Chair, has moved out of the Southern Zone, but will be helping with the transition to the newly elected Zone Senior Chair.

Agenda distributed and approved This year, in an effort to be eco-friendly, the Agenda and Minutes were

distributed electronically to the LSCs. Each LSC was asked to forward the electronic files to their delegates. No paper copies were distributed.

Approval of 2012 Meeting Minutes Moved/Seconded/Passed Reports of Officers, Committees and Others: Jay Thomas, Non-Coach Zone Director Jay gave a report on the activities of the past year. At each of the Board

meetings, Jay and Tim reported on significant items and milestones for the Southern Zone LSCs. Please continue to send the LSC input to Jay and Tim for the upcoming year.

Jay discussed the proposed dues increase, continued focus on Safe

Sport items, and the Zone Directors participation in several Board of Review appeal panels over the past year.

Jay introduced Jane Grosser, who spoke about the LEAP program and

the LSCs that have re-certified for this quad. There are financial incentives to achieve LEAP Level 2 and LEAP Level 3. LSCs that achieve LEAP Level 2 status will receive an incentive of $0.50 per athlete, up to a maximum of $2,500. LSCs that achieve LEAP Level 3 status will receive an incentive of $1.00 per athlete, up to a maximum of $5,000.

Tim Bauer, Coach Zone Director Tim will give his report later. Herb Schwab, Secretary/Treasurer Herb reported that the Southern Zone account balance is $9,888.48. Gloria Schuldt, Officials Chair Gloria thanked the Southern Zone for the support of all of the officials of

the Southern Zone for the past four years, and for their work and mentoring involved in officiating at the Sectionals and Zone meets.

Patrick Lane, Athlete Representative Patrick reported that there were a record number of athletes at the

Convention this year, with over 130 athlete delegates present. And, for the year, there were 340,564 registered athletes in USA Swimming.

Patrick asked all of the athletes to meet in the back of this meeting room

after this meeting adjourns, to elect a Junior Athlete Representative. Kaitlyn Kent, Junior Athlete Representative Kaitlyn Kent was unable to attend the Convention this year. Brian Dangelmaier, Age Group Chair Brian reported on the 2013 Southern Zone Age Group Championships,

held in Greenville, SC. The meet was held in a great pool, with great staff and great hospitality. It was a fast meet. There were very few issues.

There were 549 athletes from 13 LSCs. There were 11 meet records set;

13 Summer Junior cuts; and 63 All-Time Top 100 finishes. The Team Awards were: 1st place Georgia 2nd place Florida 3rd place Southeastern The Age Group team awards: 11-12 Girls Georgia Boys Kentucky

13-14 Girls Southeastern Boys Georgia

15-18 Girls Florida Boys Georgia The Charlene Craddock Award was presented to Louisiana. There were a few issues that need to be addressed, including:

1. Errors in the Southern Zone Handbook 2. Length of the award breaks 3. Unsupervised athletes in the locker rooms 4. Athlete social, and encouraging the LSCs to participate 5. Disability scoring, to try to level the playing field with scoring

changes Thank you to the meet personnel, including Karen Alexander (Meet

Director), Colleen Gillan (Meet Referee), Mervyn Faassen de Heer, (Facilities Manager), and the City of Greenville.

The Meet Evaluation Committee consisted of Karen Alexander, Colleen

Gillan, Rob Scott, Tyler Kerns, BJ Allenstein, Sara Stansell (athlete), and Robbi Fritscher.

Open Water competition was held in Lake Jocassee, SC, and had 363

swimmers from 10 LSCs. Matt Webber (SE) asked about the athlete qualifications, where some

swimmers with Junior National cuts were allowed to participate. This was an oversight on the Zone, and since this was not detected until three weeks before the meet, and travel arrangements had already been made, those swimmers were allowed to participate.

A question was raised about the disability scoring, and Brian noted that

the scoring was done as described in the Southern Zone Handbook. Marcus Titus, Deaf International Short Course Championships Marcus discussed the upcoming Deaf

International Short Course Championships, to be held in Rochester, NY on January 14-18, 2014. Marcus asked the LSCs to encourage their deaf swimmers to participate, and if there were any questions, to please contact Marcus or the Meet Director, Doug Matchett, at [email protected]

Kate Chronic, Senior Chair Kate reported that the 2013 Senior Zone Championships were held in

Plantation, FL. Metroplex Aquatics was the First Place club. There were 325 athletes, with 1740 Individual entries, and 236 relays in the meet.

