Principal’s Message

Dear Vaughan Families, I am honored and delighted to serve as the principal of Vaughan Elementary School! I was a part of the original Vaughan staff when we opened the doors of the school for the first time in 1996. While there have been many changes over the years, it has quickly become evident that the tradition of excellence and warm sense of family have continued. It is my aim as the principal of Vaughan to continue these traditions as we work in partnership to provide the very best education for our students. As always, our goal is to provide the best possible educational experience for our students. Our academic focus this year will continue to be on math and writing. We will also be participating in staff development on increasing student engagement in our classrooms. I look forward to working with you all and serving the talented Vaughan staff. Dear Vaughan Families, Welcome to the 2014-2015 school year at Vaughan Elementary School! I am honored and excited to be your PTSA President this year! Vaughan is a truly wonderful school and I look forward to building on its long tradition of exceptional students, caring parents, and dedicated educators! Vaughan PTSA enhances your child’s educational experience in a multitude of ways. With the support of Vaughan families, educators, administration, business partners, and the community, the PTSA has provided numerous enhancements to the school over the past several years. Some of these enhancements include the new climbing rock wall for the gym, a track on the upper playground, a picnic pavilion, twenty five new ipads, a state of the art sound system, new computers and software for the computer lab, SMART boards and the peripheral materials and equipment needed to support them, and many academic enrichment programs and activities. We also support Vaughan’s talented educators through grants and fundraising programs. We invite you and each Vaughan family member to join the Vaughan PTSA. The proceeds from your membership dues help fund programs at the school, State and the National PTA level. We also encourage you to get involved in the learning environment and activities that take place at Vaughan. Schools of our caliber are always striving to make things even better, which in turn creates exciting volunteer opportunities for you. It takes many volunteers to make it possible and your participation is always welcome and deeply appreciated! THE PURPOSE OF OUR PTSA The PTSA is the Parent Teacher Student Association. The PTSA mission is to support and speak on behalf of children and youth in the schools, in the community, and before governmental bodies and other organizations that make decisions affecting children; to assist parents in developing the skills they need to raise and protect their children; to encourage parent and public involvement in the public schools of this nation. At Vaughan, the PTSA strives to uphold the mission and purposes of the National PTSA, as well as create a positive impact in the Vaughan community. The Vaughan PTSA works diligently with Vaughan administration, staff, parents and the community in providing improvements for the Vaughan community. This would not be possible without YOUR membership to the Vaughan PTSA.

OUR 2014/2015 PTSA GOALS

• To improve communication with our teachers and encourage

their participation and input in PTSA activities and events

• To involve students in PTSA decision-making, planning, and evaluation

• To improve communication between PTSA and Parents

regarding events/activities/volunteer opportunities

• To encourage and welcome parent involvement by creating an awareness and better understanding of the programs and opportunities available

• To measure the results of the programs of the PTSA and report

them to members on a regular basis

• To support STEM curriculum at Vaughan through the Science Fair, Science Olympiad and Science Matters.

• To develop a science based program that parents can use to support the standards taught by teachers.

• To inform the Vaughan community of pending legislation that

affects their children

• To maximize the relationship with our Partners in Education to benefit the school and their business

• To support Dr. McGill’s academic goals for the school that

include improving student’s writing and math skills, as well as focusing on STEM curriculum through Vaughan and PTSA supported programs

Ever Wonder Where Your PTSA Dollars Go? At times it seems like all we do is ask for money. Instead, let's talk about where your PTSA dollars have been spent over the past several years. The 2014-2015, the Vaughan PTSA Board will focus on continuing to provide quality support programs to enhance learning and promote student engagement through our recently purchased ipad technology. We plan to support the development of our Science Matters program by purchasing a set of Science based lessons and experiments from the National Wildlife Federation that will allow us to incorporate the use of our Vaughan Garden. Without any large fundraising campaigns this year we are hoping to gain financial support through our Membership and Rocket donation program. To maintain our level of quality programming we depend on the support of our parents to help raise the money to meet these goals and more! But we can only succeed when you join us! The 2013-2014, the Vaughan PTSA Board focused on learning enhancement and student engagement through technology. Thanks to Vaughan families, our Boosterthon raised over $25,000 and allowed us to do a tremendous amount! Each class received 10% of what they raised in Boosterthon. For the school, your “Boosterthon Run for 21” purchased 21 iPads and cases! By saving Box Tops for Education, you helped us purchase an additional 5 ipads and cases. We were proud to have won two large grants for the Vaughan Learning Garden including making Vaughan an official Pollinator Habitat! We replaced the old garden boxes that had arsenic with safe wood and soil and poly-coated all surfaces that kids touch to make them safe too. The Vaughan Learning Garden will be an exciting place for students to learn hands-on lessons in Science, Art, and Social Studies. The 2014 PTSA Legacy Gift was a new $1,580 Laminator for the school. We were thrilled to provide over $7,600 in Grants to the teachers and staff including a $500 donation to the Special Needs playground fund. The Grants paid for fun, new PE equipment, new microphones for the Music department, educational conferences for our teachers, videos and manipulatives, furniture, IMM Pads, Books, Instructional materials, AIM Science Manuals, and a new bulb for the projector in the Cafeteria. The Book Fairs helped the Media Center raise over $1,500 for new books and the Square One Art project raised over $1,200 for the Art department at Vaughan! For the 2012-2013 school year, the PTSA donated $19,457.00. In order to fulfill our promise to the students to enhance their active play time and their learning in the classroom, we purchased the rock-climbing wall used during PE that the kids love! We also purchased new classroom Agendas and Communication folders for all students, and Art Awareness and PALS books. Our annual Teacher Appreciation Week culminated in PTSA painting and completely redecorating the teacher/adult bathrooms in the lobby. The 5th Grade Graduation Ceremony with its beautiful hot air balloons was a favorite of parents and students alike, and our many community outreach projects helped the less fortunate in Vaughan and the surrounding community. As for outside the school, we installed beautiful new flowering pots and plants around the school, as well as trimming all the bushes and mulch. For the 2011-2012 school year, the PTSA donated $15,484.00. At the onset of our Boosterthon campaign, we proposed to use the funds to replace the intermediate playground and to continue to enhance student engagement through technology. This continues to be our goal; however, it has become necessary to amend the proposal. We were informed that the total cost of replacing the existing playground equipment is approximately $60,000. This is certainly cost prohibitive and simply not feasible. However, Vaughan has been included on the SPLOST list as one of the schools in need of playground replacements; a similar process used to have our primary playground equipment replaced during the summer of 2011. We will also be purchasing a rock climbing wall to be used during PE. To continue our focus on increased learning for all students in all subject areas, PTSA will again purchase handwriting books to benefit our primary students in learning the mechanics of writing. For the 2010-2011 school year, the PTSA donated $14,809.00. These funds were used to purchase additional document cameras giving more teachers access to this useful tool and offering students the benefit of enhanced instruction. As mentioned earlier, handwriting books have already been purchased for students in K-1. To offer all of our primary students the same benefit 300 additional handwriting books were purchased for students in grade 2-3. To continue our focus on increased learning for all students in all subject areas, the PTSA purchased the site license for First in Math Online Program which we feel may have attributed to 97% o our students meeting or exceeding the standards in math. Furthermore, the PTSA purchased 2 laminating machines and licenses for Scholastic Reading Inventory and Learning A-Z.

