Greenwood VFW Post presents Christmas help

VFW Post 5864 presented Christmas help in the amount of $250 each to four Greenwood school families. The Greenwood Schools representatives who helped coordinate the effort and picked up the cards to deliver to the families included, left to right: Samantha Young – Student Service Advisor, Greenwood High School; Emily House, MSW, LCSW – Student Service Advisor, Westwood Elementary School; VFW Post member Don LaFountaine; Jaime Oeffinger -- Student Service Advisor, Northeast Elementary School and Erin Mrakovich -- Student Service Advisor, Isom Elementary School. House Committee member Don LaFountaine was at the Post for the presentation. Other recipients of Christmas help included six veteran families. Among those individuals receiving help were 24 children. Those working must be listed with the Indiana Gaming Commission as a registered “Operator” or “Worker”. An updated list of individuals who are eligible to work in Gaming is posted behind the bar in the Canteen area. The Annual Bingo License # is 145003 and the Annual Raffle License # is 145005. If you would like to help, please let the Auxiliary know so they can get the information that is needed to VFW Quartermaster Mike Tomes to place you on the license.

Give consideration to veterans around the holidays

Combat Veterans are different around the holidays

If you have a Combat Veteran in your family and you don’t like their moods and behavior around the holidays; please consider these six things: 1. Your Combat Veteran has served in countries where people are blessed to receive a tattered pair of shoes or have clean water to drink; he/she no longer lives the “first world illusion” and no longer cares that if you buy one play station you can get a second one for fifty percent off. In fact, they find it hard to appreciate any of the gluttonous commercialism and overindulgence that permeates American holidays. Standing watch, boring as it was, had so much more purpose than going to the mall. 2. Your Combat Veteran is thankful for the most basic things; not thankful for mega-sales and million-dollar parades. They are thankful to be alive; thankful to have survived both the wars far away and the wars they struggle with inside. 3. Your Combat Veteran is thankful that it wasn't them that got killed, or wishes that it was them that got killed instead, or is torn painfully between the two. Either way, their celebrations are forever complicated by guilt and loss over those that died. Some of the most thankful times in their life (lucky to be alive) were some of the scariest. Their feelings of thanks and celebration often conjure memories that are equally painful. 4. Your Combat Veteran is not like you anymore. At some point, for some period, their entire life boiled down to just three simple things: when will I eat today, when will I sleep today, and who will I have to kill or will try to kill me today? They are not like you anymore. 5. Your Combat Veteran does not need a guilt-trip or a lecture; they already feel detached in their grief while others so easily embrace the joy of the season. They need understanding and space; empathy not sympathy. 6. Your Combat Veteran does love his/her family and is thankful for the many blessings in their life…and they are thankful for you. -- Reprinted from VFW Post 1674 (Tim)

Bingo pricing to change slightly in February

Greenwood VFW Bingo played every Wednesday

Every Wednesday around 60-65 individuals gather at the VFW to play Bingo. VFW Post 5864 member John Keith, a longtime worker at the Greenwood Knights of Columbus (K of C) Bingo games has been managing the Post’s weekly Bingo games since May 2017. Bingo’s current pricing has been in effect since September 2014 and some prices will be increased slightly the beginning of February 2018. (See attached flyer on page 4)

John Keith, Sherri Jones, Mike Millhoff, Steve Milbourn, Al Kessinger, Julie Sigalow, Chuck Eyer, Nena Wheat-Gayer, Catina Popplewell, and others are also working weekly to support the event. Bingo is held each Wednesday evening starting at 6:30 p.m. Doors open at 5:15 p.m. The Indiana Gaming Commission forbids any entity holding a Bingo License to pay individuals for working at any game. The entity is also not allowed to tip volunteer Bingo workers or staff. In addition, Bingo workers cannot play pull-

tabs or other gaming devices or buy tickets on the same day, while being a Bingo worker. There continues to be a need for additional volunteer workers sell pull-tabs. Bingo starts with four “Early Bird” games at 6:30 p.m. Bingo is open to the public and provides an evening out for all. A Message from the Commander . . .

Building a new facility is important to future survival

Taking on debt is VFW members’ largest concern

It was obvious that just over 47% of those VFW members present at the Nov. 21 meeting, who voted against selling the VFW property, had a primary concern about taking on debt with the purchase of land and building a new facility. Although, those who voted in favor of the project was 53%, however, the VFW requirement to move ahead was two-thirds or 51 of the 76 votes that were cast. Our committee was not as prepared as we should have been. In an earlier meeting we answered questions for nearly two hours and felt we had covered everything. Several of the members present had planned to vote in favor of the project, but their primary concerns were taking on additional debt and determining how we planned to service the debt (mortgage). There were several pieces of information which were being passed around that were simply untrue. One member alluded to the statement, “Is there any truth to the Disabled American Veterans (DAV) were pulling out of the project.” The DAV had stated just a few days before the meeting that they were in for “the long haul,” according to Kevin Coley, State Adjutant for the DAV. The DAV has since provided a signed letter to the VFW stating their intentions of being involved with the project. Half-truths and innuendos are always flying around in a bar atmosphere. There are even people who do not have a “horse in the race” who like to give others their thoughts on what should and should Commander Steve Milbourn

