    Vaughans fire chief calls him a hero, but if you ask Luigi Valente about helping save his neigh-

    bours life, hell likely tell you he didnt do anything extraordinary.

    It happened last December, during the first snowstorm of the year.

    Valente and his longtime next-door neighbour Nelson Kagetsu were outside clearing the snow off their driveways. Valente was sweeping off his steps while Kag-

    etsu, who used his snowblower to clear both their driveways, had gone to retrieve a shovel to clean up the last little bit of snow.

    The Vaughan Citizen has posed a set of questions cov-ering a wide range of matters to candidates running in the riding of Vaughan-Wood-bridge for the Oct. 19 federal election to help local voters better understand their posi-tions.

    Responses received from candidates by The Citizens publication deadline are being published in the news-paper and online at yrmg.com. This is the fifth and final set of questions.

    NDP candidate Adriana Zichy and Green Party can-didate Elise Boulanger did not respond by publication deadline.

    Q: Vaughan is a rapidly growing city and, as a result, green space is disappearing. What is your partys plan to ensure residents have access to green spaces? How much is your party planning to spend on this and where will the funding come from?

    Conservative Julian Fantino

    As someone who has lived in Vaughan for nearly 40 years, I have seen an incredible transformation of our com-munity. While the federal gov-ernment has no control over local building permits as it is the juris-diction of the city and York Re g i o n , we do help local efforts to e x p a n d g r e e n spaces. Indeed, through federal gas tax funding, our Conservative government has

    supported key improvements to public parks throughout Vaughan like Rainbow Creek Park and Doctor McLeans Park. We also took a major step with respect to lands under federal jurisdiction in the GTA with the new Rouge National Urban Park. This will be one of the largest urban green spaces in North America, spanning nearly 8,000 hectares mak-ing it over 20 times larger than New Yorks Central Park. Additionally, in 2014, we also launched the National Con-servation Plan. This national plan will coordinate green space conservation efforts across the country.

    Green space is important, and Canada has a lot of it. This, again, is another issue that is under the responsibility of the municipal government. The federal government has no role to play in this regard and we believe this is a good attribute of our system. Hav-ing said that, I believe, it is important that Vaughan city council seriously consider declaring more areas as green s p a c e w h e r e d e v e l -o p m e n t would be off limits. I would also like to see m a n d a -tory mini-mums on the size of newly built communities. If minimums were established, it would leave more green space in those communities, thus bringing more green space closer to homes where

    residents could enjoy them. A better solution instead of hav-ing to take a long walk to find them.

    We will establish the Cana-da Infrastructure Bank (CIB) to provide low-cost financing to build new infrastructure proj-ects. This new CIB will work in partnership with other orders of governments and Canadas financial commu-nity, so that the f e d e ra l govern-m e n t can use its strong c r e d i t r a t -ing and lending authority to make it easier and more affordable for municipalities to finance the broad range of infrastruc-ture projects their communi-ties need.

    The new CIB will issue Green Bonds and make green infrastructure projects more attractive to private inves-tors by offering loan guar-antees, reducing financing costs and risk, and bundling small projects into attractive offerings for investors. A Lib-eral government will provide dedicated funding to invest in a broad range of projects. We will boost investment in green infrastructure by nearly $6 billion over the next four years, and almost $20 billion over 10 years.

    We need larger tree species in Vaughan

    I am very upset to see trees that mature to such a small size being planted around Vaughan, such as: Serviceberry growing to about 15 feet; Flame Amur Maple 20 feet; Ornamental Pear 10 feet and Ivory Silk Lilac 20 feet.

    I can understand when one of these trees is planted beside a lamppost, or on a very small boulevard, or even when a large tree is already planted on a homeowners lawn.

    But I have seen many of these smaller trees planted in areas that could easily accommodate a large tree, such as an Oak, Linden, London Plane, Tulip Poplar, Maple, Zelkova etc.

    Streets in Vaughan will never look mature. The streets will have all these small trees that look stunted.

