Summary Paragraph The cemetery occupies approximately 3/4 acres and is located on the north side of Marine Corps Drive in east Hagatiia. It is situated between Padre Palomo Park on the west, and the Auto Spot automotive business on the east. An un-developed parking lot used by Auto Spot separates the cemetery from Hagatiia Bay to the north. The property is covered with grasses and is well maintained. The cemetery is partially fenced, with chain link fencing along its east and west sides. A sidewalk runs along the south (Marine Corps Drive) boundary of the property. There are 243 interments* that can be recognized. The majority of the grave markers are concrete, but there are a few that are either marble or bronze. Most of the markers are vertical while some are flush with the ground. The first interment was in 1902 and the last was in 1954. In addition to the grave markers, the cemetery contains a flag pole, an anchor, and a monument to the deceased of the SMS Cormoran. The cemetery has maintained its historic integrity of place, but some grave markers have been changed. *(One individual was disinterred and buried elsewhere; one marker is a cenotaph.)

The U.S. Naval Cemetery was established by the first American Administration on Guam following the transfer of the island to the United States by the Treaty of Paris, ratified in 1899. It occupies Lot number 2001, Suburban Estate No. 639, Place of San Antonio, in the Municipality of Agana. The parcel has not been added-to since it was originally established as a cemetery. It is approximately .74 acres in area. The cemetery originally fronted San Nicolas Street along its south boundary and had Agana Bay as a natural boundary to its north. San Nicolas Street was the historic road leading from Agana to Yigo. This portion of San Nicolas Street is now developed into Marine Corps Drive, and Agana Bay has now been re-named Hagatfia Bay. Sometime between his death in 1919 and 1940 a public school carrying the name of Padre Jose Torres Palomo was built on Lot number 1065 adjacent to the cemetery along the west boundary. Today it is a public park carrying the same name. At the time the cemetery was established it would have been on the eastern edge of the residential portion of Agana. Today it is even more removed from the residential area, primarily due to the depopulation of Agana just prior to its destruction during WWII, and the subsequent growth of commercial enterprises on surrounding properties.
The cemetery was developed on former beach deposits situated just inland from the active beach. This has become a common practice on Guam as the sands afford easier digging than upland sites. However, their situation makes these locations more vulnerable to storms. Storm waves associated with typhoons have periodically inundated the U.S. Naval Cemetery depositing fresh sand over the graves. In places, the cemetery ground surface is now several inches higher than when it was first created, and it is possible that some flush markers remain hidden by these deposits.
As recently as the mid-1960's, the cemetery was surrounded by a white-painted, wooden picket fence. This was later removed and replaced with a perimeter chain-link fence. The chain-link fence has been partially removed and the remnants are found along the west and east boundaries. Short lengths of chain link fence extend along the north and south perimeters forming corners with the east fence. A concrete sidewalk now separates the cemetery from Marine Corps Drive. The beach separating the cemetery from Hagatfia Bay is being utilized by the Auto Spot for parking. Individuals from this business sometimes drive across the cemetery to access the parking area.
The graves are laid out in a grid with twenty rows extending east to west with varying numbers of headstones in each row. A map of the cemetery found in archive labels the easternmost row as Row A, and inexplicably, Row Pis followed by Row P1 and Row Q is followed by Row Q1. Otherwise the labels follow the alphabet. The flagpole and anchor are in line and located between and parallel with rows D and E. The inscriptions on the headstones face this alignment. Consequently, a majority of the graves have inscriptions facing to the east.
Most of the stones are vertical tablet in form with a convex top; four markers are bronze crosses; and there are a number ofledger stones (horizontal slabs flush with the ground). A few graves have bevel markers (truncated rectangular solids with one angled face containing the

inscription), and one headstone is a tree stump. One grave has a cover stone in addition to the headstone. The majority are unadorned with the exception of a raised Christian cross in a circular depression. Twenty-six headstones contain the inscription within a shield design. Two gravestones have adjacent small metal standards indicating that the deceased was affiliated with the Benevolent Protective Order of Elks. The single Cormoran monument is a standard obelisk, with four tapering sides and a pyramidal termination. Some grave markers that show as crosses in 19 54 have been replaced by other markers as a result of storm damage.
Several groupings are conspicuous in this cemetery of mostly unrelated individuals: there are four graves of Sgambelluri children, three Hennicker family members, rows with mostly infants, rows with mostly Spanish American War veterans, and graves with persons of German descent.
The cemetery contains the Ayulang Pillbox, GHPI # 66-01-1185 (National Register ofHistoric Places Ref# 88001889). This is a Japanese defensive structure dating from WWII, which was accepted to the Guam Register June 16, 1988 and the National Register March 4, 1991. It is a small hemispherical structure (~60 em high by 2m diameter) located between the beach and the start of the cemetery rows. It is a non-contributing element to this nomination. The cemetery also contains the Cormoran Monument GHPI # 66-01-1039, which was added to the Guam Register of Historic Places on July 14, 1974.