For 2014, the Meet Evaluation Committee is recommending:

1. Continue support of this meet – offers great opportunity for senior level athletes to train and race through August each year

2. Keep time standards at National 15-16 AA for 2014 3. Start Finals Session at 5:00 pm for a 12:30 pm or before

prelim finish. Every 30 minutes added to prelim finish should add 30 minutes to finals start time

4. Continue to Pre-seed all events except relays and distance (400s and longer) for pre-scratch time lines earlier than 12:30 pm

5. Keep same order of events

6. Increase allowable event limit to 3 individual events per day plus relays (Several athletes already in the 6 event max entered time trials to get more swims). This would allow more qualified swimmers into the actual meet; same as Nationals and Juniors

7. Entry Fees: $10 / individual - $20 / relay - $10 / surcharge - $10 / time trial. For all swimmers

8. Continue current Bid process (submitted 30 days out from Convention in same format as current Age Group Zone bids) and must come from a host club attached to a facility.

9. Meeting with Meet Referee & Meet Host 3 months out from start of meet to cover any meet administrative issues or differences based on potential numbers. Meet 1 month out from start of meet to confirm administrative processes.

The 2015 Recommended Dates are:

August 3-7, 2015 (this is the best date based on Juniors)

Only one bid for 2015 has been received from Greenville, SC. 2015 Southern Zone Age Group Championships Dates and Site Nominations/Presentations Brian has received only one bid for the 2015 Age Group Championships,

from the Tupelo Aquatic Center in Tupelo, MS. Tupelo gave a presentation on their newly constructed pool and venue.

Open Water could be held in any of a number of lakes in the area. The floor was opened for any other bids for the Age Group

Championships. No other bids were received. Tupelo was awarded the 2015 Age Group Championships by acclamation.

The 2015 Age Group Championships will be held on August 4- 8, 2015,

with Open Water on August 9, 2015. 2015 Southern Zone Senior Championships The only bid for the 2015 Senior Championships was received from

Greenville, SC. The floor was opened for any other bids. No other bids were received. Greenville was awarded the 2015 Senior Championships.

Nominations Zone Director – Coach: Tim Bauer, Gulf

Motion to close the nominations/S/P A Motion was made to elect the Zone Director – Coach by acclamation.

Motion to close the nominations/S/P Wayne Shulby was elected by secret ballot.

Zone Senior Chair: Jimmy Parmenter, Florida Gold Coast Motion to close the nominations/S/P

A Motion was made to elect the Zone Senior Chair by acclamation.

M/S/P Southern Zone Meet Handbook Tim will lead a subcommittee to evaluate, review, and rewrite the

Southern Zone Championships Handbook. The revisions will include the Senior Championships. The members of the subcommittee are: Matt Webber (SE), Brendan Betts (NC), David Weeks (GA), BJ Allenstein

(ST), Erin Crabtree (FL), Karen Alexander (SC), Tyler Kerns (SE), and Patrick Lane (MS).

Suzanne Dangelmaier, Diversity Rep Suzanne reported on the Southern Zone Diversity Camp, held on July

10-13, 2013, at the Mecklenburg Aquatic Center, in Charlotte, NC. Seventeen athletes from NC, SC, LA, ST, GU, GA, NT, FG LSCs, and 6 LSC Diversity chairs participated.

Old Business Chris Coraggio (SE) asked whether the Task Force formed last year to

develop a mission statement for the championship meets had a report. Tim responded that the Task Force does not have a report for this year.

New Business Brian presented the Age Group Meet Evaluation Committee

recommendations: 1. Recommendation to amend the presentation of awards from

eight to three. M/S/P. 2. Recommendation for the physically, visually and hearing

impaired athlete use functional classification for these athletes using current Paralympic standards, and award placings in each event based upon the percentage of the current US Paralympic Swimming Standard for the athlete’s classification. For the cognitively impaired athlete award placings based upon the percentage of the current SZAGC meet records.

Considerable discussion of the recommendation was held. Jack Dowling, Chair of the Disability Swimming Committee, stated that it is the Committee’s recommendation that classifications not be used or required in any USA Swimming sanctioned meet.