Alliance Theatre offers a 20% discount on tickets for some events.

Tickets must be purchased in groups of six or more. The Atlanta History Center offers a 10% discount for new

members on Student/Teacher, Individual and Family membership levels. For more information, contact the Atlanta History Center Membership Department at (404) 814-4101.

Chattahoochee Nature Center offers PTA members a 10% discount off a family membership.

Fernbank Science Center offers PTA members a 10% discount off any level of membership when you present your PTA membership card.

After School Enrichment Programs

The PTSA arranges for after school programs that enhance our student’s education and health and fitness. Art, martial arts, Chess, Destination Imagination, Club

Scientific and more are being offered this year. Ten percent of all proceeds are donated back to Vaughan to benefit our school, plus your kids have a blast and get off the couch after school!

Art Awareness

PTSA’s Art Awareness program lets Vaughan’s students experience art in a fun, hands-on way each month. Parents introduce a famous artist and their paintings to students and then students do a creative activity relating to the medium or style of the painting or artist. This is a great committee if you want to be hands-on in your child’s classroom leading something fun!

Box Tops/Coke for Education

Vaughan participates in the General Mills Box Tops for Education and Coke Rewards programs to earn money for the school. Look for and clip the coupons and return them to school with your student! We also partner with Target and Publix to give money back to the school for every dollar you spend! Stop by the Vaughan office for your Publix key tag today! The next time you’re at Target, ask them about their Redcard to benefit Vaughan!

Health and Wellness

This committee provides educational programs on important health and safety issues throughout the year, as well as sponsors the fun-filled Family Fitness Fun Night at Vaughan! A great way to stay healthy and help your child’s school at the same time!

Community Outreach

The Community Outreach committee coordinates Vaughan’s efforts to help those in need at Vaughan. They also coordinate aid to local charities and causes in our community (Food Drives, Coat Collections, etc.). This year, we will adopt Powers Ferry Elementary School.

Fall Festival

One of Vaughan’s most fun events of the year…with carnival games, moonbounces, slides, food, entertainment and more! There are many opportunities to help with this event, from organizing vendors, baking sweets for the cakewalk, to helping during the event!

Fifth Grade Celebration

The 5th Grade Celebration Committee plans and organizes the end of year celebration for the 5th grade class. There is a Final Walk, a Graduation Ceremony and Reception and many fun social events leading up to their final week! If you have a 5th grader this year or next, join this committee to help make their final year special!

Guided Reading

This group keeps the Guided Reading Room stocked and organized. Teachers and PALS volunteers use these resources for students to gain extra skills in reading. If you like a quiet job where you pick the hours, this is it!

Media Center

Looking to volunteer in a quiet, peaceful environment? Once a month, This Committee organizes volunteers to re-shelve books in the media center. Volunteers are scheduled once every 3-4 weeks and can come in at their own convenience, usually finishing up in under an hour.

Membership

This committee recruits members and keeps our membership records. Our goal is 100% membership! Volunteers distribute membership information, cards and benefits.

Holiday Breakfast/ Reindeer Run

The Vaughan Holiday Breakfast and Reindeer Run is one of our most fun events of the year! Many opportunities are

available for volunteers including arranging entertainment, catering, shopping for the Secret Santa Shoppe, coordinating vendors, and more! If you enjoy the holidays, this is the committee for you!

Hospitality

The Hospitality Committee shows our appreciation to the entire Vaughan staff by planning luncheons and providing food, snacks, and beverages on special occasions throughout the school year such as monthly staff meetings and Teacher Appreciation week. Do you love to cook and/or bake? This is the place for you!

Landscaping

If you love the outdoors, this group is for you! Once every couple of months, this group gets the whole community together to trim bushes, plant flowers, lay mulch and make the outside of the school look fantastic!

Legislation and Advocacy

This brand new Committee will keep the Vaughan community informed of pending legislation that will directly affect their children and schools! They use their time and knowledge to help bring about changes in laws, policies and programs for the benefit of Vaughan, and all, children. This committee is perfect for parents that like to keep up with the news!

Student Involvement

This new committee’s goal is to get Vaughan’s students involved in the PTSA! Once a month, one student from each third to fifth grade class will meet to discuss what is coming up for PTSA and how they can impact the decisions and plans being made that affect them! If you love working with the students and showing them the inner workings of

PALS (Parent-Assisted Learned Support)

PALS is a wonderful program that provides free tutoring for K-3 students in reading. It offers one on one guided instruction with students using reading resources from the school's own resource center. Volunteers should expect to spend an hour a week at school. There is nothing more rewarding than helping a struggling student jump up several levels in reading or math!

Partners in Education (PIE)

This group works with Vaughan and Cobb County’s Partners in Education to maximize the partnership between business and school! They set-up our Family Fun Nights at various businesses, with a portion of sales going back to Vaughan, and they secure donated goods and services for various events at school. If you’re out and about a lot, or in the business world, this is the perfect committee for you!

Science Fair

One of our goals this year is to bring back the Vaughan Science Fair! A fun event where students enter their Science Project to win awards and show off their knowledge to fellow students, parents, and teachers! If you think STEM is important for students, then this committee is where you are needed!

Reflections

The Reflections program offers students an opportunity to create works of art for enjoyment and recognition. Students submit their works of art in one or more areas: literature, musical composition, photography, film production, and the visual arts. Room Parents

Each classroom has 1-2 Room Parents that help the teacher organize events and parties, arrange Mystery Readers, manages a budget, communicates with the parents and more. They also help celebrate the teachers during the year! They provide an extra layer of communication between the parents, teachers, students and PTSA! If you really want to spend some hands-on time in your child’s classroom this year, this is the only way to go!

Scholastic Book Fair

The book fair Committee selects the theme each year for Vaughan’s book fairs in August and March. They work with the Media Center to set-up the Fair and help during the sale. Proceeds benefit Vaughan’s Media Center. Volunteers are needed in the weeks leading up to and during the sale. If you have limited time to contribute, this is the group for you!

School Store

Every Friday during the school year, starting August 16th, 2013, from 7:15am-7:50am, the School Store is open for students to come in and spend those hard-earned Rocket Bucks (or cash if they’re parents are so generous!). There are fun prizes, school supplies and treats for student to shop for! If you like to shop and “run” a store once a month or so, this is your committee!

Science Olympiad

One of the premiere science competitions in the nation, Science Olympiad provides a rigorous, standards-based competition for nearly 7,000 teams in 50 states. Vaughan’s 20 spots are through try-outs in the Fall and practices are held every other week until January, when they shift to once a week after school. We need coaches for each event and would love for you to join us in this fun-filled event! Two years ago, several of our teams placed at the State Level!

Science Matters

This committee will support our science standards by providing students with the opportunity to explore what they are learning in the classroom in a different environment. Parent volunteers will use a resource guide to prepare and present a fun, hands-on science activity once a month in the science lab or Vaughan garden. If you’re ready to cook up some fun experiments and other exciting activities for the kids, then this team is for you!

