B.C. says no to provincial funds for flood damage, council says yes

Vanderhoof’s council is appealing the province’s refusal to provide funding for private property damage caused by fl ooding in May.
Emergency Management BC has granted fi nancial assistance to the district towards the immediate response to the fl ood and the damage to public property — sandbagging, for example — but not for damage caused to homes, said Tom Clement, the Dis-trict’s Chief Administrative Offi cer.
“In making the decision they decided that there wasn’t enough damage, there weren’t enough homes to meet the criteria,” Clem-ent said. “We’re going to appeal that and say one is enough, if there was damage.”
In response to Vanderhoof’s application, Emergency Manage-ment BC said that “the high water table from April 24th to June 24th and subsequent water seepage into residential low lying homes” was not eligible for Disaster Financial Assistance, after
“[assessing] the severity of the event, the safety of people, the extent of the damage and the number of people and/or communi-ties affected.”
Part of the district council’s appeal is to get a better under-standing on the damage residents have, Clement said.
“It doesn’t sit well with council that there seems to be an arbi-trary limit,” he said. “Is it 10 homes, 20 homes, or three homes?”
The district’s mayor Gerry Thiessen will meet with MLA John Rustad on Wednesday for his advocacy on the appeal.
“It was incredibly disappointing for us as the community that we didn’t qualify,” said Thiessen. “Especially as the person in charge of northern British Columbia’s emergency preparedness had recommended [Vanderhoof] to qualify for national disaster fund.”
For Paul Collard who resides on View Street, his fi nished basement had been affected by both this year’s fl ooding as well as in 2007.
“The cost has not been huge to fi x things, but losing about 50 per cent of living space for 40 days in a year certainly is,” he said.
Wayne Salewski and friends were building a dyke at his residence on Reid Drive while staff from the hatchery were checking the telemetry for the Nechako White Sturgeon during the flooding on May 22.

Vanderhoof residents may be breathing dirtier air than they think they are in the past three years, according to a recent report.
The Ministry of Environment’s fi rst air quality report for the Central Interior Air Zone — includ-ing nearby communities such as Prince George, Quesnel, Williams Lake, and Smithers — states that Vanderhoof’s air pollutant levels have exceed-ed national standards from 2011 to 2013.
With data collected from 10 monitors in the area, Vanderhoof and Smithers are the two communities found to have a high 24-hour average amount of fi ne particulates, while the annual average amount is also high in Vanderhoof.
The district council will work with the ministry to understand why fi rst, said Tom Clement, Vander-hoof’s Chief Administrative Offi cer.
“One of the things is that Vanderhoof and Smith-ers are the only two along the northern route that have a newer monitoring system,” Clement said. “There maybe something in that.”
According to the report, higher concentration of fi ne particulates are expected with the new moni-tors because they account for the amount that older measuring procedures may lose.
As Vanderhoof’s monitor is currently located on top of the district’s courthouse, the council is look-ing to do additional monitoring in case of skewed data, Clement added.
“This is defi nitely a warning to us that we need to do something,” he said. “The environment com-mittee will investigate it, and come back to council with answers to questions why and what can we do to improve.”

When an independent professional in a small community is looking to retire, reaching out to a larger establishment may be a benefi cial solution for all parties involved.
Aiming to retire by the summer of 2016, Ken Simon from Kenneth B. Simon Corp. has recently joined MNP LLP, a Canadian accounting fi rm headquartered in Calgary.
“How does one leave from one’s own operated business?” said Simon. “If I’m going to be leaving my business, I want to make sure that my staff has the opportunity to continue their employment with that business, and my clients have continuity.”
He noted that business succession can come from three sources: either an existing staff that can take over the business, or an external individual who has the intent of taking over, or look for an existing entity that have the resources to do so in a shorter period of time.
“With Vanderhoof being a small community,” he added. “Sometimes it can be diffi cult for individuals from professions to be here and relocate and become a resident of Vanderhoof.”
Simon had arrived in Vanderhoof 31 years ago to establish his account-ing offi ce, with the previous 10 years of his career spent in Prince George and Fort St. John.
“Just as I was new to the community at one time, MNP is new to the community, but not to the accounting world,” he said.
Simon noted the vulnerabilities of having an independent offi ce.“I’m one of three people, if you suddenly miss one person, it’s a big hole
to fi ll,” he said. “MNP can then provide long-term stability for Vanderhoof because they’ll be able to attract personnel to be there and work here.”
Rod Quiring, a MNP partner based out of Prince George that special-izes in assurance and aboriginal services, along with senior manager Blair Traxler will be taking over Simon’s clients in Vanderhoof.
Quiring said he is looking to grow the Vanderhoof offi ce in two ways.“Right now, no one in Vanderhoof does agriculture work, and we have,
as part of MNP, agriculture specialists,” he said.With his existing aboriginal portfolio, he would be targeting the First
Nations community as well.“There’s a huge First Nations presence in the area, so why not service
the First Nations of Vanderhoof,” he added.For MNP, which has opened its Prince George offi ce in January this
year, it is an opportunity to expand into the smaller communities in central northern B.C.
“Using Prince George as a hub, we can now expand out,” Quiring said. “I wouldn’t be surprised if we see [MNP] going to Quesnel, and Williams Lake.”

