The First General Assembly shall include, according to the agenda: the committee deliberations of STRAW and People’s Struggle, and

presentation of first progress reports of all committees.

Before the committee deliberations, Councilor Jia Fuentes read the house rules on attendance. Questions from the body were

entertained after. Councilor Ligsay said that Ms. Bea Tan, the College of Science representative, will be back to the Philippines by June 12 after

her internship. Chairperson Garcia said that she should secure an excuse letter because the house rules should already apply at the first General

Assembly.

The body acknowledged the presence of the LSG Vice Chairperson Tofs Lamug

Councilor Jia Fuentes updated the body about the missing projectors. She said that she has already set a meeting with former Secretary

General Tin Borja but it was postponed due to an emergency meeting in her workplace.

After the update, the body immediately proceeded to the first agenda which is the committee deliberation of STRAW committee. The

proposal presentation started at 6:25pm and ended at 6:40pm.

What is your assessment of STRAW last year? Last year, orgs were informed about the campaigns of STRAW. And there were campaigns which have been successful as well. The only problem was, it didn’t reach the students who are not part of organizations. Unlike when we were still campaigning for ourselves, we were able to reach most of the students because we go from one room to another.

BA Representative Cortez

Knowing that it was the problem encountered last year in STRAW. What project do you have to reach out to those unaffiliated students?

Assembly of STRAW Heads per college. It’s because they personally know the issues in their respective colleges. Second, the whole USC should make an effort to reach out students through going from one room to another, not just going to orgs.

CSWCD Representative San Gabriel

Two questions: Who is Aya? And what credentials do you have?

When I was still a freshman, I became a part of Anakbayan. In terms of campaign, we have lots of it outside and inside the university. I was active during oil price hike campaigns, and at the end of second sem, I became a part of the CRSRS referendum campaign by being a volunteer of the OSR. When I was a 2nd year student, I became the EIC of a student pub in CHE. Unfortunately, the written paraphernalia failed to materialize. I was also a representative student of La Solidaridad so basically, I know the issues of the existing publications then. I am also a member of Alab UP who is active in the campaign against student code and budget cut.

In the event that you will consolidate college councils to make a stand, how will you unite them if the body is composed of 80% silver party and only 20% regular

It’s just the same with being in the USC, we should not pay attention on numbers but rather on reasons, and as much as possible, we should push for consensus. Of

students?

course, how can you make students actively campaign against an issue if they themselves are not resolved to what stand they should lean on?

Vice Chairperson Ramos

I commend your use of the cupcake model to package the campaigns of your committee. It differs from the other STRAW Committee proposals I’ve known from the past years. The problem with them was always the way they package campaigns to students. So given that you have a very commendable cupcake model, how are you going to apply it in pushing for campaigns?

It would be through different forms of visual campaigns like teasers and statements. But I also like to include big forums where details of a particular issue like student code can be scrutinized. There could also be short discussions whenever the USC holds ALC. Together, we will consolidate the points of organizations on issues by reaching out to them.

Councilor Alcantara What in your plan of action will you highlight? What is your best project? What will best identify you as a STRAW Committee?

STRAW is a campaign-based committee. And one campaign doesn’t entirely define it. Maybe it would be its projects with student involvement and empowerment instead. The students themselves will push for campaigns, not just the STRAW Committee. They will be given the chance to contribute what they can.

Engineering Representative Ildesa

How can you ensure that you will be able to entice students to join the campaigns? It is because last year, Dan called for a meeting of organizations. Unfortunately, I was the only one from my org who attended and no one else well in fact, it should be university-wide. How can you get the support of the students to your cause?

I think the answer to that is the assembly of straw heads. Like LCC. We have to acknowledge that the person heading the committee or the committee itself cannot handle the workload alone.

For me the efficiency of the org doesn’t count on choosing heads. It’s on the planning.

The STRAW heads in every college should ensure that the organizations are well-informed in activities. We cannot force them but we should at least make them understand how important the campaign is.

In ESC, we also assigned a STRAW head and we can say that it has been successful. We were able to know the complaints of the students even that of the smallest one

Point well taken. Just as what I said, there will be an assembly of STRAW Heads. We will meet not just whenever there is campaign to be pushed nut also to

like foul-tasting food in the canteen. But regardless of that, we still consider it significant because the assignment of a STRAW Head has been effective. So in suggestion for it to be more effective, have good planning and package campaigns in a way that you will be able to entice the biggest number of students. Another suggestion is about the table for STRAW. If it is going to be situated in a single place, other colleges would find it difficult to address their concerns because of its far accessibility. We have to know that CSSP, LAW, MUSIC or ENGG have different concerns for their respective colleges.

