health of the society was in good health with the total assets crossing 8.01crores. He also presented the

details of the assets. He informed that the IT cases of 2014 had been settled and TDS had been refunded back

to the society. The advances of 35 lakhs given to USICON 2017 and USICON 2018 was pending refund. He also

presented the corpus and the fixed deposits of the society. He mentioned that the fixed deposits have been

divided into two sections one with the cumulative interest and the other with the quarterly interest as day to

day working capital is required. He also presented the details of finances of Board of Education and also of

Indian Journal of Urology. He informed that the current corpus of Board of Education was 38,62,702/- and of

Indian Journal of Urology was 96,64,823/-. He then detailed regarding the expenses of the daily running of

the society activities. He informed that from this year onwards the annual UAA Membership of the members

of USI is also being paid. He informed that the detailed list of expenses was included in the Treasurer's Report

of the USI Supplement printed in December 2016. He informed that the Income Tax had been filed for USICON

2015, Ranchi and USICON 2016 Hyderabad and the income tax refunds are pending for both the conferences.

He further informed regarding the USI-Olympus Travel Fellowships awarded for attending the various

conferences and courses to the residents and for which USI reimburses the travel expenses through a grant

from Olympus. The amount reimbursed this year was 9,51,728. He further informed the members regarding

other financial aspects of the society.

He informed that inspite of having 7 crores as assets, they were not sufficient for the society as the returns we

get from these assets were not sufficient to meet the expenses of the society to fulfill its objectives. As the

membership of the society is growing and new activities were being planned for the members we need to

plan regarding our finances. Currently most of our expenditure on academic activities was dependent on the

sponsorship from pharmaceutical companies. We need to look at ways of improving our income so that we

are self-sufficient at least to run our office and the educational activities including the Indian Journal of

Urology.

He informed that he was happy to inform the members that the income tax issues had been settled and we

had received refund to the tune of 37 lakhs from the income tax department for the previous years till 2015.

He informed that amendments had been filed with the charity commissioner office at Mumbai which was

being processed. He informed that he was not sure whether it would be complete before he demitted his

office as treasurer at Mumbai in January 2017. He informed that full efforts were being made to complete the

formalities.

He mentioned that members had entrusted him the responsibility of treasurer for 4 years which he had done

to the best of his ability. He had enjoyed the work entrusted to him and he had streamlined the finances of the

society to the current state.

He thanked all the Past Presidents Prof RM Meyyappan, Dr Deepak Kirpekar, Prof Percy Chibber and current

President Prof Rajeev Sood and Hon Secretary Prof D Ramesh and all the council members for their help and

support. It was great fun working with all the council members past and present.

Dr. Lalmalani placed on record his appreciation for the way the Treasurer's Report was presented.

Dr. P. Venugopal expressed that the treasurer's report was well presented. He also expressed that he was very

happy to note the gathering of members attending the general body meeting which he noted must be the

highest in many years. He then wanted to know if it was feasible to spend so much money for the council

meetings. Dr. Keshav clarified that the Treasurer and the Secretary have not reimbursed any expenses that

they have incurred in the past 4 years. He then informed that only the travel of the council members was

reimbursed by USI and the other expenses were not reimbursed by USI. This year as it was the golden jubilee

Page 9: USI Newsletter - Supplement December 2017usi.org.in/New/Download/Newsletter/Supplementary USI Newsletter... · USI Newsletter December - 2017 ... Kumar, Dr Sridhar, ... forward for

conference year, the council had met one more time than the usual number of meetings per year and hence

the expense was slightly more than the previous years.

Dr Sanjay Sinha expressed his appreciation for the Treasurer's report. He then queried that he had

participated in one of the BOE activity as a faculty and he was not reimbursed for his travel. He enquired that

there should be guidelines for BOE in organizing the activities. Dr. Keshav informed that usually the BOE

prepares a calendar of events for the year and the budget for each activity is allocated accordingly. Dr Sood

informed that the guidelines for the same are being formulated.