    Serviceberry does not handle urban spac-es well, and start to decline about a decade after they have been planted and they dont create any shade whatsoever.

    The Flame Amur Maple looks like the messy weed tree Boxelder, and is very weak and prone to snapping in an ice or snow-storm. This is also a non-native tree that reseeds, just as the Norway Maple does.

    Dont get me started on Ornamental Pear, which never make it past 20 years. They either die from diseases or the whole tree snaps in half.

    Look at Bentoak Crescent in Thorn-hill Woods. After the ice storm, almost all the Ornamental pears had to be removed. They couldnt have been more than 12 years old. They also stink in the spring.

    Ivory Silk Lilac trees are nice, but in moderation and in appropriate spaces, for instance, next to a light post, or where a large tree has already been planted on a lawn.

    I did not see any Tulip Poplar, Lon-don Plane, Bur Oak or Zelkova planted in my neighbourhood this year.

    I saw many locations that could have easily supported a large tree, but instead a Serviceberry, Amur Maple, Ivory Silk Lilac or Ornamental pear was planted.

    I also noticed this year that the tree diversity was far lower.

    I really hope to see trees that grow large planted in the future or Vaughan streets will never have that mature feel to them. It is quite upsetting.

    Finally, democracy made easyoday I bring you the traditional pre-election column encouraging you to get out there and vote. Which always struck me as on odd

    thing to write about, since if you regularly vote, well then youve already stopped reading (I vote alright already! Sheesh!).

    And if you dont vote, well the last thing you want is a sermon. And besides, youre really not that interested.

    And I could tell you about how millions died in wars so we could be free, choose our own govern-ments, wear what we want, say what we want, cheer for what baseball team we want (Lets Go Blue Jays!) yadayadayada.

    Or that even today, in other parts of the world, people still fight and die in their quest to live free from tyranny. (Or, I guess, to impose it.)

    And you could say the tradi-tional lines like: It doesnt matter who gets in, theyre all the same. They make all these promises, but never keep them. The person I vote for never gets in. Im too busy. Havent been following it. I thought Obama had four more years. And so on.

    Others may have a phobia related to church basements or school gymnasiums (something about getting passed over for the volleyball team, or choir) that keeps them away from the polling station.

    With iPads, iPhones and other iNstruments of iSolation, some of us may no longer know how to wield a pencil to mark the X. Or is it a checkmark? Yet another intimi-dating, confusing aspect of this whole process.

    Why do they keep talking about how many seats they have? What are they, renting a tour bus? A ban-quet hall? I just dont get it.

    Yes, all so confusing, and a real challenge for the average lazy, disinterested Canadian who does not appreciate how good we have it here in the true north strong and free and the democratic rights we have, and how if we dont use it, eventually we may lose it. (And sure, we could have Internet vot-ing, but I suspect Edward Snowden would advise against it.)

    To solve these problems, I have come up with ways to make sure we are all able to vote on the big day. Yes, it will require a veritable army of election workers, but that may help the unemployed or those seeking a reason to get out of the house. (You know who you are.)

    First, on Monday (Oct. 19 being federal election day in Canada, in case you were not aware), a hidden microphone is placed in the light above the dinner table. Say pass the ketchup and you have voted Liberal, pass the relish, youve voted Green, Oh, blueberries! How nice! and you voted Conservative and I just love having slices of Orange with my bacon and eggs! and you voted NDP! See! Its easy!

    Or gas up the car on voting day, and when the pump prompts you to select the grade of fuel, regular (87), mid-grade (89) or high octane (91), it can also ask you to pick NDP, Liberal or Conservative. Its just one simple extra step. Just takes a few seconds. Really.

    (If you go to the electric charg-ing station, or simply top up the air in your bicycle tires, your vote will be registered for the Green candidate.)

    But youre not on the voters list, you say?

    Theres a solution for that. With the supervision of another family member who is already awake, an election worker places a special card on your alarm clock. The alarm goes off, you reach over to turn it off and bingo, you touch the card, you are now registered!

