    documents.

    In the private sector, CPI (or other indices) growth is not an

    automatic driver for budget increases. Rather, companies are asked for productivity improvements

    to care for CPI growth.

    2. According to President Bailey, the merger

    of UT Pan Am and UT Brownsville is resulting in consolidation administrative

    savings of approximately 25%, even including plans to increase student success

    services.

    3.

    4. UTRGV will lose HEAF which provided $18

    million / year in probably recurring funding. UTRGV does gain access to PUF

    ($300 million in capital expenditures).

    5. UTRGV students have the lowest income

    levels of any of our student bodies. They work, and often have to live at their

    home while supporting family members. Increased tuition will force them to

    work more hours which will delay their graduation, impairing the institutions

    key goal of increasing graduation rates.

    Here is what the Board does not know now:

    1. Any information about budget sources

    and uses.

    2. Any specific justification for the

    amount of the increase.

    The arguments for the tuition increase and the counterarguments:

    1. 86% of students do not pay any tuition

    anyway.

    Grant income is often capped at a higher level than tuition but is still less

    than total student costs. Extra tuition will therefore still come out of

    students pockets.

    2. 20% of the tuition increase and 20% of

    what were allocated as fees will be allocated to scholarships.

    In effect, it just has low

    income students paying for their own additional scholarships.

    3. Students want to pay a large premium to

    obtain tuition predictability.

    I am following up with you on the portion of Regent Cranbergs earlier

    request that we could not fully answer at that time. Attached is our efforts

    at a response to the Regents question, how does this mix of credithour

    distribution compare to last year's?

    The second file attached above is the Fall 2015 Total Academic Cost (TAC)

    for the 36 public institutions. UTRGVs highest Entering Freshman (EF) rate

    ranks #27 when comparing the lowest variable or guaranteed rates.