concerns as the rest of the northern community — including industrial emis-sions, wood burning, and transportation — the most of concern to the district is wood smoke and road dust, said Angela Wheeler, Northern Health’s team lead in environmental health.
“The general advisory is mainly for people with existing respiratory con-cerns, to limit time outside or exercise,” Wheeler said, as poor air quality may lead to further irritation.
However, she added that it may not be a concern for the everyday air con-sumer.
“I exercise outside regardless of air quality, but I consider myself an average healthy person.”

True fair gets crowds
Just marijuana, not fentanylThe RCMP reminds the public
that fentanyl, 0.2g of which would kill, can be found in street drugs.
In the evening of Aug. 23, a man was reported, among other odd behaviour, running into a resident’s porch and barging into another’s front door, looking for medical help. Though he stated that he had smoked marijuana laced with fentanyl, he was found to have a bad reaction to marijuana with no trace of fentanyl.
In 2014, there has been about 90 fentanyl-related deaths in B.C., according to a recent report from the Canadian Centre on Substance Abuse — a number representing close to a seven-fold increase in the last four years.
Suspicious fi reA fi re in a green oat fi eld on
Mapes Road was reported by a worker at 8:45 p.m. on Aug. 24.
It had surprised a Top Hay em-ployee as he had seen nothing amiss on site half an hour before the event.
On property owned by Top Hay Ltd., the fi re started from a burnt
pile and had then spread to sur-rounding excess wood.
It was contained with quick re-sponse from Forestry Services, Top Hay staff, and the fi re department, the RCMP said, as well as by the fact that the oat fi eld was still green.
The police thinks that the fi re is suspicious and is currently looking for witnesses.
Those with information can con-tact the police directly or through Crime Stoppers confi dentially by phone or online.
Boat motor theftA Mercury 9.9 horse-power boat
motor was reported stolen from a shed by Tachick Lake, 14 km south-west of Vanderhoof, at 2:41 p.m. on Aug.27.
The motor is black in colour, small enough to be carried in one hand, and can normally be fi t on a 12 to 15-foot aluminum boat, the police said.
The owner has not seen it for the last two weeks.

Facade funding up for grabs

$10,000 of funding is still available until November for Vanderhoof’s businesses to upgrade their look.
So far, a total of $10,000 has been provided to two local businesses by the Northern Develop-ment Initiative Trust through its Business Façade Improvement Program — and the District has received just two applications, said Chief Admin-istrative Offi cer Tom Clement.
The program contributes fi fty per cent of a qualifying business’s project for up to $5,000, with a total of $20,000 per year to the District for improving the appearance of its businesses.
“The improvement of the Highway 16 corridor has been Council’s desire for a while,” said Mayor Gerry Thiessen. “Being able to provide fi nancial incentive for those businesses along Highway 16 to upgrade the look of their establishments is a signifi cant step in the right direction.”
For both the funding’s recipients — ARO Automotive Industrial Supplies and Streamline Signs and Graphics — the upgrade projects cost $40,000.
“You got to have a project that you could make work,” said Wayne Funk from Streamline Signs and Graphics. “You only have $5,000.”
When asked about the lack of applications, Funk said most people may not be giving it a lot of thought.
“I’ve talked to several people who have been applying,” he said. “People have been busy.”

This year’s fall fair attendance has gone up again — maybe because it’s the area’s last agricul-tural fair, says co-chair Richard Wruth.
With over 6,500 through the gate, the number of fairgoers have increased from last year’s 5,000 — which was already more than the year before, co-chair Carol Ann Shearer said.
“Lots of other fairs are bringing in rides,” said Wruth. “People like that it’s a country fair, with lots of animals, not commercialized.”
With the fair’s 50th anniversary next year, the organizers are already looking for volunteers.
“The more poeple come out, the more people to enjoy things, “ he said. “ The goal is to bring people to our community to show them what we have.”