not be done. We are always open to discussion about anything we are doing, and we will listen to anyone, whether a VFW member or Auxiliary member. On occasion, some good ideas come from people you would not expect.” It is important to analyze what we are doing. Selling beer, whiskey and wine will never make us any money. Our kitchen has been doing well. What is amazing is that our weekly Bingo games on Wednesday and the pull-tabs we sell during that time during the Bingo games, is netting the Post on average, over $1,100 per week. Our Banquet Room rentals are up over 50% from the previous year and with a larger facility, we could increase our income substantially in that area. Yes, we are a veteran’s club and we are here for our veterans; however, we are a business first, and we must operate like a business. Everything we can do to make a “buck” is very important. Many have said, “Where are our younger veterans?” If you are a Vietnam veteran, think back to when you got home and joined the VFW. We were lucky. We had a tremendous amount of World War II and Korean War veterans helping “prop us up”. Today, the ranks are thinner and Vietnam veterans are getting older. There are over 3,000,000 Iraq and Afghanistan veterans around, as well as Kosovo, Bosnia, Serbia, Korea and the other small incursions that are ongoing. Yes, there are many veterans who are eligible. With all of that said, based on what was heard at the meeting, if we obtain the money to have a “low debt,” it appears that almost everyone would vote in favor of the project.

Greenwood VFW Post 5864 hours of operation

Greenwood VFW Post 5864 is open six days a week – Monday thru Saturday, from 2 p.m. to 11 p.m. Closing hours on Friday and Saturday are extended depending on how many members are at the Post. Likewise, on days and evenings when the weather is bad, the Post may close early. Individuals who are not members of VFW Post 5864 or their Auxiliary are welcome to stop in and visit with us. Those individuals, however need to sign in as a guest. Most holidays, the Post is closed but you are welcome to call 317-888-2488 to make sure the Post is open. Closures are generally posted in our monthly newsletters.

Flags need to be retired when tattered and torn

We raised our flags September 11, 2001 and flew them proudly. Our flags stand tall as we leave our mark on foreign soil. Each year, Americans across the nation unfurl their flags on Independence Day, Memorial Day, and Flag Day. For some, the Stars and Stripes decorates their porches all year as a daily reminder of what it means to be an American. But what do we do when our flags become tattered and torn, and can fly no longer? There is a justified reason and dignified way of burning the flag when the time has come for Old Glory. U.S. Flag Code simply reads: “The flag, when it is in such a condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning.”

How to ruin your VFW Post!

-- Don’t ever attend the Post meetings.

-- If you do come, don’t get there on time and don’t pay attention.

-- Don’t support the work being done by the officers and other members.

-- Don’t accept an office and don’t congratulate others on their good work.

-- Don’t attend meetings if you get appointed to a work group.

-- Don’t give your opinions on matters, then disagree with everything after the meeting.

-- Don’t join in when others roll-up their sleeves to hold events and membership outreach.

-- Don’t pay your dues early so your comrades will have to chase you down.

-- Don’t bother about getting new members. Let the Commander or Adjutant do it.

-- Don’t take corrective actions when your home association tries to run the Post.

-- Don’t remind others that only regular VFW members can serve on the association’s Board.

-- Don’t give anything back to the Post while enjoying membership benefits.

-- Don’t cooperate with other members and officers, but expect them to cooperate with you.

-- Don’t pitch in when volunteers are needed; just blame the officers for failed programs.

-- Don’t reach out to invite younger members to join your Post.

-- Don’t call or visit members who have not renewed their dues.

-- Don’t welcome new members and don’t invite them into your family of veterans.

-- Don’t make changes to your Post that will make your facilities and events family friendly.

-- Don’t ask new and younger members to take on a leadership role in your Post.

But, you can help build a future for your Post.

Just remove the “don’t” from these statements to do the right things that give your Post a strong future. Remember, your VFW Post did not create itself. Running a Post takes involvement from all members who themselves benefit from the VFW. By serving each other through the VFW, veterans of all ages can help keep the VFW as the most elite combat veteran’s organization, which will leave a legacy for tomorrow’s veterans.

Millions of honorably discharged veterans are now permitted to shop online at all four military exchanges, but you still have to verify your eligibility with VetVerify.org. Eligible veterans can shop online by logging on to the Army and Air Force Exchange Service, Navy Exchange, Marine Corps Exchange, and Coast Guard Exchange websites at, respectively, shopmyexchange.com, mynavyexchange.com, mymcx.com and shopcgx.com.

Christmas Meal prepared for VFW and Auxiliary members

Breakfast returns to VFW

Breakfast at VFW is every Saturday at 8 a.m.

Breakfast at VFW Post 5864 has come back from being off a year and a new menu is available. The VFW began serving breakfast last month and will continue through, at least, the end of April 2018. The kitchen will open at 8 a.m. every Saturday. Some adjustments have been made to the menu. A breakfast consisting of two (2) eggs, two (2) slices of bacon, one (1) biscuit and sausage gravy, potatoes, toast or biscuit and coffee or soft drink will cost $8. Sides, some of which have previously been included in the entire breakfast will cost: Orange Juice or Milk, $1 each; two (2) small Pancakes, $2.50; two (2) eggs, $2; two (2) Strips of Bacon, $2; and Sausage Gravy and Biscuit, $2.50. Western Omelets cost $8.50. It concludes ham or bacon, peppers, onions, tomatoes and cheese blend, potatoes, white, wheat or rye toast and coffee or soft drink. The Ham and Cheese Omelets are available for $8 and includes potatoes, white, wheat or rye toast, and coffee or soft drink. Please see menu for all prices.

The VFW hosts a membership meeting on the first and third Tuesdays of each month at 7:30 p.m. The VFW meets in the canteen.

