Section 1 Organizational Matters 1.1 Welcome, Opening Remarks, and Introductions (J E Matthews, III, USNC President) President Matthews called the meeting to order at 9:00 a.m. He welcomed everyone to Arlington, VA and expressed his appreciation and that of the Council to Shazia McGeehan, Megan Hayes, Brian Markwalter and to the Consumer Electronics Association for providing the excellent facilities and the hospitality for today’s meeting and yesterday’s TMC meeting. Mr Matthews extended a special welcome to Julia Doherty and Jeff Weiss of the USTR, and to George Gulla and Lane Hallenbeck of ANSI. He also noted that Dr Belinda Collins of NIST would be joining us later in the meeting. Mr Matthews announced that the following 17 USNC Experts have been honored with IEC 1906 Awards for 2008 for exceptional technical contributions to IEC. Hopefully as many of these recipients as possible will be able to attend the Council’s 29 October meeting to receive their awards. None were suggested. It was moved, seconded and

VOTED #1 To approve the Consent Agenda (USNC/Council 310-REVISED) . (This motion was approved unanimously.) By this action the following items was approved:

• Minutes of the 17 January 2008 meeting (USNC/Council 309) 1.2.2 Approval of Balance of Agenda Mr Matthews called attention to the balance of the agenda and invited any additions, corrections and changes. He noted that certain items might be rearranged in order to ensure their consideration in the time available. It was moved, seconded and VOTED #2 To approve the balance of the Agenda (USNC/Council 310 - REVISED). (This motion was approved unanimously.) Section 2– Status of Action Items from Last Meetings (C.T. Zegers, General Secretary, USNC)

2.1 Action Item 2004-05-21 #4 It was agreed that the General Secretary would draft a guidance document for the benefit of the USNC constituency which outlines the criteria and process for adopting/adapting IEC standards in the U.S.

Status A draft document has been sent to the Council and TMC for comment and it appears as if only editorial changes are required. When these are made this document will be finalized and circulated to the USNC constituency.

2.2 Action Item 2007-05-23 #4 It was agreed that Mr Zegers would develop of matrix of participation in the CANENA Technical Harmonization Committees(THCs) and the related USNC TACs for Council consideration. Status: Pending

2.3 Action Item 2008-01-17 #1 It was reported by a Council Member that, apparently, the UK National Committee has announced its intent to relinquish the Secretariat of IEC/TC 20 – Electric Cables and it was suggested that the USNC might consider taking on this responsibility. Mr Zegers was requested to broach the subject with our USNC contacts. Status: An effort was made to find a US organization willing to provide Administrative Secretariat support for TC 20. These efforts were not successful and 4 countries, China, Germany, India and Japan, requested this assignment. (Note: The USNC supported Germany and this NC was awarded the assignment.)

2.4 Action Item 2008-01-17 #2 Messrs Kushnier, Zegers and Lourenco were given an action item to develop a specific plan for Council’s consideration for the USNC’s outreach to the Americas incorporating all of the critical elements mentioned during this discussion(i.e. Multi-National, Tri-National, COPANT, CANENA, LARC, IEC Associates etc.). Status: This item is on today’s agenda for discussion later in the day.

Section 3 Dialogue with Julia Doherty and Jeff Weiss, Office of the US Trade Representative (USTR) President Matthews introduced Ms Julia Doherty, Senior Director, Non-Tariff Measures, WTO/Multilateral Affairs, USTA and Mr Jeff Weiss, Senor Director, Technical Barriers to Trade, WTO/Multilateral Affairs, USTR. Mr Weiss and Ms Doherty provide a brief overview of their activities and responsibilities particularly concerned with the WTO Technical Barriers to Trade operations and the Asia Pacific Economic Cooperation (APEC), two very different but important forums. Mr Weiss noted that he spends most of his time on specific bilateral trade concerns and regulatory issues while Ms Doherty spends most of her time on standards, conformity and APEC matters. During their remarks both stressed the importance of industry bringing to their attention