As you are probably aware, Vanderhoof experi-enced signifi cant fl ooding earlier this year. Larger fl oods were experienced in 2007, and there was a near fl ooding event in 2010. This was brought about by what I believe is the inability of Rio Tinto Alcan (RTA) to operate their water control facility to control the fl ows of the Nechako, and climate change.
As it stands right now, the level of water behind the Kenny Dam is 6ft higher than it was this time last year, and the water release from the spillway has ben reduced. This is also an El Nino year of almost un-precedented proportion that will mean more precipita-tion in the catchment of the dam.
Questions need to be asked of RTA as to what their water management plan is for this season, and what

I’m starting to think getting an SUV and a canoe is in order. What better way to explore the Nechako Valley lakes and streams that could possibly rival the Lake District of England?
I haven’t been to the Lake District yet, though I would dearly love to, from what I’ve imagined the scenery could be like when Elizabeth Bennett ventured out on a 19th-century road trip in a horse-drawn car-riage with her aunt and uncle Mrs. and Mr. Gardiner, and then running into Mr. Darcy at Pemberton...I digressed.
People have been reassuring when I inquired about my mobility in town — I got quite a scare and wake-up call as I headed off to the Omineca Golf Course on my fi rst day, bumping along and swirling dust on the gravel road.
“That’s the worst road in Vanderhoof!”However, remembering the Top Gear episodes I’ve watched where
sedans raced to fi nd the source of the Nile River through muddy roads and crossing rivers on makeshift rafts, it’s really quite smooth. I’m exaggerating.
As for winter however, we’ve explored the differences between a four-wheeler and an all-wheeler (I still don’t quite understand, please feel free to educate me).
“If you have snow tires, you should be okay if you stay in town.”How about going up the mountain with my snowboard for some
powder?“Well, they ususally plowed the road up Murray Ridge the day
after we get snow.”That’s nice, or with all these trucks around town I can probably hop
on with my board eh?“Oh, studded tires, I almost forgot, you’ll need those to go to Prince
George.” I’ll get my snowshoes ready...

assurances can they give to the other stakeholders in the Nechako watershed that next years fl ows will not result in fl oods again.
The bigger concern downstream from Vanderhoof is what could happen with a really big fl ood situa-tion. The snowpack this year was only 120% of aver-age, yet caused huge impacts. We will certainly have snowpacks in the 180%+ range in the future, and these could cause huge fl ooding in Vancouver and every-thing upstream. RTA has based all its water manage-ment plans on the last 40 years of weather data. This has no bearing on the “now” weather due to climate change, and the effects of the beetle killed trees in the catchment area of the reservoir!
Premier Christie Clark was only a week ago rec-ognising the effects that climate change is having on the fi re situation in the Province. We have related, but opposite problems. The water license that RTA has acquired with its purchase from Alcan has only one purpose stated “to generate power for industry in the NW of the Province”. All other values, life, property, environmental etc. are not included. Therefore RTA doesn’t have any responsibility for any of these. Of course, this license was issued in 1949. That is when we had fl ourishing Residential Schools, nuclear arse-nals ready to use, etc. Values have changed since then, and it is obvious that this license must be modifi ed to account for stakeholders in the water of the Nechako. There is precedent for changing the license as “Ke-mano completion”, part of the original license, was quashed by the NDP Government that took over in the 80s.
This is a big, and complicated story that has been evolving over decades, and will no doubt continue for a while yet. Getting public knowledge of the situation, and appreciation of how things could be changed, hopefully to the advantage of all parties, needs to be part of the equation.