Dr Anant Kumar expressed that the council and the faculty for the USI activities are done only for the

betterment of the society and hence the expenses for the same should not be a matter of question.

Dr. Shrish Yande expressed that the BOE through the USI Treasurer's office should help the organizers for the

academic activities.

Dr. Sood expressed that he has made a vision statement which would try to create guidelines for various

academic activities. He emphasized that we should strive to be self-sufficient.

Dr. Kim expressed that instead of augmenting the fixed deposits, efforts should be made to increase the

expenses on academic activities.

Dr. Shyam Joshi also expressed that instead of increasing income, the activities should be increased. Dr.

Keshav clarified that the fixed deposits at present are for a period of 5years and once they mature, they would

be put to quarterly interest plan and the money would be used to finance the BOE activities.

The members at large were of the consensus that instead of increasing the corpus of the society, the academic

activities of the society should take precedence.

President, Dr. Sood expressed that the vision statement being made would be incorporating guidelines for

managing of the finances. He said that we have envisaged numerous cells that has been circulated in the

vision document in the USI Supplement to be functioning independently and ultimately to be self-sufficient.

Dr. Mahendra Bhandari expressed that the activities are not only the responsibility of the head of the activity

like BOE or IJU but all the members of the team should work together to strengthen the cells. The sustenance

and growth should be made the main goal.

Dr. P. Venugopal enquired regarding informing the Charities Commissioner for procuring properties. He was

informed by Dr Sood that it was not mandatory to inform while procuring but at the time of sale of any

property; the Charity Commissioner has to be informed.

The Treasurer's Report was then passed unanimously.

Dr. Keshavamurthy then presented a resolution to the general body regarding the members serving in the

Defense Services of the country. He informed that such members are allotted leave to attend the conferences

sometimes only before 15 days of the scheduled conference and hence they have to pay a hefty registration

fee. He proposed that the early bird registration charges should be applicable to such members whenever

they register. The General Body passed this resolution unanimously. But the officials were informed that as

this resolution was not a part of the agenda, it cannot be passed in this general body and the organizers of the

next conference should be instructed regarding this guideline. Dr. Chinnaswamy mentioned that it should

include all serving members including government employees. Dr.Nitin mentioned that faculty from all

teaching institutions too face similar problems. The matter was resolved with the President announcing that

this facility would be only considered for serving Defence personnel only.

2017/GB/08: Appointment of Auditor for the year 2016-17

sought the approval of the general body to continue with the same auditor for the next year. The General

body approved for the same.

Proposed by Dr. P B Singh and seconded by Dr. Sudhir Rawal.

2017/GB/09: Approval of new members

Dr. Keshav then presented the list of new member applications as well as the applications for conversion from

associate members to full members. He informed that the applications were scrutinized by both the Treasurer

and the Secretary and then only they were accepted by the council.

The members approved the lists of new members unanimously.

Proposed by Dr. Lalmalani and seconded by Dr. Prashant Pattnaik.

2017/GB/109: Report about the legal issues with the Charities Commissioner Mumbai

Dr. Keshav then presented his report on the legal issues of not filing the amendments with the Charities

Commissioner since 1983. He informed that he had compiled all the amendments of the previous years and

had submitted to the Charities Commissioner in August 2016. He informed that the newsletters containing

2007 onwards, it can be done on the acceptance from the general body for a period of 7 years and with a

corpus of Rs. 20 lakhs. The awards and orations can also be instituted by corporate houses for a corpus of Rs. 1

crore for a period of 7 years. He further informed that the duration of the previous awards instituted before

2017/GB/20: USI-JPAC Relationship and MOU

Dr. Rajeev Sood informed there were some developments regarding the USI – JPAC relations. He informed the

general body that in the MOU of USI with JPAC there were clauses that the President and Secretary of USI

would be invited for all the meetings. He informed that the MOU was renewed in 2010 and there was a clause

that it would be automatically renewed after a period of 4 years if there is no communication. He informed

that he has now received a letter from MPUH stating that as now the Board of Education has become fully

established; there is no need to continue the USI-JPAC MOU. He placed the matter for discussion to the

general body.