issues that need to be addressed and being available to dialogue on the issues as necessary. They also reported briefly on their recent visit with Ronnie Amit, IEC General Secretary, where they discussed, among other issues, the IEC Masterplan (2006) and IEC Global Relevance issues. During the discussion period, Messrs John Goodsell and Chip Pudims provided a brief report on the Global Relevance issue that has occupied almost 10 years on the part of US industrial wiring device manufacturers. While they emphasized that, in large measure, IEC has been successful in addressing and incorporating global relevance issues in its standards, in a very few areas, particularly the legacy areas of SC 23B, SC 23C and SC 23H, the European Community has exercised a veto power and has been successful in fostering non-tariff barriers to trade by exclusion of US (NEMA standardized) products. Mr Pudims noted that an SC 17B Model could provide an acceptable path forward if the road was not being blocked. It appears as if USTR intervention is in order. During further discussion, it was suggested by several participants that this situation will only be resolved when the related global companies agree to work out a solution. Mr Matthews expressed the sense of the USNC Council that NEMA be encouraged to address this issue and, if felt to be appropriate, to raise the issue formally with the USTR. He further thanked Ms Doherty and Mr Weiss for their participation and he invited them to return, from time to time, to bring the Council up-to-date on trade related issues. Section 4 Initial Plans for IEC 72nd General Meeting, Sao Paulo, Brazil – 17 – 21 November 2008 (J E Matthews) Mr Matthews reported on the initial plans for the IEC General Meeting to be held 17 – 21 November 2008 in Sao Paulo, Brazil. He called attention to the following Outreach Meetings which are again being planned and he asked for suggestions on others that might be considered. He noted that an Outreach Meeting with CENELEC is being planned for September in Washington, DC when ANSI hosts the traditional meeting with the European Standards Organizations (Week of 22 September). a) USNC Delegation Meeting, Sunday, 16 November 2008 b) USNC Delegation Reception, Sunday, 16 November 2008 c) Meeting with IEC Officers d) Outreach Meeting with Japanese NC e) Outreach Meeting with Chinese NC f) Outreach Meeting with German NC During discussion Australia, France, India, Singapore and possibly an Eastern European country were mentioned as possibilities. Mr Zegers reminded the Council that the official USNC delegation to the IEC Council consists of the USNC President, as Head of Delegation, Mr Joe Bhatia, Mr Alec McMillan, Mr Bob Williams and the General Secretary. Others can participate in the Council, CAB and SMB meetings as

Official Observers but arrangements have to be made for this recognition. Those interested should make their interest know to Mr Zegers as soon as possible. 4.1 Council Meeting – 21 November 2008 Mr Matthews highlighted the following: 4.1.1 IEC Leadership Elections

• IEC Treasurer for a 3-year term (C/1511/DC) – Mr Olivier Gourlay, the current Treasurer, is likely to run for a 2nd term and to-date is unopposed.

• IEC Vice President/CAB Chair for a 3-year term (C/1510/DC) – Mr Don Gray from Australia, the current Chair, is term limited and the only known candidate for his replacement is Dr Hiromichi Fujisawa, Hitachi, of Japan.

• Council Board Members (C/1512/DC) – Following terms expire - Rep of Korea, Mexico, Finland, India, Netherlands. From the recent PASC meeting in Shanghai, it appears as if the Republic of Korea and South Africa will be nominated as well as Mexico.

• SMB Members (C/1513/DC) – Following terms expire – Canada, Rep of Korea, Spain. From PASC, Canada, the Republic of Korea and Malaysia appear to be interested. A question is whether or not Mexico will be nominated and draw votes from Canada.

• CAB Members (C/1514/DC) – Following terms expire – Canada, Germany, Japan, Sweden - The Canadian member is term limited and there is a question as to whether or not Canada will nominate another candidate.

