MELBOURNE — For some girls, being a Girl Scout of America is just another way to be social while learning valuable leadership and life skills, and few ever make it to the top.

For Megan Lee, being a Girl Scout means making a difference in the community and building new, lasting connections with the peo-ple she meets through her troop.

Ms. Lee belonged to Troop No. 1677 until it dissolved a few years ago, and said she is affiliat-ed as a Juliette Girl Scout. She will be presented with the Gold Award in a ceremony this June.

The Gold Award is the highest award a Girl Scout can achieve and is a rare accomplishment among scouts, with less than 6 percent of eligi-ble Girl Scouts achieving the award, according to the Girl Scouts of America website.

Her Gold Award project involved protecting the gopher tortoise through education and awareness with signs and proclamations involv-ing Brevard mayors and local organizations.

“I’ve always been really passionate about ani-mals,” Ms. Lee explained. “I grew up around all different types of animals and I want to be a vet.”

In an effort to bring awareness to the community about the dangers of dis-tracted driving, Melbourne police offi-cers spent April 3-5 observing drivers and their habits in “Operation Atten-tion-Getter.”

Officers reported that 40 percent of all drivers were driving while eating, tex-ting, putting on makeup or otherwise distracted. Officers handed out 165 tick-ets and 40 warnings during the three-day period.

Event offers resources for Parkinson’s patientsBREVARD COUNTY — An enormously

challenging aspect of a serious disease is the feeling that one is alone in the struggle.

Brevard County residents suffering from Parkinson’s Disease, however, may rest easi-er knowing that support is available.

The Parkinson’s Support Group of Bre-vard (PSGB) and One Senior Place will be hosting an event called “Parkinson’s: Health, Hope & Happiness” from 4 to 6 p.m. Thurs-day, April 26, at Holy Trinity Academy, 5625 Holy Trinity Drive, Melbourne.

The event will include talks by experts and health care professionals, and plenty of information on resources for those with Parkinson’s.

“Seven years ago, I was diagnosed with Parkinson’s disease and I decided to attend the Brevard Parkinson’s Support Group,” PSGB leader Marieke Kreps said. “I volun-teered to do the newsletter and as time evolved, quickly I became the leader of the group. It has been very rewarding, and with the help of members and an excellent advi-sory board, we have grown to a membership of 250 folks on our email list, and an average attendance at meetings of 30 to 65. Our

seminars average 200 attendees.”According to officials, the seminar will be

focused on three main topics.Dr. Ira Goodman of BioClinica will pro-

vide information about the latest clinical tri-als for Parkinson’s disease, officials stated. Susan Blakeslee of VITAS Healthcare will lead a discussion on the relationship dynamics and challenges for Parkinson’s patients and their spouses/caregivers, and details on the ‘Rock Steady Boxing’ exercise program will be presented by fitness trainers Janice Moia of Advance Fitness and David

DiQuollo of Unlimited Kickboxing. Event sponsorships for the free event are

providing funding for Rock Steady Boxing training and certification for the aforemen-tioned facilitators.

One Senior Place and PSGB began work-ing together last October during the PSGB Parkinson’s Care Fair, which was “a huge success,” according to one official.

Mrs. Kreps also discussed some of the challenges of working with people suffering from Parkinson’s Disease, or have recently learned that they have the disease.

“I receive calls from folks who are in shock, angry, and/or depressed, and I do my best to listen and encourage them,” Mrs. Kreps said. “Sometimes I think it keeps me too focused on Parkinson’s since I also walk this journey — but it has given my diagnosis purpose, and made a difference, and I am grateful for the opportunity to make it something positive.

“It also is hard to keep encouraging every-one diagnosed to realize that exercise is 50 percent of delaying the progression of this disease,” Mrs. Kreps continued. “That is why we are so excited to finally offer Rock Steady Boxing in this area. It is internation-ally known and documented that this form of exercise improves the condition consid-erably and at the same time provides team participation.”

The PSGB helps provide support through once-a-month meetings at The Fountains in Palm Bay on the fourth Thursday of the month, from 1:30 p.m. to 3 p.m.

“We have special speakers and share our experiences and compare notes as we walk this journey together,” Mrs. Kreps explained. “Our motto is ‘you are not alone.’ ”

tortoise nearby, she said, when someone went to pick the tortoise up and bring it to the pond.