    Proceed to the sink to brush your teeth where an array of dif-ferent coloured toothbrushes will be displayed. Just reach for the one that matches your party of choice and your vote will be recorded accordingly.

    So hardly a need for you to lift a finger! Happy Democracy!

It is not ananswer to suggest that theinconvenience of a staffmember justifies exposingchildren to such harm.The scope of potentialclaimants could be as largeas the entire family ofevery student at the school.After a court strugglesto quantify the loss toeach discrete family andvictim, the court wouldthen consider punitivedamages. These damagestarget not loss, butconduct. The defendantswrong is considereddirectly and separatelyin order to assess itsseverity and, accordingly,the appropriate degree ofpunishment. The otherforms of damages look tothe loss of the plaintiff,but punitive damages referessentially to the degreeof culpability of thedefendants action. Thepunitive damages wouldbe precedent setting.How large? In the seminalcase of Pilot vWhiten, theSupreme Court of Canadaupheld a $1,000,000punitive award against aninsurance company thatalleged its insured was anarsonist,when the evidenceshowed the opposite. Thatwas one family and oneinsurance company, overdamage to a reputation.How much greater wouldthe punitive damages befor the avoidable ruin of acommunity.This is not a case thatsociety ever wants to seehappen.Please, please, reconsider.

    If not for her heart attack and husbands pair of broken feet, Anna Kanevsky would only have to worry about son Ethans quad cerebral palsy.

    But life isnt that simple.So the family has taken to

    the Internet and a Go Fund Me campaign in its bid to raise the money it needs to move, buy a late-model van and get the van converted with a lift for Ethan.

    All that costs big-time.Ethan, 6, was born at five-

    and-a-half months and spent 166 days in the Natal Inten-sive Care Unit at Womens College Hospital.

    He cant effectively use his hands or legs and requires round-the-clock care.

    Mom Anna was coping until she suffered a heart attack about six months after Ethans brother Ryan, 4, was born.

    To top it off, the boys father had a nasty gym acci-dent that left him recently with a pair of broken feet.

    In desperation, the family is trying to raise $100,000 so it can move from its townhouse to more suitable wheelchair-accessible accommodations.

    We were kind of hoping March of Dimes would help. Right now, our main thing is to get him a van with a wheelchair lift, weve raised

    quite a bit of money, $41,000 which has been great. It costs around $17,000 but we just got the letter saying he was denied, said Kanevsky.

    She said Ethan just loves to play with his younger brother Ryan.

    He loves playing with cars, loves doing what a typi-cal six year-old does, but cant do everything and needs constant care.

    The government limits the familys personal support care worker time to about eight hours per week.

    And we have to move because our house is a town-house and its all stairs; my husband is the only one working and he was in a bad accident in the gym where he broke both his feet, said

    existed before I had Ethan; hes handicapped, he cant even sit on his own, he cant walk and is fully dependent. I thought the government would play for all these things and it does pay a portion it pays 75 per cent of what it feels he needs, she said.

    The Go Fund Me cam-paign has been ongoing for six months and did very well in the beginning.

    Its died down. Ethans a great kid and I wish we could so much more for him.

    York Regional Police have charged two women in the 2013 death of a two-year-old girl at an unlicensed daycare at a home in Vaughan.

    Police were called to a home in Thornhill, Vaughan on July 8, 2013, where they found a two-year-old girl with vital signs absent.

    The owner/operators of the daycare were arrested Oct. 8 and charged with destroying evidence and interfering with an ongoing police investiga-

    tion.Charged with obstruct

    police are Olena Panfilova, 49, of Vaughan and Karina Raba-danova, 26, of Vaughan. They have not been held in custody and are scheduled to appear in Newmarket court on Nov. 12.

    The case sparked an outcry against unlicensed daycares in Ontario, when it was discov-ered there were 27 children at the daycare, which violated the Day Nurseries Act that states unlicensed daycares can only have five children.

    York Region Public Health

    was also called and their offi-cials found seven health vio-lations related to cleanliness and food safety in the kitchen.

    It prompted the province to take action to review its policies around unlicensed daycares.

