In accordance with AIDAR Appendix J and ADS 309, the Local Compensation Plan (in effect at thetime) of the U.S. Embassy to Ukraine forms the basis of compensation. The LCP consists of thesalary schedule, which includes salary rates, authorized fringe benefits, and other pertinent facets ofcompensation. Final basic compensation will be negotiated within the listed market value. Salariesover and above the top of the pay range will not be entertained or negotiated. This salary range is notinclusive of other benefits and allowances.

6. PERIOD OF PERFORMANCE: Employment under any contract issued under this solicitation is ofa continuing nature. Its duration is expected to be part of a series of sequential contracts; all contractclauses, provisions, and regulatory requirements concerning availability of funds and the specificduration of the contract shall apply. The initial CCNPSC contract will be for an initial five yearperiod, with possible renewal pending continued need for the position, contractor performance, andfunds availability.

9. STATEMENT OF DUTIES:

The Computer Management Specialist position leads the USAID/Ukraine's Executive Office (EXO) Information Technology (IT) Section, with responsibility for providing support and guidance on computer systems, software application systems, repair and maintenance of hardware, network connectivity, systems development, and support for telecommunications and networking operations for over JOO workstations in Kyiv as well as support for several workstations in Minsk, Belarus. The work requires a broad and comprehensive knowledge of Local Area Network (LAN), Wide Area Network (WAN), and PC-based hardware and software. The incumbent performs, and supervises the day-to-day operation, installation, repair, maintenance, support, and management of the Windows and VMware Servers, PC/LAN, and PC hardware, software, peripherals, data communication equipment, telephone systems, accessories, auxiliary equipment, automation facilities, and video-conferencing facilities - with a total value of IT property over $600k. The incumbent is also the point of contact for maintenance contracts for the Internet connections, Multiprotocol Label Switching (MPLS) circuits for regional offices and maintenance of computer equipment, printers and photo copiers. As needed, the incumbent coordinates with local vendors, USAID/Ukraine Mission staff, USAID/Washington, State !SC, and non­USAID organizations on automation matters. The incumbent serves as an advisor to the Supervisory Executive Officer and Deputy Executive Officer for all IT related procurements and is responsible for identifying/recommending all IT equipment including PCs, peripherals, UPS, printers, network

equipment, cell phones, Radio equipment, remote access tokens, laptops, tablets, and other IT related equipment which might be helpful in performing day-to-day USAID business to the Procurement Unit for purchase.

MAJOR DUTIES AND RESPONSIBILITIES:

a. Computer Center Operations - 25%

The Specialist leads the IT team serves as the Systems Manager in charge of day-to-day operations and support of personal computer hardware, software applications, peripherals (workstations, terminals, printers, plotters, scanners, readers, tape and disk drives, OCR and CD-ROM readers, digital senders, etc.), data communication equipment (radios, modems, data encryption equipment, servers, virtual desktop services, routers, bridges, PIV-A and PIV cards, coaxial and UTP wiring, switches, racks, etc.), accessories (buffers, sharers, data switches, computer mice, etc.), and auxiliary equipment(, small to medium UPSs, A VRS, Computer room air conditioning, power, temperature and humidity monitoring systems, and integrated online temperature and humidity alarm and control systems). The Specialist is responsible for providing first-line end-user support to over 100 users on the use, operation, features, and capabilities of the Windows 7, PC/LAN and PC hardware; conversion of data, word, graphics and images to various format and storage media; archiving and retrieval of data, text, graphics, and image files; use of software, such as PC software packages (e.g. E2, Win TA, Web TA, ASlST, ArcGIS, Stata etc.), office automation software, and referring to the Executive Officers any errors, bugs, deficiencies, usage, or improvements to the software or application, and provides technical advice and recommendations for an immediate resolution. The Specialist is responsible for configuration ofUSAID Gmail and calendar on smartphones. The Specialist performs periodic and scheduled backups of information systems, application programs, data, text, graphics, and image files. The Specialist develops and maintains standard operating procedure (SOP) documentation and log files of all system backup, verification, disaster, program dumps, and reorganization; regularly reviews and enhances backup procedures and strategies to meet the ever­changing configuration of Mission automation hardware and software programs, while providing technical assistance; and coordinates with the Executive Officers to ensure that an adequate, safe, secure, and fire-proof storage area is available for weekly and monthly off-site backup requirements for Mission files, databases, system configurations and application programs.