Once a month, Vaughan shows off it’s School Spirit by doing something together as a team! Whether it’s wearing their Spirit Wear or their crazy socks, it’s a way for the school to come together as one! Support this team by encouraging your student to wear their Vaughan Spirit Wear on Spirit Day!

Square One Art Fundraiser

Each of the students creates an original work of art during the school year in Mrs. Case’s art class. This artwork is then applied to various items, including; T-shirts, notecards, flags, mugs, etc. These items will be available for parents to order in the spring. All proceeds of the Art Fundraiser (Square 1 Art) are used to enhance the art program at Vaughan.

Terrific Kids

Once a month, students who best exemplify the Character Education trait of the month receive the honor of having breakfast with the principal in a celebration of their Character! Thanks to the Kiwanis Club for supporting this program. If you have morning time once a month where you can come in and set-up refreshments, this is the program to help!

Yearbook

The Yearbook committee captures the once-in-a-lifetime moments of your children’s elementary school lives, organizes them and puts it all together the unforgettable Vaughan yearbook. Board Meeting Schedule Public board meetings are generally held at the Cobb Central Office at 514 Glover St. in Marietta. Opportunities for Public Participation at Board Meetings Prior to the beginning of most meetings, the Board conducts "public comment" to hear from interested employees and citizens of the school district. A sign-in session for the public speaking forum is held between 8:00 a.m. to 8:30 a.m. for work sessions and between 6:30 p.m. to 7:00 p.m. for regular meetings.

Welcome to Vaughan Elementary Mission Control Rules

ATTENDANCE/ABSENCE/TARDY Students should arrive at school no earlier than 7:15 AM. Students arriving after the 7:50 AM bell are tardy and should be signed in at the welcome desk or front office where they will be given a tardy pass. Students must be present at least one-half of the instructional school day (7:50 AM - 11:15 AM or 11:15 AM – 2:20 PM) to be counted present for the day.

ATTENDANCE PROTOCOL (Board Administrative Rule JE) Excused Absences: Excused absences are defined by law in the State Board of Education Rules (per Cobb Regulation JB). Absences from school are excused for the following:

o When personally ill and attendance in school would endanger their health or the health of others

o When there is a serious illness or death in the immediate family o On special and recognized religious holidays observed by their faith o When mandated by order of governmental agencies.

Please note that documentation regarding the reasons for the child’s absence must be received within 3 days. Also, the principal may ask for additional medical or other documentation to verify that absences are excused, particularly when more than three (3) absences have been accumulated during the semester. It is always best practice to send in a doctor’s note when your child has been out sick and seen their pediatrician. All absences, including religious holidays, must be accompanied by a note from the parent or guardian regarding the reason for the absence. Unexcused Absences:

• At three (3) unexcused absences teachers will communicate with parents regarding student attendance via e-mail, phone, parent conference or postcard.

• At five (5) unexcused absences each school will utilize In-touch generated contact through one of the following: Telephone call, letter, and/or email.

• At seven (7) unexcused absence a School Social Work referral will be generated by principal or principal designee listing specific school-based interventions (telephone calls, letters, conferences, etc.) that have occurred prior to making the referral.

When should I allow my student to miss school? In general, children should only be absent in cases of illness or emergency. Absences due to shopping trips, special vacations, etc. should be avoided, as they will be considered unexcused absences. What can I do to prevent my student from missing school?

• Make sure they understand the importance of good attendance and punctuality, be a role model

• Take an interest in their education - ask about school work and encourage them to get involved in school activities

• Discuss any problems they may have at school - inform their teacher about anything serious

• Not letting them take time off school for minor ailments - particularly those which would not prevent you from going to work

• Establish a routine – make sure they have their homework done, classroom materials together and clothes laid out before school as well as help make sure they get enough sleep so they are well rested in the morning

• Praise your child when he/she exhibits good attendance ACCIDENTS AND ILLNESS A school nurse staffs our clinic. See Clinic Information.

ADMISSION TO SCHOOL Children must be age 5 by September 1st for entry into Kindergarten, and age 6 for entry into First Grade. All children entering Kindergarten and those new to First Grade must present their birth certificate. Children entering a Georgia school for the first time must present a Georgia Certificate of Immunization (Form 3231) and a Certificate of Dental Health (Form 3300). These certificates are obtainable from the Health Department or private physician. All students are required to have a Social Security Number on file in the office. (If you do not wish to provide the school with this number, ask to sign a waiver form.) A student who moves to another state and then returns to Georgia must meet the “New to Georgia” requirements. New students must present official records from the previous school showing the last grade or year level completed. In situations where courts have decided custody issues, an official statement of custody is helpful. AFTER SCHOOL PROGRAM (ASP) The After School Program is available from 2:30-6:00 PM for those students, grades K–5, who attend Vaughan Elementary and are registered in the program. (You may request a registration form at Sneak-A-Peek or from the office.) Please remember to be prepared to show identification when you pick your child up from the After School Program. Students MUST be

picked up by 6:00 PM. There is an additional $1.00 a minute charge for late pick-ups. Three late pick-ups will result in your child’s removal from the after school program.

Registration Fee Established • An annual registration fee of $10 per child has been established. This fee is necessary to

fund the initial start-up costs each year, such as forms and supplies. The fee is effective for the 2014-2015 school year and must be collected at the time the parent registers the child.

• Schools should only register students who will be attending the After School Program. There can be no more global registration of all students in schools. This will reduce the program’s costs significantly and the time and supplies required to register students who never attend the program.

BALLOONS AND FLOWER BOUQUETS Balloon and flower bouquets cannot be delivered to students, due to concerns regarding the disruption of class and/or dangerous conditions on the bus caused by the student’s possession of these items. Behavior The Cobb County Board of Education is dedicated to sound behavior practices. For specific details of the behavior code, please consult policy JDCA-R. Below is a list of general behavior expectations: • Show both verbal and non-verbal respect for others. • Conduct themselves in a reasonable and orderly fashion. • Be honest in dealing with others. • Refrain from using abusive or vulgar language. • Follow the basic routines and rules of the individual classroom teacher. • Practice good manners at lunch and in dealing with others. • Demonstrate healthy sportsmanship. • Conduct themselves in a safe and reasonable fashion while on playground. • Display good conduct while on a school field trip. BUS RIDERS Children who ride buses are to ride only the bus to which they have been assigned and must board and depart at their assigned stops. In order for a student to ride another bus (in the event of an emergency) parents must write

a note. The note must be taken to the front office to be signed by the principal or designee, then the child should give it to his/her driver.

Bus drivers have a tremendous responsibility in transporting our students safely each day. As hard as we try to provide a timely service each and every day, there are times when a driver is absent from work due to illness, inclement weather, mechanical breakdowns or personal matters. When this happens, routes may be run as a second load. This will cause the route to run late. In these instances, we ask the parents and students to please be patient. Students should not leave their assigned stop. A bus will be by to pick them up as quickly as possible. Parents leaving children at a stop before going to work are encouraged to have a contingency plan, such as a neighbor or family member to assist the student. Perhaps there can be an agreement among parents in your neighborhood to supervise or carpool students to school if the bus is extremely late. We cannot emphasize enough the need for supervision at the bus stop.

