LABOR MARKET PROFILE - INFORMATION TECHNOLOGIES, COMPUTER INFORMATION SYSTEMS, & COMPUTER SCIENCE Executive Summary The IT, CIS, and CS occupational sectors are regularly evolving with advancing technology and an ever changing marketplace. Educational programming and training in these occupational sectors require consistent research and update in order to maintain a competitive workforce. These occupations provide not only a foundation for local industry retention and expansion, the skills acquired for these occupations also provide a strong platform for an entrepreneurial ecosystem within the county. Occupations within these fields exist in Information Infrastructure and Software sectors, however, they are also ubiquitous in nature, found across industry sectors including the Professional, Technical and Scientific industry sector, Manufacturing, Wholesale Trade, Utilities, Transportation and Warehousing, Finance and Real Estate, Administrative Support, and Healthcare. Jobs are then further spread throughout support occupations in Hospitality, Government, and Retail.
Top in-demand and emerging knowledge required for the region include Programming and Software Development, Network Architecture, Cyber Security, Cloud Computing, Mobile Development, and Software Architecture. Database administration and Web Development also display high demand. Due to the rapid evolution of programming languages, education and training in this field requires flexible platforms that can be set up "bootcamp" style to fulfill immediate need and retired when appropriate.
The integrated nature of skills required within the marketplace signal the need to provide a variety of programmatic options for education that flow more horizontally than vertically in alignment across the various sub-disciplines. The concept of "Full-stack Developers" is becoming increasingly common in the marketplace, requiring an employee skill set that incorporates front to back end knowledge. At an elementary level, this constitutes knowledge of image and web design and development, programming languages, and database administration and network architecture.
Depending on size, employers emphasized the need for employees to have a positive attitude and possess essential communication skills. The smaller companies rely heavily on attitude and thus seek to hire based on soft skill competencies, reserving training in technical skills for once someone is onboard. Larger employers were looking for a high degree of specialization, interdisciplinary skills and certifications.
The character of these occupations lends readily to self-employment and development of entrepreneurial start-ups. For this reason, small business education and exposure to entrepreneurial-based initiatives within the county should be tied seamlessly to these programs of study.
The data included in this report reflects the state of the workforce system and labor needs for the region. Following this is an analysis of gaps, challenges and opportunities for education and training in Ventura County.

Typical education requirements are also expected to reflect less need for a Bachelor's degree and more demand for various certifications to support middle-skill development. Support Specialists and Systems Analysts are the largest occupational sectors with projected growth of 4% and 5% respectively over the next decade. Industry emphasized the importance of cross-occupational training and attention to emerging occupations in the field such as Cyber Security experts.

There are approximately 11,000 workers in Ventura County that are qualified to fill the top 14 IT/CIS/CS occupations in the county. Of these workers, an estimated 3,100 commute to work outside county lines.

Gaps and Challenges Opportunities 1. Industry sector hiring standards reflect apriority towards industry recognizedcredentials and experience in the field to learnhands-on trouble-shooting over AssociateDegrees. For high-skilled jobs (i.e. DataScientist), a Bachelor's is preferred.
1. The character of the field requires that sub-disciplines be offered in a horizontal platformor scaffolded approach with certificates thatcan be woven into an educational course thatcreates a well-rounded worker. This createsaccessible pathways into education andtraining for students already working within thefield to attain experience.
2. Soft Skills are imperative for laborers inthese fields of study and must be included ineducation and training using various formatsfrom group projects to reading comprehension,business communication, and mathematics.

6. The rapidly changing technologicalenvironment requires regular and frequentindustry engagement to identify studentlearning outcomes and up-to-datecompetencies.
6. Work-based Learning is essential toattaining proficiency in this field of study.Programs already include credit-bearinginternships and may be expanded to includeother forms of WBL including apprenticeshipsand project-based learning for industry needs.

Appendix A – Data Sources Demographic Data The demographic data in this report is compiled from several sources using a specialized process. Sources include annual population estimates and population projections from the US Census Bureau, birth and mortality rates from the US Health Department, and projected regional job growth.
Industry Data QCEW (Quarterly Census of Employment and Wages), with supplemental estimates from County Business Patterns. Non-QCEW employees data are based on a number of sources including QCEW, Current Employment Statistics, County Business Patterns, BEA State and Local Personal Income reports, the National Industry-Occupation Employment Matrix (NIOEM), the American Community Survey, and Railroad Retirement Board statistics. Self-Employed and Extended Proprietor classes of worker data are primarily based on the American Community Survey, Nonemployer Statistics, and BEA State and Local Personal Income Reports. Projections for QCEW and Non-QCEW Employees are informed by NIOEM and long-term industry projections published by individual states. EMSI Database. This report uses state data from the following agencies: California Labor Market Information Department and California Economic Development Department.
