SUMMARY.: The Heritage Conservationand Recreation Service will prepare anEnvironmental Impact Statement toevaluate the impact of designating fiveCalifornia rivers as part of the NationalWild and Scenic Rivers System pursuantto Section 2(a)fii) of the Wild and ScenicRivers Act, Pub. L 90-542. as amended.Designation by the Secretary wouldpreclude any department or agency of

the United States from assisting by loan,grant, license or otherwise in theconstruction of any water resourcesproject that would have a direct andadverse effect on the values for whichthe river was established. The fiverivers, including tributaries, aredescribed as follows.

(a) Kamoth River. The main stemfrom 100 yards below Iron Gate Dam tothe Pacific Ocean; the Scott River fromthe mouth of Shacleford Creek west ofFort Jones to the river mouth nearHamburg: the Salmon River fromCecilville Bridge to the river mouth nearSomesbar; the North Fork of the SalmonRiver from the intersection of the riverwith the south boundary of the MarbleMountain Wilderness Area to the rivermouth; Wooley Creek. from the westernboundary of the Marble MountainWilderness Area to its confluence withthe Salmon River.

SUMM.ARY: This notice announces thatby letter dated July 18, 1980, theGovernor of California requested thatcertain California rivers be designatedas units of the National Wild and ScenicRivers System pursuant to Section2(a)(ii) of the Wild and Scenic RiversAct (Pub. L. 90-542, as Amended).Section 2(a)(ii) provides for the inclusioninto the National System of those riverswhich are protected by (or pursuant to)an act of the State legislature, and whichwill be administered permanently by anagency or political subdivision of theState without expense to the FederalGovernment (other than foradministration and management offederally-owned lands.)

The following rivers are included inthe request:
