This is the ninth article in the Insider’s Tips for Auslaender series, which suggests ways to make the most of your tour in Bavaria.

USAG Grafenwoehr Trick-or-Treat safety tips Official Trick-or-Treating times this year are from 5-7 p.m. Safety tips for all:

* All children under the age of 12 must be accompanied by an adult. * Escorts should conduct themselves in a safe and orderly fashion * Residents in leased or economy housing are encouraged to escort their children to the nearest military housing area to participate. * Trick-or-treaters are required to use flashlights, battery-operated lanterns or Safety Light Sticks – the practice of carrying burning candles is prohibited! * Escorts should wear light-colored or reflective-type clothing. * All motorists are reminded to drive with extreme caution. Most of the Halloween costumes are dark in color and difficult to see. In addition, Halloween masks often limit the child’s vision. * Trick-or-treaters are encouraged to go to residences and stairwells that are well-lit. Residents who are participating should ensure that their porches or stairwell entrances are well-lit and kept free of obstacles – plan to present candy at the stairwell entrances. *If jack-o-lanterns have candles in them, make sure they’re far enough away from the door that kids’ costumes don’t catch on fire. (Battery-powered lights are recommended inside jack-o-lanterns.)

Safety tips for kids: *Cross only at corners.* Never cross between parked cars. *Walk facing oncoming traffic if there is no sidewalk. *Always remove masks before crossing streets. *Beware of cars turning into or backing out of driveways. *Never go into a stranger’s house. Safety tips for adults: *Know the route your children will be taking. *Make sure children are accompanied by an adult. *Know what other activities a child may be attending, such as parties. *Set time limits on when children should return home. Explain to children the difference between tricks and vandalism. *Instruct children not to eat treats until they return home and parents have had a chance to inspect those treats. *Teach kids their home phone number and how to call 110 in case of an emergency. Central Processing Facility moving to T.B. Bldg. 244 Now-4 Nov: All Central Processing Facility functions will begin moving the week of 28 Oct from Rose Barracks to

Tower Barracks. Transportation, Housing, Finance, Driver’s Testing, Transitions and In and Out Processing will all be relocating to Bldg. 244 on Tower Barracks. Effective 1 Nov: The morning In-processing bus that departs the Tower Barracks Dining Facility at 7:15 a.m. is

CANCELLED. A replacement In-processing bus will depart from Rose Barracks to Tower Barracks at the following times: Bldg 400 (7:15 a.m.), Stryker Inn DFAC Bldg 603 (7:17 a.m.), and the Health Clinic Bldg 250 (7:25 a.m.). It will deliver customers to the temporary training classrooms (7:50 a.m.) and Bldg. 244 One-Stop (7:55 a.m.)

Rose Barracks energy audits Starting 4 Nov: Army Corps of Engineers contractor personnel will conduct energy audits of 88 buildings on post such

as motor pools, offices, retail operations and BEQs. These audits will be similar to those in many Rose Barracks buildings earlier this year. The goal is to develop an accurate assessment of the energy consumption in the buildings to develop energy conservation projects/measures that will move USAG Bavaria towards becoming a Net Zero Energy Installation. Free vehicle safety check rescheduled 31 Oct: The free winter vehicle safety check/safety brief has been rescheduled for 31 Oct. Please call DSN 475-7734,

CIV 09641-83-7734 to schedule a time slot. The safety check will include tires, lights, defrost, emergency kits and internal carbon monoxide readings.

Winter driving safety tips * Be aware of FOG and always drive with your lights on. Use the right side lane markings if visibility is limited and drive with low beam headlights. * Watch for FARM EQUIPMENT on the roads during the harvesting season. * ANIMALS will more prevalent along roads as the seasons change. * CHILDREN will be on the streets and roads as they travel back and forth from school. Please be extra cautious in the early mornings and late afternoons. * Remember that kids will be celebrating HALLOWEEN at the end of this month. Please remember to dress your children with an item that reflects light or have them carry a light sticks or flashlight. Drive with extreme caution in and around the housing areas. * It is not too early for BLACK ICE so be prepared and start preparing your car for the winter weather.