Auxiliary meets 1st and 3rd Tuesday at 7:30 p.m.

The VFW Auxiliary meets in the Banquet Room on the first Tuesday of each month at 7:30 p.m. Members are encouraged to attend.

Six helpers provide Bingo for around 20 veterans

December VA Domiciliary visit was outstanding

Monthly visits to the VA’s Domiciliary have been very productive. George and Connie Wallace oversee the project. Prior to the week we travel to the Domiciliary, George and Connie stop by the VFW, sort the clothes, load them onto their truck and bring the items with them to the Domiciliary located at Ft. Benjamin Harrison. The most recent visit had six helpers: George Wallace, Connie Wallace, Scott Wolff, Steve Milbourn, Beth Martin and Melanie Piper. Melanie is the newest member of the “team” that goes to the Domiciliary once a month. The VFW workers unload about 15 or so large plastic tubs and bring them into the Domiciliary. All the items are taken out and spread on tables, on coat racks and shoes are displayed underneath a few tables. Those veterans who stay at the Domiciliary and play Bingo stop down around 6:30 p.m. Bingo cards and daubers are passed out for them to play. Once they get a Bingo, they bring the card up, get another one and pick-up an item or two from the donations that have been brought.

Johnson Co. Service office helps with filing claims

Any veteran with an Honorable Discharge interested in filing a claim can contact Charles Russell, Johnson County Service Officer at the Courthouse Annex N., 1st Floor, 34 W. Jefferson St. in Franklin. Their phone is (317) 346-4563. They are open Monday-Friday from 8 a.m. to 12 noon and 1 p.m. to 4:30 p.m. Greenwood VFW Service Officer Steve Milbourn is available for consultation only, however, he is currently no longer filing or helping with any of the paperwork that claims need, due to the amount of time that is required to analyze and complete the claims.

Winter donations continue to be needed for veterans

VFW to visit Domiciliary Jan. 11 -- aids veterans

Please be thinking about donating some winter items to be given to residents of the VA Domiciliary. Bring any items that you may have to the VFW by Tuesday, Jan. 9, for everything to get organized for the visit on Thursday, Jan. 11. Call the Post at 317-888-2488 for any donations.

Volunteers are always needed. You are welcome to meet us at the VFW around 5 p.m. on Jan. 11 and leave from there. The Domiciliary is just west of Ivy Tech at 9045 E. 59th St., on the old Ft. Benjamin Harrison campus. The Domiciliary Care Program is the Dept. of Veterans Affairs (VA) oldest health care program. Established through legislation passed in the late 1860's, the Domiciliary’s purpose was to provide a home for disabled

volunteer soldiers of the Civil War. Domiciliary care was initially established to provide services to economically-disadvantaged Veterans. The Domiciliary has evolved from a "Soldiers' Home" to become an active clinical rehabilitation and treatment program for male and female Veterans and domiciliary programs are now integrated with the Mental Health Residential Rehabilitation and Treatment Programs. Bingo is played, and snacks are provided. The Domiciliary houses both men and women Veterans who are homeless and in need.

11th annual golf match set for Saturday, June 9

VFW’s Golf tournament moves to Valle Vista

The VFW Golf Committee has voted to hold their 11th Annual Golf Tournament at Valle Vista Golf Course on Saturday, June 9, 2018. The “Shotgun Start Time” will begin at 8 a.m. The 14-member committee reviewed information from Valle Vista Golf Course and Smock Golf Course and determined that Valle Vista offered the best plan for the cost. The Post has held the annual golf tournament at Smock Golf Course since the golf match began. Smock Golf Course is on their third “Golf Pro” in just under three years. Both Dennis Ellis and Steve Milbourn have co-chaired the event for the last three years. Milbourn had made four or five contacts via phone, e-mail and in person to speak to the “Golf Pro”, Ken Washam and was never able to speak with him. Milbourn asked Ellis to follow up and Mr. Washam stated he would get back with us to provide the Post with a cost for the annual tournament. The price stayed the same. At the urging of another member, Milbourn re-contacted Mr. Washam and he (Washam) was steadfast in the golf courses’ price at $52 per person Smock also did not want to provide any prize fund. Valle Vista’s cost is $45, and they too will not provide any prize fund. The committee will provide a prize fund with the savings on the cost to golf. The cost to golf in the 2018 tournament will remain the same at $260 for a foursome or $65 per person. Valle Vista will also provide an unlimited beverage cart with beer, soft drinks, sports drinks and bottled water during play. Literature will be available at the Post for members in late January.

Military history over the years in January . . .

1780 – American patriots conduct a continuing guerrilla campaign against the British in the territory surrounding Augusta, Georgia. 1863 – Confederate General Braxton Bragg and Union General William Rosecrans readjust their troops as the Battle of Murfreesboro continues. 1927 – 2nd Bn., 5th Marines landed in Nicaragua. A civil war had erupted between liberal rebels under General Jose Maria Moncada (1868-1945) and the government under Diaz, who requested and received military assistance from the United States. 1943 – On Guadalcanal, a new American offensive begins with heavy air and artillery bombardment. The Japanese-held Gifu strongpoint is attacked by the U.S. 35th Infantry Regiment. The Americans have over 50,000 troops on the island; the Japanese have less than 15,000 ill-supplied troops defending. During the night, eight Japanese destroyers attempt to deliver supplies. One of the destroyers was damaged by American PT boats. 1946 – The U.S. Coast Guard, which had operated as a service under the U.S. Navy since November 1, 1941, was returned to the U.S. Treasury Department, pursuant to Executive Order 9666, dated December 28, 1945. 1946 – By Executive Order, President Truman creates the Central Intelligence Group, the precursor to the Central Intelligence Agency. 1950 – Mary T. Sproul was commissioned as the first female doctor in Navy. 1951 – As almost half a million Chinese Communist and North Korean troops launched a new ground offensive. They take Inchon and Kimpo Airfield. Fifth Air Force embarked on a campaign of air raids on enemy troop columns.

1951 – Gen. MacArthur told the Japanese, the Korean War might force Japan to rearm. 1955-The United States Foreign Operations Administration begins sending aid to Southeast Asia. Cambodia, Laos, and South Vietnam will receive $216,000,000 this year. 1955 – In pledging new military assistance to South Vietnam, the United States cites the aid agreement of December 23, 1950 signed by the United States, France, and the French Associated States of Indochina. 1959 – Cuban dictator Batista falls from power: In the face of a popular revolution spearheaded by Fidel Castro’s 26th of July Movement, Cuban dictator Fulgencio Batista flees the island

nation. As celebration and chaos intermingled in the Cuban capitol of Havana, U.S. policymakers debated how best to deal with the radical Castro and the ominous rumblings of anti-Americanism in Cuba. The United States government had supported the American-friendly Batista regime since it came to power in 1952. 1962 – Navy SEAL teams established. In March 1961, Arleigh Burke, Chief of Naval Operations, recommended the establishment of guerrilla and counter-guerrilla units. These units would be able to operate from sea, air or land. This was the beginning of the Navy SEALs. All SEALs came from the Navy’s Underwater Demolition Teams, who had already gained extensive experience in commando warfare in Korea; however, the Underwater Demolition Teams were still necessary to the Navy’s amphibious force. The first two teams were formed in January 1962 and stationed on both U.S. coasts: Team One at Naval Amphibious Base Coronado, in San Diego, California and Team Two at Naval Amphibious Base Little Creek, in Virginia Beach, Virginia. Formed entirely with personnel from UDTs, the SEALs mission was to conduct counter guerilla warfare and clandestine operations in maritime and riverine environments. Men of the newly formed SEAL Teams were trained in such unconventional areas as hand-to-hand combat, high-altitude parachuting, demolitions, and foreign languages. The SEALs attended Underwater Demolition Team replacement training and they spent some time training in UDTs. Upon making it to a SEAL team, they would undergo a SEAL Basic Indoctrination (SBI) training class at Camp Kerry in the Cuyamaca Mountains. After SBI training class, they would enter a platoon and conduct platoon training. 1964 – President Lyndon B. Johnson held a meeting with Secretary of Defense Robert McNamara after which he approved covert operations against North Vietnam.

Continued from page 7 1967 – Operation Sam Houston begins as a continuation of border surveillance operations in Pleiku and Kontum Provinces in the Central Highlands by units from the U.S. 4th and 25th Infantry Divisions. The purpose of the operation was to interdict the movement of North Vietnamese troops and equipment into South Vietnam from communist sanctuaries in Cambodia and Laos. The operation ended on April 5. A total of 169 U.S. soldiers were killed in action; 733 enemy casualties were reported. 1995 – The Pentagon announced that 2,600 U.S. Marines would be deployed to Somalia for Operation United Shield to assist in the final withdrawal of UN peacekeeping troops from Somalia. The decision came in response to a UN request for American protection of its peacekeeping forces serving in the war-torn African nation. 2002 – A CIA report said China, North Korea and Iran will probably have long-range missile capable of reaching the U.S. by 2015. 2003 – U.S. military officials send a force of about 37,000 soldiers to the Persian Gulf region. This takes the number of U.S. troops ordered to deploy to around 125,000.

Kitchen hours posted; fryers off 15 minutes early

The VFW’s kitchen is open on Wednesday’s from 6 to 8:30 p.m. and on Friday’s from 6 to 8 p.m. The fryers are turned off 15 minutes prior to closing for them to cool down so the cleaning process can begin in the kitchen. Please plan your meals at the VFW according to that schedule. We do have some volunteers and we must work with them concerning hours we’re open. Review our monthly calendar to see the meals we will be preparing for Friday’s. The Honor Guard is comprised of members of Greenwood VFW Post 5864, Greenwood American Legion Post 252, and New Whiteland VFW Post 6978. The group handles funeral honors for veterans in the Johnson County and south Indianapolis areas. The other two Posts were presented the same amount of money. The money was received for their work in 2017. The Honor Guard was present at 131 funerals.

Greenwood VFW Gaming and Pull-Tab rules

As a reminder to those individuals who play Bingo and / or purchase gaming tickets or pull-tabs at the VFW, the following rules are in effect: All Pull-Tabs or other gaming tickets which are deemed to be winners by the VFW, must be cashed in by the close of business on the day the sale was made, otherwise the ticket will become null and void. No gaming tickets are to leave the VFW’s building under any circumstances. Pull-Tabs have Serial Numbers and the VFW is required to keep a record for the Indiana Gaming Commission and therefore the VFW has the date each set of Pull-Tabs is sold. Bingo players must be 18 years old or older to play or purchase any Bingo tickets or Pull-Tabs. These rules have been in effect for several years. The Post wanted to reiterate them. If there are any questions, please call VFW Post 5864 at 317-888-2488. Also, if your winning ticket is over $250, you must print your name on the ticket, sign the ticket and place your date of birth on the ticket. This is an Indiana Gaming Commission rule.