4.1.2 IEC Financial Matters Mr Matthews provided a brief overview of the financial health of IEC. The dues keep going down but, unfortunately, due to the exchange rate we realize the benefits. He noted that the following IEC financial-related documents will be considered at the IEC Council meeting in Sao Paulo. C/1508/DV - Report concerning the auditing of the IEC Accounts for the financial year 2007, including the Guarantee Fund, established by “BDO Visura” (Geneva, Switzerland) C/1509/DV - Consolidated financial report for the year 2007 The following documents have yet to be circulated: Memorandum from the Treasurer on the 2007 IEC Audited Accounts and Guarantee Fund, including a proposal on how to use the surplus Proposed Budget for year 2009

Proposed National Dues for the year 2009 4.2 Market Strategy Board and Other Issues Concerning the Implementation of the

IEC Masterplan Mr Matthews reported briefly on the efforts to establish the Market Strategy Board (C/1507/INF) which will take the place of the President’s Advisory Committee on Future Technology (PACT). The following US persons have been appointed:

• Dr Peter L Bocko, Corning • Mr Sujeet Chand, Rockwell Automation • Dr Donald R Deutsch, Oracle • Mr Lennart Jonsson, Eaton Electrical

The first meeting of the Board will take place in Sao Paulo on 22 November 2008. Mr Matthews noted that consideration is being given to an appropriate mechanism whereby the US members of the MSB can dialogue, on a regular basis, with the USNC Council. 4.3 Council Board Mr Matthews reported that the next meeting of the CB is scheduled for 5 June in Geneva and he highlighted a number of issues that are likely to be on the agenda:

• IEC Global Relevance Policy

• Conformity Assessment issues re standards (Directive para. 6.7 and 6.8)

• Market Strategy Board establishment and 1st meeting

• Sales Advisory Group

• Treasurer’s Report

4.3.1 Sales Advisory Group (SAG) Mr Matthews reported that the Council Board has officially approved Mr George Gulla, ANSI’s Vice President of Publications, as a member of the Sales Advisory Group. This Group is planning a teleconference at the end of May/beginning of June and a face-to-face meeting later in the year. Mr Gulla again introduced himself to the Council and reported that he comes to ANSI after 15 years with Standard & Poor’s. He expressed his enthusiasm for his new position and is looking forward to working with the USNC to the maximum extent possible.

4.4 Standardization Management Board (SMB) and Other Technical Matters Mr Williams called attention to the 29 April 2008 meeting of the TMC in Arlington which was in preparation for the 3 June SMB meeting in Geneva (Draft Agenda SMB/3730/DA). He reported briefly on the following:

• The 1st meeting of the Joint IEC – CIGRE Coordination Group on UHV Standardization took place 28 November 2007 and the 2nd in Newcastle, UK on 7/8 April 2008. In the meantime, the Chinese National Committee has submitted a proposal to establish a new TC on High Voltage Direct Current (HVDC) Transmission and, by 20 June, the USNC must decide whether or not it wishes to register as a “P” Member of this new TC. A Workshop to discuss this entire subject has been scheduled for 10 June at NEMA Headquarters in Rosslyn, VA.

• The USNC voted negatively on a proposed scope change for TC 66 because of an continuing and long standing conflict with TC 65 in the area of programmable controllers. However, the scope change was approved by the SMB.

• The SMB is working with the officers of TC 61 in order to revise the following statement in the TC’s Strategic Policy Statement. This subject was raised at the February 2008 SMB meeting when a significant number of product committees objected. “All components used in appliances must meet safety levels specified for the appliance standard regardless of the safety levels specified in the component standards.”

• SMB Standardization Strategy – The SMB is in the process of revising its Standardization Strategy and also developing an Implementation Plan. Mr Williams, as a member of the Chairman’s Advisory Group, has been asked to focus on the strategy having to do with Global Relevance.

• SMB Strategic Group #1 – Energy Efficiency and Renewable Resources convened by Dr Bernhard Thies of Germany. The USNC’s Representative is Mr Ben Wiant, Siemens Power Generation and Alternate is Ms Jean Baronas, Sony Electronics. The 2nd meeting of the Group took place in Paris in October 2007, the 3rd meeting in February 2008 in Geneva and the 4th meeting is scheduled for 5 June in Geneva. Efforts are underway to establish an Electronic TAG to provide advice and counsel to the USNC Representatives to SG #1 and also to coordinate with the related ANSI ISO Group.

• The Chairmen of the SMB and CAB have been working to develop revised wording for Para 6.7 and 6.8 of Part 2 of the ISO/IEC Directives which have to do with conformity assessment issues and IEC standards. In order to satisfy the needs of TCs such as TC 78, TC 88 and TC 114 revised text designed to clarify what can and cannot be included has been proposed and the USNC is supporting this effort.

