(sic) Citizen do not understand the concept of RDSP Navigating jobsite, using a phone, living in a rural area, the PWD applicant has so many problems MLA contact to be made within their area – navigator has been started – PWD Phone line does not work, not flexible, we don’t offer choices, hard to get same answers Navigators have difficulties Somebody who needs to understand mental disability not one Employee Services, not someone who gets both EAW is an entry level position – not an entry level position, so much more SDSI office has an opportunity to reach out to individuals, and help, and if more resources and training and competence given out, they

treatment”Hearing aids

I would like to focus on the lack of hearing aid cost subsidies by the BC Government They lag far behind other provinces in this regard The few categories they do subsidize leaves major gaps in meeting needs and consequently many hard of hearing people, mostly

seniors, but also young adults seeking jobs or education are going without the access they need I might mention it was reported that hearing aids costs only $125 to manufacture, but are being sold for between $2k and $4k each! And the price for two hearing aids can total up to $8k – many people can’t afford the cost and end up not wearing hearing aids Why could not the hearing aids be subsidized by the BC Medical Plan as in other provinces??

Barrier – the “D” word Goal: change the word; change the paradigm The word DISABILITY and the perspective of brokenness, pity, helplessness and charity that the word infers, is the top barrier

preventing the best development in and most progress in the design of programs, support systems, housing, transportation, societies, education, employment, social inclusion and attitudes of acceptance

New premise: by rewording every question to reflect the notion of DIVERSIBILITY, the paradigm shifts awareness to the POTENTIAL of every individual to all that is possible

Barrier – Tom, Dick, and Harry – “the systems” Goal: streamline and reduce administrative paperwork by 95% The systems (health, education, social services, employment) that were originally designed to help people now have

overburdened the very people they are designed to help. Administrative requirements have increased to the point where families cannot keep up. Because they fall further and further behind, they lose the services they need. Concurrently, services providers and therapists are forced to reduce the hours of service they were hired to provide in order to fulfill administrative and accreditation process requirements. The more complex the care of an individual, the more paperwork is required.

New premise: return parents to parenting – use the principle of plain language in all documents Innovation: for each individual there is only ONE set of information. Store this information electronically; store all of Tom,

Dick, and Harry’s forms; allow access to information only through individual/family/legal representative and multi-level security; design it to be dead EESI.

Barrier: Old Tools of “us” and “them” Goal: update teacher education foundation courses

Continued use of old methods of teaching based on a 1960’s model of education still present barriers to learning for today’s student. Brand new teachers are entering the classroom without knowledge of diverse learning styles or experience in how to use behavioural support strategies. Student’s rights to a safe and inclusive school environment are being shattered by the use of methods of restraint and seclusion. It is important to acknowledge that wherever happens to one person, impacts others. We must start at the root of the challenge and equip teachers with the skills they need to meet today’s education needs of every individual in the diverse spectrum of learners. And UNDER-challenged student becomes a ‘disruption’, ‘non-compliant’, a ‘behaviour challenge’.

New premise: a motivated student is an engaged student; train teachers to become facilitators of learning Goal: open up access to education to all l; plan for ‘ability’ and develop potential, as opposed to dealing the ‘dis’ability –

extend the BC teaching degree to a two year program In order to be eligible to apply, teacher college applicants must complete 70 hours volunteer work in the area of special needs Immediate update of the first year teacher education to include a mandatory foundation course covering the latest research

on diverse learning styles, behavioural support strategies, how to implement the principles of universal design for learning (UD), sensitivity training using resources in the community, how to plan for diversity and engage every student every time and methods of best practice.

All current teachers, education assistants, school and senior administrator have three years to complete online professional development in the above, and a three hour sensitivity training workshop.

New research, training in and best practice has been available for many years. It is literally a click away. Getting all the teachers up to the same level of competence in working with diversity has not become the opportunity and a worthy goal. Everyone wins.

