`l'hc project implementing organisation is the Center for rural communities Research &Development (CCRD). It's a Vietnamese NGO, established from 1995 by the VietnamGardening Association (VACVlNA). CCRD has legal status and is allowed to operate by theVietnamese Government.

0') What is VAC?VAC is an acronym formed from the three Vietnamese words: "Vuon" (garden or orchard,), "A o'Qth pond), and "c'huong" (animal shed,). VAC refers to a form of small-scale bio-intensivefuming where gardening, fish rearing and animal husbandry are closely integrated. Some of theproducts from the garden are used to feed the fish while the fish pond provides water, mud andslime to irrigate and fertilize the garden. Some of the fish can be used as nutritious animal feed.Animal manure, treated through a biodigester produces energy, organic fertilizer and fish food.VAC makes optimal use of land, water and solar energy to achieve high economic efficiency withlow capital investment VAC stems from long standing farming methods developed in the RedRiver delta.VACVINA initially invested 168.000.000 VND to establish CCRD.During the past years CCRD has received different funds from different sources for implementingsome projects related to its activities, such as:

II. PROJECT DESCRIPTION

Please describe the innovation you are proposing. The information should include details on the following: (1) the socio-economic situation of the community; (2) the specific problems to be addressed and why the problems need to be addressed;

In a country like Vietnam where nearly 80% of households are linked to agricultural production,agricultural waste poses a real treat to the environment. Increasing population pressure calls foreven more intensive agricultural practices and puts additional pressure on the farmer's livingconditions and immediate surroundings.Despite many progresses in fertilizer use, the coefficient of nitrogen fertilizer use is only 35-45%,that of phosphorus and potassium fertilizer is about 50-60%, resulting in large amounts ofchemical fertilizers being lost to leaching, erosion, volatilization and fixation. This does not onlycause fertilizer waste but also leads to the danger of environmental pollution. It is estimated that,

in Vietnam only, the annual loss of nitrogen fertilizer accounts for about 1-1.2 million tons ofurea-equivalent fertilizer 1. This is both an economic disaster as well an as environmental one.Furthermore, animal husbandry (including pigs) in overcroxvded areas poses health as well asenvironmental threats.The treatment of animal and human waste by biodigestion as been one method introduced toaddress these issues. However, for years now, promoters of biogas technology in Vietnam havebeen wondering how to convince farmers of the value of biodigester slurry as an effective organic

fertilizer. The reluctance of farmers is linked in part to the tradition of using semi-compostedmaterial and in part to the difficulty of transporting a liquid fertilizer with traditional tools andtechniques that have evolved for solid or semi-solid wastes.This misconception and reluctance has been identified as an important barrier towards theacceptance of biogas technology by farmers.Nonetheless, the world agronomists have shown that, there are numerous advantages to theutilization of biofertilizers in conjunction with chemical fertilizers, among which: * Decreased environmental pollution

* More efficient retention of N,P,K elements

* Increased nitrogen fixing capacity

* Soil enrichment by higher levels of organic matter * Increased plant resistance and decreased fUngus levels * In existence of different effective microorganisms in Bio-fertilizer, Plant nutrients in the form of hardly dissolved inorganic, could gradually be mineralized and transformed to easily absorbed agents for the development of the plants.

* Direct savings for farmers as they use less chemical fertilizersCCRDIVACVINA has conducted research to identify and test the most promising productionmethods adapted to the local context and habits of Vietnamese farmers (see attached report).

(3) how will the problem be tackled by your proposal;

Given that much of Vietnam's agricultural production is still done by individual households, thesolution had to come from family-scale practices. By this orientation the CCRD' team hasdesigned an ingenious and effective method of utilizing the biodigester slurry to produce largequantities of solid and fully comoosted bin-fertilizer in a short period of time using readily-available and free agricultural wastes.This is made possible by the addition of a locally-designed bio-additive that is added to largequantities of agricultural waste and liquid slurry produced by the hp-digestion process in order toproduce compost to be used as bio-fertilizer.The project's objective is to raise environmental awareness among young farmers and extensionworkers by introducing and promoting the use of bio-fertilizer technology as an integrated

addition to intensive family-scale agriculture.