• IEC SMB’s relationship with the ISO TMB is working well at the technical level and there is a new ISO Vice President – Technical, Mr Jacob Holmblad, Managing Director of the Danish ISO Member Body. Two joint meetings of representatives of both groups have

been held to-date and a 3rd is scheduled for June 2008 in Geneva.

• SMB Strategic Group #2 – Automotive Electronics – This Group felt that existing 1990 Agreement between ISO/TC 22 and IEC was still viable and little more needed to be done. This position was rejected by the SMB and a survey was circulated to some 70 IEC TCs/SCs to invite their opinions on the subject. The SMB, at its 3 June meeting, will decide on any future action in this area. As part of its discussion of the subject, the TMC heard an excellent presentation by Ms Valerie Shumna, Director, Corporate Strategy, Ygomi, LLC, who is actively involved with ISO/TC 204 – Intelligent Transport Systems.

• The TMC, during its 29 April meeting, considered and approved the USNC Nominations’ Committee’s recommendation for a TMC Vice Chairman. This proposal will now be implemented.

• TAG Model Operating Procedures are nearing completion. Based on an initial review, a number of additional comments have been made and must be considered. When this process is completed a revised draft will be circulated for approval.

• 3rd TAG Administrator Workshop has been scheduled for Thursday, 18 September 2008 at CEA Headquarters in Arlington, VA.

• TMC considered the subject of evaluating the performance of TAG Administrators and decided not to pursue a formal mechanism. However, consideration will be given to renewal of such assignments on a 4 year basis. In addition, the USNC Statutes are being reviewed to determine if a TAG Administrator can be removed for cause.

4.5 Conformity Assessment Board (CAB) Noting that Mr Pescatore was unable to attend today’s meeting, Ms Joan Sterling, USNC Alternate Representative to CAB, called attention to document CAB/725/DA, the Draft Agenda for the 2 June CAB meeting in Geneva. She further noted that the CAB Policy Coordination Committee was scheduled to meet via teleconference on Friday, 2 May 2008, to consider the USNC’s positions for the CAB agenda. During discussion, Mr Matthews reported that some concern had been raised about the preliminary work currently underway by the IECEx in the area of Personnel Certification (WG 12). He noted that an initial investigation revealed that this work is indeed preliminary and that neither the Scheme nor the CAB have yet taken official action on the subject. This discussion led to a brief review of the USNC’s structure and operations vis-à-vis the USNC/IECEE, USNC/IECEx and the ECCB. It was noted that while the USNC Council has high level oversight and has official liaison with each of these operations, they are basically structured to operate independently with an ongoing obligation to report to the Council significant issues, new items or changes to existing programs, that may develop that may affect the other Schemes, the USNC or the IEC. It was recommended that future Council agendas should provide time for each of the US Schemes to report as appropriate.

As an Action Item, Mr Zegers was requested to ask Mr Kerry McManama to report on the USNC/IECEx at the next USNC Council meeting on 29 October 2008. (ACTION ITEM #1) Section 5 Overview of ANSI’s Accreditation Services Mr Lane Hallenbeck, ANSI’s Vice President – Accreditation Services, provided a brief overview of the Institute’s accreditation programs, its structure and current programs. (ATTACHMENT B) During discussion and Q & A, it was agreed that while there may not be a direct linkage between ANSI’s accreditation services and the 3 IEC Schemes it is extremely important that strong liaison be continued so that both sides are aware of each others activities and are not taken be surprise by future developments. Section 6 Policy Issues for Consideration 6.1 USNC Study Group on IEC Global Relevance Policy Mr Matthews called attention to document SMB/3704/DC – IEC Global Relevance Policy and noted that this draft has been submitted to SMB for discussion at its 3 June meeting and for subsequent approval by the CB at its meeting on 5 June. The joint CB/SMB Group that developed the draft is chaired by Frank Kitzantides and Mr Matthews is a member. USNC comments were submitted on 18 April. (ATTACHMENT C) Mr Matthews noted that this draft Policy is aligned with the ISO Global Relevance Policy and he expressed the belief that, while it will not solve all related concerns, it does go a long way to focus on global as opposed to regional solutions and to highlight IEC’s commitment to international standardization. This Policy will not necessarily resolve the unique legacy problem affecting TC 23 but it will be a visible reminder of IEC’s global philosophy. Once this policy becomes a reality, Mr Matthews expressed the intent to activate the USNC Study Group on IEC Global Relevance Policy established by the TMC and Council to address specific and unique Global Relevance issues such as TC 23. This Group consists of the following with Mr Matthews as Chair: TMC John Abbott Sonya Bird Ken Gettman Council Howard Wolfman Jack Wells