Motion died for lack of a Second.

Frank Busch, National Team Director Frank addressed the delegates and asked for the delegates support in

favor of legislation and recommendations for modifying the Sectional meets. The number of athletes has grown over the past years, but the number of meets have not grown proportionally. The proposed changes will address several modifications for Sectionals, including:

1. Sectional meet dates 2. Sectional meet time standards

Also, Frank would like to see USA Swimming reevaluate the funding for the Sectionals. Currently, there is funding for up to 16 Sectional meets, but only 10 Sectional meets are conducted each year.

Modifications to Handbook to Include Senior Championships Procedures The recommended modifications to the

Senior Championships (see attachment) were discussed. A Motion was made to include these modifications in the revised Southern Zone Championships Handbook. M/S/P

A Motion was made by Stu Hixon (GA), and seconded, to allow athletes, achieving their first Junior qualifying times within the two weeks prior to the entry deadline for Zones, to compete in the Zone Age Group Championships. M/S/P A Motion was made to allow each LSC to include up to 6 disabled swimmers, determined by the LSC criteria, to compete with and scored with the abled-bodied swimmers. M/S/P

Announcements Patrick announced that the athletes will hold their election for the Junior Athlete Representative at Friday’s athletes’ meeting.

Suzanne Heath congratulated the Southern Zone on having the highest

number of Scholastic All America Swimmers, having one more swimmer than the Eastern Zone. There were a total of 1353 Scholastic All-America athletes. North Carolina had the most Scholastic All-America athletes in the Southern Zone.

Shannon Gillespy announced that, in the interest of advancing age group

open water swimming, the Open Water Development Committee has voted that the first place winner in the Open or upward division of a 5K race at Zones will automatically qualify for Nationals in the 5K.

Jay asked all of the Sections to submit their Sectional meet dates and

locations to Herb before the end of tonight’s session. Elections – Zone Athlete Representative After the Meeting was adjourned, Seth Maslowski (NC), was elected as

R-2 ACTION: Approved Defeated Approved/Amended Tabl ed Postponed Pulled Location: Section VII Zone Meet Disability Information Proposed By: SZAG MEC Purpose: The current method of categorizing disability swimmers at the SZAGC into four separate categories, by gender, allows these swimmers to receive a disproportionate number of points to their able-bodied counterparts. A new method of determining scoring in the disability events will allow disability athletes to preserve their earned team point contribution with lesser consideration for participation. Recomm endation: For the physically, visually and hearing impaired athlete use functional classification for these athletes using current Paralympic standards, and award placings in each event based upon the percentage of the current US Paralympic Swimming Standard for the athlete’s classification. For the cognitively impaired athlete award placings based upon the percentage of the current SZAGC meet records. Effecti ve: 2014 SZAG Meet

New: 3. Classification of a swimmer with a disability is irrelevant.

Swimmers must be functionally classified, using current IPC standards, prior to the start of the meet. It is the responsibility of the swimmer, or his/her coach, to inform the Meet Referee of any disability-related accommodations he/she may need to compete. This information must be given in advance of the meet. The Meet Referee shall inquire about the swimmer’s needs and determine any modifications that may be required. This information shall be relayed to the starter and stroke and turn judges. Visually impaired swimmers who require tappers must bring their own devices and individuals to use them. The Meet Referee may reassign the lane of a deaf swimmer if a required view of the strobe light is obscured, and the light cannot be repositioned. The meet referee shall determine an appropriate method of seeding the athlete into events. It is the responsibility of the USA Swimming Disability Swimming Chair to provide the Meet Referee with current American Records for swimmers with disabilities. It is the swimmer’s responsibility to complete and submit an application for an American Record should one is set. 4. Create four categories of disabilities:

1. Visually Impaired 2. Hearing Impaired 3. Cognitively Impaired 4. Physically Impaired

5. Each swimmer wishing to enter the disability events would have to have a classifiable disability that would fall into at least one of the four categories. 6. If a swimmer had more than one category of disability, they would then choose which of the categories they would like to compete in for the duration of the meet. 7. Each disability swimmer would enter the able-bodied 50, 100, or 200 free in prelims for their age group and use the results for seeding purposes for the disability timed final events.** All disabled swimmers would be swimming at finals. 8. Swim the 50 Free on Tuesday, 200 Free Wednesday night, and 100 Free on Friday night all as timed final events. 9. Swim each event as coed and all age groups. 10. Score each gender and category separately. Scoring for the physically, visually and hearing impaired athlete use functional classification for these athletes using current Paralympic standards, and award placings in each event based upon the percentage of the current US Paralympic Swimming Standard for the athlete’s classification. Start and Finish Times by Session

