    INTRODUCTORYOVERVIEW/HISTORYOFEVENTS

    TheBidManual

    Thismanualwillfamiliarizethepotentialbidderwith(1)USATAEKWONDO, (2)the

    requirementsofhostingtheUSATNationalChampionships,and(3)theprocessforfilingaBid

    Application. Onceahostcityhasbeenawardedtheevent,thismanualcanbeconvertedintoa

    basicplanningandoperationsmanual. Itcanalsobeavaluabletoolforthehostorganization

    withtheirplanningeffortsandsubsequentprogramoperation.

    TheBidApplication

    Theapplicationisinaquestionnaireformatandrespondstotherequestsandrequirements

    outlinedintheBidManual. InadditiontothesubmittaloftheBidApplication,prospective

    hostsarebeingaskedtoattachothermaterialsandinformation. Theseareimportant

    supplementstothetotalfactfindingprocessUSATAEKWONDOneedsinordertomaketheir

    bestinformeddecision.

    TheUnitedStatesOlympicCommittee(USOC)recognizesUSATAEKWONDO(USAT)astheNationalGoverningBody(NGB)forthesportofTaekwondointheUnitedStates. Aprimary

    functionoftheNGBistoconductnationaleventsinitssport. OneoftheseeventsforUSA

    TAEKWONDOistheUSATNationalChampionships.

    TheUSATNationalChampionships

    USATAEKWONDO

    (USAT)

    conducts

    the

    USAT

    National

    Championships

    on

    an

    annual

    basis.

    The

    USATNationalChampionshipsisthepremierTaekwondoeventforpractitionersrangingfrom

    age6to99. ThisisthelargestsingleTaekwondocompetitionintheworld. In2012,over3,700

    Taekwondoathletesandcoachesparticipatedinthisevent.

    Theeventitselfincludes67daysofcompetitionand1daysofregistration/checkin.

    Competitorswillcompeteononeofthedaysofcompetition,dependingonthecompetition

    schedule.

    Theeventusuallytakesplaceoverthe4th

    ofJulyHolidayandbringsoutmanyfamilieswhotake

    thisopportunitytomakeavacationofthewholeactivity. Totalparticipationoftenexceeds

    12,500spectatorsfortheentireevent.

    In2009USATreactivatedourstateassociations.USAThasseentremendousmembership

    growthbecauseofthisstrategicmove.Currentlyallathletesarerequiredtoparticipateina

    StateChampionshipsinordertoparticipateintheNationalChampionships.Thetopfour

    winnersinsparringfromallstatechampionshipsarequalifiedtoparticipateintheWorldClass

    divisionsattheNationalChampionships.

    MISSION

    STATEMENT

    ThemissionoftheUSATAEKWONDOistoenableUnitedStatesathletestoachievesustained

    competitiveexcellenceandpromoteandgrowthesportofTaekwondo.

    Taekwondo

    (USAT)

    is

    the

    National

    Governing

    Body

    (NGB)

    for

    the

    sports

    of

    Taekwondo

    in

    theUnitedStatesofAmericaasrecognizedbytheUnitedStatesOlympicCommittee(USOC).

    USATprovidesdevelopmentalopportunitiesforTaekwondoathletesthroughouttheU.S.to

    cultivatetheirknowledgeofthesportwhilestrivingforworldclassstatus.

    Taekwondoisadefensive,martialartthatcombinesphilosophy,mentaldiscipline,physical

    exercise,andphysicalability. Itpromotesawiderangeofprinciplesincludingthefollowing:

    SelfConfidence

    Respect

    Goodhealthregardlessofgender,physique,orage

    TheoriginsofTaekwondo,whichgobacktwothousandyears,lieinKorea.Duringitshistory,

    thissporthasbeenknownbyvariousnames,likeTaekyonorSubak.Theofficialname,

    Taekwondo,was

    announced

    in

    1955;

    ayear

    later,

    the

    first

    championships

    were

    held.