John Goodsell Phil Piqueira 6.2 Operationalizing the Multiple Paths Approach: More Effective ANSI Representation Globally Mr Matthews provided a brief report on the subject document which was initiated by the ANSI Executive Committee and which he and the ANSI International Policy Committee Chair, Mary Saunders, helped to draft. The draft was discussed in great detail during the Council’s meeting in Bothell in January and significant concerns were raised. These were reported back to ANSI and an effort is currently underway to rewrite the draft with a target date of Summer 2008. 6.3 IEC SDO Partnering Opportunities Mr Matthews also reminded the Council of the lengthy discussion that took place in Bothell on the subject of potential IEC SDO Partnering Agreements. While there is nothing specific to report, at this time, discussions have continued and further information is likely to be available as a result of the CB and IEC ExCo meetings that will be taking place in June in Geneva. 6.4 DIN Paper on Effectiveness and Efficiency of European Standardization Processes and Structures Mr Matthews called attention to the subject paper, USNC/Council 313 (ATTACHMENT D) which has generated a great deal of interest. However, while it appears to be supported by the ISO German Member Body, DIN, it is not supported by the IEC German National Committee, DKE, nor by CENELEC. Some have suggested that the paper will have little effect except to create more pressure on CEN and CENELEC to cooperate more fully. 6.5 Draft ANSI Principles for Developing ISO Standards Related to or Supporting Public Policy Initiatives Mr Matthews called attention to USNC/Council 314 (ATTACHMENT E) and noted that this ANSI proposal was presented to the ISO Council by Joe Bhatia, approved and submitted to the ISO Technical Management Board for development with the recommendation that IEC be invited to participate. The proposal has now been added to the SMB June agenda as document SMB/3738/DC. Mr Kushnier provided background information on the genesis behind this activity. Some US interests have expressed concern that ISO is getting more and more involved in public policy issues, areas that have traditionally been the domain of governments. It is becoming more difficult to distinguish the dividing line between standardization and public policy. The two examples mentioned were Social Responsibility and Biotechnology. As a result, ANSI proposed to ISO that guidelines be developed to help TCs navigate this sensitive area and now IEC has been invited to join the effort. During discussion, it was agreed that while this area does not appear to have great concern for IEC there are areas such as medical devices which creating social policy via standardization is

something to watch. Council members were invited to make their positions known to the General Secretary prior to the SMB meeting on 3 June. 6.6 Visit to USNC by Dr Bernhard Thies, DKE, Germany Mr Matthews reminded Council that Dr Bernhard Thies, Germany’s SMB Member, will be visiting the USNC TMC and Council during their October 2008 meetings. He expressed the belief that this is a unique opportunity and he encouraged the members to begin to think about issues and subjects that they would like to raise with Dr Thies. During a recent visit to with Dr Thies in Germany, Mr Matthews recorded the following subjects of interest:

• A European initiative suggests that standards should be given away free to Small and Medium Enterprises (SMEs) in order to encourage their participation in the standard development process.

• France has begun licensing standards developing organizations.

• The German National Committee receives no financial support from government and funds its activities only via the sale of publications. No participation fees.

Section 7 USNC Mission Statement, Strategic Objectives and Multi-Year Tactics Mr Matthews reminded the participants that, in Bothell, the Council held quite an extensive discussion of the USNC’s Strategic Objectives Program and the consensus was that it is broken and that, if it is to become effective, it must be fixed. The Minutes of that meeting give a flavor of the overall discussion but, generally, the feeling was that we had to:

• Reduce the number of Objectives by eliminating several which really aren’t strategic or objectives but reflect what should be done routinely as good practices.