“I told the person that gopher tortoises don’t swim and they’re protected so you can’t pick them up and move them,” Ms.

Lee said. “They’ll drown if they’re in water. The person heard me but kind of ignored me so my mom had to speak up for that.”

Ms. Lee took the initiative to educate the public about the importance of gopher

tortoises, which are a threatened species in Florida, by creating “Gopher Tortoise Crossing” signs and educational signs to be placed in Wickham Park.

stance without prescription, driving with license suspended (second offense), flee-ing/eluding law enforcement officer, pos-session of marijuana less than 20 grams, possession/use of drug paraphernalia, and resisting officer without violence.

Jeffery Roderick, 34, of Sandra Drive, Titusville, was arrested on April 10 and charged with battery of a law enforcement officer/EMT/firefighter, driving under the influence, and resisting officer with-out violence.

Rashaad Broxton, 28, of Roberts Street,

Melbourne, was arrested April 14 and charged with keeping a shop vehicle for drugs, marijuana possession with intent to sell/manufacturer/deliver, possession of marijuana over 20 grams, and posses-sion/use of drug paraphernalia.

Water department needs audit to justify outrageous fees

When I first moved into Palm Bay more than 10 years ago, the amount of my first water bill was almost triple what I had been paying in Vero Beach for the same small amount of water.

So I assumed my most recent bill was for an entire QUARTER.

But one month later the second outra-geous bill arrived, so I assumed that a bill-ing mistake had been made.

But I soon found that the city of Palm Bay may have the highest water rates in the entire state of Florida.

The reason for this obscene practice may be related to poor labor management practices by management, resulting in higher costs for salaries and presumably for pensions which are based on the high-est earnings just prior to retirement.

On the Saturday before Easter, three trucks and five men were dispatched to my area for minor repair work but only one of the five employees had a working shovel — the remaining four watched and chatted while merely observing the single worker.

I assume that since this happened on a Saturday and holiday weekend all five were collecting overtime pay, which prob-ably is used to calculate pension benefits.

Late last year the city sent one truck and two men to my community to open a valve which allowing flushing the line.

After quickly opening the valve one of the employees kept watch for his compan-ion who slept in the truck.

Since this waste of manpower occurred after 5 p.m., I assume that both men were collecting overtime.

If my assumptions above are not true,

the most reasonable explanation for these confiscatory water rates is the simplified billing system used by the city — bill each home as if a swimming pool were being filled each and every month.

This practice will almost certainly result in a surplus which can be used for employee benefits.

I wonder why no audit is being per-formed of the practices in the water department that result in outrageous fees that cannot be justified.

Why are we subject to this monopolis-tic practice over which there is no con-trol?

Dog owners should avoid laziness, pick up poop

I can’t believe how many people do NOT pick up their dogs poop!

I walk my small dog on Paradise Boule-vard between Riverside and A1A — the amount of dog poop on that stretch is amazing — from all size dogs!

Some even let the dog poop on the side-walk and leave it!

Come on people . . . stop being LAZY PIGS and pick up after your dog!

Right to agree, disagree is called coexistence

This person states it is an embarrass-ment to post a COEXIST sticker on your bumper. The only embarrassment is you.

Look around yourself and you will find families of immigrants that came to this country years ago.

Irish, Polish, Italians, Jews, etc. . . . all from different faiths!

They learned to COEXIST in tough times and conditions.

They made the country you live in great!

Our past enemies are now our allies. This PROVES it can be done. The only reason the countries you mention don't get along, is because THEY THINK LIKE YOU!

My life has not been the same since attack at senior center

I was attacked at the Greater Palm Bay Senior Center by a monster of a woman that I did not know, never saw before.

She took my arm and threw me about 15 feet across the room. I fell on my spine

and now I have spinal stenosis.I spent about quite a lot of money on

MRI, X-rays, doctor visits, chiropractor care and physical therapy.

Walking is difficult, doing my house-work is even more difficult.

I asked her why she did this to me, she just laughed.

The Palm Bay Senior Center would do nothing about it, even though they know she attacked me.

One man asked her to say she was sorry, as if that would have helped.

I was an athlete, now I am a cripple. My long bike rides and other activities I enjoyed are a thing of the past.

On two occasions she called me at my home from the Palm Bay Senior Center and threatened me.

