Generally transparent to consumers of elec-tricity is a large interconnected infrastructure of power plants, transmission lines and distri-bution networks that produce, transport and deliver energy in a dependable and efficient manner.

The energy production facilities that feed this vast transmission and distribution infrastruc-ture require regular maintenance and repair to keep them operating reliably and at peak efficiency. That’s where Issaquah, Washington

Traditionally focusing its services in the United States, NAES Corporation is increasing its influence abroad. As a subsidiary of ITOCHU Corporation, among the larg-est corporations in the world, NAES Power Contractor’s parent NAES Corporation is also recognized as a leading provider of operation and maintenance services.

With about 50 full-time regular employees, NAES Power Contractors’ employee count often increases to 1,200 during prescheduled seasonal maintenance outages. and modification services in the power generation and delivery industry market. NAES Power Contractors has provided these services to coal, nuclear, gas, biomass, geothermal, and hydroelectric facilities across the country.

The company provides a broad array of power plant main-tenance, refurbishment and construction services. These services include: • Annual maintenance

contracts for power plants and related facilities, including long term plant specific and system-wide maintenance agreements.

• Major maintenance, modi-fications and repairs for a broad range of equipment and systems, including boil-ers, Heat Recovery Steam Generators (HRSG’s) and balance of plant equip-ment.

• Outage and turnaround services

• Construction services for new plants and Air Quality Control Systems.

• Installation & maintenance of electrical power and control systems.

• Turnkey refurbishment and upgrades of aging and mothballed power plants.

• Substation construction, from

upgrades to full EPC projects.

• Hydro facility maintenance, repair, and construction services on turbines, generators, draft tubes, wicket gates, penstocks, electrical systems, mechanical systems, fish screens and bypasses, valves, unit alignment and commissioning.

• Vertical Concrete Cask (VCC) fabrica-tion for independent spent nuclear fuel storage installations.

• Decommissioning,dismantlement&disposalofplantequipmentandfacilities.

• Overhauls and Inspections of combustion turbines (combustion inspection, hot gas path and major) and steam turbines.

training and assessment activities that help identify and eliminate health and safety risks.

Projects

The following is a brief sample of projects and services performed by NAES Power Contractors: The Sibley Power Station, owned by KCP&L, is a three unit coal-fired plant located in Sibley, Missouri, approximately 25 miles east of Kansas City. The plant consists of two 50 MW units and one larger 420 MW unit built in 1960. Babcock Power has the turnkey contract to supply and install a

Selective Catalytic Reduction (SCR) unit on the largest unit, Sibley #3. In April 2007, NAES Power Contractors was awarded the installation contract. Construction completion is scheduled for late December 2008 with site demobilization to occur in March 2009. NAES Power Contractors is responsible for supplying the site management team, all craft labor and all subcontracts. The scope of work includes receiving, fabricating and installing all SCR material and equipment including the structural steel, ductwork expansion joints, the SCR reactor, and the SCR catalyst.

Colstrip Power Station, owned by PPL Montana, is a 2, 218 MW power generation facility consisting of four Combustion Engineering, pulverized coal fired units.Units 1 and 2 are capable of producing 333 MW each, with units 3 and 4 producing 776 MW each. NAES

Power Contractors has provided maintenance, modifi-cation and construction services at Colstrip since 1988. Services are provided during normal operating periods, scheduled outages and unscheduled outages under the General Presidents Project Maintenance Agreement. NAES Power Contractors provides all aspects of power plant maintenance and construction, including sched-uled non-outage and outage related projects, emergency repair and maintenance projects, and longer-term capi-tal modifications or improvements of plant equipment, systems and facilities. NPC has been responsible for scaf-folding the inside of the boilers, major boiler tube repair and replacement projects, overhaul of coal pulverizers, replacement of coal piping, feed water heater replace-ments, general electrical maintenance, scrubber repairs, and support of turbine-generator overhauls and inspec-tions. NPC completed the installation of a Distributed

Control System (DCS) for unit 3 in 2003, units 1 and 4 in 2006 and unit 2 in 2008.