Melanoma is a skin cancer that typically results from over exposure of skin to sunlight or UV radiation (U.V radiation can be from sunlight, tanning beds or tanning lamps) What do they look like?Any unusual moles, bumps, sores, lumps or blemishes deserve more attention. Moles can be normal, what you’re looking for are the ABCDEà A- Asymmetry, are both sides equal or irregular?B- Border, are the edges irregular? Blurred? Ragged?C- Colour, the mole is discolored, or had variations in color, the color is not uniform. (Colors can be pink, brown, black, purple, white or even blue)D- Diameter, is it larger than 6 millimeters? (Melanomas can be smaller, but size is usually a decent indicator of something amiss.E- Evolving - is it changing in shape, size, or color?
Other signs include: a red sore that doesn’t heal, a spread of pigment or color outside its usual borders, swelling or redness of the mole itself. There may be changes such as itching, scaling, oozing, bleeding, pain, tenderness etc. A reminder: If you have any concerns check with you doctor, they can decide if a biopsy is in order to make sure. Limiting exposure to the sun by use of tanning beds/lamps and being out during the hottest ties of the day when the sun rays are the strongest is also a good way to limit skin damage. Fall fair gets most beef in B.C.This year’s Nechako Valley Exhibition played host to B.C.’s
largest beef show of the year, with over 120 head of cattle.Normally consisting of 2 shows, the Angus category and
another with all other breeds, the Hereford Show - Mark of Excellence Show came to Vanderhoof this year, with exhibitors
coming from as far away as Haida Gwaii, said Brenda Wheeler, cattle show representative of the fair.
“Thank you to the exhibitors which brought over 144 head of cattle to the show and to all of this year’s volunteers,” she said.
The show’s judge was Kevin Wirsta from Elk Point, Alberta.

More participants in the fall fair can still mean more space in the exhibition building, says new chairperson for the division.
“People enjoyed the openness, even though we have more entries,” said Gloria Daley, who has redesigned the building’s layout this year.
The submissions for some categories have doubled, maybe due to preparation as well as the earlier summer this year.
“We’ve started earlier in getting the build-ing ready, people were reminded earlier.” said Daley. “All the fruits and vegetables were more ripe, just because of the weather.”
However, she added, the entries for fl owers
were also lower with the earlier blossoming this year.
New to the fair, Daley looks to prepare fi ve-year and 10-year plans for the building, includ-ing a photography gallery in the future.
“Just to make it something Vanderhoof can be proud to present to the world,” she said.
For the 50th anniversary, the committee will start with getting a vintage ‘66 van and gather-ing input from students in schools.

It is with great sorrow that we announce the passing of Julia Annette Norish of Vanderhoof, B.C. on August 22, 2015 at the age of 78. Julia is survived by her husband Bill of 48 years, sons Kevin (Colleen) and Keith (Deanna), granddaughter Jordyn, brother Arthur (Yvonne), nephew Jaime (Tammy), and many extended friends & family members. Julia was a long term member of the Order of the Royal Purple and the Catholic Women’s League, dedicating countless hours volunteering and supporting people in her community. Memorial Mass was held Aug 29, 2015 at St. Joseph’s Catholic Church in Vanderhoof. Thank you to the numerous community members for their heartfelt support.

It is with great sorrow that we announce the passing of Julia Annette Norish of Vanderhoof, B.C. on August 22, 2015 at the age of 78. Julia is survived by her husband Bill of 48 years, sons Kevin (Colleen) and Keith (Deanna), granddaughter Jordyn, brother Arthur (Yvonne), nephew Jaime (Tammy), and many extended friends & family members. Julia was a long term member of the Order of the Royal Purple and the Catholic Women’s League, dedicating countless hours volunteering and supporting people in her community. Memorial Mass was held Aug 29, 2015 at St. Joseph’s Catholic Church in Vanderhoof. Thank you to the numerous community members for their heartfelt support.

ENVIRONMENTAL PROTECTION NOTICEApplication for a Permit under the Provisions of the Environmental Management Act
We, Fort St. James Green Energy Limited Partnership, intend to submit this application to the Director to authorize the discharge of effl uent from a Biomass Generating Station. The sources of discharge are used process water, sanitary water and stormwater.
The land upon which the facility will be situated is legally described as Part of Block B of the southeast ¼ of District Lot 4759, Range 5, Coast District, Plan BCP50461, located on the west side of Tachie Road, approximately 5.6 km from Fort St. James, British Columbia (BC), which is within the Regional District of Bulkley-Nechako. Conveyance piping containing the discharge will terminate approximately 20 m south and away from Prairie Meadow Creek located approximately 167 m north of the northwest corner of the Biomass Generating Station location. The effl uent shall discharge via a concrete weir into a rock armoured channel approximately 20 m from Prairie Meadow Creek.
The maximum rate of the effl uent discharged from this facility will be 308.78 m3/day. The operating period for this facility will be 24 hours per day, seven days per week. The characteristics of the undiluted effl uent are as follows:

Stormwater will be treated via Jellyfi sh fi lters and/or oil and water separators, sanitary water will be treated via secondary wastewater treatment and process water will be treat-ed via neutralization within an underground neutralization tank.
