NECESSARY INFORMATION TO APPLICANTS FILLING THEIRAPPLICATION THROUGH ON-LINE

This advertisement is also available on the Commission's website http://uppsc.up.nic.in. The On-lineapplication system is applicable for ap-plying against this advertisement.On-line application may be filledfrom 10 April, 2012. Application sent through any other mode shallnot be entertained. Candidates are advised to apply On-li ne only. Inconnection with On-line application, candidates are advised to:-

1. Go through thoroughly the directions given in Appendix-1 andapply acc ordingly.

2. When the candidate clicks "ALL NOTIFICATION/ADVERTISEMENT DETAILS" on the Commission's websitehttp://uppsc.up.nic.in the following two options shall be available:-

1. On-line advertisement.

2. Off-line advertisement.

"On-line advertisement" shall automaticall y display the list of alladvertisements, wherein O n-line application system is available.The candidate may click "View Advertisement" to see thedesired advertisement. By doing so, the full advertisement willdisplay. Now, the clic king of "Apply" will provide full details postwise of the advertisement against the post/exam for which acandidate wants to apply. The candidate Registration should beclicked, there upon the format will appear on the screen, in whichthe candidate will fill in the desired information. The speci men is

given at Appendix-2 of the displayed advertisement where"On-line Application" procedure is mentioned, such advertisementwill remain available on the website of the Commiss ion from the dateof the commencement of the fill ing of the application form upt o thelast date for application submission. The applicants shallthoroughly study the advertisement and fill the application On-li nefor examination/post in which they are interested.

3. The work relating to On-line filling s hall involve three stages:-

First Stage:- On the specified website of the Commission, theCandidate shall click 'Candidate's Registration' and fill inOn-line information in the format and register himself. Thereafter,the candidate shall print the Registration slip and take a copy of thesame to preserve with him. The specimen of the Registration slip isavailable at the Appendix-3 . Also, get an E-Challan print out of theState Bank of India or Punjab National Bank, the specimen of whichare given at Appendix-4 and Appendix-5 respectively. This maybe noted that at the next stage of filling the application, the applicantshall be required to enter correctly the Regist ration Number at thespecified space.

Second Stage:- Along with E-Challan (from the first s tage thename of the Bank selected by the candidate is printed on theChallan), the candidates will deposit the prescrib ed amount withE-Challan by himself in any branch of the bank in any district andreceive a copy of the same from the Bank, whic h will be preservedby the candidate. The Bank will indicate Transaction ID / Journal No.and date in the copy of the E-Challan returned to the candidatewhich will be used by the candidate at the Thir d Stage, while filling

in the applications.Third stage :- After depositing the fee in the Bank, the candidatetwo day after on the next working day (after 2.00 pm ) shall enterinformation On-line in the format, available in Commiss ion's websiteby clicking Submit Application Form . Also the photo andsignature, duly scanned shall be uploaded, The specimen of thesame is given at Appendix-6.

The candidate should scan hi s photograph and signature in theprescribed size (the size will be mentioned at the specified spot inthe On-line application). This should also be kept in notice that thephoto should be latest passport size. In c ase the photo andsignature, scanned in the prescribed s ize, are not uploaded, thenthe On-line system will not accept it. The procedure related toscanning of the photo and signature is laid down in theAppendix-7. After filling in all entries in the format, the candidatemay click View application form to see for himself that allentries and informations are correctly entered and after satisfyinghimself should click "Submit" to forward the same to theCommission. It is essential that the candidate should fill allinformations On-line correctly according to the directions given andclick the 'Submit' button by the last date prescr ibed for depositingthe application form. If the candidate does not clic k the "Submit"button, the application shall not reach the Commission. Thecandidate shall be accountable for this. After clicking the 'Submit'button, the candidate may take a print-out of the application topreserve it with himself. In the event of any disc repancies, the

candidate will be required to submit the said print-out in the officeof the Commission. Otherwise hi s request shall not be entertained.