Goal: universal design principles from the ground up Doorknobs, curbs and stairs – oh no! electronic doors, cutouts and ramps – oh yes! Municipally, legislate all new buildings, homes, apartments to follow architectural principles of universal design. Much less

initial cost compared to retrofit costs. Those who wish a different design, must retrofit or return the universal design features before allowing to sell or move out

New premise: all access, for people, all of the time Barrier: in harms’ way

Goal: acknowledge, heal and move on The smallest corner of the kid of Pandora’s Box was lifted the moment the results of a survey were made public about the use

of restraint and seclusion in our schools. It has been described as The Silent Epidemic. It is known in parent circles as having a culture of retaliation. The majority of people turn a blind eye or choose to pretend not to hear, many have no idea what is going on, but this is called willful blindness in legalese. We most certainly have a problem. It is time to address our systemic practices and ring our better selves to a public forum. This will require that we – all of us – acknowledge and resolve this big, difficult issue. A lot of harm has been done. A lot of harm continues to be done. It acts in a ripple effect outwards. It affects every single person. It has to be stopped. It must be rectified.

New-old premise: treat all others as you wish to be treated Start by adopting and implementing a program of restorative justice in every district throughout BC….might we well thing big.

Then we can all heal. We must hear from five year olds to 19 year olds. We must hear from their peer witness/onlookers. We must hear from those

who work under bosses. We must hear every single hurt. We must find out why these harms have happened. We must notice patterns. Acknowledge. Apologize. Make amends. Write policies. Stick to it. Review and rework it. Is there a training and education piece missing? Collaborate. Partner. Buddy up with the neighbouring school, with a colleague, with a parent, with a child. Work hard. Say – no. Not this. Never again. Ever. Acknowledge that we are all vulnerable. Every person must become a protector of rights. Embrace uniqueness. Move onwards, upwards. Seek ways to develop potential. Treat others as you would like to be treated.

Barrier: our outdated, 1950s model of education system has become the barrier to students’ learning Goal: update and revamp outdated teacher education foundations courses to reflect meeting today’s diverse classroom and

Previously they could earn $300/month extra and were allowed to keep the money with “no claw” back, however a PWD could not have assets/savings in excess of $3000

Now PWD designated individuals can make $800/month without having any of it “clawed back” however they are not allowed to accumulate (have in assets/savings) more than $5,000

a certain standard Some modifications or accommodations in commercial buildings and/or community buildings are not done to a standard which makes

it accessible to PWDs Perhaps there is a need to encourage tradespeople to specialize in the area of construction to do with modifications and/or

accommodate PWD In this way there would be more contractors who were experienced in constructing these types of modifications to a good standard New buildings should be constructed and planned with stairs, ramps and elevators/lifts so that they are accessible to all persons Parking stalls for disabled persons are not wide enough, many underground parking places are not suitable for wheelchair vans which

have the rear entry (these vans are too high to fit in these parking places) Transit – school bus system – only the child with a disability is allowed on the school bus and the family’s other able bodies children

are not allowed to go on the bus to the same school, therefore by the time the bus picks up the child with the disability, the other children (who have to be driven) are late to school

What is going well? Very supportive – group home Self Missing the ones that may not need the support in home and yet not high functioning enough to be self-independent Maybe coop housing type of setting

Is there a way that we can have a residence with support of the community partners Maybe get models that is (sic) currently being use (sic) such as : Aging population Dementia long term care home live with functioning dementia in the same building How about seniors that owns home (sic) who doesn’t want to go to senior home that may consider opening their home to public that

may assist them other needed (sic) (mutual benefit) Group homes becoming obsolete/group homes tax free Parents are left with housing bill for their PWD child Change language – instead of group home because sounds institutionalized Parents have peace of mind that their child will be taken care of (developmental disabilities) PWD clients assessed as individuals on one to one basis Funding for housing Higher rates – shelter especially Safer access to sidewalks, etc., in the community – safer access within community in general Vancouver has a new building code – why not provincial only Vancouver? Can provincial gov’t champion at this? Federal – provincial – municipal? Strategy that provincial should get working on housing If you are senior then senior housing is available but if you are young – then to end up living in senior housing – why not have seniors

and young people live together – much easier for caregiver New housing with mental issues are coming up, permanent apartments, no recovery centres in West Van. Lots of senior housing in

West Van.

