Feast and famineDrought and flooding have compromised

crop production across the globe, and over onemillion people are hungry. But someoverstocked supermarket shelves continue topropagate the illusion of plenty, and the rate offood waste in some regions has more thandoubled.

Food waste is now the second largest wastestream, which produces methane, a deadlygreenhouse gas that further affects climatechange. So, it’s clear that food waste has seriousimpact on economy and environment. Anotherscandalous reason that food is discarded isbecause it doesn’t meet aesthetic criteria, andeven perfectly formed vegetables and otherperishables often end up in supermarketdumpsters.

The best way to reduce waste is to increasethe perceived value of goods in question.Moreover, changes in food purchasingpreparation and storage can also do a greatjob in reducing waste. Despite the fact thatfood prices have increased substantially, hotels,restaurants and food stalls yet underrated thefood waste.

As the world’s food systems are in crisis,streamlined steps that deserve a seriousattention are that plan your meals; make adetailed shopping list and stick to it; servereasonable portion; and save your leftovers.

As the global population continues toexplode and our ability to produce foodcontinues to be compromised, more and morepeople will virtually go hungry. Thus, allconsumers are to alter their own behavioursthat lead to food waste.

YANGON, 9 March— For the purposeof keeping Myanmar-India relationshipfixed firmly, the Republic of India hassupplied Myanmar with farmingequipments worth $ 10 million forpromotion of Myanma agricultural sector.

The agricultural equipments includea total of 300 tractors with 40 hp each, 150threshers with 110 hp each, 228cultivators with 13.5 hp each, 431ploughs, etc.

With the Indian Embassy toMyanmar, the Ministry of Industry gavea hand in fixing of the machineries.

CALTANISSETTA, 9 March—Italian police Thursday carried out warrants in central Sicilyfor three people suspected of involvement in a 1992 bombing that killed an anti-mafia judge.

The suspects are Salvatore Madonia, the alleged mastermind of the attack, Victor Tutinoand Salvatore Vitale. Madonia and Tutino are in prison for prior convictions and Vitale is ina state hospital under house arrest, Italy’s ANSA news agency reported. Prosecutors wereacting on new information from informant and fellow suspect Gaspare Spatuzza, the reportsaid.

Judge Paolo Borsellino was killed 19 July , 1992, when a car bomb went off in front of abuilding he was entering in via D’Amelio. The informant said Madonia organized the attack,while Spatuzza and Tutino stole the car used in the bombing and provided the detonator forthe explosive.

Alzheimer’s patients ‘should stay on drugs for longer’

A study in the the New EnglandJournal of Medicine found that patientswho stayed on the dementia drug Aricepthad a slower decline in their memory. Thedrug tends not to be prescribed oncesufferers progress beyond moderatesymptoms. Medicines regulator NICE saidits guidelines supported continuingtreatment where there were benefits.

The patent for the medicine Aricept,which is used to treat Alzheimer’s disease,expired recently. Much cheaper versions underthe generic name donepezil are alreadyavailable for about £12 a month. Theresearchers say their new evidence could leadto twice as many Alzheimer’s sufferersworldwide being given medication. The trialinvolved 295 Alzheimer’s patients in Englandand Scotland who had been taking Aricept.

One set were given placebo tablets whileanother set stayed on Aricept. A third setwere given another drug, Ebixa, or memantine,which is usually prescribed only in the laterstages of Alzheimer’s. The fourth batch ofpatients received a combination of both drugs.The researchers assessed each group for ayear, looking at their cognitive scores onfactors like memory, and also at how well theycoped with everyday tasks such as dressingand eating.—Internet

Diabetes amputation rates show hugeregional variation

The findings coincidewith an NHS report putting theannual cost of diabetes-relatedamputations at £120m.Amputation rates in some areasare too high, says theDepartment of Health.

The study, published inthe journal Diabetologia,compared lower-legamputation rates for local healthtrusts (PCTs) across Englandover three years. The paperconcluded that, compared withthe general population, peoplewith diabetes were over 20 timesmore likely to have anamputation. It reports a hugevariation in the rates of bothmajor (above the ankle) and

Qatar backs Airbus, Boeing overproduction flaws

BERLIN, 9 March — The head of Qatar Airways, usually one of theaircraft industry’s fiercest critics, expressed confidence that Airbus andBoeing would resolve a series of high-profile glitches but warned againstfurther production delays.

