F–4 STANDING COMMITTEES Finance and Asset Management Committee F–4/210-17 10/12/17 UW Bothell + Cascadia College Campus Master Plan RECOMMENDED ACTION It is the recommendation of the administration and the Finance and Asset Management Committee that the Board of Regents grant preliminary approval of the UW Bothell + Cascadia College Campus Master Plan as presented. BACKGROUND The Campus Master Plan (CMP) is a jointly sponsored endeavor by the UW Bothell and Cascadia College in collaboration with the City of Bothell. The development of the CMP is guided by a Core Working Group and an Executive Committee managed by Capital Planning & Development. The CMP is envisioned as a 20-year plan, forecasting a combined student FTE of 10,000 (6,000 UW Bothell / 4,000 Cascadia College). Based on benchmark data for GSF/FTE, the campus is requesting a growth allowance of 1,042,368 net new GSF over the life of the plan and an additional 1,708 parking stalls. The Campus Master Plan, once approved by the UW Board of Regents, the Cascadia College Board of Trustees, and the Bothell City Council, will be incorporated into a Development Agreement with the City of Bothell. The Development Agreement will establish the standards and authorizations for future development on campus. The City of Bothell approval of the CMP is anticipated in November 2017, with final approval by the UW Board of Regents and the Cascadia College Board of Trustees in January 2018. Campus Master Plan Advantages: 1. Flexible plan to maximize use of the land to meet campus priorities on the UW Bothell and Cascadia College campus 2. Reinforced campus core with new facilities that strengthen the student experience in a more pedestrian friendly setting 3. Emphasized collocation of UW Bothell operations and use of capital funding within campus boundaries—using leased space only to fulfill short-term space needs
