Victoria “Spain” Best Practice
Introduction
Victoria is the capital city of
the authority of Alava and of
the autonomous community
of the Basque Country in
northern Spain with a
population of 235,661
people. It is the second
largest Basque city, with area
of 276 km²
IntroductionVictoria city has a long track record in developing and implementing policies for achieving a sustainable City that offers a high quality of life for its citizens. For many years the City has had a strong commitment towards Environmentally friendly (healthy) mobility through ongoing investments.
Victoria Practices
Contribution to global climate change
Transport
Green urban area
Nature and biodiversity
Quality of air
Water consumption
Waste water treatment
Environmental management.
OBJECTIVES To promote sustainable development by being an
example of integrated approach towards sustainable planning.
To modify the mobility habits of the public in order to foster more sustainable transport.
To integrate technology, innovation and the environmental behavior.
To achieve preservation of natural resources in every day life.
Contribution to the climate change
Reducing CO2 emissions by 300,000 tons per year
and in the long term, making Victoria a "carbon
neutral" city.
Over 65% of the greenhouse gas emissions are
associated with energy consumption of the
industrial and transport sectors.
POPULATION DENSITY
This means that around 31.66% of the population lives within 1000 m of the center of the City, 74.04% of the population lives within 2000 m, 96.30% of the population lives within 3000 m, allowing over 90 % of the population to live within 300 m of the basic services that are normally required.
Transport
Improvement of the public transport network:
Introduction of two tram lines.
Restructuring of the network of public transport
buses.
Construction and installation of infrastructures to
give priority to public buses.
Transport
More cycle lanes. Free bicycle loan
service.
Restructuring of the network
of public transport buses. Construction and installation
of infrastructures to give
priority to public buses.
Pedestrianizing streets and measures to limit traffic in the City Centre.
installation of header flow reducers.
Transport
Green urban area
GREEN INTEGRATED SPACES
The percentage of public green and water areas has increased over the last few years in the city. Moreover, most public natural and cultivated areas have been maintained.
The high quality of life is based on excellent levels of green areas, parks, gardens, avenues, boulevards and cyclist and pedestrian routes.
Nature and biodiversity
Maintenance and
improvement of its
biodiversity was a key and
priority issue for the city.
Identification of the most
significant natural
conservation areas in the
municipality.
Green Belt
The main aim
Restoring and recovering
the outlying areas of
Victoria, both from the
environmental and social
viewpoint.
Create a large green area
for entertaining
use around the city.
Air quality Victoria City Council has been working to achieve acceptable air
quality levels throughout to:
Minimize the negative impacts of air pollution on health and the
environment.
Promote the reduction of greenhouse gases and to support the
council's climate change protection program.
A wide range of air pollution control measures to achieve and attain
ambient standards, including source-based controls, pro-active
controls, market incentives, self-regulation and community-based
solutions have been implemented.
Air Quality Management Plan To reduce the emissions of greenhouse gasesTo implement an optimal air quality
assessment and forecasting system. To promote a clean and healthy environment
for all citizens within the city.To minimize the negative impacts of air
pollution on health and the environment.
WATER QUALITY
Improvement in supply quality control.
Establishment of a remote control system for
treating water for drinking.
Analytical control tests on arrival (taps) to monitor
the entire process of supply and revision of facilities.
Adaptation of the Drinking Water Laboratory in
order to achieve ISO 17025certificate.
Implementation of a legionella and enter viruses
control in water catchments and networks.
Noise pollution
Victoria has developed three noise maps which will reduce noise levels.
The aim of the Mobility Plan is to :reduce noise levels due to traffic. The new noise map will evaluate the
improvements gained through its application.
sources of noise pollution are:
• Traffic.• Neighborhood noise.• Leisure areas during weekends.• Construction activities.• The airport.• The railway network.
Waste Production and Management
The City currently collects glass, paper and carton,
packaging and grey fraction through specifically designated
containers distributed throughout the City.
Rural areas have containers for oil disposal.
Household and commercial waste such as furniture, textile
or paint is disposed in fixed Clean Points and mobile Green
Points. Electronic devices, batteries or medicines can be
disposed in the corresponding's shops, pharmacies or also in
Clean Points.
Waste managementwaste collection trucks.Reduce the amount of waste generated.Recycle.Reject products wrapped in containers that
generate unnecessary waste.Make those who generate a form of waste that
is difficult to recycle or is hazardous responsible for their actions.
Zero Increase in Waste Generation
Preventing the generation of waste at source, encouraging reuse and other systems that minimize the amount of waste that needs to be treated.
The aim is to reduce the amount of municipal waste, both household and commercial.
BuildingBioclimatic design of
buildings in the new
areas of expansion of
the city.
Installation of solar
panels for housing and
municipal facilities.