• Monday afternoon Finals session ran approximately two hours with minimal rain delay. • Each Prelim session started at 9am and finished approximately between 11:00 and 11:30am. • Due to the number athletes, a 5-minute break was after each stroke series for Prelims and Finals. • Each Finals session started at 5:00pm finishing approximately between 7:45 and 8:15pm.

Meet Summary Operational

• Coaches met at General Meeting on Monday. No changes to meet format. • Announcer did a great job announcing athletes and generating energy for the meet. • Officials were minimal, some difficulties with transitions between 50’s. Meet Referee and Meet

Administration had some minor issues on meet information and following National Rules to the letter. Items were resolved prior to seeding and start of meet.

Facility

• Team FLA and PST workers were readily available at the meet and very cooperative. • Competition pool and warm-down pool were open and operational for the entire meet. • Concessions were available for spectators. • Spectator seating was available and adequate • Water temperature in the competition pool was good. Air temperature was warm due to outside

temperatures and humidity. • Hospitality for Coaches & Officials was available throughout meet in air conditioned room. Location

was a bit removed from competition pool but easily accessible. Technical

• Meet information was posted approximately four months out from competition. • Heat sheets were available for coaches each day • Due to meet size, all individual events 200 and shorter were pre-seeded. 400’s and above and relays

were all deck seeded. National Scratch Rule followed with no penalty for prelims.

2014 Recommendations

• Continue support of this meet – offers great opportunity for senior level athletes to train and race through August each year

• Keep time standards at National 15-16 AA for 2014 • Start Finals Session at 5:00pm for a 12:30pm or before prelim finish. Every 30 minutes added to

prelim finish should add 30 minutes to finals start time. • Continue to Pre-seed all events except relays and distance (400s and longer) for pre-scratch time lines

earlier than 12:30pm • Keep same order of events. • Increase allowable event limit to 3 individual events per day plus relays (Several athletes already in the

6 event max entered time trials to get more swims). This would allow more qualified swimmers into the actual meet; same as Nationals and Juniors.

• Entry Fees: $10 / individual - $20 / relay - $10 / surcharge - $10 / time trial. For all swimmers. • Continue current Bid process (submitted 30 days out from Convention in same format as current Age

Group Zone bids) and must come from a host club attached to a facility. • Meeting with Meet Referee & Meet Host 3 months out from start of meet to cover any meet

administrative issues or differences based on potential numbers. Meet 1 month out from start of meet to confirm administrative processes.

SECTION I - RESPONSIBILITIES OF ZONE SENIOR CHAIRMAN

1. The Southern Zone Senior Chair shall be elected by the Zone members in odd years to serve a two-year term.

2. Act as Meet Coordinator for the Annual Southern Zone Senior Championships. 3. Following the annual House of Delegates meeting, work with the hosts to develop the Meet

Announcement for the next Zone Senior Championship Meet. 4. Recommend the time standards, entry limits, outside Zone and foreign athlete limits, entry fees

and order of events for the event for approval of the Zone Directors. 5. By January 1 each year, forward drafts of the Meet Announcement to Zone Directors, Zone

Secretary and meet host for review. 6. Approve the final draft of the meet announcement. 7. Ensure the meet host distributes the meet announcement to all LSC’s and the Zone webmaster. 8. To ensure a smoothly run, quality competition for the athletes, the Senior Chair shall act as

liaison between the meet host and Zone Directors regarding any questions or problems that may arise prior to the meets.

9. The Zone Senior Chair or Designee will attend the meets to ensure smoothly run, quality competitions for the athletes; the Senior Chair or Designee shall run the General Meeting prior to the start of competition and Chair the Meet Committee.

10. Post-meet- work with meet host to ensure that post-meet obligations are completed in a timely manner.

11. Chair the Zone Championship Evaluation Committee and report on that Committee’s meeting to the annual meeting of the Zone.