A reminder -- no tipping allowed at Bingo games

A reminder for volunteers working at the VFW Post 5864 Bingo games – tipping is not allowed per the rules and regulations of the Indiana Gaming Commission. As the holder of the gaming licenses, VFW Post 5864 can be fined, placed on probation and our licenses can be suspended.

St. Patrick’s Day kids party/dance Mar. 17

The VFW Auxiliary will host a St. Patrick’s Day kids party/dance on Saturday, March 17 in the banquet hall from 2 to 4 p.m. Finger food and snacks will be served. A sign-up sheet will be on the board across from the ATM soon.

Scout Troop 96 gives 60 fruit baskets to veterans

Boy Scout Troop 96 recently donated 20 fruit baskets to VFW Post 5864 to pass out to needy veterans and community members. The baskets were put together by Scoutmaster Dave Sims and other members of Boy Scout Troop 96.

Several days later, Sims called and asked if they could distribute another 40 fruit baskets. Commander Steve Milbourn spoke with Sims and told him, “Yes, absolutely. We can distribute another 40 baskets without any issue.” In the back of his mind, Milbourn thought he would call the VA Domiciliary and see if they would accept the fruit baskets. Brittany Hooks, who oversees the veterans housed there, said “Sure, we’ll take them.” A time was set-up and the baskets were delivered. Steve Milbourn and Auxiliary member Beth Martin made the delivery. Scoutmaster Dave Sims said,

They are employed by the VA. body appreciates their sacrifice and we’re just trying to do some- thing to help them.” Boy Scout Troop 96 put together the fruit baskets for our Veterans with donations from the following companies and individuals: Cardinal, 20 baskets; Solosken, 25 baskets; Rich Harmon, 5 baskets; Gene Elliot, 15 baskets; and Dave Sims, 5 baskets for a total of 70 fruit baskets. The other 10 were given out by the Scout Troop.

Tuesday, January 30, 2018 at 6:30 p.m. Greenwood VFW Post 5864 will host

“Trivia Night” is coming to Greenwood VFW Post 5864 on Tuesday, January 30, 2018 at 6:30 p.m. Thereafter, the event will be held on the fourth Tuesday of each month. If there is a demand to host the game on additional nights, we can go to second Tuesday also. There will be six rounds of three questions (18 questions and one final question). Points will be given to those who answer the questions by the individual asking the questions. The event will cost $2 per person and prizes will be awarded to the first, second and third place positions. The prize money is $60 for the first-place team; $40 for the second-place team; and $20 for the third-place team. A team will consist of up to four (4) people. Team members will divide the prizes among themselves. The use of cell phones or other devices to obtain the answer are not allowed and those using them will be asked to leave. They will also not be eligible for any prize money or other awards. Stop by and play the game and see how smart you are or how smart you think you are! Our own Darlene Robertson will be asking the questions.

Vietnam War veteran Joseph J. Buttice, 71, dies

Joseph “Joe” John Buttice, 71, of Greenwood, passed away Nov. 25, 2017. Joe was born on May 28, 1946 in Logansport to the late Joseph and Rose Buttice. He is survived by his wife, Mary Ellen Weddle Buttice; daughter, Jennifer (Robert) Pearsey; grandchildren Morgan, Megan and Robert Joseph; great-granddaughter Bella; siblings, Michael Buttice, Al (Sue) Buttice, Patty (Junior) Pinkard, Judy (Paul) Handshu and many beloved nieces and nephews. A visitation was held on Dec. 9, 2017 at SS Francis and Clare of Assisi Catholic Church, in Greenwood. Father Steve Giannini celebrated a Mass of Christian Burial directly after the visitation. Joe was a proud veteran of the United States Army. Mr. Buttice served in the U.S. Army in Vietnam from June 1968 to June 1969. He was a Specialist 5 with the 197th Infantry Brigade. and was a disabled veteran. He was also a member of VFW Post 5864. Memorial contributions may be made to the Greenwood VFW Post 5864, 333 S. Joseph Thomas Naumcheff died Dec. 9 at age 90

Dr. Joseph Thomas Naumcheff ("Joe") passed away at age 90 at his home with his wife Suzanne and family encircling him with love. Born and raised in Ft Wayne, Indiana, Joseph was the son of Thomas Naumcheff and Molly Vera (Driver) Naumcheff. He was born Aug. 10, 1927 and died Dec. 9, 2017 Joseph's life course was charted early when at age 6 he was deemed a musical child

prodigy. Excelling in cornet and later the trumpet, his lifetime musical career spanned that of performer, teacher, composer, conductor and adjudicator. Early in his career -- and utilizing his undergraduate degree and a Masters’ Degree in Music from Ball State University -- Naumcheff was a music teacher, band director then principal of Selma High School inspiring thousands of students along the way. He was a member of the Indianapolis Symphony Orchestra from 1950-1951 and the Muncie Civic Symphony for 16 years. Three music honorary fraternities selected him for membership: Phi Mu Alpha, Pi Kappa Lambda and Phi Beta Mu. He was also accepted into the Indiana Bandmaster's Hall of Fame and served as President of the Indiana State School Music Association. Dr. Naumcheff's love of music was perhaps only matched by his love of life-long learning. Always curious to explore the unknown, he inspired his students to do the same. After receiving his doctorate in