4.The Application once submitted, will not be allowed to be modified.

5. Application Fee : After fi lling in the Candidates 'Registration'format of the On-line application, the candidate shall procure theprint-out of the E-challan in duplicate. The E-Challan will be used todeposit the fee in any of the branches of State Bank of India orPunjab National Bank by the candidate according to his category.The fee will not be allowed to be deposited by any other mode exceptE-Chall an. The above fee, according to the category, is as under:-

1. Unreserved (General) -Rs. 80/-

2. Other Backward Class -Rs. 80/-

3. Scheduled Caste -Rs. 40/-

4. Scheduled Tribe -Rs. 40/-

5. Dependants of the -According to the orig inal categoryFreedom Figh ters mentioned from Sl . Nos. 1 to 4.

6. Handicapped -NIL

7. Ex -Servi ce man -According to t he or ig inal cat egorymentioned from Sl. Nos. 1 to 4.

6. If the claims of the candidates given in their applications are notfound true, they c an be debarred from all the future examinations

and selections made by the Commission including otherappropriate penalties.

7. If the candidates want some correcti on or change in theirsubmitted applications, they can submit another fresh completeapplications with desired corrections alongwith prescribed feewithin the last notified dates of the advertisement. The applicati onfee deposited with the prior application will neither be returned noradjusted in any condition.

Selection through direct recruitment for the post of Lecturersin Government Degree Colleges of U.P. in the followingsubjects, Nature of the post- Gazetted/Temporary but likely tobe permanent, Pay Band Rs. 15,600-39,100 with Grade pay Rs.6000/-, Age: 21-40 years (Age relaxation as per rules).

Note:- The Horizontal reservation on subject wise vacant postswill be given according to rules.Essential Qualifications:-(A) For the post of Lecturers (other than Lecturer, B.Ed.and Physical Education).

1- Good academic record with atleast 55% of the marks, or an

equivalent grade of "B" in the 7 point scale with letter gradesO,A,B,C,D,E and F at the Master's Degree level in the relevantsubject from an Indian University or an equivalent Degree from aForeign University.2- Have cleared NET in the relevant subject or U.G.C. accreditedSLET of Uttar Pradesh in the relevant subject or SLET in therelevant subject conducted by the other States of India prior toJune, 2002.(B) For the post of Lecturer (B.Ed.):-

1- Good academic record with atleast 55% marks in the Degreeof Master of Education (M.Ed.) or an equivalent grade "B" in 7point scale.

2- A Post Graduate Degree in any School subject.3- Have cleared NET or SLET of Uttar Pradesh in the relevant

subject or SLET in the relevant subject conducted by the otherStates of India prior to June, 2002.(C) For the post of Lecturer (Physical Education):-

1- Good academic record with atleast 55% of the marks inPhysical Science three years course or Post Graduate Degree inGames and Sports or equivalent 'B' Grade in 7 point scale ofU.G.C..

2- Have represented University or Degree College in InterUniversity Or Inter Collegiate Games / Sports Tournament orrepresented State team in National Tournament of Games andSports.

3- Have certificate of Physical Fitness.

4- Have cleared NET or equivalent U.P. State Level EligibilityTest (SLET) in relevant subjects.Note:- In reference of posts as mentioned above in category A,B& C to clear NET or SLET shall remain compulsory requirement forappointment as Lecturer. However the candidates having Ph.D.Degree in the concerned subject are exempted from NET or SLET.The candidates having M.Phil Degree in the concerned subjectare exempted from NET or SLET but they are eligible for teachingto U.G. Level only.Explanation:-(1) A relaxation of 5% shall be admissible from 55% to 50% of themarks at the Master's level for SC/ST Category.(2) A relaxation of 5% shall be adimssible from 55% to 50% of themarks to the Ph.D. Degree holders who have passed their Master'sDegree prior to 19 September, 1991.(3) A relaxation of the minimum marks at the P.G. level from 55%to 50% for appointment as Lecturer shall be adimssible to thecandidates who have cleared the JRF examination conducted bythe UGC/CSIR only prior to 1989.(4) A relaxation of the minimum marks at the P.G. level from 55%to 50% for those candidate who are Physically/Visuallyhandicapped.(5) Grade 'B' in seven point scale with letter grades O,A,B,C,D,E,and F shall be regarded as equivalent to 55% where ever thegrading system is followed.(6) Good academic record is defined as under:-