Dr. Sabnis informed that the MOU was created many years back with the objective that as there was a training

centre of JPAC, the courses of JPAC can be availed by the USI members at subsidized fees. But now more

activities are being done by BOE than JPAC and the objectives with which the MOU was signed no longer

matters. And therefore it was decided to withdraw from the relationship.

Dr. Lalmalani informed that when this MOU was started, there were funds that were given to JPAC to fund the

courses to the tune of Rs. 80 lakhs. Dr Lalmalani asked if the amount of 80 lakhs was returned to USI. He

mentioned that it should be returned. Dr Sood mentioned that the council at that time felt that it had been

donated to the other society. Dr. Lalmalani left it to the wisdom of the general body about the decision to be

taken. Dr Sood suggested writing a polite request to them to donate the 80 lakhs back to the society but it

cannot be forced on them. It was resolved that the relationship with JPAC is now over.

2017/GB/21: Letters from Members of the USI

Dr. Eashwar Gaud mentioned his letter about high registration charges during the annual conferences. He

requested USI to write a letter to the MCI that when sponsorships are permitted for stalls, lunches and other

mentioned that a committee had already been constituted under Dr Krishnasamy Kannan and the matter is

being looked into.

Annual Report of the Hon. Secretary

Dear Friends,

I have great pleasure to table comprehensive secretarial report for the year 2017-18

I took over as Honorary Secretary of this prestigious society after Mumbai USICON. It took time for me to

understand how exactly a secretary functions, what are the obligatory requirements, what protocols to be

followed. However, over period of few months, I learned the technicalities – thanks to Dr D Ramesh & Mr

Navneet Arora.

I realized that communication is very important aspect of society's functioning. Members must know what is

happening, what programs are planned, & in which directions we are going. I started sending monthly mails

first one was as early as 10 days after I took over – on 1st of February 2017 & then regularly communicating

with members through email titled “Secretary Online”. I am happy that many members liked the idea &

appreciated it.

3 newsletters have already circulated which stated details of all activities which we have done. USI has done

several academic activities through BOE – like Mock Exam, Webcasts, focused CMEs, UROMET training

program etc, the details will come in BOE chairman's report. I must at this stage say that last program on

vascular access had overwhelming response. Not only we had to stop registrations, but we had to open

another hall as number exceeded than the capacity of existing hall. This was an eye opener to all of us. It only

shows that there is need to discuss topics which we do not touch routinely. Especially on the back ground of so

many workshops, CMEs, happening all over country which revolve around PCNL, RIRS, Laparoscopy, or BPH

enucleation. USI certainly will take lesson from it& we shall provide to members what they want.

When I took over as secretary, I had thought that as USI, we should think out of box. USI should do something

different & be a trend setter. COMPCON & Vascular Access CME were one such examples. However, I thought,

we organize lot of academic programs, but there are several non-urological issues, still of great importance to

urologists. Why don't we discuss them? Then idea came that legal issues are now becoming so relevant &

majority urologists in their busy practice are not aware of real facts. We keep hearing violence against

doctors, kidney racket identified…etc. That became genesis of organizing UROLEGACON. It also had

overwhelming response. Hall was pack to the capacity till last lecture on Sunday afternoon. All issues related

to PSPNDT act, Tx acts, MCI directives, were discussed. Mock trial was very informative & was enjoyed by all.

Every member who attended gave excellent feedback. From my point, experiment of starting a non-urological

CME was highly successful & we shall continue this trend & will find out some other non-urological area but of

great relevance to urologists.