Dr. Joseph T. Naumcheff higher education from Indiana University, Dr. Naumcheff worked at Ball State University (BSU) before retiring as the Director of Admissions. He was recognized for many outstanding accomplishments during his tenure at Ball State: the BSU chapter of Golden Key Honor Society and the BSU Singers bestowed upon him honorary status for his distinguished service; Disabled Students in Action organization recognized him for helping make the BSU campus more accessible and the Ball State Alumni Association granted him the "Benny" award for his long and extraordinary service. For his work with minority students, Joe was given the Martin Luther King Certificate of Recognition from Trinity Church. Above all, Joe Naumcheff was a family man. Joe married Margaret "Peggy" Post of Trinity, Indiana in 1951 and resided in Muncie, Indiana. She was a devoted mother of his six children

-- Janan Bultman, Susanne McAlister, Ellen Post, Linda Eyrich, David Naumcheff and Thomas Naumcheff. In 1983 Peggy preceded Joe in death. After her death, Joe met another "angel on earth" – Suzanne Scagnoli Underwood and moved to Greenwood, Indiana. Along

with her two children -- Kelly Huth and Jennifer Cloncs, together Suzy and Joe have eight children, 16 grandchildren and six great grandchildren. Joseph is also survived by his only sibling, Gloriann Long of Holland, Michigan. Joe and Suzy – who could always be found on the dance floor - continued their mutual love of music in their new hometown of Greenwood. Joe facilitated and organized the Greater Greenwood Community Band which he directed for nearly four years. In addition, he directed the Internationally Acclaimed Baxter YMCA choir and the BSU Alumni Trumpet Quartet. In 1994, he was honored by the mayor and VFW as Greenwood's Citizen of the Year. Joseph Naumcheff honorably served his country in WW-II in the U.S. Army serving with the 421st Army Band while stationed in Bremerhaven, Germany. After his active military tour of duty, he joined the 38th Infantry Division Band and was named the band commander, a post he held until his military retirement in 1966. Upon retirement, the Military Dept. of Indiana granted Naumcheff the Indiana National Guard Medal for Meritorious Service where he served as its Chief Warrant Officer. Joe was a Life Member of Greenwood VFW Post 5864. He will be remembered by many as an avid card player who would entertain family and friends with his humorous jokes and storytelling. He also enjoyed playing full-court basketball well into his late 70's. Visitation was held on Dec. 14 at Wilson St. Pierre Funeral Service & Crematory. Family and friends were also invited to visit Our Lady of the Greenwood Catholic Church on Dec. 15 for fellowship and a continental breakfast. A funeral mass took place at the church. A private family graveside service was held in Muncie, IN at the Gardens of Memory. Memorial contributions can be made to the Joseph T. and Suzanne E. Naumcheff Ball State University Music Scholarship Fund at BSUF, 2800 W. Bethel Ave., Muncie, Indiana 47304.

Banquet Room, Shelter House available for rent

The VFW’s Banquet Room and Shelter House are both available for rental throughout the year. The Banquet Room seats approximately 140 people, has a separate bar area, separate entrances and exits, and two adjoining restrooms. There is plenty of parking and on-site management. The building is air conditioned and heated and is a non-smoking facility. Alcoholic and Non-Alcoholic beverages are available. The VFW’s web-site is greenwoodvfw.com. Christmas gifts for kids

The Greenwood Sertoma Club and their friends purchased Christmas gifts for 48 children (23 families). Sertoma members Jeff Goben, Chris Schultz and Kent DeKoninck Delivered the gifts to the various schools in Greenwood. The Sertoma Club meets at the Greenwood VFW on three Thursdays each month.

Plenty of gifts are boxed up and ready to go out to those that are less fortunate.

Veterans continue to receive “no-cost” health care

VA issues eligibility for Camp Lejeune veterans

The Veterans Administration (VA) has issued a final rule to expand VA health care eligibility for veterans affected by contaminated drinking water at Camp Lejeune. Now, those veterans who served at least 30 days at Camp Lejeune from Aug. 1, 1953 through Dec. 31, 1987, are eligible to receive no-cost health care for 15 medical conditions that have been linked to the contaminated water. Previously, only veterans who served at Camp Lejeune from Jan. 1, 1957 were covered. Veterans who have been diagnosed with any of the 15 medical conditions may receive reimbursement for the cost of treatment if the care was provided on or after Dec. 16, 2014. Veterans must submit a request for reimbursement no later than Jul. 18, 2018.

This rule does not impact disability compensation benefits. VA is still in the process of finalizing a rule to grant Camp Lejeune veterans presumptive disability compensation for 8 of the 15 medical conditions found to be associated with exposure to the contaminated water at Camp Lejeune. However, veterans who have been diagnosed with any of the 15 conditions should file a claim when possible to preserve the effective date.

Members enjoy quick meetings with information

No speakers at VFW meetings due to time restraints

Throughout the year, our VFW gets numerous requests from various businesses and organizations to come speak to members at one of our two regular monthly meetings. In the last three years, as Commander, I have fielded those calls, letters and requests. It has been

our policy not to allow speakers at our meetings. On occasion, we have allowed a Boy Scout to speak for a few minutes explaining his program to become an Eagle Scout. One of the reasons that we have refrained from speakers is that nearly all the “would-be speakers” always say “We will only take about 10 minutes of your time”. That 10 minutes turns into 30 to 40 minutes. Once they get started, it is difficult to pull the plug on them, so we decided that we simply would not let them speak. We do always let them know that if they have some information,

we will be more than happy to post it at our VFW or have copies for veterans to pick-up. Over the years of being involved with the VFW and other organizations, I have found that not allowing speakers is better for the members than allowing to let someone speak and go on and on. Our meetings normally last less than an hour and the members are happy about not having to listen to someone telling about their product that they are not interested in. I completely understand that most people want to be in front of an audience because they think that those in the audience will listen to what they are saying. A good portion of those attending our monthly meetings are over 60 and they become bored and “antsy” very quickly. So, they are not interested in listening to any type of speaker. We always enjoy District, State and National officers who wish to bring us new information. -- Steve Milbourn, Commander