12. Update the Southern Zone Meet Records and distribute them to the member LSC’s at the Annual Southern Zone Meeting at the USA Swimming Convention.

13. Will recommend changes to the Senior Championship section of the Zone Handbook as required.

SECTION II - ZONE MEET EVALUATION COMMITTEE Composition of the Zone Meet Evaluation Committee

1. The Senior Chair shall serve as Chairman. 2. At least six (6) additional members shall be appointed by the Senior Chair. 3. The committee should include:

a. the Meet Referee. b. no more than one representative from any team present at the meet. c. at least one athlete.

Purpose and Duties 1. Shall meet during the Championship to evaluate the meet and establish recommendations to

changes to the meet format, order of events, fees and general procedures for the conduct of the meet.

SECTION III - ZONE MEET BIDS Bid Procedures

1. A written statement of Meet Host’s intention to bid must be submitted to the Senior Chair at least thirty (30) days prior to the first session of the annual Zone meeting. This written proposal shall include general information on the facilities.

2. No additional bids will be accepted after this date. 3. If no bids are received by the deadline, bids may be accepted from the floor. 4. Zone Meet bids must be made 2 years in advance of the meet. 5. All bidders must agree to meet or exceed all of the criteria and requirements contained in this

manual. Facility Requirements

1. The facility shall meet the preferred standards for National Championships as found in the current USA Swimming Rules and Regulations.

2. The competition will be conducted in LCM. 3. An on-site warm-up pool is required

Awarding of Bids 1. A majority vote of the House of Delegates attending the annual meeting is required for site

selection.

SECTION IV - ZONE MEET HOST RESPONSIBILITIES Pre-meet Obligations

1. The Host Club is responsible for complying with sanction procedures of the LSC who has sanction jurisdiction for the meet.

2. By February 1, the meet host shall add specifics (i.e. key officials' names, pool specifications, warm-up procedure, admission fees (if any), hotels, restaurants, maps, special events, etc.) to the meet announcement draft provided by the Zone Senior Chair.

3. By March 1, the meet host shall distribute the completed meet information electronically to the Senior Chair, Zone Directors, Zone Secretary and the LSC's.

4. By April 1, the meet host shall mail an invitation, registration to officiate form to the Zone Official's Chair.

5. By April 1, the host LSC Official’s Committee Chair will apply to have the meet designated as an Official’s Qualifying Meet under the National Official’s Certification program. The host LSC is responsible for securing the evaluators and the host club is responsible for the evaluators expenses (an necessary and as agreed).

6. To sign and adhere to all requirements and agreements in the USA Swimming Senior Championship Meet contract.

7. Post a Psych Sheet, timelines and other pertinent information on the host website within 48 hours of the entry deadline.

8. Officials – The minimum standards for the number of officials at the Zone Senior Championships will be in accordance with the standards set forth in the current USA Swimming Rules and Regulations.

At the Meet 1. The host shall be responsible for providing all timers and officials necessary to conduct the meet.

Any visiting officials are encouraged to assist in officiating the meet. 2. The host shall distribute a copy of the Meet Evaluation Form to the Head Coach of each team,

the Meet Referee, the Senior Chair or Designee and the 2 athletes on the Meet Committee and collect them prior to the Conclusion of the meet.

Post-Meet 1. The Meet Director's report/meet evaluation and the Meet Evaluations filled out at the meet shall

be submitted to the Senior Chairman no later than ten (10) days following the last day of the competition.

2. A financial summary must be provided to USA Swimming with a copy to the Zone Senior Chair in accordance with the dates specified in the contract.

SECTION V - ZONE SENIOR CHAMPIONSHIP MEET RULES AND REGULATIONS Dates

1. The dates of the meets shall be determined by a majority vote of LSC representatives at the annual meeting.

Eligibility 1. All swimmers shall be USA Swimming year-round registered athletes. Foreign athletes and

athletes from outside the Southern Zone may participate within the guidelines specified in the Meet Announcement. The number of foreign and outside Zone athletes will be determined by the Zone Senior Chair and included in the Meet Announcement

Events 1. The order of events as published in the Meet Announcement

Entries

1. Entry limits, entry fees, and time standards will be determined by the Senior Chair, approved by the Zone Directors and included in the Meet Announcement.