Statement of Significance Summary Paragraph (Provide a summary paragraph that includes level of significance, applicable criteria, justification for the period of significance, and any applicable criteria considerations.)
The U.S. Naval Cemetery is significant due to its association with the broad patterns of our history between 1899 and 1954. It embodies several "firsts". It contains the first burials associated with the first American political administration of Guam. It was the first nonsectarian cemetery on Guam, extending First Amendment principles to the island. It contains the graves of the first German nationals who died as a result of America declaring war on Germany in WWI. This followed the first shot fired by the U.S. against Germany, which occurred in Apra Harbor. It contains the grave of William H. Butler (1875- 1926), the Deputy Surveyor who conducted the first U.S. Cadastral Survey ofHagatfia. This provided a basis for ownership rights and taxation. It contains twenty-seven graves of veterans in service during the Spanish American War, the war that resulted in the United States acquiring Guam and becoming a colonial entity. It was the first burial place of William G. Johnston, an American civilian removed from Guam during WWII who died incarcerated in Japan.
Narrative Statement of Significance (Provide at least one paragraph for each area of significance.)
1. It contains the first burials associated with the first American administration of Guam. Following the ratification of the Treaty of Paris in 1899, and after the issuance of Executive Order 108-A placing Guam under the control of the Department of the Navy, Captain Richard Leary was chosen to be the first U. S. Naval governor of Guam. Guam represented the U.S. becoming a colonial entity in the western Pacific. Leary was replaced by Governor Seaton Schroeder in 1900. The cemetery was probably established during Leary's administration but no record to that effect exists. It was already in use during Schroeder's term (July 1900- February 1903) since the first extant interment that of Elwood Hopkins occurred in July 1902.

2. It was the first non-sectarian cemetery on Guam. The Spanish administration of Guam had begun with the arrival of a Jesuit mission in June of 1668. By the time non-religious administrators arrived, local political and military government and the agenda of the Catholic Church were inextricably entwined (a situation that prevails to this day). The resident population had undergone wholesale conversion to Catholicism and the dead, if not buried at their homes or family cemeteries were buried in church cemeteries. The U.S. Naval Cemetery was the first to not restrict burials to Roman Catholics.
3. It contains the graves of the first German nationals who died as a result of America declaring war on Germany in WWI. The SMS Cormoran, a German auxiliary cruiser, had arrived on Guam in December 1914. Since leaving the port ofTsingtao China in August 1914, the Cormoran had played a frustrating game of cat and mouse with Allied (British and Japanese) naval forces, unable to fully engage because of an inadequate fuel supply. It proceeded to Guam in the hopes of replenishing its coal bunkers and to obtain other vital stores. However, the scant 200 tons of coal that were offered were nowhere near enough to permit the Cormoran to continue its mission or steam to the relative safety of Germany's East African colonies. With Japanese battleships lurking in Guam's waters, the captain resigned the ship to being interned on Guam by the neutral Americans.
This remained the situation until the morning of April 7, 1917 when then Governor Roy C. Smith (May 1916- November 1918) received a cable that war had been declared with Germany. In the face of the deteriorating political situation between Germany and the U.S. the captain of the Cormoran, Adalbert Zuckschwerdt, had anticipated that he might have to surrender the ship. He found this unacceptable and had furtively hidden explosive charges in one of the coal bunkers intended to facilitate sinking the Cormoran. This possibility came to pass and following an ultimatum to surrender the ship from Governor Smith Zuckschwerdt scuttled the Cormoran. Several of the crewmembers were lost as the ship went down. Among the dead who were buried in the Cemetery were Chief Helmsman Karl Beuershausen (his grave is incorrectly marked Bennershansen), Chief Machinist's Mate Franz Blum, Messman K. Bumerum (his grave is incorrectly marked Boomerum), Seaman Rudolph Penning, Senior Seaman Emil Reschke, and Stoker Ernst Roos. Seaman Hermann Glaser was also reported to have been buried with the others but his grave has not been identified. These individuals were all German nationals with the exception ofK. Bumerum, who was a native ofNew Guinea. These would be the first WWI burials from a belligerent nation on U.S. soil. The German graves are situated opposite a monument built by the surviving crewmembers and dedicated to "All of the dead of the SMS Cormoran".
4. It contains the grave of William H. Butler (1875- 1926), the Deputy Surveyor who did the first U.S. Cadastral Survey ofHagatfia. A cadastral survey is a land survey that shows boundaries and property lines. The survey was done in 1914- 1915 and provided a framework for property ownership and taxation. General Order No. 10, issued by Governor Leary in 1901 had abolished the prevailing Spanish real property taxation system and introduced the new system. The highest tax rate was reserved for urban properties.

5. It contains twenty-seven graves of veterans in service during the Spanish American War, the war that resulted in the United States acquiring Guam and becoming a colonial entity. These graves contain the inscription within a shield design. The shield design was first used on American military Civil War graves but was extended for use for the Spanish American War. Few ofthese graves contain dates of any kind. Additional research is needed to understand the role that these individuals may have played during the Spanish American War.
6. It contains the graves of some of the only American prisoners of war taken from American soil. After the Japanese invasion of Guam on 10 December 1941 American military personnel and civilians were rounded up and imprisoned. They were taken to Japan on the Argentine Maru on January 10 1942. It is the final resting place of James Barbour, Hiram W. Elliott, and Euell Olive; and also the fathers of Chester Butler and Arthur W. Jackson. All ofwhom were imprisoned in the Hyogo Ken Internment Camp, in Kobe, Japan. The men did not perish in Japan, they made it back to Guam. It was the first resting place of William G. Johnston. Unfortunately, Johnston died while imprisoned. His remains were returned to Guam and buried in the U.S. Naval Cemetery. They remained there until December 1977 when they were moved to the Veterans Cemetery in Piti.
7. Further research into the individuals found in the U.S. Naval Cemetery is expected to yield important information on the early American administration of Guam. Many individuals found in the cemetery have descendants or come from families that have made substantial contributions to the island over the past 1 00+ years.
8. The cemetery may also contain "Possible Mass Graves" that need to be further researched in archives and/or develop plans to excavate the area to determine who are buried in the grave.
