Preserve cultural heritagesfor durability

Myanmar civilization has existed forthousands of years. Since residents of the landlater known as Myanmar formed into nationalraces, cultural traditions have improvedgradually. Edifices of cultural heritage andartifacts excavated across the nation suggesthigh civilization of Myanmar.

The government has been doingarchaeological research and unearthing andpreserving edifices and objects of culturalheritage in a systematic way which cannotsurvive ravages of times for a long time withoutmaintenance.

In that case, it has been excavatingarchaeological sites in search of historicalobjectives such as stone tablets, palm-leafmanuscripts and paper parchments, andrenovating archaeological and religiousedifices.

Among the sites is Bagan, a region ofthousands of pagodas and temples where thereare large varieties of artistic works of the 10traditional arts and crafts including wallpaintings, ink inscriptions, stone inscriptions, bell inscriptions and floral arabesques.

Bagan Archaeological Region fills thenation and the people with national pride andintegrity. Archaeological edifices and artistichandicrafts of cultural heritage in the regionreally put Myanmar on the map. Therefore, theregion has a steady stream of foreign tourists.

Now, some archaeological buildings inBagan that are going to rack and ruin due toravages of times and weather are underrenovation without sacrificing their originalstyles. The people especially responsibleservice personnel and dwellers are urged tomaintain cultural heritages for their durability.

EDINBURGH, 25 July — Scottish scientists saypyrite, often called fool’s gold, is yielding insightsinto a turning point that took place billions of yearsago in Earth’s evolution. Researchers at theUniversity of Edinburgh are recreating ancientforms of the mineral — dubbed fool’s gold for itsmetallic luster — that reveal details of pastgeological events.

Detailed analysis of the mineral is giving freshinsight into the composition of Earth before what iscalled the Great Oxygenation Event, 2.4 billionyears ago, when oxygen released by early forms ofbacteria gave rise to new forms of plant and animallife, transforming Earth’s oceans and atmosphere,a university release said Friday. “Technology allowsus to trace scientific processes that we can’t seefrom examining the mineral composition alone, tounderstand how compounds were formed,” researchleader Ian Butler said. This enables betterunderstanding of geological conditions at the timeand how the oceans and atmosphere evolved, hesaid.—Internet

Has warming put ‘Dirty Dozen’ pollutants back in thesaddle?

TORONTO, 25 July—‘‘Dirty Dozen” chemicals, including the notoriously toxic DDT, are being freedfrom Arctic sea ice and snow through global warming,a study published on Sunday suggested.

The “Dirty Dozen” — formally known as persistentorganic pollutants (POPs) — were widely used asinsecticides and pesticides before being outlawed in2001. They are extremely tough molecules that takedecades to break down in nature. They also bio-accumulate, meaning that as they pass up the foodchain, concentrations rise, posing a fertility threat tohigher species. In addition, they are insoluble in waterand easily revolatilise, so can swiftly transit from soiland water to the atmosphere in response to highertemperatures.

The study, published in the scientific journalNature Climate Change, looked at atmosphericconcentrations of three chemicals — DDT, HCH and

cis-chlordane — monitored between 1993 and 2009at a station in Norway’s Svalbard Islands and atanother in the Canadian Arctic. The scientists indeedfound a long-term downward trend in primaryemissions after the Stockholm Convention bannedproduction and trade in the “Dirty Dozen.” But a morecomplex and disturbing picture emerged when thesame data was crunched through a simulation of theeffect of global warming on POP concentrations.

It found a slight rise in secondary emissions, fromPOPs that had been locked in Arctic ice and snow butwere now being gradually released because ofwarming. “A wide range of POPs have beenremobilised into the Arctic atmosphere over the pasttwo decades as a result of climate change,” said thestudy, led by Jianmin Ma of the agency EnvironmentCanada in Toronto.

‘Skipping’ drugmarks step forward

for musculardystrophy

LONDON, 25 July—Anexperimental drug designed to fit aDNA patch in a flawed gene hascleared an important hurdle in testson boys struck by a tragic muscle-wasting disease, a British study saidon Monday.

The condition, Duchennemuscular dystrophy (DMD), occursamong roughly 1 in 3,500 males.

It occurs because of a deletion ina gene that makes a protein calleddystrophin, which helps provide aprotective membrane around musclefibres. Without this skin, muscle fibresbecome damaged and eventually die.

By they time they are aged eightto 12, boys with DMD become unableto walk and usually face a shortenedlife expectancy.

In DMD, the problem liesspecifically in sections of DNA calledexons that, like stepping stones, provide the pathway by which thegene makes dystrophin.

The new drug takes the approachof “exon skipping,” or applying atiny molecular patch over the deletion,so that the gene can produce a shorter

but still functional version of theprotein.

After successful tests on musclecells cultured in a lab dish and onmice, the therapy was cautiously testedfor safety on 19 ambulatory patientsaged five to 15 at hospitals in Londonand Newcastle.

Seven out the 19 showed a“significant” response, with levels ofdystrophin rising to as much as 18percent of normal levels.

The volunteers, who were treatedover 12 weeks, suffered no side effects.

They did not show any majorimprovement in a standard six-minutewalking test, although this was not thegoal of the mini-trial.

The drug, called AVI-4658,patches exon 51, which is deleted inabout 15 percent of patients with DMD.

that the separation of oralhealthcare from overallhealthcare is a factor inlimiting access to dentalcare for many Ameri-cans.

