CASE OF DACOITY AT MUTHOOT FINANCE, LTD. PANDAV NAGAR WORKED OUT.

THREE PERSONS ALONGWITH A COUNTRY MADE PISTOL WITH 2 LIVE CARTRIDGES AND TWO SPRING ACTUATED KNIVES ARRESTED.

GOLD ORNAMENTS LOOTED BY DACOITS RECOVERED. VEHICLES USED IN THE CRIME HAVE BEEN SEIZED.

A team of officers of Crime Branch led by Insp. Manoj Pant and Inspr. Arvind Kumar and consisting of ASI Rajbir, ASI Bhim Singh, HC Pawan Kumar, HC Dharmender, Ct. Satpal, Ct. Deepak, Ct. Ravinder Bhati and Ct. Sajjad Ali under the supervision of ACP Bir Singh and overall supervision of Addl. DCP Sanjay Bhatia have worked out the sensational day light dacoity that had occurred at Muthoot Finance Ltd., Pandav Nagar, Delhi on 10/05/2011. 3 persons have been apprehended and part of looted property recovered. One country made pistol, 2 live cartridges and 2 knives have been recovered.

On 10.05.2011, a day light dacoity had occurred at Muthoot Finance Ltd.,

Pandav Nagar, Delhi. 3 gangsters had entered the premises armed with weapons. One of them was with a turban and gave the appearance of being a Sikh. They entered the premises at around 1.15 PM and remained there in the premises around 20/25 minutes. They decamped with gold jewellery and cash. Case under the appropriate sections of the law was registered at PS Mandawali.

Information was received on 23/05/2011 by HC Pawan Kumar that some members of the gang involved in the day light dacoity at Muthoot Finance Ltd. would assemble at New Kondli Bridge, New Ashok Nagar, Delhi. A trap was laid. 2 persons were apprehended while riding on a Bajaj Pulsar Motor Cycle and the third person was apprehended while on foot. They were identified as i) Rahul (aged 20 years) s/o Brij Pal r/o Noida, UP, ii) Satish @ Sanju (aged 25 years) s/o Ghanshyam Bhatt r/o Karawal Nagar, Delhi and iii) Mahender (aged 40 years) s/o Ram Singh r/o Ghadoli Dairy, Mayur Vihar, Phase-III, Delhi. One country made pistol alongwith 2 live cartridges and 2 spring actuated knives were recovered. The Bajaj Pulsar motor cycle was found to be used in the Muthoot dacoity case and it was seized. Part of booty i.e. gold ornaments worth Rs. 3 Lacs have been recovered. The Wagon-R car which was used in the dacoity has also been seized.

All the accused persons were subjected to intensive interrogation. Interrogation revealed that Rahul and Mahender alongwith Satpal Singh @ Raj r/o Karawal Nagar, Delhi, Raj Kishore @ Captain r/o Karawal Nagar, Delhi, Pradeep Tiwari @ Vineet r/o Mayur Vihar, Phase-III, Delhi and Rohtash r/o Karawal Nagar, Delhi were involved in the dacoity. For a few days they conducted reccee of the area and on 10/05/2011, they met near Karawal Nagar Octroi Check Post and proceeded to commit dacoity at Muthoot Finance Ltd., Pandav Nagar, Delhi. Two vehicles were used. In the Silver Colour Wagon-R, Pradeep Tiwari @ Vineet, Satpal Singh @ Raj, Mahender Singh and Rohtash proceeded while on Bajaj Pulsar Motor Cycle Raj Kishore @ Captain and Rahul proceeded. Mahender, Satpal Singh @ Raj and Raj Kishore @ Captain were carrying firearms. At around 1.15 PM, Mahender, Satpal Singh @ Raj and Raj Kishore @ Captain entered the premises of Muthoot Finance Ltd. while Rohtash kept a watch near the

staircase. Pradeep Tiwari @ Vineet remained in Wagon-R and Rahul with the motor cycle. Satpal Singh @ Raj had donned a turban since he had long hair and beard and he pretended himself to be Sikh. They decamped with gold ornaments in one bag that they had carried with them and they also used a laptop bag of the Manager for carrying gold. They also took away cash Rs.1.5 Lac with them.