    The

    KoreanTaekwondoFederationwasfoundedin1965,andtheWorldTaekwondoFederationwas

    foundedin1973.DuringthesameyearthefirstWorldChampionshiptookplace.

    1980wasanimportantyearforthesport,sincetheInternationalOlympicCommittee(IOC)

    acknowledgedTaekwondoasanOlympicsport. Itwasincludedasanexhibitionsportintwo

    successiveOlympicGames:inSeoul(1988)andBarcelona(1992).Taekwondowasincludedon

    theOlympic

    Games

    competition

    schedule

    for

    the

    first

    time

    at

    the

    Sydney

    Games

    in

    2000.

    Inpreparingforthenextquadrennium(20092012),USATlookstoexpandcurrentprograms

    andtocreateadditionaldevelopmentalavenuesforathleteswantingtorepresenttheU.S.at

    theinternationallevel.SomeoftheprogramsUSATlookstoprovidearedevelopmental

    opportunities at the grassroots level including high performance clinics for athletes ages 617 It

    populationofvisitorsandtheirfamiliestoyourcity.

    Over3000participantsfromtheageof6yearsoldandabovefromacrosstheUnited

    StateswillattendtheUSATNationalChampionships.(basedonthe2011figures)

    Over12,000spectators,whoaregenerallyfamilyandfriends,willattendtheeventand

    oftenrequirehousing(anaverageof4nightsperparticipant),food,andtransportation.

    Theywillhavetheopportunitytovisitmanylocalhistoricalsitesaswellasmanyother

    areasofinterest.

    Inrecentyears,theUSATNCbringsaneconomicimpactof$6.1milliontotheimmediate

    communityintermsofhotels,restaurants,touristattractions,transportation,andgift

    purchases.(BasedonresearchdonebytheSportsMarketingResearchInstitute(SMRI)

    andtheUniversityofNorthernColorado.

    RECOGNITIONAND

    VISIBILITY

    VisitorVisibility: Yourcitywillgetexposuretoapproximately15,000attendeesand

    spectators. TheseparticipantsandspectatorscomefromacrosstheUnitedStatesand

    willbereturninghometosharetheirexperienceswiththeirfriendsandrelativeswho

    maydecidetovisityourcityinthefuture.

    HostRecognition: HostingtheUSATNationalChampionshipsmayleadtohostingother

    amateurand

    TAEKWONDOisresponsibleforconductingtheevent,theHostCityisexpectedtoprovidethe

    basicancillaryingredientssurroundingtheconductofthechampionships.

    Itisimportantthebiddinggroupisfullyawareofthefollowingexpectationswhenconsidering

    thehostingofthisevent. Theywillbeprimaryissuesinthefinalnegotiationsaswellasintegral

    componentsoftheoperatingagreementsandfinaldecisions.

    Uponsubmittalofthebid,USATAEKWONDOwillassumethebidderhasreadandfullyunderstandstheexpectations,andfurther,ispreparedtoassumetheresponsibilities. Upon

    receiptoftheBidApplication,andwitnessedbyanauthorizedsignature,abidwillbe

    consideredanofficialinvitationforUSATAEKWONDOtoproceedwiththeassumptionsin

    place.

    A. COMPETITIONVENUE

    AprimaryconsiderationistheuseofaDomeorelevatedseatingvenuepreferablyatnoorata

    substantiallyreducedcosttotheUSATAEKWONDOfortheconductoftheUSATAEKWONDO

    USATNationalChampionshipsTaekwondoChampionshipsandancillarymeetings. Leasefees

    arefrequentlynegotiatedbetweenhosthotels,thelocalConventionandVisitorsBureauand

    localsponsorsinordertoreachasatisfactoryrentalagreement. Specificrequirementsforthis

    eventare:

    1. Arenastylevenueispreferred.Thisvenuemustcontainopenfloorspaceataminimumof

    150,000squarefeet.

    Or

    Anopenspaceunderoneroofwithaminimumof150,000200,000squarefeet. Column

    freespaceispreferredalongwithelevatedseatingforthespectators.

