The mission of the " CalVet Homes is #to provide the state$s aged or disabled veterans with rehabilitative%residential% and medical care and services in a home&li'e environment.# This mission ac'nowledges thetremendous sacrifice California veterans have made and recogni(es them for their noble service to ournation.
The first Veterans Home in California was established in )""* for Civil +ar veterans. Today% the CalVetHomes provide long&term care to resident veterans. The eight current Homes are a system of live&in%
residential care facilities offering a comprehensive plan of medical% dental% pharmacy% rehabilitationservices and social activities within a homeli'e% small community environment. ,esidents engage in awide range of activities including social events% dances% patriotic programs% volunteer activities% arts andcrafts% computer access% shopping trips and other off&site activities. ,esidents live in an atmosphere ofdignity and respect-a true home for each resident veteran.

The Homes range in si(e from / residents on a 0/ acre site to over )%/// residents on 1// acres. +henall eight Homes are complete% they will house and care for appro2imately 3%/// veterans.
Veterans who are age 11 and above and discharged from active military service under honorable
conditions% are eligible to apply for admission. The age re4uirement is waived for disabled or homelessveterans needing long&term care.
Barstow

and !'illed ;ursing Care. Acute hospital care is provided at either the edical Center in 5oma 5inda for those veterans eligible for VA care or at the Barstow Community
Hospital. =rimary medical care is provided to domiciliary residents at the on&site clinic. For 9ntermediate
care residents% contract physicians who visit the home regularly provide this care The veterans home
provides California veterans with a living environment that protects their dignity and contributes to their
feeling of self&reliance and self&worth. ;earby Barstow College offers many cultural and educational

Chula VistaDs location provides residents with numerous cultural and recreational opportunities.
Completed in >ay 0///% VHC&Chula Vista is a *//&bed long&term care facility providing options for
7omiciliary & 9ndependent 5iving% 5icensed ,esidential% and !'illed ;ursing Care. Employed physicians
provide medical care in both the licensed outpatient clinic and the inpatient s'illed nursing settings. Acute

boat: e2emption for honorably discharged veterans or the spouse or pensioned&parent of a deceased%

Disa(led Veterans em#tion
The California Constitution and ,evenue and Ta2ation Code !ection 0/1.1 provides a property ta2
e2emption for the home of a disabled veteran or an unmarried spouse of a deceased disabled veteran.There is a basic L)//%/// e2emption or a low&income 8less than L10%*J/: L)1/%/// e2emption available
to a disabled veteran who% because of an in?ury incurred in military service
is blind in both eyesM or
has lost the use of two or more limbsM or
is totally disabled as determined by the VA or by the military service from which the veteran was
discharged.
An unmarried surviving spouse may also be eligible if the service person died as the result of a service&
connected in?ury or a disease incurred while on active duty or as the result of active duty. 9n other words%
a veteran may not have been eligible during his or her lifetime% but the surviving spouse may becomeeligible for the e2emption upon the veteran$s death.
nli'e the veterans e2emption% the disabled veterans e2emption has no personal wealth restriction. The
e2emption is only available on a veteran$s principal place of residence. The home may only receive one
property e2emption. Thus% if a homeowner$s e2emption has been granted on a property and the owner
subse4uently 4ualifies for the disabled veterans$ e2emption% the homeowner$s e2emption should be
cancelled to allow for the disabled veterans e2emption as it provides the greater benefit.
The issues regarding these e2emptions are comple2% and the eligibility re4uirements are specific. Consult
the local assessor$s office for detailed re4uirements regarding these e2emptions.