    The police investigation is ongoing and anyone with information is urged to come forward.

    Two charged in daycare death

    A 65-year-old woman has died after a two-vehicle crash early Sunday on Hwy. 400 near the 407 in Vaughan, according to the OPP.

    Vaughan fire services, the OPP and York paramedics responded to the crash at around 2 a.m. OPP Sgt. Ser-geant Kerry Schmidt of the Highway Safety Division said that a vehicle had been rear-

    ended.At least one person was

    trapped inside a vehicle and needed to be extricated, according to Vaughan fire services.

    York paramedics said that four patients were removed from the rear-ended vehicle. Three were taken to local hospitals and a fourth was rushed to a trauma centre.

    Schmidt said that the driv-er of the vehicle, a 25-year-old man, has been arrested and is facing multiple charg-es, including impaired driv-ing.

    Schmidt also said that a quantity of marijuana was found in the vehicle and the driver is being charged for possession.

    If you didnt cast a ballot this past long weekend, make sure you go to the polls Monday.

    Youve got 12 hours 9:30 a.m. until 9:30 p.m. to vote, so plan to do so.

    After all, youve had since Aug. 2, 75 days and count-ing, to consider all the alter-natives. Thats twice as long as the last 37-day campaign in 2011.

    The voter turnout was just 61.1 per cent four years ago, when nearly four out of 10 eligible voters chose not to vote. It was up from 58.8 per cent in 2008, but well down from 67 per cent in 1997 and way down from the 75.3 per cent who turned out in 1988 and 1984.

    We can and should do a lot better these days than barely breaking 60 per cent.

    There will always be a core constituency who decide no party or leader or local candidate suits its

    taste. And there is an apa-thetic slice of the population who either dont know or dont care an elections on.

    You can bet its clear one in four voters wont cast a ballot, bringing the best number we can possibly ever get would be about 75 per cent.

    That presumes a highly engaged, informed and excited electorate in a heated race. Thats what we had in the 1980s when free trade was a big issue and the Progressive Conservatives, Liberals and NDP fought

    it out.Weve never had a better

    three-way national battle than we have this election. And early returns show advance voting is up 16 per cent 2011. That may signal an improved voter turnout in 2015.

    Lets hope younger voters take part in greater numbers in 2015. If democracy is to mean anything in future years, it has to rely on those 18 to 24. Most voting for the first time. Turnout among this group was just 38.8 per cent in 2011, though that was actually two per cent higher than in 2008. Hope-fully the number will be a lot higher this time around as young people become more engaged and take a more active role in the system.

    Youll have more room to park it in King City when you get on the GO from now on.

    Transportation Minister Steven Del Duca announced the opening up of 72 new parking spaces at the King City GO Station last Friday. The spaces were officially ready for use this past Tues-day.

    Theyll be followed up by a further 60 new spaces in an adjacent lot to be built and opened next spring, reduc-ing the stress on surrounding streets.

    King City is a very busy station. In fact, approxima-tetly 1,000 customers use this station every day, mak-ing it the fourth busiest sta-tion on the Barrie GO line, said Del Duca, in making the announcement at the sta-tion.

    He was joined by Oak Ridges-Markham MPP Hel-ena Jaczek as well as Mayor Steve Pellegrini and a number of King Township councillors at the announcement.

    Since 2003, our govern-ment has added 31,000 park-ing spaces to the GO system, overall making it easier and

    more convenient to take GO Transit, said Del Duca, MPP for Vaughan.

    He said the added park-ing spaces would help take pressure off the stations just south of King City, Maple and Rutherford in Vaughan.

    Not that many months ago I was at the Maple GO Station and we announced some additional parking spaces there I think this will help. It will help people here in King, it will help people in

    the vicinity of the Barrie line with more options. Our work here is not done, he said.

    Pellegrini called the new lot, a success story. Its a great partnership between the Township, the province and Metrolinx. Were excited that even more parkings coming here.

    There are currently about 450 spots in the King GO Sta-tion. Once the two new lots are open, that will increase to about 580.

