Technology Transfer Authority

• USJFCOM is one of 9 Combatant Commands• USJFCOM’s major mission is

“Transformation of the Military” • Delegated technology transfer authority in

March 2005 and stood up the ORTA in June.• New authorities have resulted in significant

improvements in our relationship with industry and academia

• We think our first year of operation was a real success – particularly with regard to CRADAs and industry engagement

• Participated in SBIR program (through the Navy Solicitation) for the first time this year• Submitted 5 topics Feb 06… 3 made cuts:

– Secure Dynamic Configuration of Real-Time Networks, JPRA (7 proposals – 2 awards)– Automating the Production of Terrain Databases, J7 (11 proposals – 2 awards)– Next Generation Data Base Modeled on Human Neurological Processes, J2 (24 proposals – 3 awards)

• Our Plan: – Make multiple Phase I awards (2-3) per topic and compete the good ideas– Down select to one Phase II for each topic

• Expectation: 5-7 topics per year, resulting in 10-20 Phase I awards per year

Performance Metrics

• Using the traditional tech transfer metrics (patents, licenses, license fees, etc.), my report card looks pretty bad

• However, my command leadership is very pleased with what we have accomplished our first year

– Support the mission of JFCOM

– Improved relationships with industry and academia

– Tremendous interest and contribution from CRADAs – estimated “in-kind services” from CRADA partners of millions of dollars

– Our first foray into the SBIR program; 7 awards

– Improved coordination across the command; information sharing and awareness; training

– More externally focused; partner; spin on; leverage the work of others; share risks and resources; reduce redundancy

– Too early to report now, but we think we will deliver capabilities to the warfighter faster, better, cheaper and at lower risk