Interrogation further revealed that Satpal Singh @ Raj r/o Karawal Nagar, Delhi alongwith his associate Nizam r/o Karawal Nagar, Delhi are involved in another case of murder and robbery that had occurred on 31/01/2011 under P.S. Mansrovar Park, Delhi in which they shot dead a person by the name of Vinod r/o Khera, Delhi and decamped with Rs.10 Lacs.

Investigation further revealed that Raj Kishore @ Captain had deposited approximately 70 gram of looted gold on 15/05/2011 and 16/05/2011 at Mannapuram General Finance and Leasing Ltd. at their branch at Bhajan Pura. The gold has since been seized.

Efforts are on to apprehend the remaining accused persons and to recover the looted property.

Further Investigation is in progress.

7. Pradeep Tiwari @ Vineet r/o Ghadoli Dairy, Mayur Vihar, Phase –III, Delhi – He has no criminal background. He had done mobile repairing course. He was working in a firm dealing in spare parts of printing press in Noida. He lost his job around 2 months back and at present he has no source of livelihood.

SENSATIONAL BLIND MURDER CASE WORKED OUT WITH IN 48 HOURS,FOUR ACCUSED PERSONS ARRESTED & WEAPON OF OFFENCE

RECOVEREDWith the arrest of four persons namely (1) Sunil @ Chikna aged 22 years s/o Upender r/o Village Sarwa, P.S. Gongoria, District Madhubani, Bihar, (2) Mukesh @ Ravi @ Zulfi aged 21 years s/o Devanand r/o Pakhdolia, P.S Kusesar, District Darbhanga, Bihar, (3) Mohd Alam s/o Mohd Aslam r/o Village Manso, PO Doongra, PS Sitamarhi, Bihar and (4) Suraj s/o Baichan Singh r/o Village Sujanpur, PO Barahal, District Gorakhpur, UP, officials of North District police have worked out a blind sensational murder case within 48 hours and recovered the blood stained knife, which was used for committing murder.

INCIDENT & TEAMOn 20.05.2011 information was received at police station Kotwali that one dead body is lying in the Tikona Park, Angoori Bagh, near Red Fort, on which police reached the spot, where a dead body of an unknown male aged about 25 years was lying. There were multiple stab wounds on the chest, neck and left leg of the dead body. The body could not be identified. Accordingly, a case vide FIR No 102/11 u/s 302 IPC dated 20.05.2011 was registered at police station Kotwali and investigation was taken up. A team consisting of Insp. Vikramjit Singh, SI Jagdish Yadav, SI Rajesh Kumar, HC Sanjay, HC Isub Ali and HC Raj Kumar, under the leadership of Inspector P.S. Chahal, SHO /Kotwali and over all supervision of Smt Vimlesh Yadav, ACP /Kotwali was constituted to work out the case.

INVESTIGATION During investigation, rag pickers and vagabonds of the area were interrogated. On the basis of the said interrogation deceased was identified as Asif. It was further revealed that he was residing at a rented room near Shahibabad Railway station and doing the work of collecting waste materials from area of New Delhi Railway station. Further, it came to notice that he used to sell the waste material to one Batu near New Delhi Railway station. By developing local intelligence, room of Asif was located. During investigation Arman @ Kalia, who was residing with the deceased, stated to police that on 19.05.2011 Sunil @ Chikna, Mukesh @ Zulfi, Suraj @ Baichain and Alam had taken away Asif from Shahibabad on the pretext of a booze party in Delhi. Later, on 20.05.2011 Sunil @ Chikna, Mukesh @ Zulfi , Suraj @ Baichain and Alam came back but Asif did not return. During further investigation, it was revealed that Sunil @ Chikna wanted to take revenge on the deceased Asif for the 3 year old incident, in which serious injuries were inflicted by Asif on his face. Intelligence was developed and after sustained efforts on

22.05.2011 accused Sunil @ Chikna aged 22 years s/o Upender r/o Village Sarwa, P.S. Gongoria, District Madhubani, Bihar and Mukesh @ Ravi @ Zulfi aged 21 years s/o Devanand r/o Pakhdolia, P.S Kusesar, District Darbhanga, Bihar were arrested from the area of New Delhi Railway station. Remaining two accused persons namely Mohd Alam s/o Mohd Aslam r/o Village Manso, PO Doongra, PS Sitamarhi, Bihar and Suraj s/o Baichan Singh r/o Village Sujanpur, PO Barahal, District Gorakhpur, UP have also been arrested on 23.05.2011.