The endorsements from a top industry figure best known for lambastingmanufacturers over delays will come as a relief to both planemakers as theycount the cost of recent mishaps.

Chief Executive Akbar Al Baker said it was normal for new aircraft suchas the Airbus A380 superjumbo and the Boeing 787 Dreamliner to haveteething problems and stressed safety was not an issue.

He also seemed satisfied with Boeing’s production plans for its new 787Dreamliner, although many analysts have described the company’s plans toboost production to 10 aircraft a month by end-2013 from 2.5 now as optimistic.“The 787 will be a very good airplane. I am confident,” Al Baker told Reutersat a trade show on Wednesday.

MADB has hadprocedures already to do so. Over thosesavings, interest money is being paidaccording the rate set by the Central Bank ofMyanmar. The township bank (branches)calculate annual interest rates and includeinterest money in the saving book of a saver.Over the rural savings in 2010-2011 fiscalyear, the total interest money MADB paidwas K 5085 million. So, the savings will bepaid back together with interest money if thefarmers want to withdraw their money intimes of need.

U Aung Zin of Pazundaung Constituencyasked about the practising of industrialfarming on a 100,00-acre farmland under thecooperation between industrialists fromSpecial Agricultural Zones (1) & (2) andfarmers. The deputy minister replied that for

1085 farmers and 7505 acres of land from thetwo zones, K 200,00 for one acre totalling K151 million has been provided. The farm hutsand monasteries in the zones have beenrelocated in urban areas free of charge.Moreover, with the rates of K 25000, K 40000or K 50000 for one-acre land, companies

have provided K 208.2 million for 4875 acresof land and K 58.6 million for houses, totallingK 266.8 million.

In this summer paddy season, companiesare demonstrating the growing of high yieldhybrid paddy strains and the production ofseeds by establishing a model zone for

transforming to industrial farming. Thefarmers from the region and its nearby areasas well as those from various regions havenow been used to operating and maintainingmodern equipment and enjoyed more jobopportunities. Green Asia Co and DagonInternational Co in collaboration with foreigntechnicians are producing hybrid paddystrains with the use of modern seedingmachines and this has benefited not onlyYangon Region but also the whole nation forits agricultural development.

As part of efforts for successfulimplementation of the high-land reclamationproject in Chin State and for environmentalconservation, Ministry of Agriculture andIrrigation, Ministry of EnvironmentalConservation and Forestry, Ministry of HomeAffairs and Chin State government wouldwork together and review weak and strongpoints of the project, and the Ministry ofAgriculture and Irrigation and Chin Stategovernment would make a field trip to makeassessment to the issue related to the questionof the representative.

U Khin Maung Yi (a) U Khaing MaungYi of Ahlon Township constituency askedhow Ministry of Agriculture and Irrigationcould help farmers in an attempt not todisappear crops market and to encouragethe market competition with the aids of

loans and agricultural technology andassistance of research firms.

The deputy minister replied that still, theState had no plan to lease loans to farmerswho produce fruits and vegetables and thegovernment had provided good strains offruits and vegetables for the farmers.

Horticulture Research and DevelopmentCentre had carried out horticultural researchand produce quality strains of fruits andvegetables which were favourable to theclimate in Myanmar. The research hadproduced hybrid strains of muskmelons,pumpkin and tomatoes, he said.

The cooperation between thedepartments and businessmen who producedfruits and vegetables had played an importantrole in making efforts for encouraginghorticultural market and market competitions.The Ministry of Agriculture and Irrigationwas providing good agricultural patterns tofarmers, encouraging the developmentpublic-private-partnership.

In the proposal submission session,Chairman of Pyithu Hluttaw Judiciary andLegal Affairs Committee Thura U Aung Kosubmitted a proposal to abolish the code ofcriminal procedure and panal code.

Regarding the proposal, Judge U MyaThein of the Supreme Court of the Unionreplied that the bill amended the code ofcriminal procedure had been drafted inaccordance with the constitution and thedraft included the proposals submitted bythe Pyithu Hluttaw Judiciary and Legal AffairsCommittee, he said. The draft would be sentto the Attorney-General’s Office of the Unionto be able to promulgate as a law.