BUS CONDUCT The behavior of students on school buses is considered an extension of classroom behavior. Maintaining proper conduct while on the bus shall be the joint responsibility of the student, parent, bus driver and school officials. Students shall observe the following code of conduct established by the Cobb County Public School: 1. Students must show proper respect to the driver at all times and obey all driver instructions. 2. Large toys, insects, glass bottles, animals, plastic bags, straight or safety pins, skateboards or

objectionable and dangerous items are not permitted. 3. Tobacco, illegal drugs, alcohol and weapons or look-a-likes are prohibited. 4. Students will keep his/her arms and head inside the bus at all times. 5. Nothing is to be thrown in, out or from the bus. 6. The use of obscene language or gestures is forbidden. 7. Destruction or defacing school property is prohibited. 8. Fighting or physical play is prohibited. 9. Unnecessary noise is prohibited. 10. Food, gum or drinks cannot be consumed on the bus. 11. Drivers are required to assign seats to elementary and middle school students. 12. Students must be seated at all times unless otherwise directed by the driver. 13. Students must be quiet at railroad crossings. 14. When crossing a street is necessary, students will wait for the driver to signal to cross the

street and then cross in front of the bus in full view of the driver. 15. Students may transport band instruments only if space is available. 16. The emergency door, windows and hatches will be used only at the direction of the driver. 17. Students are to be at the bus stop five minutes prior to the scheduled time and wait in an

orderly manner. The bus is not considered late until 5 minutes past the scheduled time. 18. Students may not be allowed to ride a bus or to disembark at a bus stop other than that

assigned for their residence unless principal gives written approval. CAR RIDERS If a child is transported by car (morning and afternoon), please drop them off at the back entrance by the cafeteria. DO NOT DROP OFF STUDENTS IN FRONT OF THE BUILDING OR IN THE

BUS AREA. Staff members are on duty to monitor student safety at the back entrance ONLY. Staff members arrive at 7:15 a.m. Do not leave children before 7:15 a.m., because no one is in the building to supervise them. • DO NOT LET YOUR CHILD EXIT/ENTER ON THE DRIVER’S SIDE OF THE CAR

(possibly into the path of oncoming cars.) • ALWAYS FOLLOW DIRECTIONS OF STAFF MEMBERS monitoring traffic. • If for any reason your child remains at Vaughan after 2:45 p.m., he/she will be taken to the

After School Program at the cost of $7 per day per child plus a $10 per child registration fee, if a child has not been registered with ASP.

CHILD ABUSE MANDATED REPORTING Please be aware that the laws of the State of Georgia require that members of such professions as medicine, counseling, teaching as well as any school volunteers must report to the proper authorities cases of suspected abuse or neglect. Members of these professions are held legally accountable for failure to make such report and are protected from legal consequences when living up to this expectation.

CLINIC INFORMATION The clinic is open daily and is staffed by a Registered Nurse. Medications must be administered in the school clinic. Any medication given to a student, whether prescription or over-the-counter, oral or topical, must be supplied by the parent with the “Authorization to Give Medication at School” form filled out by the parent. Deana Thompson, RN assesses and treats illnesses and injuries and administers medications. If your child is significantly ill, you will be contacted to pick up your child. It is important that you keep an updated telephone number on file in the office. Please notify the front office of any changes.

CLOSING OF SCHOOL/INCLEMENT WEATHER When the Cobb County School System is going to be closed because of inclement weather, the decision for closing schools must be made and posted on the Cobb County Website www.cobbk12.org as well as given to the radio and television stations by 5:30 a.m. Most metro area radio stations will announce school closing right after the headlines on the hour and immediately following the weather. Plan on having your child attend school unless you have heard that all Cobb County Schools have been closed. Do not call the school office, as all phone lines must be used for emergencies.

Important Information Regarding School Volunteers and the Reporting of Child Abuse and Neglect

As of July 1, 2012, Georgia law requires school volunteers to report any suspected child

abuse or neglect to the Department of Family and Children Services (DFCS). What do I need to know? A report is to be made immediately and in no case, later than 24 hours from the time there is a reasonable cause to believe a child has been abused. What if the child is in imminent danger? Call 911 As a mandated reporter, what are the next steps I must take when I suspect abuse? If you suspect a child is being abused or neglected, make an immediate direct report to the Department of Family Children Services (DFCS) by calling 770-319-3739 or, after hours or on weekends/holidays, call 1-855-422-4453. After making this call, notify the Principal or staff member in charge of the program or facility as soon as possible that the report was made.

Remember …..

Suspicion of abuse is all that is necessary to file a report. If you are not sure whether a report should be made, you should contact DFCS.

The law protects you if you make a report in good faith. Not making a required report is a criminal offense.

they have questions or concerns that need to be addressed. We suggest you prepare a list of questions which you feel are important to understanding your child’s role in the overall school program. This list may include some of the following: Does my child readily participate in classroom activities? In what subject area is my child strongest/weakest? How can we, as parents, help at home? Offer any information about home background that you feel may help the teacher better understand your child. This would include illnesses, emotional, social or other factors at home. Feel free to ask questions if something is puzzling you about your child’s school activities. Be positive about suggestions that the teacher may make about your child. Remember that the teacher has your child’s best interest in mind CONFLICT Conflict is a very natural part of life. We do take the time to teach children conflict resolution skills. Parents are the most significant influence in a child’s life. We need parental support in teaching and promoting nonviolent management of conflict. If a child experiences a conflict for which he/she may need some help, our counselors are available to assist. CONTRIBUTIONS, DONATIONS, AND GRANTS In conformity with State Board of Education rules and regulations, voluntary contributions, donations and grants may be received from interested citizens for support of the educational program of the Cobb Country School District. Incidental to this, citizens may contribute toward expenditures for materials, supplies, equipment, and activities. No student may be charged either tuition or fees as a condition of enrollment or full participation in the instructional program. Pursuant to law OCBA 20-2-671, admission to all Cobb Country Public Schools shall be gratuitous to all eligible children residing within the Cobb County District.

COUNSELING PROGRAM We have two counselors at Vaughan Elementary School, Ms. Pickles and Ms. Sirmans. The counseling program supports all students at Vaughan in their journey to academic and social success. Counselors teach two lessons each month in every classroom on a variety of topics, as well as, lead small group and individual counseling sessions. Please call at any time with concerns you have about your child, (678) 594- 8298 ext. 238 for Ms. Sirmans and ext. 239 for Ms. Pickles. If the counselors are not available, please leave a message. Calls are returned promptly during each school day.

CUSTODY OF CHILDREN School personnel will release children to either of their natural parents unless we have on file a copy of a court order that grants custody to one parent or the other, or to a third party. We cannot enter into cases of court litigation unless subpoenaed by a court to appear as a witness. If you are divorced or separated and the custody of your child or children has been involved in a dispute, a copy of the court order should be on file in our office. By law, no change of custody will take place at school.