INTERROGATION During interrogation Sunil @ Chikna disclosed that he used to commit petty crimes near New Delhi Railway station. Further, it was revealed that three years prior, deceased Asif offered Sunil @ Chikna to work with him, but he had refused. On this, Asif became annoyed and inflicted serious injuries on his face with blade. Due to these injuries his face became deformed. Whenever he atched his face in the mirror he would be reminded of the incident. After this incident most of the time he remained in the jail. He was released from jail in May and came to know that Asif is residing at Shahibabad, UP. He conspired with Suraj Baichain, Alam and Mukesh to kill Asif by inducing him to join the liquor party with them. As per the conspiracy, party was organized and the deceased was invited. In this party deceased was got thoroughly drunk by them and in the drunken condition Asif was taken to deserted Tikona Park, Angoori Bagh, where all associates of Sunil @ Chikna caught hold of him and Sunil @ Chikna stabbed him more than a dozen time. All accused persons left the spot only after ensuring the death of Asif.

INTER-STATE AUTO LIFTER GANG BUSTED FIVE STOLEN VEHICLES RECOVERED AND FIVE CASES OF MV THEFT WORKEDOUT.

With the arrest of three auto lifters Puran S/o Nanak, Rajesh S/o Chotte Lal and Prakash @ Ajay S/o Chuttan Lal, South-West District Police has worked out five cases of MV Theft, out of which four cases are of South West Distt and one case of PS Sadar,Gurgaon, Haryana. Five stolen motor cycles have also been recovered.

INFORMATION AND OPERATION

On 23.05.2011, special pickets and patrolling staff were deployed at strategic locations for checking of vehicles. A patrolling team comprising SI Sunil Godiyal D-1127, SI Vipin Kumar D-4463, ASI Rajendra No 3013/SW, HC Vishnu No. 58/SW, Ct. Ranvir 1714/SW, Ct. Ravinder No. 1937/SW, Ct. Brij Lal No 1681/SW & Ct. Roshan 1540/SW of PS Dwarka South were on Vehicle Checking Duty at Sukkar Bazar Chowk, near Dada Dev Mandir, Sec-7, Dwarka in the area of PS Dwarka South. The said team noticed two motorcyclists riding on a m/cycle without number plate coming from Bagdola Village. The motorcyclist applied brake instantly after seeing the police checking and tried to take a U-turn. Finding the matter suspicious, police party swung into action and pounced upon the duo. Upon being asked to produce the ownership documents of the motorcycle, the alleged persons were unable to produce the same & once again tried to run away. On verification the motorcycle was found to be stolen from Gurgaon Haryana PS Sadar Gurgaon vide Case FIR No. 145/11 U/S 379 IPC PS Sadar Gurgaon Haryana. The identity of the duo was revealed as Puran S/o Nanak and Rajesh S/o Chotte Lal.

INTERROGATION AND MODUS OPERANDI

Accused were subjected to sustained interrogation. Initially they tried to mislead the police by saying that they are the college student. But they were further subjected to intensive interrogation and finally broke down. They revealed that they are autolifters and hail from Rajasthan. Thereupon efforts were intensified to arrest their associates and to recover the stolen motor cycles. Finally police succeeded in recovering four more stolen motorcycles which were found to be stolen from the area of PS Palam vide Case FIR No 135/11, 136/11, 138/11 & 40/11 U/S 379 IPC PS Palam N.D and arrested one more Co-accused namely Prakash @ Ajay.