• Get away from trying to maintain and update status report because people simply don’t have the time or inclination.

• Rely more heavily on Staff.

• Include tasks or goals that are realistic, definable and measurable for accomplishment each year

• Devote some portion of a future Council meeting to discuss this entire subject.

Messrs Zegers, Kushnier and Lourenco were given an action item to consider this entire subject and to make recommendations for this Council meeting. Mr Zegers was invited to report and he called attention to USNC/Council 315 (ATTACHMENT F) highlighting the following:

• We are hoping to obtain from Council today “concept approval” of what is being proposed and an action plan for the future.

• Based on the Council’s Bothell meeting, the then 9 Strategic Objectives were reduced to 6 eliminating several such as finance and communications which were felt to be generic and relate to everything we do.

• Add the concept of “Cardinal Principles” which are essential elements, fundamental to everything the USNC does.

• USNC Staff would be the prime movers with volunteers serving as Advisors and Task Force members to develop specific tactics.

• At the last Council meeting each year, a document would be presented to Council for approval. It would list specific, realistic, definable and measurable goals and tactics for the next year and, at the end of the year, a report would be provided as to which ones were accomplished and which ones were not. An additional teleconference may be needed in the November timeframe in case any changes are needed after the IEC General Meeting. Also, items requiring funding will be locked in likely by mid September and submitted to the USNC Finance Committee for approval and Council endorsement.

• The Communications and Continuing Education Committee would operate independently, maintaining its own list of projects and reporting its accomplishments to Council at each meeting.

Mr Zegers called attention to the following suggested Cardinal Principles and invited comment and additions: CARDINAL PRINCIPLES 1. CONTINUOUSLY PROVIDE LEADERSHIP IN IEC MANAGEMENT ACTIVITIES AT ALL LEVELS, POLICY AS WELL AS TECHNICAL 2. ENSURE A SOUND FINANCIAL BASE FOR USNC OPERATIONS 3. PROVIDE EFFECTIVE COMMUNICATIONS, VALUE ADDED SERVICES AND TRAINING FOR USNC CONSTITUTENTS 4. MAINTAIN THE HIGHEST POSSIBLE LEVEL OF COOPERATION AND COLLABORATION WITH THE ANSI ISO COUNCIL (AIC) AND ANSI INTERNATIONAL POLICY COMMITTEE (IPC) 5. WORK TO REPRESENT THE INTERESTS OF US INDUSTRY, GOVERNMENT AND THE GENERAL PUBLIC TO THE MAXIMUM EXTENT POSSIBLE

Messrs Lourenco and Williams will be work with the related Task Force to advance the concept and to develop appropriate tactics. During discussion Mr Williams broached the subject of a single, uniform set of procedures for processing harmonized standards among the National Committee of Canada, Mexico and the US. It was agreed that this proposal should be considered for this USNC Objective, for the related Tri-National Objective and possibly for CANENA as well.

5) DEVELOP COMPREHENSIVE CONFORMITY ASSESSMENT STRATEGY

Staff – C T Zegers Advisors - S H Salot, Jr/R L Pescatore/K L McManama Mr Salot highlighted his recommendation (USNC/Council 326) that an industry survey be conducted to assess its Conformity Assessment needs and upon which a strategy and action plan can be based.

6) BUILD STRONG CONSUMER INVOLVEMENT AND ACTIVE PARTICIPATION IN THE MANAGEMENT AND TECHNICAL LEVELS OF THE IEC AND THE USNC

Staff – R Lourenco/J McCabe Advisor - Dr JoAnn M Emmel During discussion the following points were made:

• It was suggested that an additional Cardinal Principle should be that the USNC’s operations will be consistent and in line with the US Standards Strategy and the IEC Masterplan.

• A glossary of terms might be considered to fix the definitions of such words as Strategy, Objective, Tactic, etc.

• While the concepts of each of the Objectives are acceptable some require rewording particularly #4 and #5.

• The new format of ANSI IPC Strategies Document might be considered as a model.