You mentioned about going from one room to another. I think it would be very difficult especially to us 2 engg reps handling a very big college. Maybe you should suggest more efficient ways to broadcast to avoid difficulty.

BA Representative Cortez

Just a manifestation. I agree with Rayson in saying that STRAW Heads are really effective because in BA, we assign a councilor in-charge of grievance and feedback gathering. Through localizing, we really make the students know that they have somewhere to run to. It was a good suggestion also to convene the STRAW Heads. So now may I just ask, what role do you think can new media play in order for students to join the STRAW Committee?

You all know that I’m a visual person. I love experimenting with adobe. We can also use The Oblation and facebook since it is evident that many UP students use that particular social networking site. Of course, our USC UP Diliman page can make a big impact compared to the hard copy which only a few sees.

CSSP Representative Ramos

Have you heard the student rights and welfare bill, what’s your stand on it.

There are articles and provisions there which I do not agree with. And I suppose OSA Play a very big role here since it affects the students. Whenever organizations want to have an event, they still have to consult their faculty advisers. And if this adviser does not agree, the organization cannot legally hold the event. If they insist to

push through, they will get grievous sanctions. It is simply ironic that it was named as STRAW bill well in fact, its articles or provisions are more of the admin side. We have student organizations yet they cannot make activities like simple road painting. The sanctions are even really severe like inability to use college facilities and disapproval of org recognition.

Councilor Melad It’s apparent from the body that the proponent has unfathomable understanding of issues. For the projects presented, it would be best that it will be headed by someone like her since we represent the UP Community per se. And it is great that we have this representative in macro and micro level. With that being said, the only thing which I would like to ask is, what participation can STRAW Committee give more in the fight against Student Code, which is anti-student and pro-admin?

Well, the committee has to take a big role in it since we are speaking of students’ rights and welfare. It would hardly hit many organizations so we really have to enforce student representatives who will push for a code that gives rights to students. As a USC, we have to be positive on this endeavor.

ECON Representative Tagnipez

First question, what policy is most repressive to students of the university?

I think it is the tuition fee increase. This is so repressive that it robs us of the right for education. We have this right yet we cannot enroll because of expensive tuition fee. It already cuts off the bright future of students.

When you consolidate stands from organizations, how can you make them into one knowing their diversity of ideas?

As a leader, you have to be open to opinions at all times. You have to listen to what an org has to say. Yes, there is personal bias but still you have to deliberate.

Engineering Representative Ildesa

Just a suggestion. Since committees in college councils already have STRAW Heads, maybe we should just tie-up with them instead of making a new one. That way, we become more efficient in taking action.

Councilor Ligsay I commend your proposal especially the cupcake. I hope we can all package our campaigns that way. So my

Council Member Questions/Manifestations/Comments for the proponent Responses

Chairperson Garcia How open are you to require students to witness the SONA and how will you entice students to join BMI?

To witness SONA should really be required because here, Noynoy will be telling what he has done for the country. But if we are going to assess what he has really accomplished, they are nothing but budget cuts on education, inability to distribute lands to Hacienda Luisita farmers and refusal of 125 pesos increase in workers’ wages. He has done a lot of things that are not in line with the rights and welfare of different sectors of the society. Therefore, we have to take action and show the country that what he’s going to tell in his SONA is nothing but lies. With regards to the Basic Masses Integration, it’s not enough that we only showcase the issues being faced by our country and its students We have to let them feel what it is like to be in the position of farmers.

Engineering Representative Ildesa

May first question is, who among us will be analyzing the problems of the people? Will there be consultations first?

Data and statistics will be gathered by the Edres Committee. After that, it will be presented during our General Assembly. Once we know it, we will make a collective stand on the issue. It will become then the principle which the USC will fight for.

Do you have a concept of hierarchy of problems? Since we have limited manpower, which problem should we prioritize?

Let’s not look into the issues and weigh which seems to be heavier. It’s our responsibility as USC to act on them with equal weight since we have been voted by the students for this and we have their mandate.

I thinks it’s already a matter of implementation given that we should know that we have limited manpower. I get your point that we should look at them equally. But when it comes to the point were a lot of problems arise, how would you act on them then?