Accused further revealed that they come with their gang members and carry master keys and mechanical tools to unlock motorcycles and target new two wheelers parked near Railway Stations. With the arrest of an autolifter namely Rajesh @ Ganja (25 years) s/o late Bhoop Singh r/o H. No. RZQ-53, Nihal Vihar, New Delhi, the alert picket staff of PS R.K. Puram recovered 2 stolen motor cycles.

BRIEF FACTS / INCIDENT :

On 16.05.11, Sh. Vishal r/o H. No. C-129, Village Mohd. Pur, New Delhi visited PS R.K. Puram and reported that his motor cycle, bearing Registration No. DL-3SW-5493 had been stolen on 15.05.11 during night, which he had parked outside his house. In this regard, a case vide FIR No. 115/11 u/s 379 IPC PS R.K. Puram was registered and investigation taken up.

In order to prevent such incidents further, the staff was briefed properly and pickets were set up at vulnerable locations. On 20.05.11, HC Kabool Chand and Ct. Rajesh, 934/SD were conducting checking of vehicles at the picket set up at Church Road near Khoka Market, Mohd. Pur, New Delhi. During checking, a motor cycle borne youth came without helmet. On seeing the checking by police, he tried to take ‘U’ turn in order to flee away from the spot. But the alert staff did not give him chance to escape and overpowered him after a minor chase. On enquiry, he revealed his identity as Rajesh @ Ganja. The front number plate of motor cycle was half broken and rear was fake. On verification, the motor cycle was found stolen from the area of PS R.K. Puram and wanted in case FIR No. 115/11 u/s 379 IPC. Accordingly, the accused was arrested and put on interrogation.

Robbed mobile phones, debit/credit cards, purses, two motorcycles and pistol along with four empty cartridges have been recovered and 11 cases worked out.

INCIDENT / BRIEF FACTS :

In order to prevent the incidents of robbery / snatching in the area of Saket, a team consisting of SIs Paramjeet, Ombir, Jitender, Rajender, ASI Suresh, HCs Mukesh, Satender, Suresh, Tara Chand, Vijaypal, Rajender, Randhawa, Om Prakash, Cts. Prakash, Umesh, Rajesh and W/Ct. Lalita was constituted under the supervision of Inspr. Rajender Singh, SHO/Saket to nab the criminals involved. Staff in plain cloths was deployed at affected locations and sources were deployed to develop the information about the criminals involved in such activities. Close watch also kept over the activities of jail / bail released accused persons which finally brought good results.

On 20.05.11, on receipt of specific information, 2 accused namely Amit Tomar and Arun @ Vicky and a juvenile Rahul (name changed being CCL) were arrested from the area of Tuglakabad and Pul Prahladpur while they were retreating back to their hideouts in the late night on their motor cycles. At their instance, 10 robbed mobile phones, 1 pistol with four empty cartridges, one camera, empty purses, 8 debit/credit cards and several important documents of victims have been recovered.

INTERROGATION :

On sustained interrogation, accused Amit disclosed that he had two girl friends but his earning was not sufficient to meet their expenses / requirements. In order to make easy money and live luxurious life style, he planned to rob the girls who used to travel alone in auto rickshaws during late evening hours. In this regard, he contacted his two friends Arun @ Vicky and Rahul (name changed being CCL), who were having motor cycles. He procured a pistol from his native village. Then, they used to reconnaissance the targeted area, probably in South Delhi and started robbing the alone girls who travel in auto rickshaws at

MODUS OPERANDI:

The modus operandi of the gang is that they used to target the foreign looking girls/women at gun point during late evening hours to earn good heist and with the hope that victim would leave the country shortly without bringing the matter into the notice of police. After commission of crime, they used to conceal the arm at a specified place. They used to use their own motorcycles by getting the registration numbers printed in such manner that nobody could read it easily.