    QUEBEC CITY, PQ: It was no coincidence that Toyota Canada chose Quebec City to debut its new subcom-pact 2016 Yaris Sedan.

    After all, Toyota has sold more Yaris hatchbacks in la belle province than all of the rest of Canada com-bined since the model bowed in 2006.

    So the thinking is that this nimble little sedan will be another solid seller for the automaker, which is a big-time player in small cars in Canada, with com-bined sales of more than 46,000 here as of the end of September.

    Unlike the Yaris Hatchback, this new sedan has its roots not with Toyota, but with Mazda. As part of a partnership between the two Japanese automak-ers, Mazda is building the Yaris Sedan for Toyota at its plant in Salamanca, Mexico, which also produces the Mazda2.

    It is also no coincidence that the 2016 Yaris Sedan looks an awful lot like the Mazda2 because thats what it is, with the addition of some Toyota badging

    and a few other modi cations. Mazda has decided against bringing the 2016

    Mazda2 into North America so Toyota is marketing the car in the U.S. as a Scion iA and here as the Yaris.

    However, according to Toyota Canada managing director Stephen Beatty, Toyota engineers worked hand-in-hand with their Mazda counterparts on the new Yaris.

    But anyone familiar with Mazda will see the simi-larities; particularly inside which has a decidedly up-scale look for a car in this segment with lots of soft-touch materials and nice use of accent pieces.

    Outside, the design is bold and brass with a prom-inent hexagonal grille that will have its share of de-tractors.

    Otherwise, the long hood, swept-back A-pillars and a short rear deck make for an eye-catching de-sign with the cool factor that Beatty predicts will be a hit with consumers.

    Prices start at $16,995 for the base model with a six-speed manual transmission, $18,220 for a six-speed automatic.

    Even at this base level, the Yaris Sedan has upscale

    features like push button start, power door locks and keyless entry, power windows, cruise control, tilt and telescoping steering column, air conditioning, dual power adjustable exterior mirrors, steering-wheel mounted audio controls and more.

    Move up to the Premium model ($20,200) available only with the automatic and you add aluminum alloy

    wheels, back-up camera, fog lamps, heated front seats and a display audio system with a seven-inch touch-screen, six speakers and two USB ports.

    Interestingly, the base model Yaris Sedan starts at $1,000 more than the larger Corolla model, although

    Toyota sees the hatchback and sedan appealing to different buyers. Small car enthusiasts will gravi-tate to the hatchback, while the sedan has a more premium feel and full-size styling.

    They see the Yaris Sedan as predominately an ur-ban vehicle that will resonate with city-savvy drivers who are youthful, spirited, style-conscious and al-ways connected.

    Power comes from a 1.5-litre DOHC 16-valve four-cylinder engine making 106 hp and 103 lb/ft of torque.

    On the road, though, the engine pulls well and seems much more powerful than the numbers would indicate. We sampled both the manual and auto-matic transmissions and found both had acceptable levels of acceleration. Engine noise is pronounced on hard acceleration, but settles in when at speed.

    Our drive route through the rolling hills outside Quebec City took us on a number of winding, rural roads that meandered through villages and back

    onto high-speed express routes. The Yaris Sedan handled everything with ease.

    This is a low-budget segment of the market but the vehicle feels anything but inexpensive and to me proved a real pleasure to drive. There is no doubt about the Mazda zoom zoom DNA in this vehicle with sharp, precise steering and excellent handling.

    The cabin is well put-together; in fact the dash looks very much like the one in the Mazda CX-3 we recently tested. Fit and finish is excellent and all

    with the short bottom seat cushion that doesnt provide as much support for the taller driver, as I would prefer. Otherwise, the front seats are comfortable and ac-commodating.

    Being a sub-compact, rear seat leg-room is tight, but this is a car aimed at millennial singles or couples; families are encouraged to move up to the compact segment into the Corolla.

    Trunk space is a generous 382 litres that can be expanded when the 60/40 split rear seats are folded.