I attended all 4 zonal conferences taken place at different places in each zone. I have already given detail

reports of all meeting in various newsletters. One thing which I observed that standard of all zonal

conferences is very high – be it in organizational matters or scientific content. It is heartening to see that many

sessions & discussions in it, were of international standard. In the beginning, I was wondering why it is

necessary for a secretary to attend all zonal conferences, is it to enjoy the hospitality, is it to go for sightseeing,

or is it to meet friends in different zones? Certainly, not. I feel as secretary it was my duty to attend all sessions,

listen to everyone, identify interesting topics, tap who are good speakers & take up those ideas to national

conference & give opportunity to those speakers at national level. I did that in all zones. I attended all sessions

till end. Just to give example of recently attended NZUSICON – a debate -live surgery Vs semi live surgery - was

Page 19: USI Newsletter - Supplement December 2017usi.org.in/New/Download/Newsletter/Supplementary USI Newsletter... · USI Newsletter December - 2017 ... Kumar, Dr Sridhar, ... forward for

conducted in highly professional manner. Contents, slides, delivery, timings – everything was of highest

standard. Such are the programs & such are the speakers should be promoted. I think zones should become

experimental laboratory of USI, whatever good happens, should percolate to national level. As a secretary, I

consider it as my duty.

In various newsletters, I have also put up report of international conferences which I have attended in official

capacity as secretary. Just to give a brief, NAUS (Nepal Urology Association) – attended by Me & president,

BAUS (Bangla Desh Urology association), was clashing with NAUS however President represented USI there,

by cutting short his trip to NAUS, EUA was attended by President & big delegation of USI. I attended AUA –

where we had leadership meeting which was attended by me, Dr. Dogra, & Dr. Aneesh as BOE Chairman Elect.

We discussed how the ties between USI & AUA can be strengthened further. President had opportunity &

invitation to attend various other meetings like, EUA, USANZ, Malysia urology association, UAA etc. Details

are already put in our previous newsletters.

Throughout the year, I communicated very frequently with all zonal secretaries. I asked their advice &

information about speakers, chairpersons for USICON. They have better idea from their zones & their

feedback is crucial. I was happy that I received good co-operation from all zonal secretaries on various

aspects.

This year I started survey on various aspects. Unfortunately, we do not have much strong data base through

registry of various diseases. We still do not have guidelines which will fit to our circumstances. We still do not

have clearer picture on how urologists make certain decisions, when it comes to management of various

diseases like, BPH, incontinence, stricture urethra. We conducted survey & analyzed them. BPH survey was

an eye opener. I have put detail analysis in newsletter. We are studying it further & make use of this big

database. I conducted the survey on organizational aspects of USICON. I had put up analysis in first newsletter.

Some of the information was contrary to what we keep thinking. I feel survey is a tool in which every member

has opportunity to express their opinion. Many times, in conferences & in AGMs, many members feel hesitant

& inhibited to talk. However as full members, their opinion has value. Survey gives opportunity to them to

express their opinion. USI can take lot of decision on findings of such survey in future.

As all of you are aware & as I have updated all of you time to time through secretary online & newsletters,

registration renewal was a major task ahead of us. I wanted to do many new things this year but I was fully

occupied especially in latter half of this year by charity commissioner's issues. I had taken challenge that

matter which is pending since 1983 & matter which we are after it since 2015, I will complete it. But soon I

realized that it is not so easy. I had to spend huge time on that. Matters now are near completion & hopefully

we should be fully compliant with all legal requirements fulfilled. I am putting separate report on this issue.

Last few months – we are busy in planning scientific deliberations of USICON. To plane scientific program is

like balancing act of walking on thin rope. AS I narrated in my communications earlier, 23 items in scientific

program are fixed – secretary has no control on them. In remaining duration, if we add paper presentations,

then there is hardly any time, left for secretary to make any change & make program interesting. All of us have

to think over it. We had lot of discussion in council about it. This time we have significantly reduced no of

papers accepted for presentation in moderated sessions. Now-a days PG students have ample opportunity to

present their work at city, state, zonal levels & hence we thought only selected papers should come to

national level. This has given us some more time slots for other sessions. In a restricted number of paper

acceptance, it is important that only high quality papers are accepted. All abstracts which came under various

category – were coded & sent to 5 reviewers. Average of their marks was taken & then final list was prepared

