.07.2016, CBR No. 31 dated 22.10.2016, CBR No. 24 dated 25.01.2017 & CBR No. 19 dated 29.05.2017. To consider the letter bearing No. OW 475 dated 06.07.2017 received from the Executive Engineer, Cantonment Water Works, PMC requesting to grant extension in time limit upto 31st March, 2018, 2017 (i.e. for a period of Nine months) for completion of the subject work. It has been further mentioned that due to technical difficulties viz. shifting of existing service, traffic density and also due to non-closure of full traffic from Golibar Maidan to Mahmadevi Chowk by the Police Authorities, the work could not be completed. Connected papers are placed on the table. Note : This office vide letter dated 19.07.2016 granted permission for laying of 2200 mm cast iron water pipe line from Dhobi Ghat to Cantonment Water Works. The permission is valid upto 15.10.2016. Further the Board vide CBR No. 31 dated 22.10.2016 had resolved to grant extension in time limit for a period of three months i.e. upto 15.01.2017. Accordingly, the decision of the Board was communicated to the PMC Authorities vide this office letter dated 03.11.2016. Further the Board vide CBR No. 24 dated 25.01.2017 resolved to grant extension in time limit for a period of 04 (four months) w.e.f. 16.01.2017 to the PMC Authorities for laying of 2200 mm cast iron water pipe line from Dhobi Ghat to Cantonment Water Works on Sholapur Road. Accordingly, the decision of the Board was communicated to the PMC Authorities vide letter dated 09.02.2017. Further, the Board vide CBR No. 19 dated 29.05.2017 resolved to grant extension to the PMC Authorities for a period upto 30th June, 2017 (i.e. for a period of One month) for completion of the subject work. Accordingly, the decision of the Board was communicated to the PMC Authorities vide letter dated 01.06.2017. The PMC Authorities has now submitted the revised layout for laying of water pipelines from the ground of St. Mary’s Church to the length of 70 mtr. due to the various technical reasons. The PMC Authorities have further stated that the permission has been taken from the Church Authorities for the same. The said land is placed under the management of DEO, Pune Circle, Pune.

RESOLUTION NO. 51 : Considered. Matter discussed at length. CEO explained to the Board that several works are pending with PMC Authorities, hence a meeting be conducted with the officials of PMC and put forth the various pending work before them and thereafter, their proposal will be considered. All the Elected members supported the views of CEO. They also stressed that a joint meeting should be conducted with the PMC Officials in order to resolve various issues. Matter discussed. Resolved that at joint meeting be held with the PMC officials in the office of the President alongwith Vice President and all Elected Members & technical staff of Engineering Department to resolve the various issues. Thereafter the matter regarding the extension will be placed before the ensuing Board or through Circular Agenda.

52. QUOTATIONS FOR AUCTION OF OLD X-RAY MACHINE

To consider the following quotations received for auction of old X-Ray machine.

Pune Cantonment Board invited sealed offers for auction of old X-Ray Machine (Make Wipro GE) on 25.05.2017.  Only one offer was received on 5th June, 2017 from M/s. Deepti Traders. The single quotation was opened since the same was invited thrice. M/s. Deepti Traders have quoted Rs. 40,600/-, which is highest offer received so far.

Note : Pune Cantonment Board invited sealed offers for auction of old X-Ray Machine (Make Wipro GE) on 21.01.2017.  Only two quotations were received on the last date 10th Feb. 2017, hence tender were re-invited again on 3rd March 2017. In response to the same, three offers were received on 17th March 2017 and M/s. Deepti Traders had quoted the highest bid of Rs. 35,000/-. The same was placed before the Board and the Board vide CBR No. 40 dated 15.04.2017 resolved to re-invite the quotation as the rate was on the lower side.

RESOLUTION NO. 52 : Considered. Resolved to reject the single quotation submitted by M/s. Deepti Traders @ Rs. 40,600/- in respect of auction of X-Ray Machine at SVP CGH as suggested by RMO (Offg.) to initiate further action.

53. ANNUAL MAINTENANCE CONTRACT OF CR SYSTEM CR 30-X/M AND DI 5302

To consider the proposal submitted by M/s. Agfa Health Care for the CR System, which is an essential equipment used in Radiology Department of SVP CGH for entering an AMC for a period of one

58. REQUEST FOR TEMPORARY RE-EMPLOYMENT ON CONTRACTUAL BASIS

To consider application dated 11.07.2017 received from Shri. Subhash B Controllu requesting for re-employment for a period of 11 months w.e.f. 01.08.2017. RESOLUTION NO. 60 : Considered. Matter discussed in detail. Smt. Priyanka R Shrigiri, Elected Members submitted that the Cantonment Board resolution of Secunderabd Cantt. regarding collection of Octroi and Toll Tax. The same is persued by CEO and President Cantonment Board wherein the Secunderabad Cantonment Board has resolved to refer the issue to the Higher Authorities seeking expeditious instructions on the above subject. After detailed discussion, the Board found that if Central Government will not allot revenue sharing from GST to Cantonment Board, Pune in lieu of stopping LBT and VET, then the Board will face financial crisis and in that circumstances, it will be impossible to continue municipal services to the residents of the Cantonment by Pune Cantonment Board smoothly and regularly. After detailed deliberation, Board resolved to refer the matter to the Competent Authority either for revenue sharing or to start the Collection of Vehicle Entry Tax / Vehicle Entry Fee.