    TheLocal

    Organizing

    Committee

    OrganizationsbiddingonthiseventmustspecifyaLocalOrganizingCommittee(LOC)and

    chairperson;itisrecommendedthattheLOChasprioreventplanningexperience. USA

    TAEKWONDOalsorecommendsthattheLOCcommunicateswithlocalTaekwondoclubsto

    coordinateeventspecificpersonnelandvolunteers.Pleasekeepinmindthatinorderforthe

    eventtoruninanorderlyandorganizedfashion,USATAEKWONDOwillrelyontheLOCand

    hostcity

    to

    provide

    this

    additional

    support.

    The

    the

    city.

    FacilityEventDirector: Theprimarycontactforthefacilityhostingtheevent.

    VolunteerCoordinator: ThispersonshouldbetheleadfortheLOCincoordinatingvolunteers

    andstafftohelpruntheeventandregistrationproceduresandmustbeonsitefortheentire

    event. Thispersonwillalsoberesponsibleforhelpingtorecruitmedicalvolunteers. Itishighly

    advisedthatUSATAEKWONDOispartoftheselectionprocessinnamingavolunteer

    coordinator.

    SponsorshipandMarketingCoordinator: ThispersonwillactasaliaisonbetweenUSA

    TAEKWONDOandtheLOCinordertomaximizelocalsponsorshipopportunities. Theproceeds

    fromthesponsorshipsalesorotherrevenuesharingopportunitiescanbenegotiatedinorder

    tobenefittobothUSATAEKWONDOandtheLOC. However,theLOCmustcoordinateandget

    finalapprovalfromtheDirectorofEventspriortosigninganysponsorshipdealsinorderto

    avoidconflicts

    with

    USA

    TAEKWONDO

    National

    Sponsorship

    deals

    currently

    in

    place.

    SecurityCoordinator: Thispersonwillbetheprimarycontactregardingcoordinatingthe

    security/staffingneedsifthefacilityisnotinchargeofcoordinatingeventstaffing. Thisperson

    willworkcloselywiththeUSATaekwondoEventManager/Director.

    teardownofthecompetitionarea.

    InorderforUSATAEKWONDOtohostasuccessfulevent,thevenueorfacilityisoneofthe

    considerations

    in

    the

    bid

    selection

    process.

    All

    organizations

    submitting

    a

    bid

    mustalsosubmitadetailedfloorplanoftheproposedvenuetoincludethecompetitionarea

    andtheconcourseorvendorarea. USATAEKWONDOrequestsaCADfileofthevenueatthe

    timethebidissubmitted.

    A. COMPETITIONAREA

    Anarenastylevenueshallhaveanopenandunobstructedfloorspaceofatleast100,000

    USATAEKWONDOwillsupplyportablematswhichwillarrivetwodayspriortocompetitionina

    USATAEKWONDOsuppliedtrailer. USATAEKWONDOstaffandtheassignedTournamentStaff

    willcoordinatethematlayoutforthefacilitybasedoffofthefinalCADdrawingsuppliedbythe

    USATAEKWONDOstaff. USATAEKWONDOwillprovidethehostfacilitywithavenuediagram

    aswell. Theinstallation,teardownandrepackingoftheportablematsurfaceswillbeunder

    thedirectionofUSATAEKWONDO'sTournamentStaff. TheLOCandtheVolunteerCoordinator

    incooperation

    with

    the

    USA

    TAEKWONDO

    will

    be

    responsible

    for

    providing

    the

    work

    ROOMS

    USATAEKWONDOhasasemitrailerthatwillarriveatthehostvenueuptooneweekpriorto

    setupwiththegoalbeingonedaypriortosetup. ThisUSATAEKWONDOsemitrailermustbe

    allowedtoarriveandremainattheservicedockuntilthetrailerisreloadeduponcompletionof

    thetournament. Inaddition,USATAEKWONDOrequeststherighttousetheforkliftsorthe

    abilitytorentthisequipmentforuseatthevenue. SomemembersoftheUSATAEKWONDO

    staff

    and

    Tournament

    Staff

    are

    certified

    and

    experienced

    in

    the

    use

    of

    this

    machinery

    and

    will

    needtheuseofthemextensivelyduringteardownandsetup. ApprovalfortheUSA

    TAEKWONDOstafftooperatethisequipmentwillberequested.

    Inaddition,USATAEKWONDOwillhavemanyshipmentsofsuppliesandmerchandisesentto

    thehostvenueandhoteluptooneweekpriortotheeventdates.USATAEKWONDOrequests

    thehostvenueandhotelacceptthesepackagesatnoadditionalchargeandstorethemina

    securearea.

    USATAEKWONDOwillneed1storageareatobeusedforsupplies,medals,merchandise,and

    forvendormerchandise. OncetheUSATAEKWONDOstaffarrivesatthevenue,theUSA

    TAEKWONDOstaffshouldreceivekeysandaccesstothestorageareafortheentiredurationof

    theevent.

    USATAEKWONDOwillnegotiatehotelcontractsandguaranteeingtheratesandneedsofUSA

    TAEKWONDO.

    In

    addition,

    USAT

    will

    be

    responsible

    in

    negotiating

    the

    complimentary

    room

    needsforstaffandofficialsforUSATAEKWONDO. Whensubmittingabid,pleasecoordinate

    withUSATforallhotelneedsandquestions.

    RecentUSATAEKWONDOhistoryindicatestheneedforhotelblockstoaccommodate

    approximately1800roomnightsfortheentiredurationoftheevent. Whilenumeroushotels

    shouldbeused,USATAEKWONDOstronglystressestheneedforawiderangeofcostand

    amenitiesprovidedbyhotelslocatedincloseproximitytothecompetitionvenue. Itisvery

    importantthat

    the

    contracted

    daily

    rate

    be

    the

    lowest

    available

    during

    the

    time

    of

    the

    event.

    Hotelsnotwithinwalkingdistancetothecompetitionvenueshouldprovidediscounted

    venueisnotwalkingdistance,transportationtoandfromthehotelmustbeprovidedeitherby

    thehotelorbytheLocalOrganizingCommittee(SportsCommissionorCVB). Inaddition,

    transportationtoandfromtheairportmustbeprovidedtoallparticipantsandcoaches. This

    hotelwillactastheprimaryhotelforregistrationandmeetingsleadinguptotheevent.

    GuestroomsforUSATAEKWONDOneedsshouldbeavailablefromtwodayspriortotheevent

    totheconclusionoftheevent. Inordertobeconsideredastheheadquartershotel,thehotel

    basis. USATaekwondowillNOTsignanycontractthatcontainsanAttrition/

    PerformanceClause.

    TheLocalOrganizingCommittee(LOC)willberesponsibleforadditionaldutiesoncethevenue

    andhotelarrangementshavebeentakencareof. Inanefforttoprovidethebeststaffing

    supportpossible,USATAEKWONDOstronglyencouragesthepartnershipbetweenthebidding

    organizationandalocalTaekwondoschool. TheabilityfortheLOCtogathersufficientstaffing

    1. VolunteerCoordinator: ThispersonshouldbetheleadfortheLOCincoordinating

    volunteersandstafftohelpruntheeventandregistrationprocedures. TheVolunteer

    Coordinatorwill

    responsible

    for

    recruiting

    and

    scheduling

    volunteers

    where

    and

    when

    neededasthejobassignmentsdictateasprovidedbytheUSATAEKWONDO. TheVolunteer

    Coordinatorisalsoresponsibleforhelpingtorecruitmedicalvolunteersforthedurationofthe

    event. TheVolunteerCoordinatormustbeonsiteduringregistrationandthecompetitionto

    monitorthevolunteerregistration.