And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely ad safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.PC 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/(i) UTL dated 09.09.2010, I Inder Singh Dahiya do hereby make this written order that all such organization like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Khajuri Khas, Delhi shall:-

a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required.b) Hire and security personnel and other contractual personnel as far as possible from licenced agencies only.c) Ensure verification of antecedents of all their employees including contractual employees.d) Ensure that women employees are not made to travel alone with the cab driver during the night and a duly

verified security guard is invariably deployed in each cab carrying women staff.e) Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up

or the last to be dropped.f) Ensure that the cab involved in transportation of women employees drops such employes right at their

houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard accompanies the employee on foot up her house and takes a confirmation about here safe arrival.

h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employee.

6. These orders shall come into force with effect from 24.5.2011 shall effective for a period of 60 days up to 22.7.2011 (both days inclusive) unless withdrawn earlier.

Institutions help in the terrorist activities directly affecting the security of the State.

3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

(d) The identity of the the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e) Activity server log should be preserved in main server and its record should be preserved for atleast six months.

(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g) Record be maintained about the specific computer used by the person, and

(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other public places. Venders selling eatable and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. Sometimes, “Baratis” of marriage processions also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 40 of the Delhi Excise Act-2009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life and safety and to thwart/prevent un-toward incidence which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal procedures Code, 1973 read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No.11036/1/2010-UTL dated 09.09.2010, I ________________________, Asstt. Commissioner of Police, Sub-Division, _____________, North-East District, Delhi do hereby make this written orders to do the following for strict compliance by the owners of such liquor vends in the area of Sub Division __________________, North-East District, Delhi.

a) Install CCTV with sufficient number of Cameras and recording system with playback facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor of facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and handover to the police whenever demanded.

d) Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation.

e) During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100 and also the nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. ALERT PICKET STAFF NABBED AUTOLIFTER AND RECOVERED 2 STOLEN MOTOR CYCLES

With the arrest of an autolifter namely Rajesh @ Ganja (25 years) s/o late Bhoop Singh r/o H. No. RZQ-53, Nihal Vihar, New Delhi, the alert picket staff of PS R.K. Puram recovered 2 stolen motor cycles.

BRIEF FACTS / INCIDENT :

On 16.05.11, Sh. Vishal r/o H. No. C-129, Village Mohd. Pur, New Delhi visited PS R.K. Puram and reported that his motor cycle, bearing Registration No. DL-3SW-5493 had been stolen on 15.05.11 during night, which he had parked outside his house. In this regard, a case vide FIR No. 115/11 u/s 379 IPC PS R.K. Puram was registered and investigation taken up.

In order to prevent such incidents further, the staff was briefed properly and pickets were set up at vulnerable locations. On 20.05.11, HC Kabool Chand and Ct. Rajesh, 934/SD were conducting checking of vehicles at the picket set up at Church Road near Khoka Market, Mohd. Pur, New Delhi. During checking, a motor cycle borne youth came without helmet. On seeing the checking by police, he tried to take ‘U’ turn in order to flee away from the spot. But the alert staff did not give him chance to escape and overpowered him after a minor chase. On enquiry, he revealed his identity as Rajesh @ Ganja. The front number plate of motor cycle was half broken and rear was fake. On verification, the motor cycle was found stolen from the area of PS R.K. Puram and wanted in case FIR No. 115/11 u/s 379 IPC. Accordingly, the accused was arrested and put on interrogation.

INTERROGATION :

On sustained interrogation, accused disclosed to have stolen one more motor cycle from Village Munirka and the same was recovered at his instance.

With the arrest of 2 accused namely Amit Tomar (24 years) s/o Shyampal Singh r/o Gali No. 16, Tuglakabad, New Delhi, Arun @ Vicky (22 years) s/o Dayal Chand r/o 151/12, Gali No. 16, Mittal Colony, Pul Prahaladpur, Delhi and with the apprehension of Rahul (name changed being CCL), staff of PS Saket busted a gang of robbers and worked out recent cases of robbery of a foreigner lady, north-eastern girl, a member of NGO, etc. near Select City Walk, Saket at gun point. Robbed mobile phones, debit/credit cards, purses, two motorcycles and pistol along with four empty cartridges have been recovered and 11 cases worked out.INCIDENT / BRIEF FACTS :