The Brunner Island Power Station is a 3 unit coal fired plant located in York Haven, PA. Total capacity of the plant is approximately 1483 MW’s. NAES Power Contractors has a contract to install a new electrostatic precipitator (ESP) on Unit #2 – a 390 MW unit. Work began in early 2008 and will continue through April, 2009. NAES Power Contractors is responsible for supplying the site management team, all craft labor and all subcontracts. The scope of work includes receiving, fabricating and installing all ESP material and equip-ment including the structural steel, ductwork, precipi-tator box including plates wires and hopers, expansion joints, piping, insulation, lagging, electrical and demoli-tion of existing plant structures.

The Boardman Power Plant, owned by Portland General Electric (PGE), is a 610 MW power generating facility consisting of one Foster Wheeler coal fired natural circulation steam generator. NAES Power Contractors has provided maintenance, modification and construction services since 2004. Services are performed under the Pendleton Building Trades Project Maintenance Agreement. NAES Power Contractors provides all aspects of power plant maintenance, including coal yard maintenance and cleaning, plant clean-ing, plant janitorial work, scrubber main-tenance, coal mill maintenance, railroad inspection and maintenance, and support

in any other areas as requested by PGE.

NAES Power Contractors provided project management and labor for the greenfield construction of a new 115kV, 25MVA distribution substation for Puget Sound Energy located in Chimacum, Washington. NAES Power Contractors provided all labor, equipment and project/site management for the project construction in 2007. The scope of work included all clearing and removal of timber, stump remov-al, grubbing, topsoil stripping, grading, drainage installation,

foundation construction, conduit and groundmat installation, fence installa-tion, final surfacing – yard rock. Work also included installation of the transform-er, metal clad switchgear cabinet, steel structures, capacitor bank, 115 kV bus, switches, and related mate-rial, underground distribu-tion getaways, landscaping, and final surfacing of drive-ways (asphalt/crushed rock). The major equipment was supplied by PSE.

Planning Ahead

Working in the energy sector, NAES Power Contractors is acutely aware of not only the shift in how power is generated in the US, but the change in where the maintenance, modification and construction dollars are being spent. New wind and solar energy facilities have been constructed and many more are being planned. Traditional power facilities fired by coal, gas and oil are being challenged with increasing maintenance requirements as they age; capital projects to replace or refurbish outdated equip-ment; and more stringent emissions controls to meet the growing demands of the regulatory agencies. Older hydroelectric facilities are being re-evaluated for life extension or refurbishment

and new substations are needed to meet the growing need of the renewable power industry.

NAES Power Contractors is prepared to provide continuing services to the traditional energy sector while developing new service offerings to support the emerging generating technologies. They believe that a changing mix of traditional power facilities, renew-able resources and new nuclear facilities will be part of the maintenance and construction business for many years to come.

This transition will not only take years to be imple-mented, but will also require different services. A wind farm, for example, has a much different maintenance profile than a traditional central station power facility because it is made up of many individual turbines that require regular and periodic maintenance. Unlike a central station facility, the scheduled maintenance can be done as required on each unit in series requiring very little reduction in capacity and can be performed during the year, not just in the spring and fall outage seasons when power demand is lower.

Driven by what the market needs, NAES Power Contractors will be guided by this demand and adjust accordingly. For now, they know that, as Moore right-ly observed, “people still have to turn their lights on,” and thus the company remains somewhat insulated from the economic rollercoaster currently gripping many other companies and businesses around the world.

However, even the energy industry is not immune to

economic storms. Maintenance companies like NAES Power Contractors typically see a downturn six to 12 months later than manufacturing organizations. That said, they are beginning to see the repercussions, mainly in the pullback of maintenance budgets and capital budgets for 2009 and beyond.