He continued to say that the Attorney-General’s Office of the Union had scrutinizedthe bill amended the panal code sent by theSupreme Court of the Union and sent it backto the Supreme Court of the Union and gavesuggestions for preparations.

The bill amended the panal code draftedby the Supreme Court of the Union would bepromulgated in accordance with the proposalsof the Pyithu Hluttaw Judiciary and LegalAffairs Committee and suggestions of theAttorney-General’s Office of the Union, hesaid.

Pyithu Hluttaw agreed to approve theproposal of the Pyithu Hluttaw Judiciary andLegal Affairs Committee.

Similarly, Secretary of Pyithu Hluttaw

Farmers, Workers and Youths AffairsCommittee U Htay Oo submitted a proposalto amend, add the Leave and Holidays Act-1951, the Factory Act (1951), the Shops andEstablishment Acts (1951), the Payment ofWages Act (1936), the Employment andTraining Act (1950) and the Minimum WagesAct (1948).

Regarding the proposal, Union Ministerfor Labour U Aung Kyi replied that theministry had a plan to amend add the 1951Leave and Holidays Act and to amend andadd the Factory Act (1951) in accordancewith the international regional standards.

He said he agreed to amend the Shopsand Establishment Act 1951 to meetinternational norms and its nationwide effectin the entire Myanmar, and rewrite some newfacts, to amend the Wage Act 1936 to be upto date with the time. Regarding theEmployment and Training Act 1950, the actprescribed that government is soleyresponsible for conducting training courses.But, the government alone cannot handlenow as there is prominent increase in genresof factories, workshops, departments and

works and number of workforce, and there isdifferent standards of competency, calling forthe cooperation of the employers andemployees together with the government.And thus, the act is being rewritten. Withregard to Minimum Wages of Farm Workers1948 Act, there are two existing laws, namelyMinimum Wages of Farm Workers 1948 Lawand Minimum Wages Law 1949. Now, the newminimum wage law has been drafted and thereis plan to revoke the above-mentioned twominimum wage laws and thus the proposal isacceptable, he said.

The Hluttaw approved the proposal ofFarmers, Workers and Youth AffairsCommittee as there is no objection.

The Hluttaw then approved theamendments made to important commoditiesand service bill and provision of allowancesto disable Tatmadawmen and family membersof fallen Tatmadawmen made by the membersof Union level organizations, Bill Committeeand Hluttaw representatives.

Regarding the question of U Nan KhinPaung of Chin State Constituency No (7) aboutif there is any plan to make those who havetaken out the sum total of his pension eligiblefor the newly-fixed salary rate, the UnionMinister explained that when the servicepersonnel retire, pension gratuity is given tothem at once and pension is given monthly fortheir daily and monthly living expenses.

However, if a pensioner wants to get a sumof money, the government gives him the certainpart of his monthly pension as the sum totalpension. It is in fact granting the partial amountof pension to the pensioner in consideration ofhis livelihood in the long-run.

It has been practiced since 1 September,1936 according to Article 10 of Pension Act1871 Chapter (2) and the appendix (D) of BurmaSupplement to the Civil Service Regulations.Except family pension, it can be allowed for

other types of pensions until the pensioner is80. Those who get special pensionable agepension and disability pension (B) type cantake out sum total pension only after they havereceived pension for ten years.

For example, those who have taken out 50per cent of his original pension can receiveincreased pension rate on the remaining 50 percent. So, it is impossible to let the pensionerswho have taken out certain part of his totalpension to receive the increased rate on taken-out proportion as it is not in conformity withexisting laws according o sum total pensionrule 8 (3).

Regarding the question of U Kham SunHmon of Chin State Constituency No (5)about if there is any plan to open MyanmaEconomic Bank branches in Kyikha Sub-township, Redkhoda Sub-township andRezwa Sub-township, the Union Ministerreplied that treasuries are opened and thenumber of pensioners is very small in thosetownships and governmental staff can takeout their salaries conveniently.