We can set an emergency GA for that so we can elaborate on the issues at hand. If we cannot finis the agenda, as a committee head I will make stand then upload it to our yahoo groups for the body to read. If some still do not agree, then let’s work on it immediately the next day.

What if an entity, a student or the admin perhaps, opposes our stand? Example, an organization is in favor of Martial Law. That can possibly happen. What can we do with it?

Well, that only means that there are people who haven’t realized yet the real score on the situation of our country. Through intellectual discourse, we can show them that our stand is right and better. We are not making a stand just to make one, we base it on our principle that is pro-people.

You mentioned about mobilizations like fieldtrips I guess. There is risk in that for we know that before we venture into fieldtrips, there are waivers. Given that there is a risk like being kidnapped, participants might be lessened. So how will you address that issue?

Let’s not work on the framework that it will happen because we want students to really feel what farmers do. What harm will farmers do to us? They may be anti-government but I don’t think they are communists.

I just hope that you think about that. Well my last question is, how will you localize issues given the fact that our strengths lie in our respective colleges? Because if you will just localize it by simply saying things out loud, you might find a hard time to gather people.

It could be through ALC or meeting with the help of COFS. That way, we can tap students inside organizations. We will tackle with them the problems we really face like tambayan and other student issues. Let’s also raise it on the level why such issues exist and relate them to people’s struggles. Well for those students not part of organizations, LCC can probably help us encourage them to join our advocacies.

CSSP Representative Ramos

I have an issue with the BMI requirement. I think it has a political perspective. What if a student is not comfortable in joining the BMI? Isn’t it alienating? I was just disturbed by the plan of yours to require students. How can you resolve possible conflicts or alienations if ever?

Of course, before we require them to join the BMI, let us first show them the issues of different sectors of the society. They can feel free to choose which they are comfortable with. We will also eagerly ask their stand on the issues. Maybe that could be enough for the mean time.

I’m just saying that a specific type of BMI has an alienating factor.

Vice Chairperson Ramos

I personally consider myself a National Development Activist. And I can see that BMI is not something that is of ND type. It should be something that is commonly defined by everyone of us. The BMI itself doesn’t favor any type of activist.

CSSP Representative Ramos

Immersion is good, but a specific type of BMI carries alienation.

Chairperson Garcia Basic Masses Integration, from the point of view of someone who has been in the USC for three years, is already a practice of this student institution. When we see difference between the term Basic Masses Integration and immersion, then we commit the same mistake that we had last night when we were talking about STFAP as a common term. I have done both, and I can say that they have no difference at all. The only problem is that we associate it with LFS or Anakbayan, organizations who have been constantly using the BMI term. Please let’s not confuse one another.

CSSP Representative Ramos

Regarding CARP, we cannot just junk it. Let’s go back to 2007 when the Sumilao farmers asked helped from the

USC because they are struggling to have their right for land. And when the USC had their GA, they have decided to carry on the CARPER. With that being said, I hope we make comprehensive discussions on issues. We shouldn’t jump into decisions hastily.

Chairperson Garcia The body should really study about cases such as this one. EdRes Committee, please take note.

Councilor Loon I was actually with them during the march.

7: 34pm Statistics Representative Kathleen Kay Lentija arrived.

SLIS Representative Putong

Just a manifestation. As a brother committee of peopstrug, I commend the comprehensiveness of your proposal because you were able to bring the wider scope of the society closer to the students. So again, I commend your proposal.

Councilor Recto I’ll be asking more on SPOA. You said a while ago that you will be conducting forums and educational discussions. My question then is this, what will you prioritize first? And how can you ensure the attendance of people in those?

First of all will be the study care of EdRes. Of course, we cannot hold symposiums without presenting students some statistics. We’ll be open during the discussions and we’ll show them that our stand is pro-people. If their principle is really far different from us, we would still entice them to lean on our stand for the people. To ensure the attendance of many, we can use facebook for publicity or anything which the Mass Media Committee can offer. We can also tap STRAW and most especially the COFS since it as the widest connection to organizations.

What can you do with those who are unaffiliated? We know that not all of them are attending. So how would you reach them out? To what specific cause can you entice them?

Let’s dwell on the framework that we really need to forward our campaigns. The events will follow. It shouldn’t be events first, then campaigns next. Let’s focus on the fact that this committee is campaign-based. With regards to the cause, the campaign is alongside of that

already.