DISCIPLINE Our objective is to teach students self-control and responsibility as well as maintain a safe learning environment. A positive relationship between home and school is necessary if children are to achieve. Behavior which is distracting or disruptive will not be allowed. Please remember that rules at home and rules at Vaughan Elementary School may differ somewhat. Rules at Vaughan must be followed while the student is in attendance. In working with students, we shall emphasize fairness and consistency in dealing with the problems. We will always attempt a positive approach with children since one of our objectives is a positive self-concept. When necessary, appropriate consequences will be given when dealing with unacceptable behavior. These may range from a phone call home, office time out or suspension. We will inform you when consequences are necessary and will work with you to help your child be successful. DONATIONS Donations for field trips, book orders, or other school-sponsored events must be submitted to the school in an envelope providing the child’s name, teacher’s name, donation/amount, and reason for the donation/fee. Teachers are not allowed to receive monies. The vault for these envelopes is located outside the media center near the cafeteria.

DRESS CODE 1. All students of the Cobb County School District shall be required to maintain the level of

personal hygiene necessary to ensure a healthful school environment and to refrain from any mode of dress which proves to contribute to any disruption of school functions.

2. Administrators and teachers shall enforce the dress code rule, and the principal or his designee shall be the final judge as to the appropriateness, neatness and cleanliness of the wearing apparel, or whether or not apparel is disruptive, distractive or in violation of the dress code.

3. Parents or students who have specific questions about a garment’s appropriateness should consult the local school student handbook and/or the local school administration.

At Vaughan, all students shall maintain an acceptable standard of dress. Students who are

out of compliance with the school dress code will be asked to call home for a change of clothes. The minimum standard of dress for students shall be as follows: a. Shoes shall be worn. b. Midriffs shall be covered. c. Appropriate under-garments must be worn and may not be visible. d. Strapless garments or garments with spaghetti straps must be covered by

shirt/sweater/jacket. e. Shoulder straps on tanks-tops should be at least two inches thick. f. Skirts, shorts and dresses must come at least to the mid-thigh. g. Caps or hats are not to be worn in the school buildings during the school day unless there

Students may be dismissed before 2:00 pm only when a parent or guardian appears in person at our school office. Students will not be allowed to leave with anyone other than a parent or guardian under any circumstances prior to regular dismissal unless a written notice is on file in the main office. Please do not go directly to the classrooms to pick up children, as teachers will not release them. Identification will be required before students are dismissed. Please make sure the person picking up your child has a picture I.D. with him/her. Doors will be locked around the building throughout the school day. Please enter and exit the building only through the front entrance of the school building and report directly to the front office to sign in. EARLY RELEASE DAYS Conference week and traditionally the last two days of school will be early release days. The students will be dismissed beginning at 12:10 pm. Please see calendar for dates and make appropriate arrangements to have your children picked up early on those dates. We do have ASP on early release days.

EMERGENCIES Should there be an emergency and you need to pick up your child, come to the school office. There is a sign-out sheet for you to sign. DO NOT go directly to the classrooms for students as the teacher will not release them. Your child’s protection is our concern, and we solicit your cooperation in following this procedure. Your child will be called to the office for release.

FIELD TRIPS Field trips at Vaughan Elementary are an extension of the instructional program. Research has consistently shown that students learn both better and more by being exposed to the primary resource through field trips. No student is ever denied these opportunities because of the inability or unwillingness of his parents/guardian to financially donate in support of those activities. However, our field trips are funded basically through parent/guardian donations. Field trips may be cancelled due to inclement weather or lack of funding.

FREE/REDUCED MEAL PROGRAM Free and Reduced Meal applications are sent to all students. However, only one application should be filled out per family. Include all family members and a complete address. All applications are confidential. If you need an application later in the school year, contact your cafeteria manager or school office. No child will be discriminated against because of race, sex, color, national origin, age or handicap. If you believe that you have been discriminated against, write immediately to the Secretary of Agriculture, Washington, D.C. 20250.

HEARING, VISION AND DENTAL EXAMINATIONS Volunteer parents and/or school personnel will be trained to administer hearing and/or vision screening of all students in 1st and 4th grades, as well as students new to Cobb County. It is the responsibility of the parent to obtain the dental examination and bring this record to the school on

HOMEOWRK Homework is assigned to benefit the student in the following ways: skills practice, review, reference work, special projects and reports. It also trains a child in good work habits, promotes responsibility and affords the opportunity for an increase in self-direction. Another goal of homework is to help a student learn to budget time. The amount and type of homework assigned is determined by the needs of the individual student. We encourage active parent participation in their child’s program through their support and supervision of homework assignments. This is one method of communication that tells parents a great deal about what is being done at school. Parents can also help with homework by providing the right atmosphere for studying.

HOURS OF OPERATION One critical way to help your child is to encourage good attendance and punctuality. Help your child be up and ready for school each morning. School begins at 7:50 am and ends at 2:10 pm. Please do not drop off children prior to 7:15 am as there will be no one to supervise them. Being on time and in the classroom allows a child to settle in and get into the morning routine without being rushed. Children who are late, even if only by a few minutes, will miss out on some valuable learning opportunities as well as create a disturbance for the teacher and the classroom. ILLNESS We have a full-time registered nurse on staff. the nurse or staff will provide basic first-aid for cuts and abrasions. Students who become ill during the day, or show signs of infection or contagious diseases (see below) will be sent home. In this situation, parents or guardians will be required to pick up their child when contacted by the school. Because we care, we coordinate with the Cobb County Board of Health in protecting children from certain symptoms of communicable diseases. If your child has any of these symptoms, please keep him/her home, or make appropriate child care arrangements. APPEARANCE, BEHAVIOR – unusually tired, pale, lack of appetite, difficult to wake, confused or irritable. This is sufficient reason to exclude a child from school. EYES – thick mucus or pus draining from the eye or pink eye (conjunctivitis). FEVER – temperature of 100 degrees F or higher. GREENISH NOSE DISCHARGE, AND/OR CHRONIC COUGH – should be seen by a health care provider. These conditions may be contagious and require treatment. SORE THROAT – especially with fever or swollen glands in the neck. DIARRHEA – three (3) or more watery stools in a 24 hour period especially if the child acts or looks ill. VOMITING – vomiting two (2) or more times within the past 24 hours. RASH – body rash, especially with fever or itching. Diaper rashes, heat rashes, and allergic reactions are not contagious. EAR INFECTIONS WITHOUT FEVER – do not need to be excluded, but the child needs to get medical treatment and follow-up care. Untreated ear infections can cause permanent hearing loss.

LICE, SCABIES – children may not return to school until they have been treated and are free from lice and nits (eggs). Children with scabies can be admitted after treatment. Proof of treatment is required. Cobb County has very specific rules and regulations that must be followed regarding the treatment and management of head lice. For specific information on what to do if your child has lice or for the county’s protocol please visit http://www.choa.org/menus/documents/ForProfessionals/2005CIIposter_4page_final.pdf to find the School Health Services link that will give you all the necessary information. IMMUNIZATIONS Georgia law requires that every child initially entering school in Georgia must have an adequate certificate of immunization. This certificate must be signed by a physician licensed under the laws of the State of Georgia or by a qualified employee of the Health Department on Georgia DHR form 3032 provided by the Georgia Department of Human Resources (form 3032).