The USNC Council endorsed the course of action proposed by the General Secretary with respect to the USNC’s Strategic Objectives and also the proposed industry survey proposed by Stan Salot with respect to Objective #5 . 7.1 The New ANSI International Policy Strategies Document Mr Matthews reported that at the 15 October 2007 IPC meeting it was proposed and agreed that ANSI Staff would work with the IPC Chair to develop a new document on ANSI international policy strategies that is more concise and user-friendly and that aligns better with the latest USSS, the new structure of ANSI Strategic Priorities, and that effects more recent initiatives of the IPC. A draft of this new ANSI International Policy Strategies document was circulated as IPC004-08 to USNC Council with this meeting’s agenda. At the 3 March 2008 meeting of the IPC, this effort was endorsed and the USNC Council will now have to consider how best to collaborate. Section 8 COPANT Annual Meeting – 5 – 9 May 2008 – Buenos Aires, Argentina Mr Matthews reported that, on 8 May , the Forum of the IEC National Committees of the Americas, composed of the National Committees of the five full members of the IEC in the region, will be sponsoring a half day workshop on the IEC activities in Latin America and electrotechnical standardization. The workshop will be held in conjunction with the next COPANT General Assembly and all participants of the COPANT activities that week have been invited to attend. Representatives of the National Committees from Argentina, Brazil, Canada, Mexico and the United States, will participate in panel discussions addressing issues such as the adoption of IEC standards in the Western Hemisphere and the steps necessary for the establishment of a National Committee. A panel discussion will also be held on the recently established IEC Latin America Regional Centre (IEC-LARC) and the IEC Affiliate Country Program. This panel will feature Jacques Régis, IEC President; Carlos Rodriguez, IEC Affiliate Country Program Leader; and Amaury Santos, IEC Latin America Regional Manager. (ATTACHMENT G) Section 9 2008 Forum of the IEC National Committees of Americas – Hosted by the USNC

Mr Matthews reported that, according to a rotating schedule, the USNC will host the 2008 Forum of the IEC National Committees of the Americas. (General Secretary’s Note: Plans are being made to hold this meeting in Atlanta, GA on 6 – 7 October 2008.) 9.1 Rafa Lourenco’s Trip to El Salvador Mr Lourenco reported briefly on this 8 April trip to El Salvador as part of a NEMA Outreach Program. Further trips this year to Guatemala (September) and Panama (November) are planned. (ATTACHMENT H) Section 10 Dialogue Among the National Committees of Canada, Mexico and US on Regional Strategy Mr. Matthews provided a brief up-date on the effort to development of a strategic plan for the 3 NCs of Canada, Mexico and the US. Four Strategic Objectives and related tasks were discussed during a face-to-face meeting in Berlin and, subsequently, finalized by the Secretaries of the NCs. The resulting document has been endorsed by the USNC Council. Related Task Forces for each Objective are now working to refine tasks. The current Objectives are as follows but these may have to change somewhat based on the Council’s earlier discussion of its own Objectives. SO #1 – Provide Leadership in IEC Management Activities