Pensioners have difficulties in taking theirpensions out but there are only 60 pensionersin Kyikha, 20 in Redkhoda and 100 in Razwa,and the number is still low. When those sub-townships have developed and met thecharacteristics of a township, MEB brancheswill be opened there.

Next, Deputy Culture Minister Daw SandaKhin replied to questions of tworepresentatives.

Regarding the question of U Naing TunOhn of Mon State Constituency No (5) if thereis any plan to salvage Dhammazedi GreatBell, the artistic work of ancient Monnationals, the deputy minister replied that thebell was one of the good deeds of HanthawadyMonarch King Dhammazedi (1471-1492) and itis the world’s biggest and also the most ancientbell. It is also the first bell donated to ShwedagonPagoda. It is 216 inches in height and weighs290 tons.

Thanlyin Governor Portugese Nga Zin Kaor Filipe de Brito e Nicote took the bell fromShwedagon Pagoda to Thanlyin by raft to castit into cannon in 1608 ME. The raft drownedat Pazundaung Creek mouth while crossingDawbon River, immersing the bell in the river.Buddhists and researchers at home and abroadmade several abortive attempts to salvage thebell since 1987.

The 15-BC-casted Dhammazedi Great Bellwill serve as invaluable historical evidence forMyanmar. It is a thing with cultural andsentimental value, proving the iron castingstandard of Myanmar.

Companies have proposed to salvage thebell, Catalina Deep Sea Divers in 1995-1997,Animax Film of Australia in 2010 and SD Mark

International LLP Co in 2010-2011 and theSingaporean Co has offered to hire the vesselsin search of the bell at the cost of USD 10 million.

So, there still needs to make furthercoordination with those companies to salvagethe bell.

Regarding the question of U Khin Maung(a) U Aung Kyaw Oo of Rakhine StateConstituency No (3) about if there is any planto open different kinds of museums fromwhich people can obtain knowledge, thedeputy minister replied the InternationalCouncil of Museums define the museum as anon-profit, permanent institution in the serviceof society and its development, open to thepublic, which acquires, conserves, researches,communicates and exhibits the tangible andintangible heritage of humanity and itsenvironment for the purposes of education,study and enjoyment. The ministry establishesfor the public, educates students under museumeducative programme, collects and preservescultural heritages.

Alphabets booth comprising evolutionof Myanmar alphabets, manuscripts of famousdiseased writers, alphabets and manuscriptsfor national races’ literature, Myanmartraditional rural arts booth, ASEAN-Cornerbooth, cultural booths of respective nationalraces, Buddha image booth and nation-buildingtasks booth are put on display. Moreover, thenew National Museum is under constructionin Nay Pyi Taw to show off prestige andintegrity of the nation, high-class culturalheritages and brilliant performance of thenationals. For the first phase, a total of 13booths will be displayed at the museum.

The booth of State leaders and heads ofgovernment who discharged duties insuccessive eras will be displayed for publicstudies. Furthermore, cultural museums will beopened in Lashio and Nyaungshwe of ShanState. At this juncture, museums can beclassified into National Museums, CulturalMuseums, Archaeological Museums,memorials, regional museums, monasticmuseums and Buddhological Museums.Arrangements are being made to change theobjects into the educative displays, realizingthe educative programmes, performing specialshows and presentations of clarifications onthe booth in detail with labels are beingundertaken for public observations. As of2011, all students are allowed to visit allmuseums under Ministry of Culture free ofcharge.

Deputy Minister for Construction U SoeTint replied to queries raised by four Hluttawrepresentatives.

Dr Myat Nyana Soe of Yangon RegionConstituency No. 4 asked whether thegovernment has a plan to construct low-costplots and housings for State service personnelin economic hub Yangon. The deputy ministerreplied that the Ministry of Construction soldMyintha housing of South Okkalapa Townshipand Thuwunna housing estate in ThingangyunTownship with 50 per cent payment and 15years installation system in 1967. Cash paymentwas set in similar to bank’s interest rate, andwhen the payments have been completed, theproperty was handed over to owner.

