VACANCYANNOUNCEMENTFinancialAssistant
TheaimoftheRegionalSchoolofAdministration(ReSPA)istostrengthenthecooperationin
thefieldsofpublicadministrationandmanagementintheWestBalkansandtosupportthe
ReSPAmembers in theEuropean integrationprocess through theorganisationof training
activities,anumberofspecialisedannualconferencesandvariousnetworkingactivities. In
the future,ReSPAmayalsoexpand its activities, such as theorganisation anddeliveryof
educationalprogrammes
at
Master
level.
ReSPA is financed by the ReSPA members with financial support from the European
Commission. Theinstitutionaldevelopmentandthefirstactivitiesstartedin2006andwere
supported and organised by the European Commission and the OECD. In 2009, the
European Institute of Public Administration (EIPA) was contracted by the European
Commission to act as Secretariat for ReSPA and to assist in the organisation of ReSPA
trainingandinstitutionbuildingactivities.
In July 2010, the ReSPA members completed the ratification of the previously signed
InternationalAgreement
and
in
June
2011,
the
Host
Country
Agreement
between
MontenegroandReSPAwassigned,therebyformallyestablishingReSPAasanautonomous
legalentitywiththestatusofanInternationalOrganisation.
ReSPA has taken its own seat in a new conference centre and campus in Danilovgrad
(Montenegro)andhasstartedtoselectandrecruititsownstaff,whoasofOctober2011will
havetakenfullyoverfromEIPAtheoperationoftheSchoolandthefunctionasSecretariat
fortheGoverningBoard.

FinancialAssistantMainresponsibilitiesandtasks: AssisttheHeadofFinanceinbudgetpreparationandfinancialcontrolrelatedtasks,
including
opreparationofannualbudgetsandquarterlyupdates
omonitoringthefinancialsituationandcashflow
opreparationofregularandannualfinancialaccountsandreports(forsubmissiontothe
Director,the
Budget
Committee
and
the
Governing
Board)
opreparationandfollowupofannualaswellasadhocdonorrequestedaudits

ReSPAproperandtheReSPACampus.
Educational,professionalandotherrequirements: AUniversitydegreeineconomy,business/publicadministration,accountancyorsimilar.
Min.5yearsofrelevantprofessionalexperienceinaccountancy,bookkeepingexperience
and/orbudgetexperienceinPublicAdministrationorprivatesector.
ExperienceinadministrationofECGrantBudgets.
PCskills,
in
particular
working
with
spreadsheet,
word
processing,
payment
and
auditing
programmes,emailandinternet
MothertongueofoneoftheofficiallanguagesoftheReSPAmembers.
Knowledgeofadditional(ReSPAmembercountry)languagewillbeadvantage
As theworking language atReSPAof English and in viewof the successful candidates
involvement in preparing project proposals and documents for submission to the
GoverningBoard,theequivalentoftheCEFlevelC1inbothspokenandwrittenEnglishas
definedbytheCouncilofEurope in theEuropeanLanguagePortfolio isrequiredasa
minimum. TheCEFC1levelisdefinedasfollows: Isabletounderstandawiderangeof
demanding,extensivetextsandrecognisetheimplicitmeaning;isabletoexpressoneself
fluentlyand
spontaneously
without
the
need
to
think
of
words
and
phrases;
is
able
to
handle the language flexibly and effectively for social, academic and professional
purposes; is able to produce a clear, wellconstructed and detailed text on complex
subjectsanduseorganisationalstructuresandconnectingwords.
Willingnessandabilitytotravel
HolderofpassportofoneofthesixReSPAmembers(i.e.AL,BIH,HR,MK,MNEandSRB).
Salary: Thestartingsalaryis2000.In addition, ReSPA can offer various allowances, including for the annual leave, and the
School
may
contribute
towards
the
training
managers
health
insurance.