VFW News and Views VFW Sets the Record Straight on Decision Ready Claims: In mid-December, VA sent veterans an email promising they would receive claim decisions in 30 days by working with organizations like the VFW through the Decision Ready Claims (DRC) process. To set the record straight, VFW National Veterans Service Director Ryan Gallucci put together a video explaining why the 30-day promise is misleading, and what the DRC process really means for veterans seeking to access their earned benefits. Gallucci also joined CBS Radio’s Connecting Vets on Friday morning to spread the word on how this program really works and why veterans need to have a candid conversation with their accredited VFW Service Officer about whether or not DRC is right for them.

Applications for New Veterans ID Delayed: The high volume of applications for the new veterans ID card has caused VA to delay new applications. VA has established an email reminder system for veterans who have not been able to apply. Visit the Vets.gov Veterans ID Card application website if you are interested in applying. VA has not indicated how long veterans will wait before being able to submit new applications or how soon those who have already applied will receive their ID cards. House Passes Accountability Bill: Recently, the House of Representatives unanimously passed S. 1266, the Enhancing Veteran Care Act, which would allow VA to contract with nonprofit organizations that accredit health care organizations to conduct investigations into alleged wrongdoing. As part of ongoing efforts to ensure accountability and transparency, this bill would allow the director of a Veterans Integrated Service Network (VISN) to begin investigations while still requiring the VISN director to notify the Office of Inspector General that an investigation has begun under this new authority.

Walgreens providing annual flu shots to veterans

All VA-enrolled veterans can begin receiving annual flu shots at their local Walgreens or Duane Reade pharmacies (in the New York metropolitan area) at no cost. While this immunization program is limited to just VA patients, Walgreens can provide flu shots to most VFW members and their families through other coverage programs, such as TRICARE, Medicare and most insurances. Simply present a Veterans Identification Card and a photo ID, at any participating Walgreens to receive the vaccination. In addition, after the Walgreens pharmacist administers the vaccine Walgreens will transmit that info securely to the VA where it becomes part of the patient’s medical record. VA is committed to keeping Veteran patients healthy, and during this flu season, vaccination is the best way to prevent the spread of flu. No matter where you live, visit your local VA clinic or Walgreens to get a free flu shot.

1. Members of VFW Post 5864 or its’ Auxiliary can cash one (1) $100 check once a day. 2. Non-Members can cash one (1) $50 check once a day. 3. No 2-party checks will be cashed. 4. If you write a check to this VFW and it is returned for Insufficient Funds, you will be charged $36 for returned check fees. 5. We do have an ATM in the bar area that you can access for additional cash.

VA cemeteries offers pre-enrollment to veterans

The Dept. of Veterans Affairs (VA) announced it now provides eligibility determinations for interment in a VA national cemetery prior to the time of need. Through the Pre-Need Determination of Eligibility Program, upon request, individuals can learn if they are eligible for burial or memorialization in a VA national cemetery. Interested individuals may submit VA Form 40-10007, Application for Pre-Need Determination of Eligibility for Burial in a VA National Cemetery, and supporting documentation, such as a form DD-214, if readily available, to the VA National Cemetery Scheduling Office by toll-free fax at 1-855-840-8299.

Post Relief Fund used for specific items only

The Post Relief Fund was established by the National Veterans of Foreign Wars to aid those in need; sick and so forth. The information below concerning the Relief Fund is contained in the 2016 Podium Edition of the Manual of Procedures, Article II – Posts, Section 219 – Relief Fund, pages 73 and 74.

The Quartermaster is the custodian of the Relief Fund and can expend money as directed by the Post. The eight purposes that the money can be used include: 1. Aid, assistance, relief, and comfort of needy or disabled veterans or members of the Armed Forces and their dependents, and the widows and

orphans of deceased veterans. 2. Maintenance and expansion of the VFW National Home for Children and other facilities devoted exclusively to the benefit and welfare of the dependents, widows, and orphans of disabled, needy or deceased veterans or members of the Armed Forces. 3. Necessary expenses in providing entertainment, care, and assistance to hospitalized veterans or members of the Armed Forces. 4. Veterans rehabilitation, welfare and service work. 5. To perpetuate the memory of deceased veterans and members of the Armed Forces, and to comfort their survivors. 6. To foster true patriotism through historical and educational programs. 7. Remission of dues of sick, needy or disabled veterans. 8. Necessary expenses to support the Relief Fund as the purchase of Buddy Poppies. Relief Funds may be invested in approved securities, but shall not be loaned to the Post or other units or transferred from the Relief Fund in any manner or under any guise. Most of the income for the Relief Fund comes directly from the offering of Buddy Poppies on or near Memorial Day and, also on or near Veterans Day. One hundred percent (100%) of all money donated to the Relief Fund is used to help veterans and/or their families.