    2. SetupandTeardownStaff: Thisgroupshouldconsistof2030peoplewiththeabilitytolift

    andcarry

    heavy

    objects.

    strongly

    suggests

    recruiting

    the

    help

    of

    local

    Taekwondoschoolsandorganizationstoaidinthisprocess.

    USATAEKWONDOwillprovide2staffmembersfromtheTournamentStafftocoordinatethe

    volunteersandgroupsrecruitedtohelpwithlayingofthemats. Thesetupcrewwillalsobe

    responsibleforhangingbannersandtapingofthemats.

    3.MediaandPublicRelationsCoordinator: ThispersonwillactasaliaisonbetweentheUSA

    TAEKWONDOEventsDepartmentandthemediaoutletsinthehostcity. Thispersonsmain

    responsibilityisaidingtheUSATAEKWONDOEventsDepartmentinmaximizinglocaland

    nationalpublicityandmediacoverage.

    4. SecurityCoordinator: Thispersonwillbetheprimarycontactregardingthesecurity/staffing

    needsifthefacilityisnotinchargeofcoordinatingeventstaffing. Thispersonwillworkclosely

    withtheUSATaekwondoEventManager/Director.

    5.EventManager:ThispersonwillbetheprimaryliaisonbetweentheSports

    CommissionandCVBtohandlethedetailsneededinregardstorestaurants,logistics,

    transportation,andotherneedsthatmayariseinpreparationandcoordinationoftheevent.

    BIDAPPLICATION/SITESELECTIONPROCEDURES

    USATAEKWONDOiscurrentlyacceptingbidsforthe2015andbeyondUSATAEKWONDO

    NationalChampionships. Priortosubmittingabidfortheseevents,pleasereviewandinspect

    thenecessaryrequirementsassetforthinthebidpacket. Pleasefollowtheinstructionsbelow

    inordertoguaranteeyourorganizationandcitymeetalldeadlinesandadheretothe

    proceduresnecessarytosubmitacompletebid.

    1. ReviewandinspecttheBidManualtogetagreaterunderstandingofthehosts

    responsibilitiesoncesubmittingabidandfurthermoreoncewinningthebid. Itwillbe

    presumedbyUSATAEKWONDOthatuponreceiptofaformalbid,thebidding

    organizationhas

    read

    and

    fully

    understands

    the

    terms

    the

    bidder

    is

    prepared

    to

    assume.

    2. TheBidSchedule,asoutlinedintheBidManual,shouldbestrictlyfollowed. Thebidding

    organizationisalsourgedtosubmitaproposalformorethanoneyearandUSA

    TAEKWONDOevent(USATNationalChampionships,U.S.OpenTaekwondo

    Championships,etc.). USATAEKWONDOSgoalinselectingcitiestohostUSA

    TAEKWONDOistochoosethecitieswiththecapabilityofhostingtheeventtwoyearsin

    arow.

    3. WhendecidingtobidonaUSATAEKWONDOevent,thefirststep,onceunderstanding

    thenecessaryresponsibilities,istosubmitaletterofIntenttoBid. Thesecondstepisto

    completeaBidApplication(includedinthissection)alongwithsendingthenecessary

    complementarymaterialssuchastheCADfile,documentationfrompastevents,and

    contactnamesandnumbersfrompastorganizationshostingeventsintheproposed

    Events

    DepartmentwillanalyzeeachbidandmakeallrecommendationstotheCEO/Executive

    Director. OncethedecisionhasbeenmadetheUSATAEKWONDOEventsDepartment

    willnotifyallcandidatesofthedecisionandproceedtothecontractphaseofthe

    partnership.

    7. Allcontracts,includingthosefromtheLocalOrganizingCommittee,Convention&

    VisitorsBureau,

    and

    the

    venue

    hosting

    the

    event,

    may

    be

    sent

    to

    the

    USA

    TAEKWONDO

    officetobesignedbytheCEO/ExecutiveDirector. Allhousingcontractsshouldbesent

    totheTBDhousingserviceofficetosecurethehotelagreementswithacopytoUSA

    TAEKWONDO.