INCELMENT WEATHER When the Cobb County School System is going to be closed due to inclement weather, the decision for closing the schools is usually made by 5:30 am and given to the radio and television stations. The closings are usually announced right after the headlines on the hour and on continuous scroll along the bottom of the screen. In the event of early dismissal due to inclement weather, students will be sent home following the instructions on the inclement weather form. Each parent or guardian is responsible for completing this form and keeping it updated. ASP will be canceled when there is an early school closing.

INSTRUCTIONAL TIME According to Georgia law, the length of the school day for students in kindergarten through third grade must be at least 4.5 hours, exclusive of lunch and recess periods. In addition, the length of the school day for students in grades 4 and 5 must be at least six (6) hours, exclusive of lunch and recess periods. The hours for Vaughan ES are 7:50 a.m. until 2:10 p.m., which provides a six-hour instructional day and a 30-minute lunch period. Instructional time will be guarded from unnecessary interruptions each day. ITEMS NOT ALLOWED ON CAMPUS To best promote a safe and orderly environment, any items that cause an interruption to the academic atmosphere or proves to be a safety hazard will not be allowed on campus. If students bring such items to school the item will be taken and returned only after a parent meeting with the administration or teacher. Disciplinary action may be necessary. Examples of these items include: • Skateboards, roller skates/blades • Imitation or real knives or weapons • No student shall possess, light, and/or discharge smoke bombs, stink bombs, fireworks,

cigarette lighters, matches, or similar devices. Personal Items - Students are not to bring any personal playthings, novelties, pets,

equipment, etc. to school unless given permission by the teacher or administration. Toys and play items will be confiscated and held for parental pick-up.

LOST AND FOUND We suggest that you tag or write your child’s name in the clothing he or she wears to school. The school will hold lost clothing for a reasonable length of time. The school maintains a lost and found area located on the stage in the cafeteria. You may come and look over the collection at any time which is located behind the stage. After a time period all items in Lost and Found will be donated to charity.

LUNCH The school serves a nutritious lunch and offers students and adults several choices. Please visit the Food and Nutrition Services website for current meal prices, menus, nutrient analysis, and staff contacts.

Our prepayment system allows you to pay into an account for your child. We accept cash or checks for the amount of the purchase. If paying with cash, put it in a sealed envelope with your child’s name and teacher’s name on it. When paying by check, write your child’s name and teacher’s name on the check. Use a separate check for each child. Make sure your child has money for lunch every day. Other tasty foods are available to satisfy that extra big appetite or compliment a lunch from home or school. Some examples of what may be available are: Elf Grahams, snack crackers, 100% fruit rollups, popcorn, pretzels, Blue Bell Ice Cream, fruit flavored yogurt and bottled water. Extra milk and juice are available for $.60.

The “Offer versus Serve” regulation was established by Congress to minimize food waste. This regulation requires students to be offered all meal components but they may select only three (3) or more lunch components for the meals to qualify for federal and state reimbursements. Through the use of variety, the students are able to select menu items they will eat and are not required to take foods they do not like.

LUNCH- MY PAYMENT PLUS Cobb County School District now offers a system called meal payment plus, which allows you to make prepayments to your child’s meal account via the telephone or internet. You can prepay with your VISA, MasterCard or Discover credit card online 24 hours a day, 7 days per week. Payments made online will be credited to child’s account approximately 24 hours from time of credit card payment. MyPaymentsPlus also provides easy access to view your child’s account balance and payment history. You can even be notified by email when the account balance is low. You do not have to make prepayments to utilize these features, you simply have to register with MyPaymentsPlus online at www.mypaymentsplus.com or click on the MyPaymentsPlus button below. Starting with the school year 2006-07, parents can view a history of the food items purchased in the cafeteria by their children.

You will need to know your child’s Cobb County Student ID Number (6 or 7 digit number). You can get this number from the Cafeteria Manager or the front office at your school. VISA’s highest security certification is being utilized to ensure online transaction security. There is a 5.75% convenience fee to the customer when using MyPaymentsPlus. The MyPaymentsPlus confidentiality statement and user agreement are available on the MyPaymentsPlus website.

The free MyPaymentsPlus app takes convenience to another level for parents by placing many features from the MyPaymentsPlus.com website into the palm of their hands. Simplicity and security are at the core of the MyPaymentsPlus app, allowing parents to login with their existing usernames and passwords, check account balances, review purchase history and make payments using a credit card, debit card, savings account, or checking account. Parents can even upload their student’s picture(s) for a personalized feel.

The MyPaymentsPlus app utilizes the same security methods used by leading online and mobile banking services. To download, parents simply search “MyPaymentsPlus” in the Apple iTunes store. The MyPaymentsPlus app is currently available for the Apple® iPhoneTM and iPadTM and is being developed for Google’s Android operating system.

CHARGE POLICY Cobb County school administration has adopted a LIMITED charge policy. If a student arrives at school without money, they are allowed up to $6.45 in charges at elementary school and $4.60 at middle school. Charges are not allowed for a la carte, adults, or at high school. If your child arrives at school without money for lunch and has reached the charge limit, he/she will be provided an alternate meal (such as a peanut butter sandwich and milk, or a cheese sandwich and milk). No alternate meal will be provided for breakfast. To prevent your child from having to receive an alternate meal, please ensure that you send money for your student's meals each day, or prepay for the meals in advance. Charging for meals will not be allowed during the last two weeks of the school year. If your child arrives at school without money, the student will be provided the alternate meal for lunch. No alternate meal will be provided for breakfast (see above paragraph).

MEDIA CENTER Our media center is an exciting and growing place. It is open each school day from 7:30 a.m. to 2:30 p.m. The media center is totally automated. The computer at the circulation desk is used to check books in and out for the children. Instead of using the card catalog, children use a computer at one of the look up stations to locate books and information. A late fine is not charged for an overdue book. However, when children keep books longer than the assigned period, these books cannot be used by others. Encourage children to return books by the due date. A child who has lost a book will be allowed to use books in the media center, but may not check out a book until the lost book has been paid for or returned. The student responsible must also pay for a book damaged beyond repair. We welcome parent volunteers in the media center and the production lab.

MEDICATION The school does not provide any medication to students. All Medication (including over the counter medication) must be brought to the front office or school clinic by the parent/guardian except as otherwise permitted. All students who require medication to be distributed at school whether it is a prescription or an over the counter medicine is required to fill out An “Authorization to Give Medication” form as per Cobb County. It is important that all medication is in the original packaging with the manufacturers or doctors instructions clearly labeled, so that the nurse can administer the correct dosage. Parents are welcome to come to school to administer any necessary medication for their child (they must first sign in at the office). It is the parent’s responsibility to notify the School Nurse of any medication changes and to make sure their child’s medication has not expired (insulin, epipens or inhalers). MESSAGES Please be sure that your child comes to school with all the instructions and supplies needed to ensure a successful school day. If you need to communicate with your child’s teacher you may write a note in your child’s agenda or place a note in your child’s blue communication folder. The use of email is strongly recommended as means of communication between parents and teachers if at all possible. However, please understand that teachers may not have a chance to read emails during the school day. NO transportation changes should be sent by email. Please note that all transportation changes must be submitted in writing. If school is in progress forgotten items or messages can be delivered to the front office, who will deliver said items to the teacher/student to avoid disruption to instruction time. PARTIES The Cobb Board of Education policy stipulates only one party is allowed each year. That party is held just prior to Winter Holidays. Please do not request parties at other times of the year. A birthday treat may be sent to school for your child’s birthday. We encourage pencils and school supplies as an alternative to sweets.