Page 20: USI Newsletter - Supplement December 2017usi.org.in/New/Download/Newsletter/Supplementary USI Newsletter... · USI Newsletter December - 2017 ... Kumar, Dr Sridhar, ... forward for

of accepted papers for various prize category, & moderated poster, video or podium session. This time we

have not restricted only to stipulated 4 sub specialties but incorporated all subspecialties in program. So,

audience will have wider choices to attend sessions as per their liking. Live surgeries will gradually fade out

from scientific program as per the decisions taken in past. This time semi live surgery session is included. It will

be interesting to see how it goes. I request all of you to see web site for details.

We are still lacking in proper use of social media platforms. I have started twitter account. But still very few

followers. May be next year, we can promote it aggressively. We have to use video conferencing facilities for

our council meetings. Now there are so many programs like Skype are available to talk simultaneously with

many people. We must use them. This will avoid not only expenses but tiring journeys which council members

have to make. Urolegacon was an experiment of No frill, low budget, low registration fee, high quality content

conference without industry support. I have always felt, USI should eventually become self-sufficient in

organizing scientific programs. With urolegacon we have proved that we can do it. There are still many more

new things many new experiments to do, may be next year, hopefully, if charity commissioner issue gets

sorted out, we can focus on several new things for the benefit of members.

Lastly I must thank president Dr. Dogra & all other council members for extending full support &

encouragement to me.As I keep saying, secretary is only a face of council & council is face of all members of

USI& therefore whatever I am doing, credit is not mine but it goes to council & eventually of course to all of

you.

Long live USI.

Thank you,

Dr. Ravindra Sabnis

Hon. Secretary, USI

Renewal of Registration Issue with Charity Commissioner

Dear friends,

We wish to give you update about our registration process.

What are the facts:1) Our society is registered with charity commissioner in 1982 at Mumbai. We have registration

number & we are governed by rules & regulation of charitable trust acts of Maharashtra.

2) This act is of 1858, amended thereafter many times.

3) In Mumbai – since charity commissioner's office is present, we have to deal with charity commissioner's office. This office is like judge with procedure like court. – wherein we have to appear through a lawyer.

4) Since ours is charitable society – registered under charity commissioner – we have to submit certain documents to this office every year – like Minutes of AGM, change of executive council members, any amendments in constitution that is made, attendance of AGM – within 90 days of AGM.

5) As per the rule, any amendments passed by AGM – are reviewed by CC's office to see if there is any violation of society's act. If there is none – then CC's office informs us & then amendments can come in force once they are ratified by next AGM.

6) Since 1982 – we have not done this procedure. It was realized first time in 2015 & then process of renewal was started. The then council appointed Advocate Sujata from Mumbai to liaison between USI & CC's office.

7) Several documents were collected, change reports signed by previous council members were collected. Some past office bearers were not traceable; some had passed away & collecting these documents became huge task. It took long time, almost 2 years, however that was ultimately done. Appeal was made to CC's office to condone the delay & renew our registration.

8) This was status when we (Dr. Sabnis, Dr. Rajiv TP & Dr. Vaze) took over.

9) We initially tried to understand problem & then started moving fast to complete the procedure. We too it as challenge.

10) Again, there were demand for so many documents, affidavits, notarized papers etc. We provided everything as & when they were required. 2 big bags full original documents were brought from Delhi for submission. Almost 1000 xerox papers were submitted. Then actual hearing was started.

11) So far 5 hearings are done. Dr. Ajiv Vaze was nominated by council as reporting trustee & Dr. Sabnis as Secretary. Both of us appeared for hearings. Advocate Sujata played an important role in pursuing Charity commissioner about reasons of noncompliance.

12) We brought to CC's notice – a) Non-reporting to CC's office was out of ignorance b) So far from 1982 we have made many amendments in constitution & they are in force.