We’re not thinking “all inclusive” in our housing Should be/needs to be… Talks active parents to have a voice Need good signage and plain language as a standard for buildings Physical attributes needed; right staff in buildings, somewhere on site all the time, proper/clear signage, access features (large buttons

for auto-doors, wide entrances) Welcoming environment Tools within the environment for true learning to take place Coordination and cross gov/municipality requirements for building standards Can’t climb stairs afford to paid (sic) – no housing subsidy for disabilities Building code – doors are wider, no stairs, raised numbers on houses and on washrooms, ramps, visit friends – cafes, restaurants Should have a design mandate Someone with disabilities on design plan I might suggest that smoke alarms in apartments, basement suites and hotels be equipped with strobe lights, as well sound generating

Deaf still having to advocate again When the relay services were running ti was great Antique machines for TTY Now people rely on email, talk messaging and therefore TTY is no longer effective b/c of lack of updated technology

Trying to get CAPTel Something like caller ID They have it in the US CHHA is trying to get this started Communication is biggest barrier Hearing aid and lip reading not perfect Can use the telephone Can but can only understand some voices – I have moderate hearing loss For people who are deaf and use sing language, its best to have video phone – TTY is old technology Using English to communicate when you’re having a video phone you’re using natural language to communicate Deaf – blind – when they speak with interpreter can see them on the screen. So the interpreter watches me – they’re able to watch the screen and actually take the message Relay in how 1 actually communicates I don’t’ think we should get rid of TTYs – keep them What would you do with TTY – don’t know US& Europe

Using hearing loops/hooks – we got one in this room ,a kind of echo A little cubicle – if you lean in you can hear clear as day They have in taxis, train station, churches US has it, we’re behind

Not just for people like me, for everyone We have these cavernous buildings, lots of echo, can’t hear anything – I don’t go to cavernous bldgs. So anything like this, CART, makes it a lot easier They don’t have these systems in schools It’s usually wired into a T- (sic) I can’t hear a word anyone is saying here, I can only read lips – lots of errors with reading lips All new bldgs. are hollow, open concept – open concept is awful for HH folks, everything echoes Can’t hear at this table Ted Talks – stress of reverberation

No central place to go to find out where to go or what do when you have (ie give birth) to a child who is sick (a child with a disability) You need to go to so many different sources – ie you need to connect with a therapist, a social worker, etc…. Even now that my child is older, you still need to seek out the information and services Even for individuals whose child become disabled later in life, it is still difficult to navigate the information and services – there is no

central place to go to get information and find out about services Should be a listing of all the resources/services available (centralized listing) OR centralized database – could be electronic (ie web

based) but it would have to be delivered in different formats so that people who are new immigrants, or who were blind, etc…could access the information

Need one path to go down – right now it is very splintered An idea would be a NAVIGATOR to help individuals go down one patch – to access all the right information and services So many activities are not available to PWDs If you want a progressive BC – you have to change the mindset of people – so that you have people wh will take the time to learn how

they can support PWDs Availability of services for PWDs – not enough support In Australia – they give you a lump sum each month and you source your own carers, you pay your own carers/support – hospitals

provide a lot of support and information (if the disability is from birth or a young age) Don’t feel the hospitals in BC provide enough support/information from the beginning In BC you are shuffled from one doctor to another and you are not getting the right information in this setting Feel that the social workers at the Ministry could be a better source of assistance and information – it doesn’t seem that the social