In order to prevent the incidents of robbery / snatching in the area of Saket, a team consisting of SIs Paramjeet, Ombir, Jitender, Rajender, ASI Suresh, HCs Mukesh, Satender, Suresh, Tara Chand, Vijaypal, Rajender, Randhawa, Om Prakash, Cts. Prakash, Umesh, Rajesh and W/Ct. Lalita was constituted under the supervision of Inspr. Rajender Singh, SHO/Saket to nab the criminals involved. Staff in plain cloths was deployed at affected locations and sources were deployed to develop the information about the criminals involved in such activities. Close watch also kept over the activities of jail / bail released accused persons which finally brought good results.

On 20.05.11, on receipt of specific information, 2 accused namely Amit Tomar and Arun @ Vicky and a juvenile Rahul (name changed being CCL) were arrested from the area of Tuglakabad and Pul Prahladpur while they were retreating back to their hideouts in the late night on their motor cycles. At their instance, 10 robbed mobile phones, 1 pistol with four empty cartridges, one camera, empty purses, 8 debit/credit cards and several important documents of victims have been recovered.

INTERROGATION :

On sustained interrogation, accused Amit disclosed that he had two girl friends but his earning was not sufficient to meet their expenses / requirements. In order to make easy money and live luxurious life style, he planned to rob the girls who used to travel alone in auto rickshaws during late evening hours. In this regard, he contacted his two friends Arun @ Vicky and Rahul (name changed being CCL), who were having motor cycles. He procured a pistol from his native village. Then, they used to reconnaissance the targeted area, probably in South Delhi and started robbing the alone girls who travel in auto rickshaws at isolated places. They used to target those women who visit malls and busy markets and carry attractive purse with them, expecting good heist. MODUS OPERANDI:

The modus operandi of the gang is that they used to target the foreign looking girls/women at gun point during late evening hours to earn good heist and with the hope that victim would leave the country shortly without bringing the matter into the notice of police. After commission of crime, they used to conceal the arm at a specified place. They used to use their own motorcycles by getting the registration numbers printed in such manner that nobody could read it easily.CASES WORKED OUT :

One motor Cycle No. DL-7STC-0097 recovered.                 On 21-05-2011, Mohd. Rashid S/o Mohd Sahid R/o H-16/22, Sangam Vihar reported that

while he was going to his residence after performing his duty, at about 9 PM when he reached near E- Block Gali No. 6, Sangam Vihar, New Delhi, three persons on a motor cycle came and robbed him of his rupees 8800/- on the point of desi katta (PISTOL). When they were fleeing, two of them namely yogender @ yogi and Amit were chased by the public and police patrolling team namely ASI Pritam Singh, HC Sheeshpal, Ct Virpal, Ct. Hukam Chand and were nabbed. However, third one managed to escape from there. Later on the third one was also apprehended. He is a juvenile. Weapons of offence that was desi katta with five live cartridges & one empty cartridge and a Pulsar Black Motor Cycle bearing No. DL-7STC-0097 were recovered from them. A case has been registered vide case FIR No. 183/11 dated 22-05-2011 U/S 392/34 IPC PS Sangam Vihar. Accused yogender @ Yogi has been previously involved in many cases. He was granted anticipatory bail by the Court of ASJ, Saket Court, New Delhi on 19-05-2011 in one of the cases, FIR No. 137/11 U/S 379/411 IPC PS Sangam Vihar, New Delhi. BLIND MURDER CASE SOLVED