A minimum 50% marks in the relevant Bachelor's Degree.However, a relaxation of Maximum 5% marks shall be admissibleto such candidates who belong to SC/ST or Physically/Visuallyhandicapped category.(7) For the post of Lecturer (History) mentioned at serial No.2,such candidates will be eligible who have Master Degree inMedieval and Modern History.Note:- The above selection through direct recruitment shall bemade by the Commission on the basis of Interview. However theCommission will hold a screening test to shortlist the candidates

for Interview. A separate press communique will be issued forScreening Test regarding programe and syllabus etc.

GENERAL INSTRUCTIONS

1. The candidate must carefully s tudy the detailed advertisementand may apply for the post only when he is eligible for theconcerned post.2. In no circumst ances, applications shall be accepted after the lastprescribed date and time. Applications found without requisiteinformations and without photograph and signature, even whenreceived in time, will be summarily rejected.3. The knowledge of Hindi is essential.4. The date of calculation of age (except where indicatedotherwise) is 01 July, 2012. The maximum age-limit shall berelaxable by five years f or the candidates belonging to ScheduledCaste, Scheduled Tribe, Other Backward Class and dependants ofthe Freedom Fighters of U.P.. In case of ex-servicemen, the 3 yearsrelaxation is extra admissible in the maximum age limit in addition tototal length of Military Service. It is essential to be retired fr om armyupto the last date for r eceipt of applicati on. For the physically handi-capped persons (If post reserved), relaxation in age of 15 years willbe admissible according to G overnment Order.5. After receipt of application in the Commissi on, any request forchange in the qualific ation and category will not be entertained.6. Minimum educational qualification is not suffic ient for being called forinterview. Mere eligibilit y does not entitle a candidate to be called for in-terview or for selection. Intimation f or interview will be sent later on.7. In case of large number of applicants for the post / posts, theCommiss ion may hold screening test, which will be communic atedin due course of time.8. The original certifi cates are required for verificatio n at the time ofinterview. Candidate will then also be required to submit his passportsize photograph attes ted by his head of department or head of theinsti tution, where he received last education or by a Gazetted Offi cer.9. Candidates serving under C entral or State Government will haveto produce "NO OBJECTION CERTIFICATE" from their employer atthe time of Interview.10. The decision of the Commission as to the eligibility or otherwiseof a candidate will be final.11. The candidate coming under the reserved category, desiringbenefit of the reservation, must indicate in the prescribed column ofthe on-line application the category/sub category (one or more thanone) whatever may be, and if they fail to do s o, they will be treatedlike a general candidate and the benefit of reservation will not be ad-missible to them.12. Till the last date and time of the submission of the on-lineapplication, it is must to click the 'Submit Button'. The candidate musttake a print out of the application duly filled in and keep it safe andsecure. In the event of any discrepancy, the candidate will berequired to submit the print-out to the office of the Commissionotherwise the request of the candidate shall not be entertained.13. With regard to claims made in the 'On-line Application', thecandidate shall submit the following original certificate/certificatesin the prescribed format, when asked for by the Commiss ion. If thecertificates are not submitted in time, the candidature shall betreated cancelled.13.1 Higher Secondary/ High School Certificate for proof of the age.