b. Installation, Repair, and Maintenance - 20%

The Specialist leads the IT team and is responsible for installation, monitoring, testing, and network management of Windows 7 and Windows Server 2012, CISCO, PC/LAN, and PC hardware, software, peripherals, data communications equipment, accessories (including printers, scanners, and multi­functional devices), and auxiliary equipment, as well as recommending and performing systems programming, fine-tuning, upgrade enhancements, and reconfiguration to attain optimum system efficiency and performance. The Specialist provides prompt repair and maintenance services to automation equipment by utilizing contract engineers, working under various repair and maintenance contract agreements with the Mission for repair and maintenance of CISCO, PC/LAN and PC hardware, software, applications, peripherals, data communication equipment, accessories, auxiliary equipment, and testers (VOM, oscilloscope, etc.). The Specialist responds to program instructions and unscheduled program halts on Windows 7 and Windows Server 2012, PC/LAN and PC systems caused by machine failure, program bugs, or invalid data, and decide on whether to shut down particular systems in the event of equipment or systems failure, based on a thorough analysis of the problem. The Specialist indicates and advises on recovery procedures, including verification and reconstruction of data after failure; coordinates with appropriate US Embassy technicians for the best course of action for unusual operational concerns and issues, like extended power outages, breach in facility security, accessibility, improper equipment grounding, relocation of various automation peripherals, re-wiring, etc.; performs periodic housekeeping activities required for PC/LAN servers to remove unnecessary files, release unused disk space, reorganize databases,, archive inactive documents, etc., with the ultimate goal of balancing workload, data integrity, and maximum utilization of disk space; and, schedules and oversees preventive maintenance for CISCO,

PC/LAN and PC hardware, software, applications, data communication equipment, accessories and auxiliary equipment. May serve as Contracting Officer's Representative (COR), when required, for IT­related Installation, Repair, and Maintenance/Suppo11 Contracts.

c. Data Communications and Networking -15%

The Specialist leads the IT team and is responsible for maintenance and administration ofDTSPO backup connection, ISP connections and Multiprotocol Label Switching (MPLS) connections between the mission and regional offices. The Specialist is responsible for all automation-related data, audio, and visual communications installation and implementation in the Mission; coordinates the installation, repair, maintenance, and inventory of communications hardware, software, and accessories owned by the Mission and installed by the Embassy for other sites; coordinates the installation, maintenance, and replacement of power outlets and extensions, communication lines, and coaxial and UTP wiring in support of the data communications, networking and the inter-connectivity of Mission automation hardware, peripherals, and auxiliary equipment, monitoring communications and networking activities to and from USAID/Washington, USAID satellite offices, the US Embassy, and other Missions, coordinating with designated technical personnel to resolve issues on connections, line conditions, transmission traffic, down time, etc., recommending data communications and networking system changes and improvements whenever necessary. The Specialist perfonns prescribed trial-and-error testing procedures to determine sources of problems, and the detection of potential communications and networking malfunctions, and develops a log for recording communication and networking malfunctions and solutions for analysis purposes and provides and monitors Remote access for Mission staff.

d. Systems Security Management - 15%

The Specialist leads the IT team in developing, maintaining, and testing the Mission security plans, contingency plans, and provides immediate advice on disaster recovery plans; ensures physical and system security of the Information Management System; ensures all network and standalone equipment are configured according to Agency guidelines; repo,ts security incidents to USAID/Washington and with their coordination tackles problems; ensures all software are approved by the Information Systems Security Officer (ISSO); obtains new software installation permissions from the Policy Management Office (PMO) in Washington; and installs USAID/Washington-approved security patches, and ensures Anti virus software engines and definitions are updated. The Specialist is required to monitor information systems through nCircle and provide guidance on system scores, installation of required patches, upgradation of operation system in peripheral hardware ( e.g. printers, scanners, Cisco Switches, Cisco Routers and other network connected devices). The Specialist provides guidance and advice on the safe use of computer systems and provides mandatory computer security training to staff. The Specialist provides required training and occasionally provides training to grantees before using any Agency specific software. The Specialist is also responsible for computer scanning performed by the ISSO. The Specialist is responsible for setting up Google Apps for USAID/GMAlL, mission to mission account transfer, mission to headquarter account transfer and Gmail apps on Agency approved smartphones, tablets and laptops. The Specialist is responsible for management ofremote access tokens. This includes assigning new tokens and token transfers. The Specialist provides guidance on ADS 548 to the contracting office for implementing partners on infonnation security of software developed by implementing partners and helps implementing partners to obtain certification for new IT Systems from M/CIO Washington DC.