The C>F,F was established to provide short term% financial assistance in the form of grants to California
;ational @uard members andor families impacted by mobili(ation and deployment who meet criteria
listed below
Current member of the California ;ational @uard in good standing.
Current California resident.
7eployment to active duty for at least / consecutive days in Title )/ !C status.
>ember$s salary has decreased by )/ percent or household income of member$s family has
decreased by at least )/ percent from income prior to deployment.
The member% within si2 months of returning from active duty% has e2perienced a )/ percent loss%
or greater% in income% compared to pre&deployment income% as a direct result of deployment.
The member was in?ured while serving on active duty and has been discharged from federal
active duty and is actively see'ing assistance through the nited !tates 7epartment of Veterans$
Affairs with regard to disability compensation benefits or treatment% or both. Application for a
cash grant under this section shall be submitted within )" months of being released from federal
military active duty% along with written substantiation demonstrating that the member$s current

Veterans$ =reference can be applied for 4ualifying open and open% non&promotional e2aminations. To
determine if the e2am being administered 4ualifies for Veterans$ =reference% please review the
e2amination bulletin. Veterans$ =reference will be awarded as follows). Any veteran% widow or widower of a veteran% or spouse of a )//N disabled veteran% who
achieves a passing score in an entrance e2amination% shall be ran'ed in the top ran' of theresulting eligibility list. Any veteran who has been dishonorably discharged or released is noteligible for Veterans$ =reference.

Any dependent of any veteran who has been declared missing in action% captured in the line of
duty by hostile forces% or forcibly detained or interned in the line of duty by a foreign government
or power
The veteran must have served at least one day of active duty during a period of war as declared by the
.!. Congress% or during any time in which the veteran was awarded a campaign or e2peditionary medal.
Concurrent receipt of benefits under =lan A and VA Chapter 31 benefits is prohibited. To receive benefits
under =lan A% a dependent must sign an #election# statement ac'nowledging this fact. There are no
income restrictions under this plan. To be eligible% the event which caused basic entitlement to benefits
8i.e.% the date the veteran died of service&connected causes or the date the VA rated the veteran as totally
disabled as a result of service&connected disabilities: must have occurred prior to the child$s 0)st birthday.
"lan B
The child of a veteran who has a service&connected disability% or had a service&connected disability at the
time of death% or died of service&related causes is eligible. The child$s annual income% which includes the
child$s ad?usted gross income% plus the value of support provided by a parent% may not e2ceed the annual
income limit. The current academic year entitlement is based upon the previous calendar year$s annual
income. nder =lan B% wartime service is not re4uired and there are no specific age re4uirements.
Children are the only dependents eligible under this plan. There is no prohibition against receiving
concurrent VA Chapter 31 benefits.
"lan C
Any dependent of any member of the California ;ational @uard% who in the line of duty while on active
service to the state% was 'illed% died of a disability resulting from an event that occurred while in active
service to the state% or is permanently disabled as a result of an event that occurred while in the service to
the state is eligible. !urviving spouses or ,7=s who have not remarried are also eligible.
#Active service to the state%# for the purpose of this benefit% means a member of the California ;ational
@uard activated pursuant to !ection )* of the >ilitary and Veterans Code. A copy of those orders
pursuant to !ection )*% not !ection )*3% must be furnished to establish eligibility.

>edal of Honor recipients and children of >edal of Honor recipients under the age of 0J may 4ualify.
Benefits under =lan 7 are limited to undergraduate studies only% and applicants are sub?ect to both income

organi(ation logoemblem of your choice. ver )// insignias are available% and your logo will be

Burial and "lot=>nterment Allowances
VA burial allowances are partial reimbursements of an eligible veteran$s burial and funeral costs. +henthe cause of death is non&service related% the reimbursements are generally described as two payments 8):a burial and funeral e2pense allowance% and 80: a plot or interment allowance.
A veteran may be eligible for a VA burial allowance if
the veteran paid for a veteran$s burial or funeralM and
the veteran has not been reimbursed by another government agency or some other source% such as
the deceased veteran$s employerM and
the veteran was discharged under conditions other than dishonorable.
9n addition% at least one of the following conditions must be met
the veteran died because of a service&related disabilityM or
the veteran was receiving VA pension or compensation at the time of deathM or