Still the center still did nothing. Thanks for the opportunity to express

my problem.

Does putting America first put our environment last?

I heard a comment the other day that really made me ponder our future for the next generation . . . America first puts our environment last.

Popular airport runway reopens to applauseMELBOURNE — One of the world’s

most famous airport runways re-opened April 12 after undergoing a complete rehaul – its first in nearly 25 years.

Orlando Melbourne International Air-port’s (MLB) Runway 5-23 serves nearly 2,000 general aviation operations a week at the coastal Florida commercial airport. And last week, the airport’s approach was once again voted as the most beautiful air-port approach in the USA, and moved up to sixth in the world by Private Fly maga-zine.

Aircraft to and from MLB fly over Flor-ida’s gulf stream, tropical barrier islands and the Indian River Lagoon – all which teem with wildlife and native fauna for which the region is famous.

“Private pilots rave about the view, and commercial passengers lean toward the window with their phone cameras,” said

Rob Himler, the airport’s communica-tions coordinator who himself learned to fly on Runway 5-23 as a student at Florida Institute of Technology. Runway 5-23 is the primary runway for FIT’s flight train-ing school.

More than 100 aviation enthusiasts lined the runway today to watch three air-craft take to the skies in the direction of the Atlantic Ocean, flying from the run-way to the coastline in seconds.

The runway rehabilitation cost nearly $1.3 million, of which the State of Florida Department of Transportation contribut-ed half. Due to pilot demand, the con-struction was completed three weeks early, led by Cocoa, Florida’s V.A. Paving. All contractors and subs that worked on the project were locally based.

vehicle nowadays can tell when somebody is not paying attention to what they’re sup-posed to be doing,” Commander Trainer said. ”They’re texting, putting on makeup, eating food, watching videos or anything

that keeps them from paying attention to their primary goal, and that seems to be pretty common.”

According to officials, the Melbourne Police Department has had to respond to more than 800 accidents from January to March. More than 200 of these accidents were due to rear-end collisions and more than 70 were a result of side-swipes.

Officers noticed that distracted drivers

came from all age groups, Commander Trainer said.

Since the beginning of the previous school year, students have been hit and suf-fered minor injuries, she noted.

“We all love our cars but that fun part of the car is secondary to the fact that it’s sever-al thousand pounds of machinery that can harm someone,” Commander Trainer said. “It’s a public safety issue for us, so we’re

going to continue to be out there. Nobody can say we didn’t warn everybody.”

Some simple tips to drive safely, accord-ing to Commander Trainer, include leaving a safe distance between vehicles, avoid speeding and being vigilant.

BREVARD COUNTY — The dead will walk among us and if you participate by dressing up as a zombie, your name will be featured as a movie extra on the Inter-net Movie Database, IMDb.com.

Graphic novelist, professional artist, marketer and blogger Jake Estrada wears many hats, and with his recent endeavor as director, he will add more accomplish-ments to his name.

Mr. Estrada is looking for extras dressed up as zombies to be featured in his comic book-turned-movie “Bocas” on Sunday, April 29, at The Compound in Palm Bay.

“It would be awesome to see someone

put in all the work,” Mr. Estrada said. “I do comic book conventions and I’m also one of the managers for the local Space Coast Comic Con, and so many people dress up in costumes (called ‘cosplayers’). So, I’m hoping I attract cosplayers, who are really committed to the art and put in the time and really go all out.”

Extras who are interested in dancing are asked to arrive at 10 a.m. to learn cho-reography. Actors and extras should arrive before noon as that is when filming will begin. Jersey Mikes will cater the event.

Mr. Estrada said he hopes to make this the largest zombie walk recorded in Bre-vard County. Zombie extras are needed to film a scene in which a dramatic fight leads into a spoof of Michael Jackson’s “Thriller” dance.

The movie is titled after Mr. Estrada’s comic book series under the same name. “Bocas” is the main character, a vigilante fallen archangel who spends his time on Earth fighting for justice.

“Bocas is a dream come true,” Mr. Estrada said. “I molded the character for my father and it’s one of those things, being that I’m a proud American, but I’m also proud of my ethnic background as a Puerto Rican. It was another thing for me to create a Puerto Rican-inspired charac-ter with Hispanic names, so for many other young Hispanics to see characters more like themselves.”