PERSONAL ELECTRONICS Students may bring cell phones to school, however they may not use, display, or turn on cellular phones during the regular school day, including instructional class time, class change time, breakfast or lunch unless the teacher has approved the cell phone for use during an instructional

activity. Students may bring iPads, tablets, and ereaders to school if allowed for instructional purposes (BYOD) by their teachers. No such devices may be used at any time on school-operated vehicles, including buses PHYSICAL EDUCATION Physical Education is an essential part of the education curriculum of Cobb Country Schools. Students should wear lace-up shoes, preferably tennis shoes, for physical education classes. Keeping the safety of each student foremost, no sandals, boots, clogs or dress shoes should be worn to P.E. Students are not required to dress out for physical education, but they should wear appropriate clothing for participation in activities such as tumbling or gymnastics. Non-participation: Students requesting an excuse from total participation in P.E. for any duration or restrictive participation for more than five consecutive days after returning to school must have a physician’s statement specifying the type of illness or injury and the nature and duration of the restriction.

PLEDGE OF ALLEGIANCE Each morning students in the Cobb Country School System shall be afforded the opportunity to recite the Pledge of Allegiance to the flag of the United States of America. Students participating in the recitation of the Pledge will be expected to stand, face the flag and recite the Pledge in unison. Students not participating in the recitation of the Pledge may a) stand and refrain from reciting the Pledge, or b) remain seated. Georgia Code Section 20-2-296 states: “Each student in the public schools of this state shall be afforded the opportunity to recite the Pledge of Allegiance to the flag of the United States of America during each school day. It shall be the duty of each local board of education to establish a policy setting the time and manner for recitation of the Pledge of Allegiance. Such policy shall be established in writing and shall be distributed to each teacher within the school.”

PUPIL RECORDS Records will be sent to the child’s new school in case of a transfer when requested by the receiving school. Notify the school at least two days in advance of a move so that records can be prepared and charges removed. Release forms must be signed by a parent or guardian before records will be released. Student records are available for inspection by parents or guardians upon request. REGISTRATION Students must be registered each year by parents or legal guardians. For all new kindergarten and first-grade students, a spring registration is conducted. The registration date is posted on the CCSD website. For all current Vaughan students, a registration form is sent home in the spring that parents must update and sign.

Grading periods are every nine weeks for Grades K-5. Report cards are distributed at the end of each grading period.

RSVP – SCHOOL VIOLENCE HOTLINE There is a school violence hotline in place to support the safety and security of our students. To report any knowledge of violence, threats, fights, drugs, improper conduct, etc. call the RSVP (Report School Violence Pronto) telephone number at 770-499-3911.

SCHOOL CLUBS AND ORGANIZATIONS An annual notification utilizing the student handbook or other appropriate method regarding school clubs and organizations shall include without limitation the name of the club or organization, mission or purpose of the club or organization, name of the club’s or organization’s faculty adviser, and a description of past or planned activities. Similar notification shall also be provided for clubs and organizations created or started during the school year. See Vaughan ES Front Office to obtain a form for posting.

SCHOOL COUNCIL Vaughan Elementary has a School Council which meets regularly. The purpose of this council is to promote communication between school and community. Council members will determine meeting dates and times, which will be posted in advance. Staff members, parents and selected community leaders will serve on this council.

SCHOOL INSURANCE School accident insurance will be made available to all students at the beginning of the school year.

SEXUAL HARASSMENT It is the policy of the Cobb County Board of Education that all students shall be able to enjoy an education environment free from all forms of discrimination, including sexual harassment. Sexual harassment is unlawful under federal law and is specifically prohibited by the Board of Education and will not be tolerated. Please refer policies JAB and GAB for the specific definition and compliant filing procedures. A copy is available on the school district website at www.cobbk12.org.

SNACKS Our students are allowed to bring a nutritional snack from home each day. During the morning or afternoon blocks of time, depending upon lunch schedules, teachers will allow students to eat their nutritional snacks while completing their assignments. Please remember that we stress nutritious snacks as a part of our health curriculum. Snacks that have high sugar content should be avoided. SOLICITATION

No person, firm, corporation or business shall enter school property during the hours of operation for any purpose of selling, trading or bartering merchandise of any kind to a student, employee, school club or organization, nor shall any of the above enter school property for the purpose of soliciting money from a student, employee, school club, or organization for any purpose other than approved exceptions. All school fund-raising drives shall meet guidelines established by the Cobb County Board of Education and receive approval of the principal. Door-to-Door solicitation by students is prohibited.

TEXTBOOKS Textbooks are provided through county and state funds and without cost to the child’s parents and guardians. In compliance with the textbook policy, all charges for lost or damaged textbooks must be paid in order to issue replacements. All textbooks issued to children will be their responsibility should the textbooks be lost, damaged, or stolen.

TOBACCO The Surgeon General has determined tobacco use a health hazard. Furthermore, Cobb County Board of Education has determined that tobacco use is inconsistent with the concepts an d principles taught through the curriculum of the school system. Since tobacco use is not in the best interest of students or employees, the use of all tobacco products shall be prohibited. TRANSPORTATION CHANGES Vaughan is located on a busy street. All precautions are taken at the school to insure safe crossings. We will have staff members on duty while the buses are loading and unloading and at the back entrance to the school (near the cafeteria) for our car riders. Let your child out at this location only. DO NOT DROP OFF YOUR CHILD IN FRONT OF THE SCHOOL BETWEEN THE HOURS OF 7:15 a.m. and 7:50 a.m. After 7:50 a.m., you will need to sign your child in at the front office and they will need a tardy pass. If your child is leaving with someone other than that parent or guardian, we require a written notice to the teacher. The person(s) picking up your child from school must present a picture ID to the office staff.

VANDALISM Deliberate and willful destruction of school property will not be tolerated. Offenders will be dealt with accordingly. Parents are responsible for property destroyed by their child.

VISITORS A warm welcome is extended to parents and interested persons to visit the school. We encourage you to come join your child for lunch or chaperone field trips when needed. All visitors (including parents) must sign in at the

front office and receive a YELLOW VISITORS PASS to be worn on their clothing visible for Vaughan staff and students to see at all times. Persons visiting the classroom or having lunch with students MUST HAVE A VISITORS BADGE. For safety reasons, we will lock the exterior doors with between the hours of 8:00 a.m. and 2:00 p.m. You will need to buzz the front office on the keypad outside the front doors to be let in.

