Economic Update
The United States economy is currently in the midst of the 2nd longest economic expansion since World War II. After a lackluster performance from 2010 to 2016, the Virginia economy picked up the pace in 2017 and is growing strongly in 2018. With global trade conflicts, an emerging currency crisis among developing countries, and uncertainty in Washington, D.C., can the recovery last through 2019? Are there storm clouds on the horizon and should we prepare for poor economic weather?
Robert McNab, Professor
Robert McNab currently serves as the Director of the Dragas Center for Economic Analysis and Policy in the Strome College of Business at Old Dominion University. Governor Ralph Northam recently appointed McNab the Joint Advisory Board of Economists for the Commonwealth of Virginia and he is a member of the Federal Reserve Bank of Philadelphia’s Survey of Professional Forecasters.
McNab received his Bachelor of Arts from California State University, Stanislaus in 1991 and his Ph.D. in Economics in 2001 from Georgia State University in Atlanta, Georgia.

Keynote Session - Developing the Leaders around You
The pathway to growing an organization is to grow its leaders. The message is simple: leaders can’t do it alone. To succeed at the highest levels, they must surround themselves with a team of influencers. Although leaders may see the big picture, they need other leaders at their side to make the picture a reality. Those closest to a leader will determine the magnitude of his or her success. That’s why a leader has to take responsibility for training and equipping a core group of leaders. An organization’s growth depends upon the growth of its personnel, and the more people you lead, the more leaders you need. Successful leaders maximize the abilities of those they supervise, and empower them to exercise their influence for the benefit of the organization.

Financial Sustainability
GFOA has been researching a new model for how local governments can become financially sustainable, which is based on a Nobel-prize winning body of work about how communities can make better decisions about shared resources, such as a public budget. It builds on the concepts of long-term financial planning and financial policies. It also raises a number of new concepts that our research has shown to be vital to financial sustainability. At this session, you will be introduced to the new framework, learn its essential components, and find out how you can start to put it into practice.
Shayne Kavanagh, Senior Manager of Research GFOA
Shayne Kavanagh is the Senior Manager of Research for GFOA and has been a leader in developing the practice and technique of long-term financial planning and policies for local government. Prior to joining GFOA, he was the Assistant Village Manager for the Village of Palos Park, Illinois, where he was responsible for managing all aspects of financial management operations, including budgeting, utility billing, payroll, and accounting. He received his MPA degree from Northern Illinois University.

The Key to Being a Better Finance Director: Better Storytelling
If you were asked to list the most common skills among finance directors, you’d likely respond with skills like accounting, mathematics, analysis, and budgeting. Storytelling probably wouldn’t make the list. And that’s a shame, because the best finance directors are great storytellers. In this session, Charlie Francis will explain how storytelling can help broaden the finance directors' responsibilities and influence. He will also share his best practices for becoming a better storyteller.
Charlie Francis, Director of Government Finance Solutions OpenGov
Charlie Francis is a municipal finance expert. He has more than forty years of local government financial management experience in both the public and private sector, including twenty years of experience as a Chief Financial Officer. Most recently, he served as the Director of Administrative Services and Treasurer for the City of Sausalito. He has also served as a finance manager for the Town of Colma, CA and as CFO and acting City Manager for the Cities of Indian Wells, CA and Tracy, CA.