The movie is a continuation of the comic book series, which will introduce some new faces as well as re-introduce some of the old.

Filming started about three months ago, according to Mr. Estrada, and took place in some familiar Brevard locations such as Love Bugs Bakery on Wickham Road, Wickham Park and Cocoa.

Mr. Estrada said he anticipates to be done filming by May and plans to enter the movie in film festivals, as well as release it to local theaters and will sell it to the public.

Mr. Estrada will also star as Bocas, with Chuck Fresh starring as “Junior”, David Grace as “Gusano”, Matt Moller as “The Stranger” and Karen Wooden as “El Dueña.”

Mr. Fresh will also be credited along-side Mr. Estrada as director, writer, screenplay writer and producer. Mr. Grace, Mr. Moller and Ms. Wooden are also producers of the movie.

of each Brevard County mayor in every city and incorporated town to proclaim April 10 as “Gopher Tortoise Day.”

While researching different ways to educate residents about gopher tortoises, Ms. Lee said she found the Gopher Tor-toise Council online, which gave her the idea of getting mayors involved with the proclamation.

“I was met with lots of support from the community and all of the cities and towns were very happy to encourage education about gopher tortoises,” Ms. Lee said.

According to her research, gopher tor-toises’ burrows support more than 365 different species, such as indigo snakes, Florida mice, gopher frogs and burrowing owls.

The burrows can be as deep as 8 to 12 feet and 40 feet long.

It can be a third-degree felony for any-one to intentionally harass, injure or take

any species marked as a threatened spe-cies, according to the Florida Wildlife Federation.

Due to Ms. Lee’s efforts in protecting gopher tortoises, the Florida Wildlife Fed-eration named her its “Youth Conserva-tionist for 2018”.

“It was a very amazing feeling and a huge honor,” Ms. Lee said in regard to the conservationist award.

As a junior at West Shore Junior/Senior High School, Ms. Lee said she plans to attend Eastern Florida State College for two years and then apply for the Universi-ty of Florida for her undergraduate before attending post-graduate school to become a veterinarian.

She plans to continue being involved with Hundred Acre Hollows, a local non-profit organization which aims to educate residents about sustaining Florida’s unique environment.

City manager highlights health of Palm BayBREVARD COUNTY — City Manager

Gregg Lynk painted a rosy picture for Palm Bay Chamber of Commerce mem-bers recently when he whisked through an overview of the city’s recent successes.

“Palm Bay is thriving and has a very bright future,” Mr. Lynk said. “When I first got here, I don’t know if I could say that.”

Some of the challenges Mr. Lynk faced three years ago when he left the private sector to work for Palm Bay included a residential community with little to no growth, lack of a commercial base and neglected infrastructure.

One of his “marching orders” from the City Council was to make the city a busi-ness-friendly environment.

Speaking predominantly to business community members during the April 4

Chamber of Commerce meeting, Mr. Lynk referred to the city as a business.

“Palm Bay as a corporation is worth $3.7 billion,” he said. “We have to take care of it and grow it.”

In 2015, Lynk and city staff members set a three-year goal of $320 million in new development with 20 percent of that coming from commercial growth.

“We met that goal and surpassed it,” he said.

As of March 2018, $541 million had gone through the city’s growth manage-ment department with 20 percent of that being commercial.

The city also refinanced $35 million of its debt, which resulted in a first-year sav-ings of $800,000. The money was used to purchase new police cars.

“Over the life of the debt, the city will save $8 million,” Mr. Lynk said.

Additionally, the city is looking at an annual savings of more than $1.2 million

after the strategic reorganization of the city attorney’s office in which several out-sourced programs such as risk manage-ment and worker’s compensation were brought in-house.

He addressed the change last year to the city’s stormwater funding program, which was “plagued by collection problems” with millions of dollars outstanding.

“Now it’s on the tax bill and we have 100 percent collection,” he said.

A sign of the stormwater program’s suc-cess, Mr. Lynk said, is that Garvey Road north of Jupiter Boulevard will open soon. The city will then move on to the much-needed stormwater system repairs on Nevada Drive in northeast Palm Bay.

The city has earmarked $55 million to expand water and sewer services in the city to accommodate new development.