13.2 Proof of degree / diploma or its equivalent qualific ations toconfirm the prescribed essential and preferential qualifications.13.3 In case of physically handicapped candidates, the certificateissued by the competent authority in the format-1 to the GovernmentOrder No. 18/1/2008-Ka-2-2008 dated 3rd February 2008.13.4 In case of the skilled players of the classified sports, a certificateissued by the competent authority will be required in terms of theGovernment Order No. 22/21/1983-Ka-2 dated 28th November 1985.13.5 Under any reserved category/categories, for the confirmationof the claim for reservation, The caste certificate issued by DistrictMagistrate/Additional District Magistrate (Executive)/City Magistrate/SDM/Tehsildar in the prescribed format prescri bed under Govt.Order No. 22/16/92-TC-III/ Ka-2/2002 dated 22nd October, 2008 inrespect of candidates belonging to the SC / ST / OBC.13.6 Those candidates, willing to take the benefit of thereservation may obtain a certificate, is sued by the competentauthority, insupport of the reserved category, in the prescribedformat printed in this detailed advertisement and submit the same tothe Commission, whenever required to do so. Those claiming morethan one reserved category will be given only one such concession,which will be more beneficial. The candidates not ori ginallydomiciled in U.P. belonging to SC, ST, O.B.C., dependants offreedom fighters, handicapped, Ex-servicemen and women are notentitled to benefit of reservation. Such candidates will be treated ingeneral category. In case of the women candidates, the certifi cateissued from f ather side will be treated valid.

14. The Commiss ion do not advise to candidates about theireligibility. Therefore, they should carefully r ead the advertisementand when satisfied about their qualifications i n terms of theadvertisement, th en only apply.15. In the category of dependants of the freedom fighters onlysons, daughters, grand-sons (son's son) and grand daughter arecovered. Only suc h relationships with the freedom fighters are notadequate but the candidate should remain actually d ependant ofthe freedom fighter. Drawing the attention of the candidates to-wards Govt. orders dated 22.01.1982, 08.03.1983 and Govt. OrderNo. 3014, Personnel-2 , 1982 dated 18.10.1982 read with Govt.Order No. 6/1972 Personnel-2, 1982 dated 15.01.1983, it is ad-vised that now the candidates may obtain the reservation, certifi-cate from the Distric t Magistrate in terms of Govt. Order No. 4/3/82-Ka-2-97 dated 26.12.1997 in the prescribed format and submit thesame.16. In the event of involvement of a candidate in the concealment ofany important information, pendency of any case / criminal case,conviction, more than a husband or wife being alive, submission offacts in a distorted manner, canvassing for selection etc. TheCommiss ion reserves the right to reject the candidature and debarfrom appearing in the examinations and selections.17. For Part-I Candidate Registration process you have to click onCandidate Registration option it will fetch out Candidate Basic Reg-istration page in which the c andidates have to fill fundamental infor-mation, particulars and details asked for. part of form submission.Candidate Basic Registration Form:

Here the system asks f or Candidate's Personal Informationincluding 'Name', 'Father's/husband name', 'U.P. Domicile','Category', 'DOB', Gender, 'Marital status ', 'Contact no', email,Qualific ation details, and other relevant information.

After entering verification code Click on Submit button atbottom of the page, the second page that will display yourRegistration Slip where you can find your 11 digit regis trationnumber with detail that you can also take print for fut ure reference.[The candidates are supposed to fill in the Payment Details whilefilling up Part-II of the On-line Application Submission.]

8.After Completion of PART-I Registration. You have to go throughvia Generate E-Challan and Submit Application Form options tocomplete Part-II portion.

Click on Generate E-Challan button in candidate segment it willopens-up a page and ask for Candidate Registr ation Number and

Bank Name to Generate E-Challan.When candidate provide valid information, then click on

Generate E-Challan butt on it will generate Bank Challan withrespective of bank that you have to deposit in bank and they willgive you candidate Challan Copy with transacti on date and numberfor further proceeding.