In 1997, the State and private entrepreneursundertook joint-venture works in implementingthe Yuzana Garden City in Dagon SeikkanTownship by building four-storey apartmentshousings and separate housings. At that time,apartments were sold at K 400,000 in minimum.The prices of apartments reached K 2.3 millionin minimum and K 4.7 million in maximum in

2005. In 2009, the apartments were sold betweenK 4.4 million and K 7.8 million.

The Ministry of Construction allotted landplots to companies for constriction of thebuildings. And, the board sold apartments,which were shared by the companies for thedepartment, on a basis of departmental ranksand social difficulties by scrutinizing theapplications. Moreover, the Department ofHuman Settlement and Housing Developmentunder the Ministry of Construction managesconstruction of buildings, and apartments weresold to the applicants under securitization ofthe board.

Although the government and privatesector joined hands in implementation of the15-year installment sale system in 1967 andsales of buildings by Yuzana Co in 1997 forselling apartments to State service personneland needy people, low-cost housings and low-cost public housings to the people, there is noplan to sell low-cost staff quarters and low-cost public housings.

U Hlaing Oo of Ayeyawady RegionConstituency No. 12 asked where there is aplan to maintain Labutta-Thingangyi MotorRoad. The deputy minister replied that Labutta-Thingangyi-Pyinsalu Road is 35 miles and twofurlongs long that links Labutta Township and

Pyinsalu Sub-Township of Labutta District inAyeyawady Region. Capital expenditure andmaintenance expenditure were spent onupgrading the road sections to the all-seasonused road in 2011-2012 fiscal year. Of them, thehard road and earthen one were upgraded tofour miles long asphalt road and one mile longhard road.

In 211-2012 fiscal year, the damagedsection of Labutta-Thingangyi Road is beingrepaired to prevent erosion of Yway River byspending the maintenance fund. Moreover,K 1400 million as capital expenditure is beingdemanded from the government to upgradethe earthen road to 14 miles long hard roadsection, construct the nine miles long and 30feet wide earthen works and build 500 feet longgravel-filled retaining walls.

U Maung Saw Phyu of Rakhine StateConstituency No. 4 asked whether there is aplan to build a bridge to link betweenTattaung and Kyweku. The deputy ministerreplied that the section from Nyaungchanugto Kyweku Port is seven miles long onNyaungchaung-Tattaung Road being builtby Airport Special Group (8) of Public Worksin Rakhine State. The An Creek is about 700feet wide and 60 feet deep. If a bridge is builtacross the An Creek, the length of facility willbe about 1000 feet. At present, the Ministry ofConstruction has no plan to build the AnCreek Bridge linking Tattaung and Kyweku.

U Soe Aung of Mandalay RegionConstituency No. 11 asked whether there is aplan to build a new bridge in parallel with thebridge across Meiktila Lake. The deputyminister replied that Meiktila Lake crossingbridge being built by Myat Noe Thu Co throughBOT system is located on Meiktila-Kyaukpadaung Road in Meiktila of MandalayRegion. The bridge is 200 feet long and 24 feetwide two-way facility. At present, the Ministryof Construction has no plan to build one more

bridge in parallel wit the existing bridge.Decision was sought from the Hluttaw to

approve the Labour Dispute Arbitration Billsent by the Pyithu Hluttaw with amendments.

U Tin Yu of Yangon Region ConstituencyNo. 11 took the permission to discuss theAmyotha Hluttaw Bill at the Amyotha Hluttaw.And, the Hluttaw approved it. Dr Myat NyanaSoe of Yangon Region Constituency No. 4supported the bill. U Tin Yu of Yangon RegionConstituency No. 11 read the bill.

As the Speaker of the Amyotha Hluttawsought the approval of the Hluttaw fordiscussing the Amyotha Hluttaw Bill, theHluttaw decided to discuss it, and the duty wasassigned to the Bill Committee.

It was announced that the Hluttawrepresentatives wishing to discuss the bill mayenlist their names.

With regard to the proposal urging theUnion government to effectively supplyirrigation water for development ofagricultural crops raised by U Myo Myint ofMandalay Region Constituency No. 6, U SoeMyint of Magway Region Constituency No. 6,U Sai Kyaw Zaw Than of Shan StateConstituency No. 2, Dr Myint Kyi of YangonConstituency No. 8 and U Hla Thein of MagwayRegion Constituency No. 3 discussed that

they all understand effective supply ofirrigation water for development of agriculturalcrops and utmost efforts of the respectiveministry. However, dams, diversion weirs andcanal systems decline their capabilities ofsupplying water and standards of designs inthe long-term period, so these irrigationfacilities lose and waste water. It is necessaryto efficiently use water for development ofagricultural sector. Farmers are tosystematically use irrigation water and abideby directives of Irrigation Department.Likewise, the Irrigation Department shouldsupervise water supply system and watersupply management.