Mr. Lynk breezed through a list of planned developments in all quadrants of the city including a 340-unit apartment

complex on RJ Conlan Boulevard, as well as a residential and commercial develop-ment near the recently opened St. John’s Heritage Parkway in northwest Palm Bay.

“We want people to live, work and play in Palm Bay,” Mr. Lynk said.

To speed up the permitting process for developers, the city is investing in e-per-mitting, which is expected to bring quick-er approval and would allow developers to schedule inspections through a simple text message.

Developers pay an impact fee to the city because of the impact their developments have on roads, infrastructure and parks, and Mr. Lynk said the impact fees alone for a project in southeast Palm Bay called Emerald Lakes are expected to be $82 million.

“That’s how a city gets healthy,” he said.

'Dinosaurs' return to Brevard Zoo

"Dinosaurs are Back!," an exhibit featuring 16 animatronic dinosaurs, returns to the Brevard Zoo, 8225 N. Wickham Road, for the first time in five years and runs through Monday, April 30.

Yanni launches world tour in Melbourne

Yanni celebrates the 25th anniversary of "Live at the Acropolis" with a world tour that starts at 7:30 p.m. Monday, April 23, at the Maxwell C. King Center for the Performing

It is a rare thing to see a film that attempts to showcase a horror story, with the nuances of a family tale.

Released on April 6, "A Quiet Place" is a post-apocalyptic horror-suspense film about a family struggling to survive. In the film, the world has been overrun by creatures which are hypersensitive to sounds, viciously attacking anything that makes noise.

At the first instance of meeting the Abbot family (who are never explicitly named within the film), Earth has already been overcome by the creatures. The crea-tures are not well-defined for the audi-ence, and director/lead actor John Kra-sinski rather refreshingly lets the audience make their own interpretations as to the situation at hand as the film progresses.

The Abbot family consists of parents Evelyn and Lee, Reagan, their deaf daugh-ter, Marcus, and Beau, their youngest son.

The family seeks to survive in the near-silent world through their ingenuity. Communicating almost exclusively in American Sign Language (ASL), the Abbot family is shown in the film as deep-ly caring, integrated in unity.

One of the most interesting decisions

by Mr. Krasinski was to hire deaf actress Millicent Simmonds as Regan Abbott, which led to a real feeling of not only flu-ency in ASL in the characters, but also how ASL was portrayed. For example, as the teenage Regan signs to her father, “stop,” the heel of her hand strikes her other palm with a force that is as emo-tionally believable as it is physically.

Visually speaking, "A Quiet Place" finds both a balance in maturity and entertain-ment. There are scenes where lesser direc-tors might have allowed for a "jump-scare," which is only too tempting in a modern horror film with so many silent scenes.

Instead, "A Quiet Place" acknowledges this temptation with minor changes in the score, and often makes the more prudent decision to let the scene develop naturally.

MELBOURNE — From the dramatic works of “The Arabian Nights” in the Middle East to the passionate love story of “Romeo and Juliet”, the Space Coast Sym-phony Orchestra will surprise audiences with these exotic compositions.

will take place during the concert.Dr. Araya will present the world pre-

miere of Christopher Marshall’s “Tran-scending” for trumpet and strings. This piece is based on a 13th century poem.

“Both ‘Romeo and Juliet’ and ‘Schehe-razade’ are guaranteed to capture the imagination of anyone who hears them,” Mr. Collins said. “Marshall’s work is much more reflective and not so literal.”

Dr. Araya has previously performed with the SCSO as a section player on mul-tiple occasions. Mr. Collins explained that Mr. Marshall wrote the piece “Transcend-ing” with Dr. Araya in mind, and wanted to include it in this season’s programming.

Dr. Araya is a current member of the Dallas Brass ensemble and has performed with several renowned orchestras, includ-ing dedicating 14 years to the Costa Rica National Symphony Orchestra.

During the evening’s performance, sev-eral performers will have the opportunity to shine as the piece “Scheherazade” allows orchestra members to be in the spotlight, according to Mr. Collins.

“There are an incredible amount of solos, not just the depiction of ‘Schehe-

razade’ by the concertmaster, but the clar-inet, bassoon, oboe, flute and horn are all featured in a very spectacular way,” Mr. Collins said. “It was always a favorite with the public and I think musicians adore it

because it’s a great opportunity for them to be in the spotlight.”