e. Other Administrative, Support, and Training Functions - 25%

The Specialist plans annual fiscal year IT OE budgets and advises the Executive Officers on IT-related procurements; forecasts IT requirements on a fiscal year basis, and plans ahead before any project starts; keeps logs of IT supplies and plans future IT supply requirements; provides technical assistance to the EXO Procurement Specialist during procurement of!T equipment/supplies; plans, undertakes, and monitors IT projects in the Mission, keeping in view current and future requirements; prepares and

presents feasibility reports before the launch of IT projects and recommends the best possible way to achieve results. For the Field Offices, the Specialist is responsible for planning and recommending IT procurement; prepares necessary reference drawings and documentation and keeps them updated; and is responsible for preparing and maintaining the Mission's IT budget.

The Specialist receives, inspects, and records automation-related deliveries, warranty claims, short shipment claims, out-of-office or out-of-country repairs, inter-office transfers, and disposal; regularly updates the inventory of automation hardware, software, peripherals, and auxiliary equipment; manages automation facilities ( e.g., the Business Center), implementing physical security, cleanliness, and other administrative policies as applicable. The Specialist is responsible for maintaining the Mission's Intranet site; keeps track of documents available on the intranet site; makes certain information available is up to date and current; and ensures mandatory standards are implemented during updates.

The Specialist coordinates with US Embassy telecommunications personnel to install new telephone extensions, to repair faulty lines, and to provide extra services to certain extensions. The Specialist provides IT-related training to the Mission's staff, and advises staff on cell computer and phone usage; troubleshoots cell phone problems; coordinates with the cellular company to resolve issues; provides the link of agency VOiP telephone systems and troubleshoots problems in the VOiP system.

The Specialist performs critical tasks such as preventive maintenance, operation system upgrades, IPL starts and recoveries, special processing, working outside normal duty hours when required to keep system down time and inaccessibility to a minimum. The Specialist maintains and updates the Operating Procedures of PC/LAN and PC hardware, software, applications, peripherals, data communication equipment, accessories (including printers, scanner, and MFDs), and auxiliary equipment; and provides training to Mission staff on basic operation of computers, printers, and networks, file management, and backup strategies. The specialist may also be required to develop and write programs, scrips, and macros to support/improve Mission business functions.

SUPERVISORY RELATIONSHIP: The Specialist works under the general supervision of the USAID/Ukraine Supervisory Regional Executive Officer, who provides the overall objectives of the assignment, suggests approaches to consider, and reviews completed work, reports, and other assignments. Assignments are made orally and in writing. The Specialist performs assignments independently and work is reviewed in terms of overall computer performance, installation quality and timeliness, repair and maintenance response, and user feedback. The Supervisor establishes the basic parameters of work and determines major priorities. Routine and/or recurring work is reviewed on a periodic basis, while task-oriented work is reviewed as completed.

SUPERVISION EXERCISED: The Specialist directly supervises two Computer Management Assistants in the IT Section in Kyiv, and is responsible for their annual performance evaluation, approving training plans and leave requests. The Specialist provides mentorship and coaching as well as performance counseling (when necessary) to subordinates to ensure optimal team performance.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Bachelor Degree or higher in Computer Science, Information Systems Management, Software Engineering, or a field related to the duties and responsibilities of the position is required.