It’s CFC-O time again… Now-15 Nov: The 2013 Combined Federal Campaign-Overseas Europe (CFC-O) is starting again. CFC allows

members of the community to donate to organizations and give to charitable organizations or give back to the community. Whether protecting the environment, honoring military veterans, advancing medical research, aiding refugees or providing job training to the homeless, the CFC-O has something for everyone. Bulk Trash Pickup 4 Nov: Netzaberg & City Eschenbach (North of B 470 & South of B 470) Trash must be curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided by contractors of the County Neustadt. The following info is for County Neustadt ONLY. What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash. What will not be picked up?

- Normal refuse, recyclable material, Yard waste like cut grass, branches, etc... - Hazardous waste - Tires, car parts, batteries, wrecked cars, motorcycles - Doors and windows (with or without glass), laminated floor, rouleaus

- Construction debris - Night storage heaters

Pick ups will be performed in three steps: 1. Combustible material: like upholstered furniture, mattresses, rugs, etc... 2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc… 3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….) Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point “Company Bergler” in Weiherhammer, Etzenrichter Str. 2, Mon.-Fri. from 8 a.m. – 4 p.m. hour, CIV 09605-92090. Flu shots Now – 29 Nov: Health clinics in Rose Barracks and Tower Barracks have started taking walk-ins for the shot and

nasal spray. Vaccinations will be administered to family members, HQDA civilians, and retirees at the Tower and Rose Barracks Health Clinics 8-11 a.m. Monday-Friday and 1-3 p.m. Monday-Thursday. DoDDS students will receive vaccinations at their respective schools. Students unable to receive vaccinations at their respective schools may be seen at their community health clinic on a case by case basis. Soldiers on Tower Barracks will receive their immunizations during first formations. Unit POCs should contact the Grafenwoehr Health Clinic Medical Readiness NCO, SSG Antonio, at 475-6142 to coordinate for immunizations. Soldiers on Rose Barracks will receive their immunizations from the Soldier Centered Medical Home (BLDG 701) starting on 2 Oct. Our strength is our community! Do you have winter tires? The Exchange Europe Car Care Centers want to remind all drivers of requirements to have mud and snow tires on their vehicles during winter conditions of snow and ice. Commercial winter tires are marked “M+S” or “M&S” on the sidewall to indicate improved mud and snow performance, or contain a “mountain/snowflake pictograph” if they are dedicated winter tires. The tread of such tires are designed to provide improved traction and in winter driving conditions like snow, cold, and icy roads.

The University of Oklahoma will soon be offering a Master of Education program. The 36 credit hour program focuses on Instructional Leadership and Academic Curriculum. VFW Patriot’s Pen and Voice of Democracy scholarships

Deadline 1 Nov: The VFW has two scholarships available for high school and middle school students.

Students in 6-8th grade are eligible for the Patriot’s Pen scholarship. Forty-six applicants will win scholarships ranging from $500-5,000. This year’s essay theme is “What Patriotism Means to Me.” You can find the application guidelines and form here. High schoolers are eligible for a $30,000 scholarship and $1,000-16,000 scholarships. Preschool Child Find is a developmental screening for children ages 3-5 identifying children with developmental delays or other special education needs. For children under age 3 please contact EDIS at 09662-83-3221. What is the process? A Child Find team made up of the preschool special needs service provider, speech and language pathologists and the occupational therapist screen the children for developmental delays. These free screenings take place monthly. How does it work? Parent submits the Child Find questionnaire (which they can pick up in the office or find on the school website); they are set up with an appointment for the screening. When they come in for the screening the child must first pass a vision and hearing screen by our school nurse. Then they are screened by the team. If the child is suspected of having any delays the team will refer them for further formal evaluation.