Taylor Arnold, 16, of Satellite Beach, is a junior at Melbourne Central Catholic High School. She is captain for both her varsity volleyball and varsity lacrosse teams and a varsity cheerleader during the winter sports season. Taylor is a member of the National Honor Society and is Student Council vice president. She is a Green and Gold ambassador and member of the Mini Dance Marathon Executive Board. Taylor participated in the 2018 mission trip to St. Croix and has been selected to be a part of the 2018 Ireland Study Abroad Program.

The scenery is of upstate New York, complete with lush, forested backgrounds and homesteads.

While the film suffers very little in the sense of setting and internal, familial con-flicts, there is a notable lack of direction in the plot. The Abbot family are struggling to survive but have few plans for either improving their situation or even fighting

back, remaining almost entirely in a defensive position during the film. It is only at the climax and conclusions of "A Quiet Place" that the audience can see a real development in the plot, at which point the film abruptly ends. I should very much like to see an extended edition of the film that picks up where the last scene ends.

Overall, "A Quiet Place" is an excellent film, and one that would be just as well experienced at home on the couch as it would in the theater.

Touring with the Townies Art show draws focusto students' talents

BREVARD COUNTY — It’s not uncom-mon for creative people to be unsure of how to turn their passion into a profession.

One school’s upcoming art show aims to support young artists in developing their talents while also showcasing the school’s offerings and raising funds for its art pro-gram.

Space Coast Christian Academy’s third yearly art show, which will also feature an open house, will be from 7 to 8:30 p.m. Tuesday, April 24, at 1950 Michigan Ave.

“Art has many forms and careers can be made by using one’s talents,” said VPK and elementary art teacher Stacy Mayeaux, who is directing the show.

The show is especially dear to her as one close family member, who wishes to remain anonymous, has helped to fund the show since it began in 2016.

The event will be set up “just like a pro-fessional gallery show” with student art and art from vendors in the community, Ms. Mayeaux said. “Viewers will be able to walk around and view art, vote on some art, purchase some things and food.”

More than 11 vendors will be present, including Painting with a Twist. There will also be raffles, a snow cone truck, a contest featuring salsa made by students, and a Princess Rapunzel photo opportunity.

The show is open to the public and admission is free. There will be a charge for some of the activities, such as the raffles and snow cones.

Thirty-three prizes will be awarded to students.

Brevard makes top 10 in state for buying power

BREVARD COUNTY — The Space Coast is among Florida’s best places for purchasing power.

Brevard County ranks No. 10 among Florida counties and No. 520 nationally among all counties in the U.S. with the most favorable cost of living, according to a study by SmartAsset, a New York City- based personal finance technology com-pany.

Median income in Brevard is $49,914 and its cost of living is $32,533, according to SmartAsset.

St. Johns County topped the Florida rankings with median income of $69,523 and living expenses of $37,256. It ranked No. 28 nationally.

The other counties in the top 10 were: No. 2, Nassau County, median income $59,196, cost of living $36,038; No. 3, Clay County, median income $59,179, cost of living $36,415; No. 4, Santa Rosa County, median income $60,652, cost of living $37,575; No. 5, Baker County, median income $53,327, cost of living $33,053; No. 6, Collier County, median income $59,783, cost of living $37,949; No. 7, Sumter County, median income $52,594, cost of living $34,116; No. 8, Seminole County, median income $58,538, cost of living $38,028; and No. 9, Okaloosa

County, median income $57,655, cost of living $37,510.

“Our study aimed to find the counties in Florida where you see a more favorable cost of living,” said AJ Smith, vice presi-dent of financial education at SmartAsset. “These are places where average living expenses are most affordable to the peo-ple who live there.”

SmartAsset looked at the cost of living relative to income to determine each county’s purchasing power. First, the company calculated two different cost of living numbers for a household with one adult and no dependents. One reflected the baseline cost of living in each area and the other was based on expenditures typi-cal to someone making that county’s median income.

Next, the company combined the two cost of living numbers using a weighted average based on how close each county’s median income was to the minimal liv-able income in that area. SmartAsset then subtracted income taxes paid in that area.

Finally, the company calculated pur-chasing power by determining the weight-ed cost of living as a percentage of median income.

Williamson County, Tenn., has the most purchasing power in the U.S., with a median income of $100,140 and a cost of living of $47,227, according to SmartAs-set.
