1. the submission from Rusnak Gallant Ltd. titled Succession, for a site-specific permanent public art installation at the west entrance to Municipal Hall at 17th Street, be approved; and

2. $43,700 be transferred from the Public Art Reserve Fund to supplement previously approved funding to cover full costs related to the development, design, production and installation of this public art installation.

RECOMMENDATION:

THAT

1. the Ambleside Waterfront Plan – Final Detail Design as attached to the report dated July 30, 2019 be approved;

2. staff be directed to develop a phasing and funding strategy for the implementation of the Ambleside Waterfront Plan – Final Detail Design and present to Council for approval, while recognizing the Arts Facilities Site Identification Analysis study needs to be completed and considered by Council; and

3. staff be directed to ensure no parking is removed until a replacement parking strategy has been established to support the Ambleside Business Community.

11.1. Proposed Development Permit with Variances for 4175 Burkehill Place (File: 1010-20-18-050)

Schedule A

RECOMMENDATION:

THAT proposed Development Permit 18-050 regarding 4175 Burkehill Place, to allow for a single-family dwelling with variances to the front yard setback, highest building face envelope and maximum impermeable surface for the front yard, attached as Appendix A be considered at the October 7, 2019, Council meeting; and that notice be given of consideration of the proposed development permit.

11.2. Proposed Amendment to 2019 Council Meeting Schedule (File: 0120-01)

RECOMMENDATION:

THAT the 2019 Council Meeting Schedule be amended to change the start time of the September 16, October 7, and October 21, 2019, regular Council meetings to 5 p.m.

11.3. Delegation Requests (File: 0120-01)

Any person, persons, or organization wishing to appear as a delegation before Council shall submit a written delegation request to the Mayor and Council for consideration. The Mayor and Council may refuse to schedule a delegation on an agenda if the issue is not considered to fall within the jurisdiction of Council.

Council must not permit a delegation at a Council meeting to address: a bylaw in respect of which a public hearing has been held where the public hearing is required under an enactment as a pre-requisite to the adoption of the bylaw; an issue which is before the courts or on which Council has authorized legal action; a request for funding; a purpose or subject that has no relation to an agenda item or is beyond the jurisdiction of Council; except as otherwise permitted by Council.

RECOMMENDATION:

THAT the following requests for delegation to Council be approved:
