The Health Minister shared this information, while replying to a question asked during the question hour in the ongoing budget session in Haryana Vidhan Sabha, here today. The Health Minister in- formed the House that the con- struction work of the medical college, Jind will be completed in about three years at a cost of Rs. 663.86 crore. MORE ON PAGE 3 Sunni Waqf Board accepts land for mosque in Ayodhya LUCKNOW; The Uttar Pradesh Sunni Central Waqf Board on Monday accepted the five acres of land provided for construction of the mosque in Ayodhya. The Board also decided to form a trust to oversee the construc- tion of the mosque. The decision was taken in a meeting chaired by the Board's Chairman Zufar Faruqui. Apart from this, the trust will also construct a charitable hos- pital, public library and a centre showcasing the heritage of Indo-Islamic civilisation which will also serve as a research and study centre for the same, according to a press release by the board. The appointment of members to the trust will be announced following its creation, the re- lease added. The Supreme Court had on November 9 last year directed the Central government to hand over the disputed site at Ayodhya for the construction of a temple and set up a trust for the same. Police fired tear gas shells and also resorted lathicharge to dis- perse the violent crowd of protest- ers. Ratan Lal, a head constable at- tached to the office of the ACP Gokalpuri, was killed. To deal with the problem of the straycattle in the state, the Haryana gov-ernment has initiated the process ofsetting up of Gaushalas, Cattlepound, and Cow Abhyaran inHaryana.

As such in this connection, asmany as 11 Gaushala/Cattle Poundshave been set up in the Mahendragarhdistrict to accommodate stray cattle,said Haryana Deputy Chief MinisterDushyant Chautala while speakingduring the Question Hour in the Bud-get session of the Haryana VidhanSabha. At present there are 538Gaushalas in the state, he said.

Answering a querry by MLAAbhe Singh Yadav on the steps takenby the BJP-JJP government in thestate to check the problem of straycattle in Mahendragarh district,Dushyant Chautala said all the DCs inthe state have been instructed to getthe Gau Ghar and cattle pounds con-structed in villages according to re-quirement and as per provision underSection 21 of the Haryana Panmchay-atin Raj Act, he said.

Haryana Municipal Ownerless andStray Cattle Bye-laws1976, author-ized officers of the Municipal Com-mittees are seizing ownerless animalsfound straying within the limit. A pro-vision has been made in Punjab Vil-lage Common Land (Regulation)Rules, 1964 for leave of Shamlatlands for setting up Gaushalas in ruralareas. Dushyant Chautala said thegovernment is committed to resolvethe problem of stray cattle . Stray cat-tle will be shifted to gaushalas wher-ever feasible, he said. Dushyant saidno assessment of damage of crops bythe stray cattle had been made by thegovernment in Mahendragarh dis-

trict. To another question by PradeepChaudhary of the Congress, whetherthe stray cattle are damaging crops offarmers and also causing fatal acci-dents in Kalka constituency and whatsteps the government is talking to dealwith it, Dushyant Chautala said thegovernment has already taken steps ofsetting up Gaushalas , cattle pound dand cow Abhyaran in the state.

Gupta on Sunday had said heexpressed his “sincere regret” if aremark made by him inadvertent-ly caused hurt to the people of thestate. “We want Amarinder Singhto dismiss the DGP for his highlycondemnable statement and heshould also be booked and sent tojail,” AAP MLA Harpal SinghCheema told reporters here. Meanwhile, sources in the state-run telecom company told UNI that theservices will be restored very soon as the firewall has been put in place and testsare being run on its efficiency. The high speed internet and broadband serviceremained suspended in the valley since August 5, when centre abrogated specialstatus and divided the state into two Union Territories (UTs). However, 2G internetservice on pre and post paid mobile phones of all Cellular companies continued inthe Kashmir valley, where people are able to assess only white-listed sitesapproved by the UT administration.

He was addressing month-ly progress meeting of all thesenior medical officers andprogram officers of the dis-trict on Monday. He said thatthe head of every govern-ment hospital should ensurethat the people have easy andhassle-free access to healthcheck-up and treatment serv-ices. Dr Manjit Singh said,”Stock of essential medicinesshould be available for atleast three months in everygovernment health institu-tion. No hospital should lackthe necessary and emergencymedicines.” He specificallydirected the doctors not to

prescribe medicines whichare available at outsidechemist shops. He furthersaid that patients should begiven medicines from thehospital pharmacy itself.

If no medicine is availableat the hospital, it should bearranged and higher authori-ties be informed in time. Hesaid that emergency teamsand kits should be ready inambulances at all times.Health officials were askedto pay special attention tocleanliness in the hospitals as

well. Emphasizing the needfor maximum training ofstaff for the prevention ofdiseases like 'Corona' virus,swine flu, dengue and malar-ia, Manjit Singh said thateven the ASHA workershould be sensitized so thatawareness can be spread tothe grassroots levels to com-bat these diseases. SC adjourns Shaheen Bagh matter to Feb 26after interlocutors submit report

A division benchheaded by Justice Sanjay KishanKaul and also comprising KMJoseph will take up the matter onFebruary 26 after going through thereport. The two Amicus Curiae havesubmitted their report in a sealedcover to the apex court. "We will gothrough the report," Justice SanjayKishan Kaul said. The SupremeCourt-appointed mediators -- senioradvocates Sanjay Hegde andSadhana Ramachandran -- had lastweek engaged with the anti-CAAprotestors for shifting the venuefrom Shaheen Bagh. The SupremeCourt had last week appointedsenior advocates -- Sanjay Hedge,

Sadhana Ramachandran and formerbureaucrat Wajahat Habibullah -- asinterlocutors to talk to the protestorshere and urge them to clear the roadand protest at an alternate site.Thousands of people, including alarge number of Muslim women,have been staging a sit-in protest atDelhi's Shaheen Bagh area sincemid-December last year against the

CAA and the proposed NationalRegister of Citizens (NRC). Apex court grants 4 weeks time tostates, UTs over Aadhaar linkage

NEW DELHI: The SupremeCourt on Monday granted fourweeks time to states and UnionTerritories to respond on a pleaalleging death by starvation ofpersons due to denial of rationover problems in Aadhaar linkagewith ration cards. A bench headedby Chief Justice SA Bobde notedthat most of the States and UnionTerritories have not filed theirresponse on the plea and askedthem to submit their response. Theapex court was informed that onlyJharkhand, Nagaland, and TamilNadu have filed the reply in thecase. Senior advocate ColinGonsalves, appearing for thepetitioner, contended that Aadhaar

linkage has resulted in 2.33 crorecancellation of ration cardsbetween the years 2013 and 2016.Earlier, the top court had sought aresponse from the States on whethera person being denied rations overAadhaar linkage. Prime MinisterNarendra Modi had made astatement that 3 crores cards havebeen cancelled, Gonsalves argued,adding that 85 per cent cards werewrongly cancelled according to arecent survey. The petition wasfiled on behalf of the mother KoiliDevi and sister Gudiya Devi ofSantoshi, an 11-year-old girl fromSimdega, Karimati in Jharkhandwho died of starvation onSeptember 28, 2017.

AP CM launches schemeto provide financial

assistance to studentsAMARAVATI, FEB 24

Andhra Pradesh Chief Minister Y S Jagan MohanReddy on Monday launched yet another schemenamed after him 'Jagananna Vasthi Deevena' underwhich a financial assistance of Rs 2,300 crore wouldbe provided to students pursuing various post-Intermediate courses to meet hostel and messexpenses. The Chief Minister launched theprogramme in Vizianagaram district in north coastalAndhra. In all 11,87,904 students pursuing ITI,polytechnic, under-graduate and post-graduateeducation would benefit from the scheme, accordingto the Chief Minister's Office. The total Rs 2,300crore would be distributed to students in twoinstalments, in February and July every year, andcredited directly into the bank accounts of thestudents' mothers. While ITI students would get Rs10,000 each, polytechnic students would get Rs15,000 and under-graduates and post-graduates Rs20,000 each, according to the CMO.

If there was a prize for judicial triteness, the contributions ofthe Indian judiciary’s cream at the opening of the Internation-al Judicial Conference 2020, hosted by the Supreme Court, on

Saturday would be a clear winner. Cringe-worthy as that was, itpales into insignificance seen against the sycophancy towardsPrime Minster Narendra Modi, and the out-of context deferenceshown to exactly the sort of things said routinely by the currentpolitical establishment.

Their lordships simply failed to inspire confidence in the ideaof the independence of the judiciary as they delivered sermons onthe subject of “Judiciary in a Changing World” before a gather-ing from 20 nations. What impression of India’s democracy theyleft on visitors is moot.

Justice Arun Kumar Mishra, the third senior most judge of theSupreme Court, eulogised the PM as “an internationally ac-claimed visionary” and a “versatile genius who thinks globallyand acts locally” as he thanked Mr Modi for his “inspiring speechwhich would act as a catalyst in initiating the deliberations andsetting the agenda for the conference”.

The PM, in his speech, thanked India’s judiciary for strikinga balance between the needs of the environment and imperativesof development, and for delivering verdicts that were accepted byall Indians. These evidently struck Justice Mishra as being foraysinto genius territory. For other Indians, the question is apt to arise:In a tricky case, can ordinary citizens expect to be shown the samesolicitude as the government if hosannas are publicly sung to thePM by a Supreme Court judge? In the annals of India’s judiciary,the Supreme Court has keeled before the executive in the past (asduring the Emergency) and is perceived to be doing so to this day.The Ayodhya case, the Judge Loya case, silence on habeas cor-pus matters pertaining to Kashmir, and the manner of handlingthe Rafale issue, have left much to be desired, and raised ques-tions. However, it is hard to recall words that parallel JusticeMishra’s in praise of the PM. Indeed, rectitude and reticence of ahigh order were not so long ago deemed worthy attributes evenof sub-district judges, leave alone luminaries of the higher judi-ciary, as judicial officers routinely declined social and sometimeseven family invitations to underline the neutrality and impartial-ity of their office. Once when then PM Rajiv Gandhi sought tovisit the Chief Justice of India who had taken ill, the CJI quiterightly advised him not to, lest the harmless gesture be misun-derstood. The present CJI could have been more circumspect tooat Saturday’s conference. Instead, Justice S.A. Bobde stressed“fundamental duties”, exactly as Mr Modi does. He spoke ofcourts functioning courts in India 2,000 years ago (Manu Smriti),which seemed like pandering to the gods of present-day politics,forgetting that legal institutions of ancient Egypt go back 5,000years, and those of ancient Babylon (Hamurabi), ancient Rome— from which a good deal of modern laws derive — and ancientGreece pre-date the ancient Hindu system by many centuries.

They may be battling eachother publicly but former Uttarakhandchief minister Harish Rawat was quickto come to the rescue of his successorTrivendra Singh Rawat when he re-cently faced a fresh rebellion from hisparty colleagues. State minister SatpalMaharaj and Union minister for hu-man resource development RameshPokhriyal are both eyeing the chiefminister’s gaddi and have been lobby-ing hard for a leadership change. In themidst of this churning, Harish Rawatissued a statement accusing the BJP’scentral leadership of creating politicalinstability in Uttarakhand. The Con-gress leader pointed out that the BJPhad changed as many as nine chiefministers when it was in power andalso gone out of its way to ousting himwhen he was occupying the top post.

He also underlined that no BJP legisla-tor was in touch with him. Last heard,Trivendra Rawat was heaving a sigh ofrelief as his political opponent’s time-ly statement helped him survive thelatest threat to his kursi.

It is no coincidence thenthat within days of the Delhi electionresult, several Congress leaders, in-cluding ministers, raised a banner ofrevolt against Punjab chief ministerAmarinder Singh.

Gold soars Rs 953 on weakerrupee, global cues

NEW DELHI: Gold prices on Monday soared Rs 953 to Rs44,472 per 10 gram in the national capital on weaker rupee andrise in global prices, according to HDFC Securities. The yellowmetal had closed at Rs 43,519 per 10 gram in the previous tradingsession. Silver prices also rose by Rs 586 to Rs 49,990 per kgfrom Rs 49,404 per kg. "Gold prices continued upside withinternational spot gold prices opening higher on Monday, rallyingabove USD 1,680. Spot gold for 24 karat in Delhi rallied as muchas Rs 953 on weaker rupee and strong international prices,"HDFC Securities Senior Analyst (Commodities) Tapan Patel said.The spot rupee was trading around 22 paise weaker against thedollar during the day, he added. The Indian rupee had declined by30 paise to 71.94 against the US dollar in opening trade onMonday amid muted opening in domestic equities andstrengthening of the American currency overseas.

GMR Infra jumps 10 pc as Groupe ADPbuys 49 pc stake in GMR Airports

Shares of GMR Infrastructure surged over10 per cent in early trade on Monday to hittheir fresh 52-week high after theCompetition Commission of India gaveapproval for the GMR group's proposed 49per cent stake sale in the airports business toFrance's Groupe ADP.

The regulator's clearance is through thegreen channel which allows for anautomatic system for speedy approval ofcombinations, subject to certain conditions.

At 12:30 pm, the stock was trading10.38 per cent higher at Rs 25.95.

GMR Infrastructure signed a sharepurchase agreement last week after whichGroupe ADP will hold 49 per cent stake inGMR Airports Ltd for an equityconsideration of Rs 10,780 crore, valuingGMR Airports Ltd at the base post-moneyvaluation of Rs 22,000 crore.

This equity consideration comprises Rs9,780 crore towards a secondary sale ofshares by GMR group and Rs 1,000 croreequity infusion in GMR Airports Ltd.

After taking nine wickets in the firstTest against India, Kiwi pacer TimSouthee on Monday said that when itcomes to bowling, it is just about theputting the ball in the right areas.

His remarks came as New Zealanddefeated India in the first Test by tenwickets.

The Kiwis bowled out India forjust 191 in the second innings and as aresult, they just had to chase nine runsfor the win.

The hosts chased down the total injust 1.4 overs to go 1-0 up in the two-match series. With this result, Kiwishave become the first side to defeat In-dia in the World Test Championship sofar.

"It was not the typical wind thatplays a factor in Wellington, it wasquite still and the sun was out so wewere able to move the ball and put it inthe right areas," Southee told reportersafter the conclusion of the first Test.