Section 11 CANENA (Council for Harmonization of the Electrotechnical Standards of the Nations of the Americas) Mr John Goodsell provided a brief report on CANENA and its recent annual meeting in Cancun. Section 12 USNC Financial Matters Mr. Matthews reported on the 13 March meeting of the USNC Finance Committee including the results of the 2007 Funding Program and on the status to-date of the 2008 program. He also reported on the March meeting of the ANSI Finance Committee and on the activities of the IEC Finance Committee. (USNC/Council 317) Mr Zegers noted that, as part of the re-view of the Strategic Objectives Program, an additional area that needs to be corrected is the coordination between the tactics that require funding and the USNC’s budget process. We must do a better job of highlighting specific projects we wish to fund so that they can be included in the budget as specific projects. Section 13 Communications and Continuing Education Committee In Mr Jack Wells’ absence, Mr Lourenco reported on the current activities of the Communications and Continuing Education Committee and on its 28 March 2008 meeting. (ATTACHMENT I) Section 14 Nominations Committee Mr Phil Piqueira reported on the 12 March 2008 meeting/teleconference of the Committee and particularly on the Committee’s efforts to consider a succession plan for the USNC as well as for USNC’s representation in IEC. The Committee carefully considered a matrix of the various positions, both in the USNC and IEC, that will be available over the next several years and those that the USNC might wish to fill. Mr Piqueira shared this matrix with the Council and reported that possible candidates suggested by the Committee were informally contacted to see if they had any interest. This is not meant to be an exhaustive list and those who may be interested in a particular office who may not be on the list were invited to make their interest known to Messrs Piqueira and Zegers. At the 12 March meeting, the Committee also developed a draft proposal for the possible appointment of a TMC Vice Chair which was considered by the TMC at yesterday’s meeting. The Committee also developed criteria for selecting recipients of USNC Honorary Life Membership. Finally, the Committee considered an aggressive campaign to encourage the USNC constituency to submit nominations for the 2008 IEC Lord Kelvin Award and the ANSI Award Program, particularly, the USNC Elihu Tompson Electrotechnology Medal. (ATTACHMENT J) The Nominations Committee held a teleconference on 21 April 2008 for the expressed purpose of reviewing candidates for these award programs. Mr Piqueira noted that the General Secretary circulated an E-Mail to the USNC constituency on 4 April inviting nominations for the ANSI

After some discussion, the Council decided to consider the Nominations Committee’s recommendations immediately and, it was agreed, that if additional nominations for the ANSI Awards Program are received by the deadline, they would be handled separately by both the Committee and the Council. Section 15 U S Hosted IEC General Meeting – 2010 Seattle, WA Mr. Matthews provided a brief report on the activities of the Planning Committee for the IEC General Meeting in Seattle, WA in October 2010. (ATTACHMENT K) He highlighted the contributions that have been committed to-date by 48 General Sponsors and 5 Technical Sponsors and reported on how the Committee plans to bridge the gap between current contributions and the estimated budget. Mr Matthews also reported on the process being used to determine which TCs/SCs will receive formal invitations to meet in Seattle. Some 110 IEC TCs/SCs have expressed interest in receiving an invitation and several criteria are being used to narrow down the list, one of which is the availability of financial support by the related industry. Each of the 48 General Sponsors have the opportunity to allocate ½ their commitment for specific TCs. In addition, Technical Sponsors can designate support for specific TCs. Those TCs that have the necessary support will be invited and those that don’t will require additional attention to see if the necessary funds can be raised. The current list of General Sponsors and Technical Sponsors is provided in ATTACHMENT L Section 16 Dialogue with Dr Belinda Collins, Chair, ANSI ISO Council (AIC). Dr Belinda Collins, Director, Technology Services, National Institute of Standards and Technology (NIST), currently serves as Chair of the ANSI ISO Council (AIC). She provided an overview of the AIC, its current activities and its strategic planning for the future. She highlighted the following issues and areas of interest:

(ATTACHMENT M) In closing her remarks, Dr Collins expressed her desire to work with the USNC Council on ways of maximizing cooperation and collaboration between the two groups on cross cutting issues of critical importance to all. Mr Matthews reported that the USNC Officers had the opportunity to have dinner with Dr Collins last evening to continue the dialogue that was initiated several years ago. It was agreed that further dialogue will be scheduled for the expressed purpose of sharing good practices by which each group might learn by the success of the other. He expressed his sincere appreciation to Dr Collins for her efforts on behalf of collaboration and cooperation

During discussion of the ANSI China Program, it was suggested that criteria be developed that would help the USNC determine appropriate positions with respect to the growing number of instances where China submits proposals such as the one on HVDC or on its wish to be designated Secretariat of TCs/SCs that may or may not be available at the moment. Section 18 Other Business 18.1 Dr JoAnn Emmel Mr Matthews took special note of the participation by Dr JoAnn Emmel, her first in person meeting of the USNC Council. He welcomed her and invited her to address the participants. Dr Emmel expressed her appreciation and confirmed her intent to move forward aggressively to implement the USNC”s Strategic Objective on consumer participation. 18.2 IECQ – ECCB 2008 Announcements Stan Salot provided a brief overview of current ECCB and IECQ activities.