Deputy Minister for Agriculture andIrrigation U Khin Zaw also replied that IrrigationDepartment does not issue timetable for supplyof irrigation water for seasonal crops yearly,and farmers do not know supply of water fortheir turns and do not try to know the watersupply timetable. If necessary, the educativeworks are to be given to farmers to wait fortaking irrigation water in their turns.

Effective supply of irrigation water andminimizing loss and waste of water depend onfarmers to some extent. Surplus water fromMonchaung Dam Project is drained to KyeeohnKyeewa Dam that was completed in February2012. Likewise, surplus water from Kengkhamand Myogyi Dams are drained to right canal ofKinda Dam. Water supporting dams are underconstruction for supplying water to the damswith less annual inflow of water and tosufficiently supply irrigation water.

Local authorities broaden horizon of thepeople to strictly abide by the water supplysystem. Staff of the department also organizethe farmers to overcome difficulties in watersupply. However, there were not completeworks due to less skillful workers and widerscale of works.

As less than 5000-acre-irrigation-facility

will be handed over to respective region/stategovernments for their governance, the irrigationfacilities will be more effective. The fund hasbeen demanded to upgrade 16 irrigationsystems.

In the past, earthen canals wereconstructed with designs depending onvarious sorts of soil in the irrigated areas. Thecanals on sandy soil are being built withconcrete facilities so as to minimize waste ofwater. However, a plan is yet to upgrade alldams and reservoirs due to large amount ofexpenditure. Funds will be demanded from theState to upgrade the betterment of irrigationsystems on priority.

It is necessary to receive the fund in timefor building the completed irrigation facilities.Dam workers and canal workers are to beappointed in line with the organizational setupfor thoroughly maintaining the irrigated areas.

To be able to effectively undertake thesupply of irrigation water, the water consumergroup formed with local farmers is assignedduty to jointly take responsibility in supply ofirrigation water and maintenance of canalsunder the leadership of the local authorities.Directives have been issued to them to takeaction against those who offend the canallaw.

Thus, farmers are to abide by MyanmarCanal Law for ensure systematic use ofirrigation water and durability of irrigationsystems. Therefore, works will be doneeffectively with the strength of region andstate governments in the time of the newgovernment.

The proposal was approved by theHluttaw.

U Myint Tun of Bago RegionConstituency No. 10 submitted the proposalurging the Union government to contributetowards clean government and goodgovernance by applying good samplesystems of some foreign countries so thatthe government departments and Stateservice personnel gain more trusts andconfidences of the people. U Nyunt Tin ofYangon Region Constituency No. 2 supportedthe proposal.

The Hluttaw decided to discuss theproposal and announced to enlist the Hluttawrepresentatives wishing to participate indiscussions.

The 12th day third regular session of thefirst Amyotha Hluttaw came to an end at3.50 pm and the 13th day session will be heldat 10 am on 12 March.

Today’s session, a total of 10 questionswere answered, one bill approved, one billsubmitted, one proposal discussed andapproved and one new proposal submitted.

Shwechaung Bridge No. 1completed by 50 per centPAKOKKU, 9 March—

Special Project Group-3 ofPublic Works under theMinistry of Construction isbuilding ShwechaungBridge No. 1 to be substitutedinto the place of oldShwechaung Bridgedamaged in floods inPakokku. So far, theconstruction of the bridge hascompleted by 50 per cent.

Construction ofShwechaung Bridge No. 1started on 7 February 2012.The bridge will be 900 feetlong and 24 feet wide. It willhave two-way motor roadflanked by 3.5 feet widepedestrian ways. The facility

will withstand 75-ton loads.The bridge is of reinforcedconcrete bored piles andstructure. The upper structureis of RC beams and floors. Itsclearance is 72 feet wide andnine feet and nine incheshigh.