Councilor Diño What’s your stand on RH Bill?

My stand on that is a critical yes. It’s wrong for the government to say that this bill is the solution for poverty. The reason why many Filipinos are poor is because of the misallocation of funds and the dysfunctional system that we have. If they will insist on telling that this bill is the answer to alleviate poverty, that is the time that I’ll say no to it. For now, I agree with the passing of that bill because it addresses the need of women for healthcare.

Have you read the RH Bill?

I haven’t completely read it yet but nevertheless, I still stand firm to what I’ve said a while ago that the government should not be telling us that this bill is the solution to the problem of poverty.

It is important that you know the RH Bill first before you conduct forums and you should also be open to all sides of opinions pertaining to the bill.

I just want to clarify that I am not the only one who has that line of perspective about the RH Bill. There are many of us whom look at it that way. But I agree with your suggestion that we should be open to other perspectives.

When do you want to conduct the forum?

Maybe you can help me on that, Heart. Let us unite in this struggle and have close coordination of time to conduct campaigns. Of course, I don’t want the peopstrugg committee to overlap with yours. I would be willing to have our campaigns connected.

I think gender committee is more on the Pride March during December. This carries a struggle issue just like the women’s month during March. Given that, may I just ask, why don’t you have projects on January, February and March?

My plan is to see if the framework set for the committee will work. Only then will I add projects for the months I failed to put some on.

Chairperson Garcia temporarily stopped the ongoing grilling because the one who will shoot for the freshmen video of the USC, Kal Peralta of UP Cineastes, needs to go home already. She also recognized the presence of the new Statistics representative, Kathleen Kay Lentija. The grilling resumed at 7:48pm.

Councilor Ligsay How do you define the marginalized sector?

They are the ones not being heard by the government.

What’s your stand on the issue of fishermen who illegally set up their nets in bodies of water where there are plenty of fish?

I believe that fishermen do illegal things because they lack support from the government. Let’s not solely blame the fishermen for their wrongdoings. The government also has a price to pay. They shouldn’t have neglected our fishermen in the first place.

Do you recognize different forms of activism? What other forms of activism do you know? And how will you incorporate it with your constituents.

The different forms of activism have been long known during our campaign period. It is not just joining rallies, with it should be making of propaganda materials, knowing of issues with depth and of attending intellectual discussions. We should push the students to know the issues circling around because this is also one way to render something beneficial to our country.

More of manifestation. You said a while ago that you will push for your stand to be the stand as well of others. For me there is no single pro-people approach. We also have to consider the multi-perspective thinking of students. So I hope peopstrug will adopt that because that can engage more students and stakeholders of the university.

The pro-people approach should carry no hidden agenda. If that’s pro-people, then let’s see for ourselves if it really is. It shouldn’t lean on the government’s wrongdoings.

It’s good that you mentioned that it has to be two-way: pro-people, and no hidden agenda.

Architecture Representative Duque

If you are justifying that fishermen do it because low budget are being given to them by the government. Don’t you think it’s the same with saying that I can kill anybody

I think we are already clashing different contexts of the issue here.

because I am in need of money?

Vice Chairperson Ramos

In my opinion, that is already out of context. There are clashing human rights. Let’s clarify the context with regards to the economic issue.

BA Representative Cortez

What’s your stand about the current issue of contractualization? What possible measures can you ask the government to do to help contractual workers?

Our stand should be no to contractualization. Many benefits will continue to be robbed from workers if they will not be set regular on their jobs. It’s not something just. We should continue pushing for them to freely organize unions, be given benefits and have wage increase.

Councilor Escandor I like to commend. For me, the peopstrugg committee should be hand in hand with the STRAW committee on taking actions. It is commendable that you offer solutions to the problems of the university and also to the problems of this country. And just as what I have mentioned a while ago, comes with the right to education is a responsibility to give back to who gave it. It is commendable that you have a project that will help us reach the neglected sectors of our society like the farmers. It is one way of feeling what they do, internalizing their situations by being really with them in their farms.

Councilor Pangalanan Same as Aya, I like how you coordinated the issues. My question then is, is this only limited to the ones listed down already?

No. Those are only the issues that are closest to the people. If other committees will raise other issues, then we will include them in our campaign.