Prior Work Experience: At least five years ofresponsible work of a program, technical, or administrative nature in the operation, management, and utilization of computer systems of substantial size and complexity is required. At least one year must have been in the operation of computer systems, providing PC support, and performing work of an entry-level programming nature. Experience in working in a client/server environment is required.

Language Proficiency: Level IV (fluent) English proficiency, speaking, writing, and reading, is required. Fluency in Ukrainian and/or Russian languages (speaking, writing, and reading) is also required.

Only ojferors clearly meeting the above minimum qualifications will be considered/or further

evaluation.

Foreign Service National Security Certification and Medical Clearances: The ability to obtain the required foreign national security certification and medical clearances for the position is considered a minimum qualification. See section V below.

The probationary period is three months.

III. EVALUATION AND SELECTION FACTORS

Selection Process and Basis o(Evaluation: Offerors who clearly meet the aforementioned minimum education and work experience qualification requirements may be further evaluated through review of the offeror's submitted required documents (see section IV below) and ranked based on the below evaluation and selection factors. A competitive range may be established of the highest-ranked offerors, who may be further evaluated through technical/language tests, interviews, and reference checks lo determine the most qualified/highest-ranked offeror. Reference checks may be conducted with individuals not provided by the offeror, and without prior notification to the offeror. Any offeror not receiving satisfact01y reference checks will no longer be considered for the position. Negotiations may be conducted with the most qualified/ highest-ranked offeror at the conclusion of evaluations.

30 points - Knowledge: A thorough knowledge in the following areas is essential: automation operation concepts, analysis, and management; systems monitoring, performance, and fine tuning methodologies; program and data file integrity and backup strategies; disaster and recovery planning methods; communications and networking concepts and operations; diagnosis, troubleshooting, repair and maintenance procedures and techniques; operating and maintenance concepts for UPS, alarm systems, air conditioners, wiring, and cabling; relevant computer languages; operations research concepts and applications; previous experience with PC/LAN and PC hardware, software, and utility programs; standard business work process and management principles; and a general knowledge of the principles, techniques, and methodologies involved in extended relational database structure and analysis is required. A good knowledge of fact-finding techniques appropriate for the work environment; programming languages used in USG computer systems; basic systems analysis and design techniques; systems programming documentation techniques; and standard business practices and management principles are also essential. ln addition, knowledge of Web programming and publishing software is essential. Advanced knowledge in one or more of the aforementioned areas is desired.

30 points - Skills and Abilities: Strong interpersonal skills are required in order to resolve operation­related issues and to develop and maintain two-way communications and promote improved computer services. The position requires the ability to effectively manage, operate, repair, and maintain Mission PC/LAN and PC hardware, software, and applications; use MS/DOS, VMware and MS (Windows 7 and Server 2008/2012 Family) network operating system, Ethernet connectivity, and LAN protocol. The position requires the ability to work outside regular office hours, on weekends and holidays, or any other days as required. The candidate must have good technical skills to trouble-shoot, diagnose, and resolve hardware and software problems, and to maximize the capabilities of computer resources. The position requires the ability to relate priorities to the capabilities and limitations of the computer system and components on hand, in order to determine the capability to meet support requirements; the ability to articulate system requirements to senior managers in order to secure support for the computer program and to maximize opportunities for automation; and the ability to train Mission staff in the use of software programs. Must have ability to work under pressure, performing multiple tasks simultaneously. Ability to write and debug complex computer programs and/or scripts is also essential. Advanced skills/abilities in one or more of the aforementioned areas are desired.

Failure of the selected offeror to accurately complete and submit required documents in a timely manner may be grounds for the CO to rescind any conditional pre-contract salary offer letter and begin negotiations with the next most qualified/highest ranked offeror.

VI. BENEFITS/ALLOWANCES

The local compensation plan (LCP) is the basis for all compensation payments to locally employed staff /CCNPSCs. The LCP consists of the salary schedule, which includes salary rates, authorized fringe benefits, and other pertinent facets of compensation such as health and life insurance, and retirement allowance. As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:

2. ALLOWANCES (as applicable):a) Meal Allowances: The annual amount is $853 for employees working on a full time basis.

b) Family Allowances: The mission provides a child allowance. Grants amounts are subject tochange as determined by the Ukrainian State Budget Law.
