enters 2013 with confidence
returning, and positive signs
in a number of segments
including the labor market.
The meager 0.1% expansion
in the US economy in the final
quarter of 2012 was an abrupt
reminder that the recovery is
still fragile, with the broader
economy having advanced
2.2% over the full year.

A big falloff in defense
spending was the main drag
on the weaker GDP outcome
in the final quarter of 2012.
Elsewhere in the economy,
there were more positive signs
including in employment,
housing and manufacturing.
With 12.3 million people
unemployed and the jobless
rate stuck at around 7.9% there
is likely to be no immediate
easing in the Federal Reserve’s
monetary expansion, meaning
the foot remains on the
growth accelerator for the
foreseeable future.
Confirmation that the Federal
Reserve will sustain its
quantitative easing program
indicates it is less worried
about inflation and more
concerned with boosting the
recovery and getting within
reach of its unemployment
target of 6.5%
The monetary expansion will
be all the more important in
offsetting the rolling series of
spending cuts that will occur
under the sequester aimed at
cutting the budget deficit.
The policy settings suggest
steady expansion and
employment growth. The
numbers continue to please,
with 157,000 new jobs to
be created in the new year
and revisions that added an
additional 150,000 new jobs in
the final quarter of 2012.
Despite the slower growth in
the final months of last year,
more than 600,000 new jobs
were created.
Mass layoffs jumped in the
final quarter of 2012, boosted
by the impact of Hurricane
Sandy on businesses in
New Jersey and New York.
Meanwhile, job openings
have held at around the
3.6 million mark, reflecting the
improving trend.
Growth in the US is tipped to
continue on track and gain
momentum during the second
half. There is now a host of
positive signs, notably a pick
up in manufacturing activity,
a record high on the share
market and encouraging news
internationally, with Japan also
in stimulus mode and China
resuming growth.
Domestically, consumer
spending is still weak and on
the global front, the eurozone
remains a concern, with t
he major economies
still contracting.

initial claims data from the
Bureau of Labor Statistics.
Almost 547,000 workers
were affected by layoffs in
the December quarter, up
from 332,000 in the
September quarter and the
highest in three years.

Job gains are being seen in
mining, retail, health care
and wholesale trade while
losses are occurring in
transport and warehousing.
Job openings are maintaining
a steady improvement,
standing at approximately 3.6
million at the start of 2013.
This compares with 2.4 million
at the end of the recession.
Job openings have been
remarkably stable at this
level for the past year, even
the breakdown between
government and private
sectors has held steady.
There have been increases in
job openings over the course
of the year in retail, real estate,
education, health care and
social assistance but decreases
in mining and professional and
business services.

➔ There were increases
in layoffs experienced across
all the major regions of the US
in the final quarter of 2012.
The midwest had the highest
number of layoffs, with almost
149,000 jobs disappearing,
largely due to a downturn in
the construction sector.
The west is the only region to
have experienced a decline in
the number of layoffs over the
course of 2012 – all the other
regions suffered increases,
with the worst performance in
the northeast, where layoffs
almost doubled in a year.

➔ The manufacturing
sector suffered the brunt of the
layoffs during the December
quarter, with 161,000 positions
abolished, accounting for
almost one-third of all layoffs.
There was a steep
deterioration in Construction
activity that saw 66,000
construction jobs go, the
highest quarterly rate of
layoffs in two years.
The Food and
Accommodation sector
also experienced the
impact of tight seasonal
conditions, which saw
60,000 positions scrapped.
Transportation and
Warehousing worsened,
with 41,500 individuals
laid off, while 21,000
government employees
were made redundant.
Job openings remained largely
steady across the board and
across most industry sectors.
One area that experienced
some improvement was
Trade, Transportation and
Utilities, where job vacancies
rose during the final months
of 2012. The Leisure and
Hospitality sector also saw
improved openings.
The only sector to see
significantly lower job
openings in the quarter
was Professional Business
Services, which also went
against the trend over
the course of the year.

➔ The labor market is
likely to benefit from the
more broad-based recovery
that is now occurring in
the US and in some parts
of the global economy.
The early part of 2013 has
been characterized by a
definite shift in business and
investor sentiment, largely
flowing from the passing
of the fiscal cliff in the US
and the easing of fears
surrounding the eurozone
sovereign debt situation.
Monetary expansion in
the US and Japan, and a
series of global currency
devaluations, are making the
biggest economies more
competitive and helping
to sustain the recovery.
The flip side of quantitative
easing is the problem of
inflation and debt reduction,
but for the moment these
are seen as the lesser evils.
There are clearly some
divisions emerging at top
policy levels as to when is
the best time to withdraw
the Federal Reserve’s
monetary stimulus. All the
signs suggest that there
will be no withdrawal until
the unemployment rate
has started to show some
substantial improvement.
The mandatory budget
cuts under sequestration
will have a contractionary
impact but may not be as
debilitating as some believed.
There are positive signs
coming from China where
manufacturing activity has
hit a two-year high, and from
Germany, the engine room
of the EU, where business
confidence is at a record level.
The IMF is forecasting 2%
GDP growth for the US in
2013, with the pace of activity
quickening in the second half.
That rate of growth may well
be exceeded if, as now seems
likely, the quantitative easing
measures are sustained, and
provided Congress can avoid
a series of automatic spending
cuts due to start in March.
The major risks to the US
recovery probably stem from
the continued unsettling
economic and political
situation in Europe, where the
region is expected to contract
once again during 2013.
Only a handful of economies
will record positive growth
and unemployment remains
high, while political and social
unease is always a risk as
governments grapple with
multiple policy problems.
Weak banks in Europe are also
acting as a drag on growth
and a potential flashpoint
unless non-performing loans,
write downs and capital
injections can be managed.
Europe will not return to
growth until 2014, so for the
rest of this year, it will be a
two-track global economy,
fuelled by a tepid US recovery,
a resurgent China, and Japan,
with a new leader determined
to snap a 20-year slump on
the back of money printing.
If the share markets are any
guide then 2013 will be
a bumper year but there
are more than enough
potholes to suggest it will
be a most interesting ride!