However, from the time we realized the mistake of not reporting to CC – in 2015 – all amendments thereafter are not implemented & status co is maintained. Which implies our ignorance & not deliberate attempt of non-reporting.

c) Our IT returns are filed regularly & accounts are up-to-date

Page 23: USI Newsletter - Supplement December 2017usi.org.in/New/Download/Newsletter/Supplementary USI Newsletter... · USI Newsletter December - 2017 ... Kumar, Dr Sridhar, ... forward for

13) After many hearing & Advocates arguments – CC accepted our appeal to condone the delay. He ordered to pay penalty for delay.

14) Penalty fees of Rs. 3400 was paid to CC's office. & CC now has accepted the appeal for delay condonation. 1st part was successfully done.

15) 2nd part is now to make CC accept the change report of council members (which is more of technical matter) & changes in all amendments done so far. CC's office will review all changes to see if any amendment is violating the society's act.

16) For change report of council members – previously submitted documents – like self-attested photo id was not adequate. Now they needed affidavit. However, any one council member's affidavit was sufficient.

17) Again, so many affidavits were prepared, got them notarized from one member of each council.

18) All those documents are now submitted to CC's office. We have requested CC to give earlier date for hearing.

This is the update of our renewal process with charity commissioner's office. We sincerely hope that process finishes before USICON 2018 at Jaipur. Once we get the renewal, we shall be in process to implement everything in the constitution that we have amended after 2015 (like e-voting, & secretary, treasure elect post).

The whole process of getting this renewal has been long & tedious journey. We are still not completely done but hopefully it will be finished fast as our main appeal of delay condonation is accepted. We also realized that we are not aware of so many legal matters & as office bearers it is our duty to know them.

In this process, we had to make so many visits to CC's office in Mumbai. Appear for hearing. We must thank Mr. Navneet Arora of central office to work extra hours, at times overnight, to prepare the tables, sheets, comparative charts etc We must also thank our advocate Sujata, who in her wisdom, could convince the CC that delay in reporting was out of ignorance.

Let's hope that all our efforts work, with blessings & good wishes from every one of you & we get the renewal of registration before USICON. If that happens – it will be real celebration time.

Hon. Treasurer Report

Dear Members,

Greetings from Guwahati.

It is my pleasant duty to present to you the audited statement of accounts for the year ending 31st March’

2017. The total membership of USI has been increasing every year and presently it has crossed 3800 and few

more would be added before I present my report in the AGM.

The financial health of the Society is in good health with the total assets crossing over 9.3 crores. We cannot

be happy that we have 9 crores as assets, as the returns we get from these assets is not sufficient enough to

meet the expenses of the Society to fulfil its objectives on its own. As the membership of the Society is

growing and new activities are being planned for the members, we need to appropriately make plans

regarding our finances. Currently, most of our expenditures on academic activities are dependent on the

sponsorships from Pharmaceutical companies. We have budgeted this year and have looked upon ways of

improving our income so that we are self sufficient enough atleast to run the central office and the

educational activities including the Indian Journal of Urology.

I am happy to inform the members that the income tax issues have been settled and we have received the

refund of 38 lakhs from the Income Tax Department for the previous years till March 2016.

We have filed our amendments and change reports with the Charity Commissioner’s office at Mumbai, which

is being processed. All efforts are being made to complete the formalities at the earliest.

The members of the USI had entrusted the responsibility of Hon Treasurer to me which I am trying to do to the

best of my ability. I am enjoying the work entrusted to me and am trying to streamline the finances of the

Society by appropriately budgeting and making necessary allocations. I thank Dr P N Dogra, President, USI; Dr

R B Sabnis, Hon Secretary, USI; Dr Ajit Vaze, President Elect, USI for their guidance and all the council

members for their help and valuable support.

I would like to thank Mr Navneet Arora and his team for taking care of the Central Office & Mr Rahul Sabbarwal

for taking care of the accounts with all dedication.

Looking forward to meet you all at USICON 2018 at Jaipur.

Thanking You,

Long Live USI

Dr Rajeev T P