Asia Loney named District 7 Patriot’s Pen finalist

The 2017-2018 Voice of Democracy contest yielded 32 students participating from all 20 Posts and Auxiliaries in District 7. Twenty students were judged at the District level with $2,750 Post money awarded and an additional $1,350 from Posts was expended. The final three recipients, listed alphabetically by last name, include: Delaney Collier, VFW Post 1257 – Martinsville; Holli Norris, VFW Post 7118 – Linton; and Daylan Segura, VFW Post 9297 – Crane. The 2017-2018 Patriot’s Pen contest had a total of 345 students participating from all 20 Posts and Auxiliaries in District 7. Thirty-four

students were judged at the District level with $3,000 Post money awarded and an additional $850 from Posts was expended. The final three recipients, listed alphabetically by last name, include: Brooke Wilson, VFW Post 1111 – Mooresville; Asia Loney, VFW Post 5864 – Greenwood; and Erika England, VFW Post 6978 – New Whiteland. All the above students’ placing will be announced at the District Award Program on Saturday, Feb. 3, 2018. A separate e-mail about the

awards program was sent out just prior to the January newsletter being completed. A congratulatory letter to the finalists was mailed by the District Commander.

Participants in Chemical and Biological Testing

Army seeks veterans who served as volunteers

The U. S. Army is seeking Veterans who participated in Chemical and Biological Agent Testing. A recent class action lawsuit victory requires the U.S. Army to provide medical care to veterans who served as volunteers during research involving chemical and biological testing between 1942 and 1975. As many as 60,000 veterans volunteered for medical research to contribute to the advancement of the U.S. Biological and Chemical Programs. The Army

will assist veterans in obtaining medical care through military medical treatment facilities, VA facilities, and private providers as appropriate. A notification letter has been mailed to veterans who were identified as possible participants in the medical program, but the Army is actively seeking others who may have been participants. Kroger has “Click List”

shopping available

A new and interesting way to go grocery shopping is here. The Kroger Grocery store at Worthsville and U.S. 31 now has “Click List” shopping. You go on line, order the food you want, pay for it and go to the store. Out front there are four signs, see at left. Call the number and they bring it to your car and load it. Pretty neat. The cost to is free for the first three orders, then $4.95 thereafter.

Named after Ralph D. Napier

Scholarship program applications now available

The Greenwood VFW’s annual Scholarships are named for former Greenwood VFW Post Commander, District and State Commander, Ralph D. Napier. Ralph served in Korea and became eligible when he was awarded the Korean Service Medal with five bronze stars. Napier, now deceased, was born in 1932 in Three Point, Harlan County, Kentucky. He was the 10th of 12 children. He was urged to quit school at age 17, joined the Army and spent 17 months in Korea. When he returned home, he married Ponciana (Garcia) Napier. They were parents of a son, Bradley; and two daughters, Teresa and Rita. Ralph was a very active veteran. He was a member of American Legion Post 355; Indianapolis Masonic Lodge 514 and the Scottish Rite of Indianapolis. A long-time member of VFW Post 5864, he was Post Quartermaster for 7 years; Post Commander; District 7

Commander; and finally, State Commander. According to his son Bradley, “He had that ‘never give up attitude’ and the foresight to always give back to the people that meant the most – God, family and the youth of the community.” To assist a deserving young man or woman pursue their education after high school, Greenwood VFW Post 5864 will award a graduate of the class of 2018 from any high school (see Eligibility below) the sum of $1,000, to be applied as the recipient wishes to the cost

associated with continuing education at any technical school or degree granting College or University within the United States. The scholarship will be paid in two equal amounts, one payment per semester. Semesters must be consecutive, and the candidate must be a full-time student. A grade report and course registration are required and must be submitted to receive the second payment of the scholarship, if the applicant is selected. Three individuals will be the recipients of the Scholarships. The applicant must be a resident of Indiana who is currently a senior in high school in the class of 2018 or enrolling in an accredited university or college. Only undergraduate programs at a University or College are accepted. No applicant in a post-graduate or advanced degree program is accepted. The applicant must be the child, stepchild, grandchild or step-grandchild sponsored by a member in good standing of VFW Post 5864. If the sponsor is deceased, he or she must have been a member in good standing in VFW Post 5864 at the time of death. Proof of the member’s relationship to the applicant is required. The VFW membership number of the sponsor must be provided on the application for verification. The selection criteria include: Academic achievement (e.g., GPA, official academic transcript required); Leadership and participation in school and/or community activities; Honors (e.g., academic, church, community, Scouting, etc.); Community Service and Patriotic Involvement. A biographical essay including the above selection criteria (i.e., leadership, participation, and service in school, church, or community; honors received), the responsibilities of citizenship in a democratic society, and the personal goals for the future. The essay shall be the original work of the applicant. Any other material must be footnoted. The essay shall not be less than one page or longer than three typed pages, and will be formatted with one-inch margins, 1.5 line spacing and 12-point font. This essay will be reviewed and graded based on grammar, spelling, originality, context and content at a level consistent with exceptional academic work. The Scholarship application is on the VFW website – greenwoodvfw.com – or you can pick one up at the Post after 2 p.m. daily. Send all required material and supporting documentation to VFW Post 5864, 333 S. Washington St., Greenwood, IN 46143, Attention: Scholarship Committee. Please include your name, address, phone number and e-mail address for contact information. Applications must be delivered to the VFW by Thursday, May 31, 2018. The decision of the Scholarship Committee Judges will be final, and all applicants will receive written notification that a decision has been reached. The winner will be notified by U.S. mail. Presentation of this award will take place on the evening of Tuesday, July 17, 2018 at the VFW Post 5864 meeting.
