    This letter provides notice that the U.S. Postal Service is conducting a discontinuance feasibility study of facilityoperations at the Roselle Park Branch into the Roselle Branch .Ttle office is being studied dueJo declining o f k e Q r l < . ! o a d a n d the availability_oJ alternata site.SJ1earby that.provide_the sale of stamps and the mailing of most package items.A discontinuance feasibility study involves a review of delivery and retail operations of a postal facility. The purposeof the study is to evaluate the facility's operations in a continuing effort to meet customers ' retail needs, improveproductivity, increase efficiency, and cut costs.Customer needs have changed dramatically. Many customers receive and pay their bills 'online and communicate by email andtext message. In addition, many customers demand easier, more convenient access to Postal Service products and serviceswhen and where they want them - online, on their smart phones and at the stores they frequent.If a decision is ultimately made to discontinue the Roselle Park Branch and you are a Post Office Box customer, you willhave the option of Post Office Box delivery at the Roselle Branch, or you may receive carrier delivery at yourresidence. To request delivery, submit a request for establishment of rural delivery service, PS Form 4027, Petitionfor Change in Rural Delivery (available at the Roselle Park Branch). The Roselle Branch which has retail hours from10:00 to 17:00 Monday through Friday and 10:00 to 14:00 on Saturday, is 0.4 miles away.

    Retail services will continue to be available through a variety of channels beyond traditional Postal facilities, suchas the www.usps.com website, stamp consignment locations, Stamps by Mail, Fax, and Phone.We value your opinions during this review process. As the Postal Manager responsible for all Post Offices in your area,I would like your input concerning your postal needs. We encourage you to complete and return the enclosed survey in thepre-addressed postage-paid envelope provided. Your responses along with others received ,will be included in the studyand considered carefully before any final determination regarding discontinuance is made.     Summary of Postal Service Retail Facility Change RegulationsThe Postal Service has published regulations governing the discontinuance of Postal Service-operated retailfacilities . These regulations are designed to ensure that the reason for proposing such changes in theprovision of postal services are fully disclosed at a stage when customers can make helpful contributionstoward a final determination. The full text of the appllicable statutory requirements for Post Offices appearsin Title 39, United States Code, Section 404(d) , while the regulations for Postal Service-operated retailfacilities appear in Title 39, Code of Federal Regulations, Part 241.3.Under postal regulations, Postal Service Headquarters or field personnel initiate an initial feasibility studyto examine the continuation of a Post Office, Classified Station, or Classified Branch. After conducting thefeasibility study, if warrante_d. the Ptal Service ma decide to proceed with a proposal to discontinue thefacility. The proposal must explain the services recommended as substitutes and the rationale that supportsthis recommendation. The written proposal is prominently posted for 60 days at affected retail facilities,along with an "Invitation for Comments" , which solicits written feedback from customers. At the end of the60-day comment period , an additional review is made by postal management.After consideration of customer comments , if warranted, the Postal Service may decide to proceed with a finaldetermination to discontinue the retail facility under study. Any such final determination is posted in affectedretail facilities for 30 days. For discontinuances actions associated with Post Offices, customers may appeal thefinal determination to the Postal Regulatory Commission in Washington, DC. The Postal Regulatory Commissionhas up to 120 days to consider and decide on an appeal. Even without an appeal, no Postal Service-operatedretail facility may be closed sooner than 60 days after the first day of the posting of the final determination.