In your program of action, especially on the part of struggle for democratic maintenance, I think we should not be limiting our perspective to farmers, workers. If you’re saying that it is the priority, I think we should not be prioritizing a particular sector and instead, treat them

To answer your first question, the farmers are not my top priority in general. It’s just that they don’t have the voice that will make the government hear them. They are so many yet they don’t have their own lands. They are the ones who make us live and yet they are the most

all as equal. There are also issues about indigenous people. Regarding your perspectives on RH Bill, first you were saying that government uses it as an excuse. Second, they use it as an answer to many problems in general. Given those, if the bill will be executed or implemented for both reasons, would you still say that you are pro-RH bill?

unheard. It’s just a matter of who should be given attention at the moment. With regards to RH Bill, if the government will use that as a solution to end poverty, then we should not agree with them. If we will give in to that kind of reason, it’s like we have also agreed to put the country’s money instead to militarization, debt servicing and less to basic social services. The good side of this RH Bill, perhaps, is that it gives attention to healthcare of women.

RH bill is more of a choice and advancement of the right to reproductive health, which I agree with. If we are open to its pros and cons, as we should be, I think we also have to be contingent on that. You have recognized in your proposal that there are cons in the RH Bill. Well, that’s you, that’s your perspective. Maybe, for me, we should not be too eager to advance. Let’s have consultations first.

CSSP Representative Ramos

Just a clarification. Yes or no: Are you for the RH Bill or not?

Critical yes. I’ve saying many times that I would agree with it if it’s for the welfare of women. But if the government will say it’s the answer to end poverty, then I beg to disagree.

Councilor Pangalanan In terms of RH Bill’s benefit, which do you find more value: its protection of life of women per se or protection from abuse?

Let’s not clash the things which we deem both important. Let’s see it as how we can give solution to poverty and healthcare issues of women together. All I want from the government is to not use the RH Bill as reason to end poverty. I don’t think it is hard to grasp the idea that we should scrap this reason of the government because in reality, misallocation of fund is poverty’s root cause.

Vice Chairperson Ramos

Just an advice to the upcoming peopstrug head. Whenever there are national issues, a lot of perspectives

about it come out. So I just would like to remind you to be critical on choosing what perspective to adopt. There are fooling perspectives that are of the admin side or with hidden interest. So I would like to tell this body, not just Fra, that we really should put ourselves to the situation of the basic masses for from them, we base our knowledge to come up with a stand. Let us all join BMIs. Or if you don’t want my term because it is like that of ND, immersion then.

Chairperson Garcia The discussion has been comprehensive. And before we formally declare our new peopstrug head, I just would like to commend first how he presented his perspective of the RH Bill, which is based on that of the farmers’ and workers’. To tell you frankly, before these farmers or workers think if their sex is something safe or if they are protected, they think first of what to eat on the coming days. It is urgent that massive consultations should take place while the “Handbook on Students Rights and Welfare” is being drafted by the student review committee. Unlike the 2010 Draft Code of Student Conduct (DCSC) which was shown to the students only after it was drafted, the Student Review Committee (SRC) by the USC is extending efforts to make the alternative document with the students.

Based from the college hops in CHK, CS and CAL, and also the position papers submitted by various organizations, the 2010 DCSC did not win the favor of the students and in fact was deemed very anti-student. Feedbacks already state that the code steps over the rights of the students to organize. But more to the disapproval is the call of support for the handbook the SRC is currently drafting through their participation.

The inputs of organization, fraternity and sorority heads from the first All Leaders Conference (ALC) were really helpful in helping the committee give alternatives to the proposed sanctions in the code. It was very difficult for the SRC to give recommendations to sensitive parts of the code especially those filed under “Harm to Persons.”

Cluster consultations and college hops on local college ALCs should scheduled to educate people on the code’s status and the SRC’s progress and get their say as well. This is to efficiently use the remaining month left in reaching out to the most number of students and student formations before the University Council (UC) decides on the 2010 DCSC on July 18.

2. Vinzon’s Hall facilities reservation

The Office of the Vice Chancellor for Student Affairs (OVCSA) and Office of the Student Activities (OSA) have already agreed in

principle with USC’s proposal to solely handle and be the only signatory in the reservation of the facilities in Vinzon’s Hall. The current reservation mechanism requires an organization to have their form signed by their faculty adviser, Oscar Ferrer of OSA, the USC, and Vinzon’s Hall building administrator Josephine Mente. But it will only be finalized after Mente gives her consent with the mechanism that the USC will propose.