INFORMATION AND OPERATION

On 15.5.11 at about 9.00 PM an information was received through PCR that a foul smell is coming from the H.No.MS-104, Hari Nagar. On receiving the above information, local police of PS Hari Nagar under the supervision of Sh. Pankaj Kumar Singh, ACP/Tilak Nagar, rushed to the spot and found that on the roof of said property, a highly decomposed dead body of male aged about 25 years was found lying under the heap of scaffolding and other sanitary articles. His neck was found tied with jute wire and there were injury marks on the stomach, neck and other parts of body. Apparently, strangulation seemed to be cause of death. A case FIR No.207/11 u/s 302/201 IPC has been registered at PS Hari Nagar and investigation was entrusted to Inspr. Harpal Singh. During investigation Crime Team was called at the spot for inspection of scene of crime. Crime team developed few chance prints from the liquor bottles and glasses recovered from the spot. Efforts have been made to establish the identity of the deceased. A team consisting of SI Gulshan Nagpal, SI Surender Ahlawat, HC Bhram Prakash and Const. Surjit under the closed supervision of Inspr. Virender Singh Sajwan, SHO/Hari Nagar and overall supervision of Sh. Pankaj Kumar Singh, ACP/Tilak Nagar. Local intelligence was developed and sources were deployed. On 19.5.11, in the search of deceased, the parents of deceased came to the mortuary of DDU Hospital, Hari Nagar, Delhi where they identified the deceased as their son Sadanand. The mobile phone which was used by the deceased Sadanand was also missing.

Immediately, the team swung into the action and all concerned persons and nearby jhuggi dwellers were thoroughly interrogated. On investigation, it was revealed that Umesh Prashad who was living with deceased in his jhuggi was also missing. The search was made and teams were sent to trace the accused to find out his possible hide outs. On reaching the native place of accused Umesh Prashad, it was revealed that the accused Umesh Prashad was not available at his native place also. Again, sources were developed in Delhi and It has come to notice that the accused Umesh Prashad is in Delhi for the arrangement of money so that he can abscond away to avoid his arrest. On 24.05. 2011, on a secret information, he was nabbed from a Park at Gulab Vatika, Maya Puri.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, accused Umesh Prashad disclosed that deceased Sadanand used to call his wife having bad intention in mind and some times passed objectionable comments to him also. Umesh Prashad, in turn, to take revenge and teach a lesson to Sadnand, wanted eliminate him and to take possession of jhuggi of deceased.

On 7.5.2011, Umesh Prashad called Sadanand for drinking party at the above mentioned site. They had taken liquor and when Umesh Prashad noticed that Sadanand had become unconscious due to heavy drinking, he strangulated him and hid the body under the heap of sanitary articles, scaffoldings etc. lying on the roof. Thereafter, accused Umesh escaped to his native village secretly thinking in mind that no body will come to know that he had invited him on the roof of said under constructed site where he had murdered him. On sustained interrogation, accused confessed his crime and the mobile phone of deceased has also been recovered from his possession. The finger prints of the accused have been compared with the lifted chance prints of the spot and the same were found matched.

SELF DEFENSE PROGRAMME FOR CHILDREN AND YOUTH

HIGHLIGHTS Self Defense Training for Students launched. 700 youth in 18 different School enrolled for Self Defense Training. Course is Free of Cost.

A training programme in self Defense of youth has been launched in collaboration with National Children Welfare Association on 23.05.2011 in which more than 700 children and youth are participating. The training programme is being organized at 18 different places. Expert faculty for Martial Art will teach them various techniques of self defense during one month long period. The entire course is free of cost to the participant.

Motive of Camp

The main motive of this Self Defense Programme is to develop physical & mental strength and self confidence of participants to handle the different situation under different circumstances to protect themselves and lives of others with confidence and make contribution to the society at large. Aim is also to develop their leadership skill through team building and group activity.

In this camp, the training of Martial Art is provided to the children and youth. There is no any boundation for any children, they may be from any School. This Self Defense Training Programme is totally free of cost.

In this series , first camp is running at Vidya Vihar Vidyalaya, Panchsheel Gardan, New Shahdara from 23 rd Mayto 22nd June 2011 from 07:00 AM to 08:00 AM during the summer vacation of School. The Self Defense Training Programme is initiated by Sh. Sanjay Kumar Jain, DCP/NE with the help of National Children Welfare Society. About 200 boys and girls are participating in this training programme and taking the training of Martial Art at Vidya Vihar Vidyalaya, Panchsheel, New Shahdara.

50 trained children gave a demonstration of Self Defense on the inauguration of this camp. One child Nandni Sharma who had won 65 gold medals in the age of 12 years starting at the age of 4 year.