"The roles of fertilizer in modem agricultural production in Vietnam". Dr. Nguyen VanDo -Vietnam Soil Science Society - Vietnam News 2004. 5

The main activity of this project will be the organization of training sessions, both theoretical and practical, for agricultural technicians and core farmers, on the production and proper use of bio- fertilizers. Hands-on training will demonstrate the advantages of using VACVINA's biodigester technology to produce bio-fertilizer from its slurry in addition to biogas and technology to produce bio-fertilizer from agricultural and living wastes at household scale. The following concepts will be introduced through practical training sessions and demonstrations: the importance of sustainable agricultural practices; the VAC model as the basis for family-scale intensive agriculture; biological agriculture and bio-fertilizers; biogas technology. An opening ceremony of the training session attended by ministry and research centers' officials as well as representatives of the VACVINA branches will help raise awareness on sustainable agriculture and will ensure policy dialogue and follow-up.

(`4) what is innovative about the idea:

* In Vietnam as in other countries, the production of solid bio-fertilizer is mostly done on an industrial scale. Costs run high and this prevents most farmers from using such products. The current technology will allow individual farmers to produce a significant amount of bio-fertilizer in a reasonably short time and at a very affordable cost.

* The technology developed to address the issue is locally developed and based on current agricultural practices. Thus it is well adapted to local conditions. * The CCRD technology on production of bio-fertilizer is simple, low-cost and makes use of (a) agricultural waste normally discarded by farmers and (b) digested slurry produced by the biodigestion of environmentally harmful pig and human manure.

(7) any other details you would like to add that would help us fully understand the proposal.

There have been numerous projects dealing with the production of digested slurry through biodigesters. However, most biodigestion projects have focused on the production of biogas as the main objective and output. Other projects have promoted the use of organic fertilizers through time-consuming composing techniques or expensive purchase of industrially produced biofertilizers. This is the first attempt to tackle the issue from a more global perspective, based on the current agricultural production process and the farmer's preferences: - * Animal and human waste treated by biodigestion (benefits: better and healthier environment for the family as well as production of biogas). 6

* Recycling large quantities of agricultural waste (e.g. rice straw, rice hask, bean & maize plants, wild grass, water hyacinth,...) that would normally be burned or would require a lengthy composting time. * Combining both elements and adding bio-activators to quickly produce solid organic biofertilizer (benefit: more farmer-friendly fertilizer that is much easier to manipulate and transport to the fields than liquid slurry)

Replicability: How could the project be replicated in other geographic areas or communities? The project is easily replicable as the technique used is simple and farmer-friendly. Awareness on organic and/or safe products can be raised through national campaigns.

Total 610 families will have first experience on Bio-fertilizer technology by producing 1220 tons bio-fertilizer.

Number of trained technicians: 61 people. Number of targeted families: 622 families (in general men and women in every family will be involved in the training activities, so there will be about 622 women participant)

2. Were the beneficiaries involved in the decision to seek Finding, the planning and design of the project? If so, how?

VACINAICCRD has long-established chapters in all provinces and most districts in Vietnam.Many of the intended beneficiaries are members of VACVIINA and have received training on theVAC model of intensive family scale agriculture.The beneficiaries have not been involved in planning this proposal as this is a newly developedtechnology. However, over the years, farmers have provided CCRDIVACVINA with muchfeedback that has led to the development of this solution as an answer to their concems.In all CCRDIVACVJNA projects, farmers are always involved in assessing the techniques andpractices introduced and in putting forward recommendations.

3. How and to what extent will the beneficiaries participate in the implementation of the project?

The CCRDIVACVINA technicians are important actors in this project as they interact daily withthe farmers and help fine tune all activities and practices introduced.Farmeys have provided CCRDJVACVINA with their concerns, problems and suggestions that

have sparked the research leading to the development of the proposed technology. Farmers willbe key players to evaluate and further adapt the new agricultural practices.

VACVINAICCRD's presence in the community will continue with more awareness-raisingactivities on the VAC model of intensive family agriculture as well as on environmentally-friendly agricultural practices including biodigestion and the use of organic fertilizers.