VOICEMAIL School voicemail will be activated during school hours when all lines are in use. If you encounter voicemail, leave a message so we may return your call. PLEASE DO NOT LEAVE DISMISSAL CHANGES ON VOICEMAIL VOLUNTEERS Parents are needed to serve on PTSA committees and to enhance our school by media center, and the classrooms. The rewards are many for both student and parent. Volunteers must sign-in each time they enter the building, prior to beginning their scheduled work. It is recommended that volunteers make arrangements for younger children for their own safety. All school volunteers are mandatory reporters as of a new law passed in July 2012. Please refer to the handbook section on Abuse for the volunteer mandatory reporting protocol.

WEAPONS POLICY A student who wants to use a weapon or look-alike weapon in an exhibit, presentation, or activity in a classroom or at a school-sponsored event must meet the following requirements:

• Verbal approval of the teacher in whose class the weapon will be used; • Prior written permission from the Principal which includes a description of the weapons authorized and the time period during which the weapons may be on campus; • Transport of the weapon or look-alike weapon to and from the school by the parent/ guardian of the student making the request; and • The teacher or school administration storing the weapon or look-alike weapon in a secure location when it is not being used in the above classroom activities.

A student shall not possess, handle, transmit, or cause to be transmitted; use or threaten to use; sell, attempt to sell, or conspire to sell a weapon, either concealed or open to view, on school property. A weapon includes a dangerous weapon, firearm or hazardous object, as further defined below. All weapons shall be confiscated and given to Public Safety or other law enforcement agencies as appropriate. The disposition of confiscated weapons shall be Determined by the superintendent or his/her designated school official, in conjunction with law enforcement. Note: The definition of "weapon" for purposes of this Code of Conduct is one that includes, but is not limited to, the following items:

Category I Weapon - Dangerous Weapon or Firearm (Loaded or Unloaded): Dangerous weapon means any weapon which fires explosive or non-explosive rockets or weapon which is designed to explode to injure, kill, destroy armor, or similar weapon used for such purpose as defined in O.C.G.A. § 16-11-121. Firearm means a handgun, riffle, shotgun, or other weapon which will or can be converted to expel a projectile by the action of an explosive or electrical charge. Category II Weapon – Hazardous Object: Hazardous object means any dirk, bowie knife, switchblade knife, ballistic knife, any other knife having a blade of two or more inches, straight-edge razor, razor blade, spring stick, knuckles, whether made from metal, thermoplastic, wood, or other similar material, blackjack, any bat, club, or other bludgeon-type weapon, or any flailing instrument consisting of two or more rigid parts connected in such a manner as to allow them to swing freely, which may be known as a nun chahka, nun chuck, nunchaku, shuriken, or fighting chain, or any disc, of whatever configuration, having at least two points or pointed blades which is designed to be thrown or propelled and which may be known as a throwing star or oriental dart, or any instrument of like kind, any nonlethal air gun, and any stun gun or taser as defined in O.C.G.A. § 16-11-106 or any tool or instrument which the school administration could reasonably conclude as being used as a weapon or intended by the student to be used as a weapon and thus a violation of the intent of this Code of Conduct. Category III Weapon: Any knife or instrument having a blade of less than two inches, any "look-alike" firearm, or plastic disposable razor or sling shot. WITHDRAWAL PROCEDURES When a student is going to withdraw from school, he/she should bring a note from the parent or guardian stating the last day the student will be in attendance, the area the family is moving to, and the school the student will be attending, if known. The student should give the note to his teacher who will send the information to the front office. The teacher will give the student a copy of a withdrawal form to take to his new school. Our office staff needs (at a minimum) a one-day prior notice in order to process the paperwork. Only the parent who registered the child will be allowed to initiate the withdrawal process.

CCSD Gifted Services

Cobb County Public Schools Advanced Learning Programs serve the learning needs of students who are academically gifted and highly able learners through programs that provide rigorous and accelerated curricula.

Gifted Services

Description of Program provides services for identified gifted students at all grade levels. Gifted services are designed to meet the specific academic needs of gifted students by emphasizing the following competencies:

• Critical and creative thinking • Higher order reasoning • Extensive and advanced research skills • Advanced and accelerated academics

The requirements for identifying and placing students in the gifted program are governed by Georgia State Department of Education Rule 160-4-2-.38.

Gifted Evaluation Process

All gifted assessments in the Cobb County School District adhere to the rules and regulations established by the Georgia Department of Education. There are three steps in the process of identification and placement of students into the gifted program: referral, assessment, and determination of eligibility.

Referral

The referral process is the first step of the gifted services eligibility process. A referral may come from teachers, parents, students, or as the result of system wide testing. Referrals are reviewed by each school’s eligibility committee to determine whether further assessment of a student for gifted eligibility is appropriate.

Assessment

Students are assessed in four areas: mental ability, achievement, creativity, and motivation. Instruments include nationally normed tests, rating scales, and other approved measures. All assessments comply with state rules and regulations.

Once assessment is completed, the data is evaluated for determination of eligibility.

Determination of Eligibility

Eligibility may be established in one of two ways:

Option A: A student must meet eligibility requirements in both Mental Abilities and Achievement.

• Mental Ability: 99th percentile (K-2) or 96th percentile (3-12) on a standardized test of mental ability - Composite Score only

• Achievement: 90th percentile in total battery, total reading, or total math section of a standardized achievement battery

Option B: A student must meet eligibility requirements in three of the four following areas:

• Mental Ability: 96th percentile on a standardized test of mental ability –approved component or composite score

• Achievement: 90th percentile in total battery, total reading, or total math section of a standardized achievement battery

• Creativity: 90th percentile / 90 percent on a creativity assessment • Motivation: 90th percentile / 90 percent on a motivation evaluation OR for grades 9-12 only, a

GPA equivalent to a 3.5 on a 4.0 scale

Transfer Students: • In-State Transfers: Any student who meets the eligibility criteria for gifted education services

in Georgia is considered eligible to receive gifted education services in Cobb County upon verification of records.

• Out-of-State Transfers: There is no mandated reciprocity between states for gifted eligibility. Outside data must be considered when determining eligibility but does not automatically supplant school-generated data.

Delivery Models • Elementary

The elementary students are served through a program called Target, a pull-out resource program for gifted-identified students. Students typically meet one day per week. Target standards focus on both cognitive and affective growth. Gifted students have a full instructional day in Target including class work and homework. They are excused from making up class work and/or overnight homework assigned in the regular classroom on that day.

• Middle Gifted students in middle school are served through advanced content classes in English/Language arts, Math, Science, Social Studies, and Foreign Language. Advanced content courses present more complex subject matter at an accelerated pace. Students in middle school advanced content classes are expected to go beyond baseline standards and develop the critical thinking, reasoning, and writing skills in core content areas that will ensure academic success during their high school and college academic careers.

• High High school gifted services are provided through honors, advanced placement, and gifted electives. These courses present more complex subject matter at an accelerated pace. Advanced Placement (AP) courses are the equivalent of a typical college-level introductory course for which students have the opportunity to earn college credit through the AP testing program. Other options for services include Magnet programs, dual enrollment or Move on When Ready (see school counselor for details).