Shwechaung Bridge No.1 is being built on Pakokku-Yesagyo-Monywa Road. On

completion, the local peoplecan transport domesticproducts from Pakokku toYesagyo, Monywa andMandalay along smoothtransportation facility. AfterShwechaung Bridge No. 1has been completed,Shwechaung Bridge No. 2will be constructed.

Chinese swimmers to prepare 2012 Olympicsin the University of Bath

LONDON, 9 March—The University of Bathannounced on Thursday that 25 Chineseswimmers are to prepare for the upcomingLondon Olympics at the University for threeweeks. The team will arrive on 2 July and betrained alongside the Bath-based British Olympicswimmers until 22 July, when they will departfor London.

According to an announcement on the

NAY PYI TAW, 9 March —The 11th day session of PyithuHluttaw took place at the Pyithu Hluttaw Hall of HluttawComplex here at 10 am today, attended by Pyithu HluttawSpeaker Thura U Shwe Mann and 338 MPs. At the session,eight questions were raised, two new proposals submittedand discussed and two bills approved.

In response to the question raised by U Moe Zaw Heinof Katha Constituency about whether there is a plan to openGovernment Technology High School in Katha, DeputyMinister for Science and Technology Dr Ko Ko Oo said inSagaing Region, three technological universities, onegovernment technological college, two governmenttechnical institutes and four government technical highschools have been opened. Students who have completedmiddle school education in the townships of Katha Districtcan study not only at government technology high schools

in Sagaing Region but also at Government Technology HighSchool (Bhamo). Besides, matriculated students possessingset qualifications can study not only at above universities,colleges and schools in Sagaing Region but also atTechnological University (Bhamo) and GovernmentTechnological College (Mohnyin). So, there is no plan toopen a government technology high school in Katha at themoment. But, there is a possibility of opening one there at arequired and opportune time.

Responding to the question U Htan Lein of MindatConstituency about whether or not Indian Government’sfinancial assistance has gone to Chin State, Deputy Ministerfor National Planning and Economic Development Dr KanZaw said the matter of 4-million US dollar aid by the Indiangovernment to be used in the education and health sectorsis still under negotiation. As the money has not been received,

it was not drawn in the budget of 2012-2013 fiscal year.Regarding the discussion of the Indian Government’s aid,like in other states and regions, it is necessary to havegovernment-to-government contact plan.

Deputy Minister for Industry U Myo Aung answered thetwo questions about industrial sector put by tworepresentatives.

In response to the question asked by U Khin Maung Nyoof Loikaw Constituency about whether the government hasa plan to upgrade the industrial ward in Loikaw Township,Kayah State like the upgrading of other industrial zones,the deputy minister said the emergence of an industrial zonerequires input forces for good infrastructure such as land area,water, electricity, transport, communication and other energyresources as well as capital. Union Minister for Finance and Revenue U Hla Tunreplied queries asked by four representatives. Regardingthe question of U Khin Maung Yi of Ayeyawady RegionConstituency No (6) about if there is any plan forcomputerization of Myanma Economic Banks, the UnionMinister replied that MEB (Head Office), six departments,14 region/state offices, 74 district branches, 203 townshipbranches, 19 treasuries and 10 saving bank branches,totaling 326 are providing banking services, and computersare applied in the MEB branches.

Application of over the counter system needs fullsupply of electricity during office hours and costs a lot tobe installed at 58 district branches, thus will be done basedon expenditure allocation and functions of the branches.

Regarding the question of U Hla Swe from MagwayRegion Constituency No (12) about non-registeredpawnshops and money lenders in wards and villages

should be sued by what laws, the Union Minister repliedthat it is question about whether pawning and borrowing ispermitted legally. There have been enacted laws to allowpawnshops enabling the needy to pawn their properties toborrow money. Those wishing to open pawnshops can runit in line with rules and regulations only after they gotlicenses or permission. The development affairs committeecan take actions against illegal pawnbrokers according toSection 73 of Development Affairs Committees Law.

Articles 5 and 6 of the Money Lenders Act 1945prescribed that those wishing to run money lending businesshave to seek permission and register and thus moneylenders who do not have licence and permission can bebrought to trial in line with Article 17 of the Money LendersAct.
