INTRODUCTION

This inventory describes the minute books and th e

records of the Vancouver & District Labour Council, herei n

after referred as the VDLC . They document the development o f

the VDLC in its role in advancing the economic and socia l

welfare of workers . The minute books and records consist of

16 volumes and 17 Hollinger boxes, and extend 6 .22 m . They

were transferred to the Special Collections and Universit y

Archives Division of the University of British Columbi a

Library February 14, 1990 from the head office of the VDLC .

While the minute books range in date from 1889-1970, the

main body of records covers the years 1956 to 1983 . In 1989 ,

Frank Kennedy, President of the VDLC at the time, retired an d

requested that the records prior to 1983 be deposited at th e

Special Collections Division, University of British Columbi a

Libraries . 1

Researchers are reminded that while restrictions hav e

not yet been placed on the minute books and records, it i s

likely that restrictions will be placed given the sensitiv e

nature of some of the material .

The VDLC continues to maintain a record-keeping syste m

at its current office, and it is likely that furthe r

accessions will take place .

The origins of the Vancouver and. District Labour Counci l

(VDLC) can be traced back to 21 November 1889 when the

Amalgamated Society of Carpenters and Joiners (ASCJ) called

various union representatives in the city to a meeting at th e

Sullivan Hall on Cordova Street to discuss the campaign fo r

the nine-hour work day . The various participating unions

included the Shaftesbury Local Assembly of the Knights o f

Labor, the plasters and painters, and carpenters who were no t

associated with the ASCJ . The result of the meeting was a

decision to form a Labour Council to represent "matter s

pertaining to the welfare of workingmen . "2 Fifteen days late r

the Trades and Labour Council of Vancouver (T&LCV) became a n

official organization .

Formally constituted in January 1890, the T&LCV was

funded through per capita fees levied against its affiliat e

union members . Among the T&LCV's concerns were the problem

of scab labour, the running of streetcars on Sundays, and th e

need to raise funds for a permanent labour hall . By the end

of the century the Council was "issu[ing] complaints t o

employers who paid substandard wages, lobbying] for fre e

libraries, evening and technical schools, and called for th e

establishment of public parks ." 3

The Council also sought to establish a provincia l

Federation of Labour . In 1909 the T&LCV lent G . Thompson, of

the Streetrailway-men, $50 in order to begin such an

organization . Within two years the British Columbia

Federation of Labour represented " . . . 39 affiliates, 4

councils and 4 635 members . 4 The T&LCV considered support o f

regional labour groups as one of its major roles throughou t

its history .

Another role assumed by the T&LCV was its participatio n

in civic and provincial politics . As early as 1890, the

Council urged members to elect those who would support "suc h

legislation as will most benefit wage earners" . 5 With the

Council's help and support, four aldermen were elected in th e

city of Vancouver during the 1890's . Allied, at various

times, with the National Party, the Independent Labour Party ,

the Federated Labour Party and others, the T&LCV began it s

tradition of "representing politicians who supported workin g

people's interests ." 6

The early years of the twentieth century, especiall y

during World War One, saw the Council take action agains t

sexism and racism in the workplace as well adopt an anti -

conscription policy during the late years of the war . Anti-

orientalism and women workers rights were two issues whic h

had divided workers and thus posed concerns for the T&LCV .

In 1917, the T&LCV passed an anti-conscription motion .

In addition to supporting individual unions and backin g

labour candidates in political elections, the T&LCV als o

supported the call for Canada's first General Strike in 1918 .

This call was in response to the shooting of Ginger Goodwin ,

a well known labour organizer from Cumberland, Britis h

Columbia . The above examples are illustrative of the T&LCV' s

concern for social justice, peace and the rights of workin g

people .

In 1919, with a membership of 12 000, there occurred a

split in the T&LCV. The Dominion Trades and Labour Congresses

held their convention in Calgary that year and at tha t

convention Western delegates withdrew their support an d

formed the One Big Union (OBU) . The OBU was a full-scale

industrial union based on socialist policies . The T&LCV

supported this action thereby adding almost 2% per capita t o

the new organization . In retaliation, the Trades and Labour

Congress revoked the Council's charter which meant that there

were now two separate, but active, labour councils i n

Vancouver . Following the subsequent decline of the OBU, which

was greatly weakened by the public backlash against radical

labour organizations after the Winnipeg General Strike o f

1919, the Council was reconstituted on a less radical basis

in 1920 . It was more commonly referred to as the Vancouve r

Trades and Labour Council (VIIC) after this time .

During the Depression, the Council was almost inactive

due to the economic downturn but came back to life with th e

economic growth that accompanied World. War Two . The War also

saw the VLC and the VTLC re-establish ties with the formatio n

of a joint committee in 1942 . After the war both council s

united with other labour bodies to form the "Joint Labour

Lobby ." In 1956, the two Councils merged to form the

Vancouver, Lower Mainland Trades and Labour Council . In the

same year, it was renamed the Vancouver and District Labou r

Council (VDLC), which is as it continues to be known today .

In article 1 of the Constitution & By-laws of the VDLC ,

the aims and objects of the Labour Council are to extend an d

strengthen "all labor organizations within it jurisdiction ;

to co-operate with other local, provincial, Dominion an d

international federated bodies, and aid legislation wheneve r

possible for the benefit of the workers and producers, and t o

help secure for them a full renumeration for their labour . "

In article II, the purposes of the Labour Council ar e

enunciated as follows : firstly, to support the principles and

policies of the Canadian Labour Congress and secondly, to

promote the interests of its affiliates and to advance th e

economic and social welfare of workers generally .

SCOPE AND CO

The minute books and records of the Vancouver an d

District Labour Council (VDLC) cover the years 1889-1983 and

were transferred to the Special Collections Division of the

University of British Columbia on February 14, 1990 . The

records described in this inventory were removed from th e

VDLC offices by a representative of the Special Collections

Division of the UBC Libraries, and were placed in seventee n

Hollinger boxes in the order in which they were found in th e

filing cabinets in the VDLC office . Appraisal was conducted

in the VDLC office at this time . The boxes, originally

numbered 1-7, 1-8 and 1-2, were renumbered 1-17 during th e

course of preparing this inventory .

The minute books cover the years 1889-1970 with th e

years 1897-1902 and 1917-1918 missing . The VDLC believes that

the 1917-1918 Minute books are missing because they wer e

either lost or destroyed when the Labour Temple was occupie d

by Canadian soldiers during the Ginger Goodwin General Strik e

in August, 1918 . 7 The 1957-1970 Minute books are in two boxe s

which have been numbered 16 and 17 and are available with the

records of the VDLC .

When the boxed material was first examined, it appeare d

that the files had been colour-coded by file labels . These

coloured labels have, in fact, no bearing on the nature o f

the office's filing system . They were simply the labels tha t

were purchased at the time .

The minute books and records comprise three series ,

Series A: Minute Books (1889-1970), Series B : Affiliated

unions (1956-1983) and finally, Series C : Subject file s

(1956-1983) . Series and subseries have been established

reflecting the subject based system used in the VDLC offices .

Within the Subjects series, there are twenty-one subseries .

In the appendices, complete file lists based upon th e

arrangement of the minute books and records has been provide d

for greater access . The sequence of the files reflect in the

lists the intellectual arrangement imposed on the minut e

books and records of the VDLC . The numerical file reference s

provided in the appendices refer first to the box number i n

which the file is located and secondly to the number of th e

file within the respective box . These numbers reflect th e

original physical arrangement of the material which has no t

been altered .
