VIENNA STATION ACCESS PROGRAM Executive Summary Background: $ In May 1999, after a Compact public hearing process, the Board approved a second park- and-ride structure for implementation and a third structure as a future project. $ Fairfax County has interest in the third structure and, in 2005, requested that WMATA conduct a parking study. $ The County also requested a WMATA analysis of the station capacity and access. The analysis has identified the addition of a new stair in the station to relieve customer crowding on the platform during the weekday evening peak hour. $ In November 2005, the Board approved the sale of a surplus WMATA parcel to the MetroWest development. The Term Sheet includes roadway and transit improvements by the MetroWest development at its cost. $ Fairfax County and Virginia DOT have three other projects proposed or under study, as shown in the slide presentation. $ Combined, these potential and approved projects form the station access program. Agreements and Leases : $ In order to develop the projects further and to adhere to their preliminary schedule, WMATA should commence negotiations with Fairfax County and the Fairfax County Economic Development Authority for the following: - Project agreement for addition of new stair. - Project agreement, ground lease and facility lease for third park-and-ride structure, plus temporary parking. Budget: $ For the new stair, Fairfax County will use its share of TIIF, plus other funds. $ For the third park-and-ride structure, Fairfax County EDA will use proceeds from a bond issue that will be based on parking surcharge revenues in the County. $ There is no foreseen impact on the WMATA operating budget by the projects. Recommendation: Request authorization for the General Manager: 1. To negotiate and execute agreements and leases with Fairfax County and Fairfax County Economic Development Authority and 2. To submit land use applications to Fairfax County, subject to Board approval, for Vienna Station improvements.

Customer crowding occurs at base of the two up escalators during evening peak hour. The crowding will worsen with fewer, longer trains. The new stair will offer relief. 3

The proposed structure will replace 680 spaces of the southwest temporary lot (to be closed November 2006) and 615 spaces of the southeast surface lot. Shown here is a 2100-space facility, which offers 800 additional spaces to satisfy future demand.

MetroWest will reconstruct the bus bays and add a continuous canopy.

MetroWest will reconstruct the WMATA access road for conveyance to VDOT.

MetroWest will provide temporary bus bays and parking in this site during the reconstruction.
