I. Introduction

Phnom Penh is the capital and largest city of  Cambodia

Area:758km² ( Urban City of 375km²)

Administrative Division :+ 8 Districts+76 Communes+637 Villages

Population of 2 millions people in 2009

Currently Annual growth rate of 3.5%

III. History of Phnom Penh city Phnom Penh become the first capital of Cambodia after King Ponhea Yat

moved from Angkor Thom Capital( Khmer Empire)

It became capital 73years from 1432-1505, abandoned 360years from 1505-1865

In 1866, Phnom Penh was claimed as permanent capital under King Norodom I, The Royal Palace was built,

In 1870s the French colonist took turn in Cambodia, many infrastructure services were built for Chinese traders in Phnom Penh city. It became modern city under colonial administration

By 1920s Phnom Penh was known as the Pearl of Asia. Over the next four decade it continue to experience the rapid growth with building railway and international airport.

During 1975-1979, Cambodia under Khmer Rouge Regime, People in Phnom Penh City, were evicted from the city

After 1990s, the whole country under reconstruction, continuing stability of government attracting new investment from oversea and Foreign Loan.

Urbanization and Population Change

More urbanized after independence from France (1954-1969) Recently in last decade the country has experienced fast urbanization.

During Khmer Rouge Regime urbanization is totally stopped in Cambodia.(1975-1979)

Currently Population change is one of the high rate of urban increases in Asia comparing to change pattern of urban increase in center over the late 4 decade

Infrastructure and Service Provision

Rehabilitations of all sector facilities are funded by the development partners( Electricity, Water Supply, sewage and drainage by ADB, World Bank etc,)

The Privatization policy has improved the service provision as a part of municipal government attempt to improve its management.

Social and Environment Sustainability

Through the master plan till 2020, contribute to city socially and environmentally sustainable with proper land use planning

The development and establishment of satellite around core city in order to cope the urban sprawl as the result of economic growth along city green and open space is protested and preserved in the draft master plan.

Conclusion

Persistence of city structure of French colonized Plan and similar to development plan today

The planning patterns in colony contracted by French and European Model, while present planning get modernization and use 21st century plan, protesting and preserving the green area and open space

Master plan by 2020 cope with urban sprawl and make social and environmental sustainability through the proper land use planning

More urbanized and economic growth with master plan by 2020

Effectiveness and efficiency of infrastructure and service provision( World leadership Awards 2005)