Why is it important? When learning challenges are identified at a young age, early intervention can help the child with learning tasks. If parents are interested, what do they need to do? They can go to the school’s website and find the link for Child Find. Under that link is a questionnaire they need to fill out and email back to the email address provided on the form. Someone will be in contact with them within 48 hours. If they do not hear back please contact the school at 09662 832812 and let them know what happened. Street Market and Open Stores: Martinimarkt

31 Oct-3 Nov: in 95448 Bayreuth, on and around Maximilianstraße. The Martinimarkt (only GE) is a traditional street

market, selling knickknacks, clothes, leatherwear, spices, utensils and much more. On Sunday, the stores in the city center will be open 1 - 6 p.m. Best location to park is in the parking block at the Rotmain-Center (shopping center) on Hohenzollernring 58. Cross the road via the little bridge to access the Rotmain-Center, pass through it (also gives you some great shopping opportunities), exit at the main entrance and cross the road to enter the Altstadt. Or just follow the crowds.

All Saints Day = German holiday

1 Nov: Today is a German holiday. All German stores and authorities off-post are closed, as are all on-post facilities

(non-food) with a predominantly local national workforce. It is also one of the Silence Days in Bavaria. Traditionally, this is the day in Germany when relatives visit the graves of their dearly departed (so you might see a lot of activity in the afternoons on the cemeteries). The graves will have been cleaned and decorated specially for this day, for the last time before winter sets in. Usually in the afternoons, masses will be held and the graves will be blessed by the priest.

Allerheiligen-Markt street market

the beautiful Fränkische Schweiz). It is recommended you park at the public car park behind Pezoldstraße 24. Alternatively, you can go to the cemetery car park behind the basilica, at Viktor-von-Scheffel-Straße 5. Customers of the Hotel zur Krone can also park behind the hotel, at Viktor-von-Scheffel-Straße 1.

Diwali - Indian Festival of Lights

2 Nov: 2 - 10 p.m., in 90763 Fürth in the Grüne Halle at Krautheimer Straße 11, ph 0911-979-0060 (ca. 10 km / 6 miles

west of Nürnberg). Head to Fürth to celebrate this colorful Indian holiday. Sample the foods, try the chai (tea) and lassi (yogurt drink), watch the dances, or buy some jewellery, furniture, or cosmetics. You can also get a Henna tattoo or massages. One of the highlights will definitely be the fire show and the acrobatics. Admission is € 6; children under 12 are free.

Fun Run in Rothenburg

2 Nov: 3 p.m., in 91541 Rothenburg. All details and registration on their homepage. The route around the historical

Altstadt (town center) is illuminated only by torches and candles, while rays of colored light will dance on the town wall and towers. A new "light surprise" awaits you around every corner. This fun run is aimed at the whole family.

Only beers from Germany´s best medaled breweries as well as international beer styles can be tasted. Live music, cabaret, beer & art and a special fashion show create an unforgettable beer adventure. Blessing of Graves

3 Nov: 2 p.m., on-post Vilseck, at the Langenbruck and Haag cemeteries. Relatives of the locals buried in these

graveyards will be allowed to come on post in buses, accompanied by the local priest. They will visit the two cemeteries and hold a short service there during which the dead and their graves will be blessed. FYI: the relatives will be given official permission to clean and decorate the graves before today, so don't be alarmed if you see strangers and activities at the two cemeteries in the days prior.

Making Butter

9 Nov: 6 p.m., in 92249 Vilseck, in the Schützenheim (shooting range) in Sorghof, Kürmreuther Straße (Sorghof is the

village just outside of Vilseck's main gate). Come and join the locals for a fun evening of making butter the old-fashioned way, in a butter churn. Off-post movies in English Want to see a movie that’s not playing on post? Two movie theaters in Nuremberg play films in OV (original version),

which for American movies, means in English. Check out the Roxy, a small theater with only two screens, or Cinecitta, a

larger theater with some films playing in OV.

Every Saturday, an actress in historical gowns offers guided tours of the house in English, telling its history from the viewpoint of Dürer's wife Agnes.
