I. GLOBAL EFFORTS ON AID EFFECTIVENESS

1. The Global Aid Effectiveness Efforts have been made continuously for more than 10 years with expectation of enhancing aid effectiveness and maximizing the contribution of aid to development.

2. The Fourth High Level Forum on Aid Effectiveness (HLF-4) in November, 2011 with a very impressive motto “Toward a Better World for All” is considered as a turning point for international development cooperation.

II. COUTRY EFFORTS IN AID EFFECTIVENESS

Viet Nam and its Development Partners (DPs) have has been actively participating in this Agenda at the global, regional and country levels, notably localizing Hanoi Core Statement on Aid Effectiveness (HCS), and taking part in developing the Bussan Outcome Document for HLF-4) and now implementing it by adoption of Viet Nam Partnership Document on Effective Development Cooperation (VPD).

III. VPD CONCEPT AND VALUE

1. VPD brings the global commitments in Bussan Partnership Document (BPD) to Viet Nam based on its specific context and development priorities in 2013 - 2015 period with the vision of 2020.

2. VPD is a Self-Committed Partnership Document in which the Government Agencies, DPs, SPGs and ISGs, VN CSOs, private sector and INGOs are the Owners of this Agenda with strong commitments on maximizing the contribution of aid to development in Viet Nam.

IV. VPD STRUCTURE

VPD has got two main parts:

Part 1. Partnership commitments and priority actions under the four shared principles in the BPD (Ownership, Focus on results, Inclusive Development Partnerships, Transparency and Accountability).

Part 2. VPD Monitoring Framework:

- Global and Viet Nam Monitoring Indicators

- Reporting Mechanism

V. PARTNERSHIP COMMITMENTS AND PRIORITY ACTIONS

1. Ownerships of Development Priorities

The Government of Viet Nam (GoV) commits to exercise leadership in developing and implementing its development policies, master-plan and plans of development.

Donors commit to advocate and support GoV in implementing the ownership of Development Priorities.

V. PARTNERSHIP COMMITMENTS AND PRIORITY ACTIONS

2. Focus on Results

GoV commits to implement policies and measures to achieve development targets outlined in SEDP 2011-2015 in terms of: (i) Fast and sustainable economic growth; (ii) Social welfare, safeguards; and (iii) Environment protection and climate change adaptation.

Donors commit to use government’s development results frameworks in developing country assistance strategies and in providing aid to Viet Nam.

3. Inclusive Development Partnerships

GoV commits to create favourable environment on policies and institution for participation of all stakeholders, including south-south and triangle cooperation for contribution to development process, aid and aid effectiveness in Viet Nam.

Donors commit to support the GoV in creating favourable environment and encourage Vietnamese CSOs, private sectors, INGOs to participate in all development agendas in general and development cooperation in particular.

4. Transparency and Accountability

GoV commits to improve the database on ODA and publish information on policies, institution, process, procedure as well as the status and results of the implementation of ODA projects and programs on web portals at all levels.

Donors commit to publish aid policies, processes and procedures for Vietnam on web portals of their aid agencies.

GoV and Donors commit to encourage and support for gender equality and women’s empowerment through GoV policies and allocated budget from aid programs and projects for this area.

GoV and Donors agree that transparency and accountability in aid will contribute to the anti-corruption.

VII. NEXT STEP

1. After completion of VPD consultation process, the 2nd Draft of VPD will be presented for review at the High-level Meeting on Implementation of BPD on 19 November, 2012

2. The 3rd Draft of VPD will be presented for final review at the AEF-6 on 4 December, 2012

3. VPD will be endorsed at the Annual CG 2012 on 10 December 2012
