IPEDS has long collected and reported data on tuition, required fees, and room and board charges for first-time, full-time undergraduate (FTFTUG) students. These charges, along with other miscelleneous expenses, constitute what is known as the “published price of attendance” or the “cost of attendance.” Section 132 of the Higher Education Opportunity Act (HEOA) requires the Department of Education to post information on its College Navigator website about the average net price of attendance for each institution that participates in the Title IV federal student aid program. Under the HEOA, the net price of attendance is to be calculated as the cost of attendance for FTFTUG students minus the total amount of need-based grant aid and merit-based grant aid, from federal, state, and institutional sources divided by the number of FTFTUG students re- ceiving such aid. Additionally, the Act directs the publication of the institu- tional net price of attendance for FTFTUG Title IV aid recipients by in- come categories. To meet these mandates, IPEDS now collects information on the net price of attendance for two student groups: (1) FTFTUG students who received grant/scholarship aid from any source (grant recipients) and (2) FTFTUG students who received any Title IV aid (Title IV aid recipients). For the Title IV aid recipients, information on net price is collected by income category. These Web Tables present information on the extent to which the average net price of attendance varies by control and level of institution for both the grant recipient group and the Title IV aid recipient group, and by income levels for the Title IV aid recipient group. IPEDS has long collected and reported

data on tuition, required fees, and

room and board charges for first-time,

full-time undergraduate (FTFTUG)

students. These charges, along with

other miscelleneous expenses,

constitute what is known as the

“published price of attendance” or the

“cost of attendance.”

Section 132 of the Higher Education

Opportunity Act (HEOA) requires the

Department of Education to post

information on its College Navigator

website about the average net price of

attendance for each institution that

participates in the Title IV federal

student aid program. Under the HEOA,

the net price of attendance is to be

calculated as the cost of attendance for

FTFTUG students minus the total

amount of need-based grant aid and

merit-based grant aid, from federal,

state, and institutional sources divided

by the number of FTFTUG students re-

ceiving such aid. Additionally, the Act

directs the publication of the institu-

tional net price of attendance for

FTFTUG Title IV aid recipients by in-

come categories.

To meet these mandates, IPEDS now

collects information on the net price of

Two versions of each table are

produced—a table presenting

unweighted institutional averages

(table a) and a table presenting per-

institution averages weighted by the

number of students receiving any

grant/scholarship aid (grant recipient

tables) or by the number of Title IV aid

recipients (Title IV aid recipient tables)

(table b).

To construct a weighted average net

price for a subset of institutions, each

institution’s average net price was mul-

tiplied by the number of students to

whom that net price applied. Then,

those products were summed and di-

vided by the total number of students

at those institutions to whom the net

price applied. The resulting statistic re-

flects a per-student, rather than per-

institution, average.

DATA IPEDS collects the data required to cal-

culate net price via two components of

the survey. The Institutional Characte-

ristics component of IPEDS collects da-

ta on the average tuition and required

fees, books and supplies, room and

board, and other expenses that consti-

tute the average price of attendance

for FTFTUG students. The Student Fi-

nancial Aid (SFA) component of IPEDS

collects data on the count of students

in each living arrangement and the

amount of grant or scholarship aid re-

ceived by the students in each group.

For public institutions, the elements of

the net price calculation collected via

the SFA component are restricted to

students paying in-state tuition who

meet the requirements to be included

in each group. At nonprofit and for-

profit institutions, the elements of the

net price calculation are collected for

all students meeting the requirements

of each group.

IPEDS is the core postsecondary educa-

tion data collection program for NCES.

Institution-level data are collected from

postsecondary institutions in the Unit-

ed States (50 states and the District of

Columbia) and other jurisdictions. For

IPEDS, a postsecondary institution is

defined as an organization open to the

public that has the provision of postse-

condary education as one of its primary

missions. IPEDS defines postsecondary

education as formal instructional pro-

grams with a curriculum designed pri-

marily for students who are beyond the

compulsory age for high school. This

includes institutions that offer academ-

ic, vocational, and continuing profes-

sional education programs and

excludes institutions that offer only

avocational (leisure) and adult basic

education programs. Data collected via

IPEDS cover a variety of areas, includ-

ing institutional prices, enrollments,

graduation rates, program comple-

tions, student financial aid, institutional

finance, and human resources.

TECHNICAL NOTES IPEDS collects the price of attendance

before aid by living arrangement—on

campus; off campus, not with family;

and off campus, with family. For each

institution, the separate prices before

aid by living arrangement were com-

bined into a single price before aid us-

ing the counts of students in each liv-

ing arrangement reported in the SFA

component, as follows: The price be-

fore aid for each living arrangement

was multiplied by the proportion of

students reported in that living ar-

rangement. The three products were

then summed to form the single price

before aid. The institution’s net price of

attendance was then calculated by

subtracting the average grant aid at

the institution from the single price be-

fore aid. The average net price of at-

tendance displayed in these Web

Tables is the per-institution average of

the calculated net price of attendance.

A single average price of attendance before aid was generated for each institution using student counts reported in the Student Financial Aid component, instead of separate prices by living arrangement (on-campus; off-campus, not with family; and off-campus, with family). These student counts were also used to generate the average net price of attendance. To calculate the weighted averages displayed in this table, per institution averages were weighted by the number of students receiving any grant/scholarship aid. Institutions with academic calendars that differ by program or allow continuous enrollment are not included.
