Q.24 Now I am going to ask you about another proposal. This proposal is separate from GovernorBrown's plan that we just discussed. As you may know, some people are proposing that the stateraise money by issuing a bond to pay for water improvement projects throughout California. Thefunds would be used to do such things as clean up groundwater and repair levees, and they wouldalso be used to help restore fish and wildlife habitats.

Q.26 Now I'm going to read you a pair of statements about this bond proposal to finance waterprojects throughout the state.
Supporters of this bond proposal say the current water system is inadequate, leaving manyCalifornians without enough water and putting our future water supply at risk. This plan wouldupgrade our water system and secure a reliable, long-term water supply that is vital to California's
economy and quality of life.OROpponents of this bond proposal say California has more important priorities right now thanbillions in more wasteful government spending. This plan would just raise water costs forCalifornians without actually solving the problem, and is just another pork project for Sacramento
politicians to get perks for their own districts.
Now that you've heard more information, from what you know, would you vote yes to support or noto oppose this bond proposal to finance water projects throughout the state?

Q.36 Now let me give you some more information.
[750 Respondents](SPLIT A) In response to the court order, Governor Brown and other state leaders have proposeda plan to ease prison crowding without releasing any inmates early.
[750 Respondents](SPLIT B) In response to the court order, some people have proposed a plan to ease prisoncrowding without releasing any inmates early.
The plan has a couple parts, but I'll want to get your opinion on the overall plan.
They will ask the courts for more time to reduce the prison population, so they can expandrehabilitation services for inmates, such as drug and mental health treatment. They believe thatwith such help, more offenders will stay out of prison once they have served their time. Supporterssay that will ultimately reduce the prison population. Expanding those rehabilitation serviceswould initially cost 75 million dollars, and an additional 240 million dollars would be divided upbetween rehabilitation services and the state's general fund.
If the courts do not give the state extra time to reduce the prison population, the state cannot havemore time. If that happens, the state will move thousands of inmates to privately-owned prisons inCalifornia and other states, and to some county jails and other facilities. That would cost 315million dollars the first year, paid from the state's budget reserve.
Now from what you know, do you favor or oppose this plan to reduce the prison population byexpanding rehabilitation services if the court grants more time, and if the court does not grantmore time, move prisoners to other prisons and jails?

As you may know, in 2008, California voters approved aballot proposition to borrow 9 billion dollars to build a high-speed rail line connecting SouthernCalifornia and the San Francisco Bay Area.
