WELCOMEFY16wasayearoftransitionsfortheVermontCoalitionofRunawayandHomelessYouthPrograms.InJuly2015,anewAssistantDirector(me!)washiredandinSeptember,long-timeExecutiveDirector,CalvinSmith,steppedawayforotheropportunitiesandIbecametheInterimED.Calvinbroughthisamazingrelationshipbuildingskills,creativeapproaches,andcommitmenttoyouthtothecoalitionandhisshoeswerehardtofill.InDecember,KellyWalshjoinedtheteamasinterimAssistantDirectorandinJune2016,shelefttopursueaMaster’sdegree.Thoughhertimewithuswasshort,shelefthermarkinmanyways,includingspearheadingtheredesignofourCoalitionwebsite(http://www.vcrhyp.org).Throughtheshiftingstaffing,theCoalition’sstrengthprovidedsolidground:

• TheBoardmetmonthlyandheldatwo-dayretreatinJuneof2016tocreatesomespaceforvisioningandbeginningtore-defineouroutcomes.

• TheBestPracticeCommittee,comprisedofyouthcareworkersinRHYprogramsacrossthestate,meteveryothermonthandbegananewformofpeersupportthroughcasepresentationswhichreallyenhancedthispeer-learningforum.

• VCRHYPheldtrainingsontraumainformedcareandrecognizingandrespondingtodomesticviolence.

• WeheldourfirstLegislativeAdvocacyDayinApril2016attheStatehouse,informinglawmakersofourservicesandresourcesandtalkingabouttheissuesthatimpactyouthwhoaredisconnectedfromtheirfamiliesandhouseless.

Throughouttheyear,VCRHYPwasinthemidstofsomebigtransitionswithdatamanagement.DuringFY16,weunderwentatransitionintothefederalHomelessManagementInformationSystem(HMIS)fromourown,proprietarydatabase.Whilethetransitionwillultimatelycreatedatathatwillbemoreconsistentandcomparablewithournationalpartners,thetransitionpresentedchallenges.Inanefforttopreserveasmuchofourlongitudinaldataaspossible,weattemptedatransferofourolddataintothenewsystem;about75%ofourFY16datawastransferred,butdataintegritywasaffectedgreatlybyerrorsincommunicationbetweenthetwosystems.Weworkedtocleanitupasmuchaspossible,boostingourconfidenceinthenumbers,butasaresultofthismajortransition,ourFY16dataisincomplete.Belowwepresentourdatatothebestofourability.WethankyoufortakingthetimetoreadourreportandlearnaboutVCRHYP.Weknowthatonehomelessyouthisonetoomanyandwelookforwardtocontinuingourworktoaddresstherootcausesofyouthhomelessnessandsupportyouthincrisis.Sincerely;BethanyPombarInterimDirector

ABOUTTHECOALITIONVCRHYPcreatesasafetynetforrunaway,homelessanddisconnectedyouththroughanetworkofprogramsthatreachesacrossthestate,ensuringthatyoungpeople,ages12-22,fromBrattleborotoNewport,haveaplacetogowhentheyhavenowhereelsetoturn.TheCoalitioniscomprisedof14memberagencies,whosupportyouthintheirlocalcommunity,andtheStatewideoffice,locatedinMontpelierwiththeWashingtonCountyYouthServiceBureau,whichprovidesVCRHYPwithfiscaloversightandsupport.TheCoalitionprovidestwomajorprograms,BasicCenterProgram(BCP),andTransitionalLivingProgram(TLP).BCP’sgoalistosupportyouth12-18whoaredisconnectedorincrisiswiththeirfamiliesandwhoareininsecureorunstablehousing.YouthCareworkersworkwithyouthandtheirfamiliestoprovideimmediatesafetyandachievefamilyreunification.TLP’sworkwithyouthuptoage22whoareworkingtowardsbuildingandmaintainingindependentlivingskills.Inthedatabelow,youwillseeprogrammaticresultsforeachprogram.OURMEMBERAGENCIES

Anessentialpartofdeterminingprogrameffectivenessismeasuringhowmanyexitsaresafewhenyouthleaveservices.Wedefinesafeexitsasstablelocationsthatmatchayouth’sindividualneedsandcontributetotheyouth’swell-being.

RESILIENCYOUTCOMEDATAAspartofitscommitmenttoPositiveYouthDevelopment,VCRHYPcreatedaResiliencyAssessmenttomeasurestrengthsandresiliencyfactorsamongyouthserved–anintegralpartofservicesatallCoalitionagencies.TheVCRHYPResiliencyAssessmentmeasures22indicatorswithyouthatthetimeofintake,atclosing,andevery6-monthsofcontinuousservice(timedtocoincidewithupdatingtheyouth’sindividualPlanofCare).TheindicatorsarearepresentationofhowyouthexperiencetheoutcomeareasidentifiedbyVCRHYP:Safety,Well-Being,PermanentConnections,andSelf-Sufficiency.WecurrentlyhaveaccesstoonlypartofourFY16ResiliencyAssessmentdataandcanonlyseeassessmentscompletedbyyouthwhoexitedduringthefiscalyear,ratherthanallassessmentsdonebyallyouthserved.Inthetablebelow,weshowwhichresiliencyindicatorssawimprovementfromentrytoexitforthoseassessmentsthatwecanaccess.ThreeoutofthefouroutcomeareasintheResiliencyAssessmentsawanoverallincreaseforyouthexitingtheprogram.Safetyincreasedanaverageof1.64%,Well-Beingincreasedanaverageof11.04%,andPermanentConnectionsincreasedanaverageof4.25%.Self-Sufficiencysawanaveragedecreaseof3.85%.
