VKY – also known as Chief Minister’s Ten Point Program for development of tribals andtribal areas
VKY - a convergence of funds under various schemes of GoG, GoI and PrivateParticipation
Attempt to bridge Economic and Social gap between tribal and other areas of the state
Focus on improving Human Development Index and the Social & Civil Infrastructurein tribal areas
The program was announced in the Budget Session of the State Assembly byHon’ble Chief Minister on February 27, 2007
In order to overcome the gaps and ensure very high quality social and civil infrastructureand sustainable employment in tribal areas, Government of Gujarat introduced the VKY

A program that would converged most of the TSP schemes, and involveprivate sector with a clearer focus was formulated
Decision was made to review the existing approach of tribal development; and put inplace a more focused strategy

► TDD finalizes the sectorial outlays in consultation with the line departments, and directs themto prepare schemes on priority areas
► TDD informs the relevant line departments/Administrative Departments on breakup ofoutlays to be provided to them
► Schemes proposed by line departments are finalized in consultation with TDD,Planning and Finance Dept.
► Share of outlay for Scheduled areas and Non-Scheduled areas was considered to be90% and 10% respectively
►With a view to have full control and separate accounting of the expenditure made by alldepartments, outlays are proposed under two demands for all sectors
►Demand No.96 pertains to all the relevant programs under various line departments forScheduled Tribal Areas
►Demand No. 93 include the tribes residing in non-Scheduled Areas

Employment opportunities for 5 Lakh families► Creation of more employment through productivity enhancement in agriculture► Increase in animal husbandry and dairy based activities► Quality skill training for tribal youth► Development of modern, scientific and technical facilities, and linking them to tribal youth
for increased livelihood opportunities► Preference to women-headed household
2. Emphasis on Quality Education & Higher Education
► Higher Secondary Schools for science in each taluka► Provision for enrolling 1000 students in nationally recognized residential schools and
creating a talent pool for Scheduled Tribes► Navodaya or Eklavya type residential schools in each tribal taluka, and making them
comparable with quality urban schools► Establishment of 100 additional hostels for college students. Establishment of colleges to
cover remote and left out talukas► Establishment of excellent academic units, including engineering and medical colleges,
polytechnics, nursing colleges and it is.

3. Economic Development
► Annual allocation of Rs.1 crore per taluka for development of identified economic activitiesthrough cluster based approach and market linkage
► Linking remote ST areas to nearby economic centers through development of basicinfrastructure; and facilities such as roads, water supply, irrigation and continuous powersupply in all tribal areas
► Value addition to local natural resources for higher returns to ST families
4. Health
► Benefits of Chiranjeevi Yojana to all ST families► Annual health check-up program for all ST families► Financial assistance to BPL families in case of heart surgery► Special drive for tackling endemic diseases such as sickle cell anaemia, leptospirosis, etc.► Removal of malnutrition in pregnant and lactating mothers, as well as children under the
age of 6 through effective implementation of the schemes.