However, with pro-per training, non-dentalhealthcare professionals, such as nurses, phar-macists, physician assis-tants and physicians, could screen for oraldiseases and deliverpreventive care services, the report says.

Instead of havingeach profession developits own set of

WASHINGTON, 25 July—US airlinesare fighting the prospect of sharply higherpassenger security fees that could bepart of any deficit-reduction plan. Theapproach is among a handful invol-ving aviation that have swirled aroundthe ever-changing complexion of effortsby Congress and the White House toavert a debt default.

While those proposals would coveronly a fraction of any deficit remedy, they represent flashpoints in relationsbetween industry and government overaviation policy. Business aircraftmanufacturers, the powerful private pilotand aircraft owners association and, now, the biggest commercial airlineshave in recent days aggressively lobbiedissues around the debt talks that would

affect their members.According to sources with

knowledge of the talks and documentscirculating on Capitol Hill, a proposalwould double the security fee paid byairline passengers to raise at least $15billion over 10 years. The currentmaximum fee imposed on commercialflights is $10 per round-trip ticket.Nicholas Calio, who as president ofthe Air Transport Association is thetop lobbyist for commercial carriers, said any increase in security fees thatwould bump up ticket prices would beunacceptable.

“We should advance a tax policythat encourages air service to grow, notcontract. Airlines are critical to the nation’seconomic health,” he said.—Reuters

They were welcomed at MandalayInternational Airport by Mandalay Region ChiefMinister U Ye Myint, ministers and departmentalofficials.

The Vice-President held a meeting with thechief minister and ministers at Yuzana Hall ofMandalay City Development Committee.

The chief minister reported on structure ofthe region, farmlands, irrigation water supply, outputs of crops, growing sown acreage, foodsecurity, productivity of industrial zones, ongoingtasks in the education and health sectors, andprogress in carrying out the eight tasks for ruraldevelopment and poverty alleviation.

In his speech, the Vice-President said thatthe nation has seen the Union government,Pyidaungsu Hluttaw, Union Supreme Court,Region/State governments and hluttaws formedin line with the constitution of the Republic of theUnion of Myanmar. The three administrativebodies of the Regions and States have beendischarging duties through the check and balancesystem.

Members of Mandalay Region governmentis now in a position to manage its economic, social, financial and service personnel affairs incooperation and coordination with each other tospeed up the development of the region.

They are to be responsible for good and badresults of what they have done, and are to reporton whatever tasks they have carried out to the

Union government and the Union ministriesconcerned. If necessary, they can ask forassistance.

Issues on ethnic groups residing in the regionare to be addressed in coordination with theRegion minister for national races affairs.

Undertakings of all ministers of thereconstituted ministries of the region are to betransparent in order that the public places trustand reliance on and recognizes the Regiongovernment as a clean government.

In addition, Mandalay Region Hluttaw hasto take responsibility for development of theregion, enacting new laws, amending andrepealing outdated laws, and holding talks in thehluttaw over matters prescribed in Schedule II ofthe Region or State Hluttaw Legislative List.

When it comes to the judicial sector, casescan be heard freely under supervision of the chiefjustice of the Region High Court. Criminal andcivil appeal cases are to be heard as soon aspossible in coordination with the Regiongovernment to avert piles of pending cases. Incarrying out judicial tasks, all responsible are totry to win public trust and refrain from partiality.

Mandalay, the second largest city as well asan archaeological city in Myanmar, has a constantflow of foreign visitors and is a commercial hubwith agricultural development. It is time Mandalaybecame an international level city as it is theregion where goods from neighbouring countriesare distributed and is a strategic region with asteady stream of various national races.

In that regard, measures are to be takeneffectively to achieve the goal by buildingbuildings wherever necessary, and growing fast-growing trees and landscaping plants across thecity to ease hot weather and to spruce the region, enforcing the garbage system, curbing the badhabit of splitting betel spittle indiscriminately in

public area, building enough modern latrines, laying dust bins at every corner of roads, andgiving green light to private organizations toimplement particular programmes the Regiongovernment find difficult.

Regional level officials are to be familiarwith national stances and policies because theyhave to represent the nation in holding talks timeand again with diplomatic corps inside and outsidethe nation, NGOs and INGOs.

The Republic of the Union of Myanmar is adeveloping country, so the tasks for ruraldevelopment and poverty alleviation have beenlaunched since 1 July to improve thesocioeconomic life for rural people.

Of the eight tasks for agriculturaldevelopment, cottage industries, microfinance, cooperatives, education, health, electric powersupply and environmental conservation, theprivate microfinance sector is the mostindispensable one. Mandalay Region governmentis required to give the top priority to that point.

The eight tasks are to be implemented inorder of priority with the private microfinanceentrepreneurs provide as a token of their goodwillfor farmers and locals of rural areas fordevelopment of the 4780 villages in the region.Ongoing programmes are to be under inspectionoccasionally.

Myanmar will host SEA Games in 2013. So,Mandalay Region is urged to find out athleteswith potentials for success in cooperation with theMinistry of Sports for the sports events they cantake part in to bring dignity to the nation.

In conclusion, he urged Mandalay Regiongovernment to get service personnel to keep offbribery and corruption and fulfil the needs oflocal people as far as they can in putting intoreality the President’s guideline of being a cleangovernment.—MNA
